INTRODUCTION The Bureau of Reclamation is conducting a research program to investigate, develop, and test polymer-impregnated concrete tunnel support and lining systems for gravity flow, circular cross-section water conveyance tunnels. This system consists of segmented precast rings, backfilled with concrete. Polymer-impregnated concrete is conventional precast concrete which has been impregnated with a liquid monomer. The liquid monomer is subsequently converted to a polymer by thermal-catalytic or radiation methods. The polymer is a solid plastic which fills voids and microfractures within the concrete, resulting in greatly improved strength and modulus of elasticity and reduced permeability, which in turn increases the durability of the concrete. The immediate goals of the program are to develop techniques for the fabrication of precast concrete segments, test single segments to determine physical and mechanical properties, assemble the segments into a support and lining system, load and test the full-scale system, evaluate specific applications, and develop design criteria and construction procedures. In 1992, the Alaska Department of Environmental Conservation received a grant from the Environmental Protection Agency (EPA) to fund the reclamation of an abandoned placer mine. The project also included the development of a water-quality and hydrologic-monitoring program. The grant was provided under Section 319 of the Clean Water Act and is administered through EPA's Region X Water Division. For the past 100 years, Alaska's interior has been the site of extensive placer-mining operations. Early surface and underground operations left small tailings piles, some of which are still visible. Dredging left larger tailings piles, similar to those in California and elsewhere. The only reclamation of these tailings involved use as road base and fill and other civil applications. Most active mines in Alaska are on state and federal lands. The standards of reclamation for mines on federal lands are established under US Mining Laws, 43 CFR 3809. They address only mines operated since 1981. Under a state statute passed in 1990, the Alaska Department of Natural Resources, Division of Water and Mining, has issued reclamation regulations. These regulations apply to sites on state, federal and private lands, but only those mined since Oct. 15, 1991.

The Doe Run Co. emerged from the depressed lead market of the mid-1980s as North America's leading lead producer. Doe Run was lean and mean but quickly recognized that technology had advanced while the company was held to the belt tightening slump. With the 1990s approaching, Doe Run moved quickly to update its technology and control equipment to ensure its position as an industry leader. Doe Run was formed in 1986 when Fluor Corp. and Homestake Mining Co. combined their lead-zinc-copper assets in Missouri to form a joint venture. Doe Run is now owned by Fluor Corp. A rich history of mining, milling and smelting started in Missouri in 1862 when the St. Joseph Lead Co. was founded. Subsequent acquisitions led to the formation of St. Joe Minerals, which was later purchased by Fluor Corp. Six mines, four concentrators and two smelters are presently being operated, and a secondary lead smelter was recently commissioned. The Viburnum, Buick and Fletcher operations are lead, zinc and copper flotation concentrators, while the Brushy Creek plant is set up to process high copper-low lead ores. This article looks primarily at the process control installation at the Fletcher concentrator.

INTRODUCTION Providing sufficient thrust, particularly in the proper manner, is one of the major problems of conventional hardrock drilling and tunneling machines. For instance, with tunnel boring machines, massive jacks, mechanisms, and structures are required to generate and transmit the forces to the cutting head. One pays for this massiveness both in terms of material (dollars per pound) and in the attendant difficulties of transporting and maneuvering such machinery. The effect of an efficient thrust generation method on system size is evident when one considers conventional shaft drilling equipment. Raise borers are small enough to be used underground, while conventional big hole drilling equipment requires large amounts of space, personnel, and support. Proper application of the force is another problem, even with smaller holes such as blastholes. While one can load most tricone blasthole bits to their limit with such drill rigs as the Bucyrus Erie 61R or the Gardner Denver 120D, transmitting very large forces through the relatively flexible mast and drill pipe leads to large vibrations, fatiguing of the mast structure, and impact loads on the bit. In the following, a new method of generating the required rock fragmentation force is presented. Furthermore, the force is generated and applied in such a fashion that not only can the equipment size and weight be reduced, but also the cutter and equipment life can be increased.

The Mine Safety and Health Administration (MSHA) advanced several initiatives last year to further protect miners' health. Regulatory efforts included the implementation of a Hazard Communication rule for all mines, work on the Single Sample rule for all coal mines, and the Plan Verification rule for underground coalmines. Development and application of new technologies are actively encouraged in preventing miners' hearing loss and respirable dust overexposures. MSHA's successful x-ray program for screening of black lung among coal miners completed its third year. Compliance Assistance efforts are focused on Best Practices, outreach, and technical support for operators' specific challenges.

