Introduction There has been much publicity of the boom and bust in oil and gas well drilling in the US, and many comments on oil and gas gluts. Despite this, the drilling industry remains the largest consumer of functional industrial minerals. The boom years of 1981 and 1982, compared with the bust year of 1983, show a sharp reduction in the consumption of industrial minerals-1981, 7.4Mt (8.2 million st); 1982, 6.3 Mt (7 million st); and 1983, 4.4 Mt (4.9 million st). Industrial mineral use rebounded in 1984 to 4.7 Mt (5.2 million st). This was the second highest year in history in terms of wells drilled and third highest in footage drilled. Table 1 shows the history of drilling activity and mineral consumption from 1971 to 1984. The uses of functional industrial minerals in oil and gas well drilling were detailed by Miles and Blair (ME, 1983, October, pp. 1397-1400). As an update, this article addresses only the changes that have occurred in the industry in the past two-and-a-half years. It will be directed to mineral use and new products introduced to the industry. Drilling practices A partial explanation of where wells are being drilled with lower quantities of minerals consumed is: • In the boom year of 1981, there was a proliferation of number of suppliers chasing the same business. This resulted in multiple sourcing, multiple warehousing, and a huge increase in inventory that became surplus in the following years. The bust year, 1983, caused a severe shakeout in the number of suppliers of minerals and associated drilling fluids. • In 1981 and 1982, the wild speculation in the oil and gas industry led to drilling of speculative deep gas wells. Oil wells were drilled on a wildcat basis - in areas of unproven productivity. • Presently, the oil and gas well drilling industry is very active. But drilling is directed toward proven areas of production and working over old wells for increased production. This means a large number of wells are being drilled with lower average foot-

Secondary minerals, amorphous materials, and biologic entities that form on building stone can cause aesthetically unflattering changes in color and may even result in stone decay. Techniques to determine causes of such changes generally have entailed destructive sampling and often required chemical, thin section, X-ray, or other relatively slow, expensive measurements. We have found that a rapid leach of in-place stone using small volumes (50-100 ml) of very pure distilled, deionized water provides recovery of sufficient dissolved material to help diagnose stone anomalies. Water is sprayed onto the stone and collected in a nonwetting plastic pan. Ion chromatograph analysis of waters thus collected from more than 160 sites showed wide variations in concentration of anions F, Cl, NO3, and SO4. Anion analyses were made in minutes for less than $20 per sample. Cations Ca, Mg, Fe, and Sr also were detected, and analyses might be used to determine mineral sources using equilibrium computer models. Solid particles filtered from the samples can be examined microscopically to provide further information about atmospheric agents affecting the stone. The collected water can even be evaporated to precipitate dissolved minerals. Chloride values in samples rinsed from stone ran as high as up to 17,000 ppm, nitrate to 100 ppm, and sulfate to 1,000 ppm. Limited data also indicate that measurable amounts of fluoride were found in some of the rinse waters. Chlorides were most abundant in areas where the stone has become dimpled or spalled. Nitrates were generally higher near ground level, and sulfate tended to be more abundant in samples taken from higher sites or from sheltered sites. Dark-stained limestone tended to yield less soluble material than clean-looking stone. Leachable elements were higher in samples from urban areas. Most of our data are from limestone buildings, but the technique works on other types of dimension stone, man-made construction materials, and even natural outcrops of rocks. Longitudinal studies show that soluble materials vary through time and are affected by climate. This rapid, in situ leach technique, although still being perfected, shows great promise in the diagnosis of stone alteration and in the evaluation of stone treatments because it is completely nondestructive.

The chemical, oil, semiconductor, mining, and paper and pulp industries, as well as most other modern industries, are rapidly expanding the range of measurements used to characterize raw materials, process steps, intermediates, and final products. In addition, process variables such as temperature, pressure, and flow become more and more numerous, providing extra information on the state of the process. However, no matter how many sensors are added, the underlying sources of variations that drive the process behavior remain constant. On the other hand, the measuring frequency of these data has increased from once a day or once an hour to once, ten, or even hundred times a minute. This gives masses of data that are swelling in both directions (more variables and more observations). These data need to be properly stored, managed, and analyzed to provide diagnostics about the state of the process as well as an understanding of the relationships between different parts of the process and the product properties. Projection methods such as PCA (principal components analysis) and PLS (projection to latent structures) compress process data to informative summaries of the original variables. These can be shown on line, providing an efficient, graphically oriented suite of diagnostics regarding the "health" and performance of the process. The power of these methods is illustrated by two examples of industrial data in the mining industry.

Discussed is the INMETCO processing of electric arc furnace (EAF) baghouse dusts from the specialty-steel and low-alloy industries. In addition, the INMETCO process has been modified to recover nickel, chromium and iron from many other waste materials including: •pickling solutions or filter cakes, •spent nickel and chromium plating baths, •carbon refractories from pickling tanks, and •superalloy wastes including baghouse bags. INMETCO is the only North American company presently capable of recycling nickel-cadmium batteries by high-temperature metals recovery. This process and the details of INMETCO's best demonstrated available technology (BDAT) test program are discussed.

Gold plant performance during the start-up period, which extends until capacity production is sustained, has a major impact on the internal rate of return and the net present value of gold projects regardless of mining and processing configurations. The start-up period experiences substandard production, extra expenses, and sometimes reduced recovery. This results in lost profits, a portion of which are recouped at the end of the life of the mine. Poor start-up performance can put projects into financial jeopardy. The gold mining industry regularly experiences start-ups ranging from good to poor. Problem areas, which affect start-up performance, include shortcomings in ore reserve sampling and testing, equipment design and installation, untrained plant operators, inability to cope with problems which arise, and organization of the maintenance program. An investment, equal to 0.5% to 1.0% of plant capital cost, in programs to prepare for start-up, in advance, is recommended. Investment in such a program will make a good start-up possible. Without it the best result which can normally be expected is a fair start-up. Developers of new gold mines are urged to compare the cost of this investment with the anticipated increase in project net present value. Funds for this investment should be included in feasibility studies.

The axial mixing characteristics of a pilot-scale flotation column were investigated with the objective of identifying means to mitigate the extent of axial mixing that adversely affects its grade/recovery performance. A wide range of design and operating conditions was investigated and the experimental results, obtained using the dynamic response method, were analyzed using three axial mixing models. The dynamic response of the column can best be described using the axial dispersion model. The results obtained suggest that the value of the axial dispersion coefficient, EL. can be signi6cantly reduced by judicial selection of hydrodynamic conditions and/or the use of column inserts that suppress the onset of hydrodynamic instabilities inherent to the operation of conventional flotation columns. Up to 40% reduction in the value of EL was thus obtained by using spargers that produce more uniform bubble sizes, while up to 30% reductions were obtained by controlling the residual frother concentration.

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

This paper concern the specific adsorption of sulfate anions on nonmetallic minerals and its role in flotation. The specific surface affinity of sulfate ions in various systems has been observed in the results of electrokinetic measurements that show conditions under which sodium sulfate can reverse the sign of the zeta potential. The electrical double layer model provides a means for interpreting the results and for estimating the free energy of adsorption of sulfate ions. Because of their surface activity, sulfate ions not only can function as a depressant in the flotation of oxide minerals with physisorbed anionic collectors but also can function as an activator for flotation with physisorbed cationic collectors. Their role in depressing or enhancing the flotation of the sparingly-soluble mineral barite is also explained in terms of the double layer model.

INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

INTRODUCTION The quantity of seepage that will be released from a tailings impoundment depends not only on the characteristics of the seepage control system, but also on the properties of the foundation soil or rock beneath the impoundment and the nature of the groundwater in the area. The interaction between various elements of the seepage control system and the influence the various characteristics of the site and impoundment have on seepage are the subject of this paper. The results of analyses are presented herein to indicate the nature and magnitude of the effect that the various factors will have on seep¬age losses. Analyses were conducted for a uranium mill tailings impoundment located in an area characteristic of many found in the western United States or Canada. A typical seepage control system consists of placement of either a clay or synthetic liner beneath the impoundment. In some cases an underdrain system may be placed on top of the liner to collect drainage from the tailings. The parameters that were varied in the analyses included those pertaining to the liner, underdrains and foundation strata. In general, it is shown that the seepage losses will vary in a complex manner depending on the interaction of the elements of the site and the seepage control system. As may be expected, the liner and underdrain systems have the most pronounced effect on controlling seepage. This paper deals with the quantity of seepage released from an impoundment However, the impact that seepage losses from an impoundment will have on the surrounding environment will depend on the rate at which contaminants will enter the groundwater and the nature of the groundwater flow itself. Consequently, when considering these results with regard to environmental impact they must be interpreted along with considerations of geochemical factors. MECHANICS OF SEEPAGE The mechanics of seepage and methods of analysis that were used will be discussed briefly herein. For a more detailed discussion the reader is referred elsewhere (McWhorter and Nelson, 1978, 1979, 1980). A general column through the impoundment was considered to be as shown in Fig. 1.