The utilization of high-sulfur Illinois coal by utility plants has been decreasing since the enactment of the 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal more attractive by offering the choice of taking the coal combustion and flue-gas desu furization products from the utility plants and placing them in the abandoned sections of their mines To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of product disposed of can be minimized In this paper, several such systems are presented The favorable operating conditions of each system are determined in terms of distance and tonnage ranges. For a 90 kt/year (100 thousand stpy) operation, it is found that, up to a distance of 150 km (93 miles), transporting products by truck would be less expensive than using rail cars and intermodal containers. Also, a case study is given in which a cost analysis is conducted for an underground coal mine receiving products from two Illinois utility plants. At 90 kt/year (100 thousand stpy) and a distance of 40 km (25 miles) between the power plant and the mine, it is found that truck transportation and under ground placement would cost $0.090/tkm ($0.131/st-mile) and $2.98/t ($2.70/ st), respectively.

Vertical slot raise driving from bottom up has always been a hazardous, inefficient, high cost operation. The introduction of the Simba 5 drill rig has enabled this type of raise to be drilled accurately from the top down and to be blasted in stages from the bottom up. Safety, high efficiency and low cost were the main criteria in opting for this method. Drop raises with the Simba 5 at Geco have been successfully drilled and blasted up to 115 feet, and this is close to the maximum length of raise that can be drilled and blasted efficiently with Simba 5. A look into the future would indicate a rig capable of drilling up to 200 foot raises with the same accuracy of Simba 5 to 115 feet.

An effective elution technique has been developed for recovering uranium from ion exchange resins loaded in the carbonate leaching process. The procedure employs direct elution with acid. In comparison with conventional base elution, the procedure yields eluate of higher uranium concentration, results in a more complete elution, keeps the performance of the ion exchange resin at the fresh stage, reduces acid consumption, eliminates carbonate consumption, and reduces waste for disposal. The technique has been successfully demonstrated in the field and patented. It lends itself to commercialization.

The successful construction project is one in which the component construction operations are completed within the scheduled time and cost parameters. Most construction projects, however, are subject to delays and/or disruptions which adversely affect the time (start, duration, and completion) and cost aspects of the project. Semiautogenous grinding (SAG) operators have been realizing the very significant impact of fresh feed particle size distribution on the mill grinding capacity. In actual practice, this impact may be quite difficult to assess because of the natural process variability that may also involve- concurrently other critical factors such as ore hardness. Recognizing the limitations of the empirical approach, the current publication proposes the use of mathematical models and simulators to explore and assess the net effect of feed particle size only, independent of any other factors. The simulation analysis here reported provides a basis to claim that the size distribution of the particles being ground (simply characterized by a % - 2" or similar measurement) is one of the most relevant controlling variables of the overall mill performance, regardless of the SAG circuit configuration.

Two separate studies investigated the compressive strength of basic igneous rocks and its relation to index properties such as porosity, density and soundrave velocity. The rocks tested were weathered dolerite from S. W. England and vesicular lavas from California. In both cases strength was affected considerably by porosity. In the dolerite, strength was also affected by fissures (microcracks) which were formed in the parent rock by shearing and later accentuated by weathering. While test results show that porosity, density and sound velocity are not reliable indices of rock strength, these properties are useful in interpretation of strength test results. Index testing can be used to classify samples according to similar behavior and to recognize the influence of fissures.

Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. Mining induced seismicity and rockbursts have been part of the deep level gold mining industry in South Africa for many years. One could be forgiven for thinking that we should know everything there is to know by now to have rockbursting under control to a level that it has minimal impact on safety and production. Well, we don’t… There are things we know that we know, and they are implemented, or should be. There are thigs we know that we don’t know, and they are researched, or should be. There are things we don’t know that we don’t know, and, well, we don’t know… We know that seismicity and the associated potential for rockbursts generally increase with an increase in stress (increase in mining depth and/or mining span and creation of remnants) and proximity to faults and dykes. We know there are a number of potential sources of events in a mine; that is: mining abutments, pillar abutments, mining faces and geological structures (faults and dykes). We know there are a number of event mechanisms associated with these sources; that is: slip on a geological structure, shear through intact rock and bursting of the rock near the edge of a mining excavation. One of the tools used more and more and with increased success to identify event source mechanisms is Moment-Tensor analysis (MT). This typically assist in differentiating between three event mechanism components: volumetric deformation component, axial deformation component and slip / shear component. The insight gained from MT assist greatly in identifying the most likely event source to assist in understanding the rockmass response to mining. We know that the seismic response in our mines are mining induced (not natural). This may seem trivial, but it is important to realise that we influence the seismic response with the way we mine, and by how much we mine (extraction ratio). Therefore we put design rules and strategies in place to reduce the seismic hazard and we install rockburst support in our mining excavations. We know the seismic response to mining is influenced by the properties of the rockmass, including strength, stiffness and brittleness, but quantifying its influence is typically more difficult than expected. We know numerical modelling can improve the engineer’s understanding of the potential rockmass response associated with designed mining layouts and strategies. For our environment (narrow, tabular large area) elastic boundary element modelling remains the most convenient and practical approach, but it overestimates the stress at mining abutments and underestimates the stress further away from these abutments. Adding a crushing (based in limit equilibrium) modelling approach vastly improves the boundary element modelling ability to simulate the deformed (interpret fractured) zones and associated redistribution of stress. We don’t know how to quantify what an acceptable seismic risk is. We don’t know if we can mine remnants at an acceptable seismic risk. Some remnants are extracted surprisingly easy, others serve us with devastating rockbursts. The limit equilibrium modelling shows potential to significantly improve our ability to quantify the rockburst risk. We don’t know if large-scale preconditioning is possible and will be effective to significantly reduce the seismic risk associated with remnant and pillar mining. Research is required (and has been initiated). Vast areas of ground have been extracted historically in the South African gold fields. Most gold reserves are now in deeper ground (4000 m) and historic remnants (areas left before due to mining difficulties) as well as pillars (regional stability pillars). If we cannot find ways to extract these reserves at acceptable risk levels, the future of the South African gold mining industry is very short.