Jurist, educator and historian Neil Reynolds will be the keynote speaker at the National Mining Hall of Fame's 11th annual induction banquet on Sunday, Oct. 11,1998 at the Pointe Hilton Resort in Phoenix, AZ. Reynolds is Municipal Court Judge for the City of Leadville, CO, home of the National Mining Hall of Fame & Museum, and a fifth-generation resident of the community. His family staked mining claims on nearby Mount Massive in 1862. Judge Reynolds is a fulltime faculty member at Colorado Mountain College, Chairman of the Lake County Historic Preservation Advisory Board and practices law in Leadville. In announcing the speaker, Board Chairman Richard Moolick said seven inductees into the National Mining Hall of Fame will join 138 mining greats previously honored in the annual ceremonies. This year's inductees will be enshrined by Thomas Falkie, president and chief executive officer of Berwind Natural Resources of Philadelphia, PA. Moolick also announced that Jeffrey Clevenger will be the master of ceremonies for the induction banquet. Clevenger is executive vice president of Cyprus Amax Minerals, Englewood, CO and president of Cyprus Climax Metals, Tempe, AZ. In this paper the principal theories used to design roof bolting systems are presented and discussed. Then the characteristics of various types of roof bolts are presented and finally the interaction between rock and roof bolt characteristics on choice of roof bolts is discussed. Theories can be considered design tools which may or may not be appropriate for a specific situation. It is good for a design engineer to have a number of such tools available and also important that he understand their good features as well as their limitations. Hence, some of the principal theories and classification systems used for design of roof bolting systems are discussed first.

Minproc Engineers Inc. (Minproc) recently completed the construction and start-up of a process facility to treat 14,000 t/d of gold-silver ore at Kori Kollo, Bolivia. The comminution circuit consists of crushing and SAG-ball mill grinding. Breakage characteristics of the ore were determined and a circuit model developed. This enabled variations of the circuit to be simulated, and evaluated in terms of predicted performance to provide the criteria for final engineering design. Subsequently, analysis of the operating circuit provided data for circuit model-fitting. The validity of the original model and circuit performance predictions are discussed.

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

In 1998, a group called Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903± hm2 (22,000± acres) on Black Mountain, which contains the state's highest point, as unsuitable for mining. A fast track legislative process was triggered that could have "taken" 91 Mt (100 million st) of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed

INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Hindered-bed separators are often used in the minerals processing industry to classify particles according to size and density. A new technology, known as the Eriez CrossFlow, was recently developed to overcome some of the limitations associated with hydraulic separators. The innovative feature of this unit is a novel feed presentation system that improves separation efficiency and capacity. In the present work, a detailed process engineering evaluation was conducted to determine the basis for the improved performance of this unit. The evaluation included controlled separation tests using well-characterized feeds, particle and liquid tracer experiments and mathematical modeling studies. Data obtained from this work show that the new separator is capable of maintaining good separation efficiencies at higher solid feed rates than traditional designs due to improved hydrodynamics in the separation zone. This paper reviews the operating principle of the Eriez CrossFlow separator, discusses the results of the tracer experiments and modeling studies and presents test data obtained from recent laboratory and plant trials. Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

Crude oil, as a central commercial commodity, is tied to major economic activities in all nations. Also its price fluctuation plays a significant role in global political and economic situation, as a change in the price invariably affects the cost of other goods and services. Therefore reliable forecasts of the price of oil are interest for a wide range of applications. Several approaches have been proposed over the past few years. These may divide into three categories; artificial intelligent, statistical techniques and hybrid methods. The neuro-fuzzy is one of the sub divisions of hybrid method, containing neural network and fuzzy techniques. In this paper a novel forecasting model based on adaptive neuro-fuzzy inference (ANFIS) is proposed to predict monthly crude oil price. To be able to train and test the model, the statistical data from 1990 to 2010, was obtained from West Texas Intermediate oil prices. The results are compared with a multi criteria regression analysis, it is demonstrated that the neuro-fuzzy lead an accurate and more promising forecast.

Drift excavation by boom-type roadheaders in the San Manuel and Kalamazoo sulfide copper ore bodies has been successfully demonstrated. Geomechanical rock classification in conjunction with detailed geologic mapping has been necessary to assess roadheader performance, and to predict advance rates in the varied rock classes in the San Manuel block caving mine. Rapid excavation and less fractured ground are obvious advantages of roadheader drift excavation over conventional drill and blast techniques. The geomechanical system of Engineers International (1984) can be an effective roadheader performance and ground support tool.