Since the promulgation of the Mine Safety and Heath Administration?s (MSHA?s) Final Rule on mine seals (30 CFR § 75.335(b)), which became effective on October 20, 2008, many seal designs have been approved by MSHA and constructed by the mining industry. Since the effective date of the Final Rule, several issues on the design, construction, and/or inspection of seals have been brought to the attention of MSHA. Several such issues discussed in this paper include; the directional, design-load criteria required by MSHA for 50-psi seals, 120-psi seals, and greater-than-120-psi seals; the presence of fireclay in the surrounding strata where a mine seal is to be built; the measurement of convergence of the mine opening in which a seal has been constructed; where gob-isolation seals can be used; and the importance of periodic inspection of seals.

The Nevada Test Site is located approximately 100 km (65 miles) northwest of Las Vegas, NV. The site was primarily used by the Department of Energy for the field testing of nuclear weapons and has been contaminated by several million cubic feet of low-level radioactive wastes, heavy metals, explosive materials, and volatile and nonvolatile organics. The transportation and leaching of these contaminants are creating serious environmental problems. The purpose of this study is to examine pozzolan, a natural alumina-silicate mineral, as a possible replacement for the existing impermeable clay barriers. In the first phase of this study, radionuclide sorption characteristics of pozzolan were investigated. This paper presents the results of the adsorption tests for the target radionuclides.

This paper deals with the mining techniques employed at Canada Tungsten's northern Canadian operations, particularly with respect to their effect on productivity, safety, and stability of relatively large underground openings. The ore body was originally mined commencing in 1974 using conventional pneumatic jumbos in a topslice and horizontal benching room and pillar layout. Pillar stability became an increasing problem as mining progressed, leading to a re-examination and ultimately a conversion of mining method. Rock mechanics considerations and the effect of extraction rate on ground control costs and conditions are analyzed. Other areas discussed concern the results acheived through the use of large diameter I.T.H. drills, radio remote controlled L.H.D. units, and a unique system of hydraulic backfill placement.

The problem addressed was to develop automated image analysis of metal welds to replace unreliable and costly 100% visual inspection. The objective was to evaluate neural networks combined with features from gray level surfaces. Photomicrographs of the welded seam in Zircaloy-4 channels used in nuclear fuel rod assemblies were examined. The methodology used was to select a set of morphological feature coefficients from Bessel Fourier morphological feature coefficients extracted from digitized photomicrographs. The selected morphological feature coefficients were then used to train a neural network. The approach was verified initially by successfully training a neural network using the known, secondary chemistry of the alloy welds. The results were good. The Bessel Fourier coefficients captured sufficient information from the metallographic images to distinguish weld quality. This approach has the combined advantages of compressing the images through Bessel Fourier coefficients and give the ability to rapidly process large amounts of data using neural networks.

Cyprus Miami Mining Corp. has a history of overcoming adversity through innovation and adaptation to changing conditions. Requirements to remain profitable in the 1990s include a combination of advanced technology, employee involvement and training, attention to customer satisfaction, environmental awareness and quality management. The Miami property is located in the Globe-Miami area of Arizona, 130 km (80 miles) east of Phoenix and 160 km (100 miles) north of Tucson. The complex is located in a high desert environ¬ment at an elevation of 1065 m (3500 ft). The region receives about 480 mm (19 in.) of precipitation annually. History Mineralization at the Miami property was first discovered in the 1880s, which led to underground mining of copper by the 1890s. In 1911, the Inspiration Consolidated Copper Co. was formed by combining the Inspiration and Live Oak Mines. Full-scale production began in 1915. Block caving methods were used at both mines. Open-pit mining commenced in 1948. Underground mining had ceased by 1954, and all production was obtained from surface operations. Innovation has been the key to Miami's success. Development of sulfide flotation and the ferric cure process for vat leaching were advanced at Miami. In situ leaching of oxide material, remaining after block caving had removed the sulfide ore, was also used.
