The potential for recovery of enriched uranium from spent nuclear fuel which has been consolidated into a nuclear waste form was explored in the studies reported here. The waste form of interest is iron-enriched basalt (IEB)--a silicate-based, fused-cast ceramic. IEB samples were prepared containing fuel assembly materials that simulate the core debris of Three Mile Island Unit II;1,2 the nominal composition of the consolidated waste form is given in Table 1. Ore Types The IEB samples, or man-made uranium ores (MMUO), are in two different mineralogical forms. Each MU0 was made by melting the constituent materials and holding at about 1500°C for 1 h. The MMUOs were then heat treated to control crystallization and crystal growth and then cooled to room temperature.

Collophane, cryptocrystalline fluorapatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Cr3+, Fe2+, Cd2+, Hg2+ and Pb2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+ contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested. The refractory materials industry provides the largest commercial market for nonmetallurgical grade bauxite. Refractory grade bauxite is prepared from bauxites having low iron, titania, and alkali content by calcining at temperatures near 1,650° C. Although there are substantial bauxite reserves in the world, premium grade bauxite ores suitable for use in refractory applications are limited to only a few specific sources, primarily in Guyana and the People's Republic of China. Consumption of bauxite for refractory use is closely associated with the production and consumption of primary metals, in particular iron and steel. Barring major disruptions within the principal producer nations, sufficient supplies of refractory bauxite will be available to meet world demand well into the next century, and raw material costs will continue to determine the availability of markets for bauxite-based refractory products.

A ferrous chloride-oxygen leaching system was investigated by the Federal Bureau of Mines as a means of re-covering copper and silver from a sulfide concentrate that had been pretreated to remove a majority of the antimony. The pretreated concentrate contained Cu, Ag, Pb, Zn, Sb, and As. Parameters affecting metal extraction, such as temperature, pressure, amount of ferrous chloride, and initial hydrogen ion concentration, were studied. Copper extraction of 98 pct was achieved by leaching 4 hours at 40 pounds per?square inch gage (psig) and 1000 ?C. Copper was recovered from leach solutions by cementation with iron, and the resulting ferrous chloride was recycled. Leaching the residue with cyanide followed by electrowinning recovered 99.7 pct of the silver. Iron, Sb, As, Pb, and S reported to the tails.

The Ipueira III chrome mine is located in the northeastern part of the state of Bahia, Brazil. Extraction is actually at depths less than 300 m, but below level 200 serious environmental problems have been encountered with respect to control of air quality, toxic gas, dust and thermal comfort. At the request of the mining company the University of São Paulo started a research program to investigate the origin and occurrence of the critical problems and to propose solutions. A ventilation survey was carried out first which revealed the existence of several air leakages and short circuits that contributed to substantial reductions in the air supply to some of the main producing levels. Computer simulation of the ventilation network showed that extending the intake air shaft to deeper levels was the most convenient and economic solution to improve the air quality. The ventilation survey was followed by a mapping of the toxic gas emissions and thermal comfort levels in several parts of the mine. The air quality conditions were evaluated as a function of gas emission and heat generation associated with production and development activities. The results show that environmental conditions are already critical in most of the working levels and neither an increase in production nor deepening of the mine can be taken up without substantial changes in the ventilation system. INTRODUCTION Environmental concern is growing in Brazil and several underground mines are starting environmental engineering programs. The LACASEMIN - Laboratory of Environmental Control and Mine Safety of the Mining Engineering Department of the University of São Paulo - was contacted by Mineração Vale do Jacurici to start a research program for investigating the origin and occurrence of environmental problems that existed in the Ipueira III chrome mine. This research program involved field measurements of air quantities with gas levels monitoring, evaluation of heat stress parameters, determination of adequate flow patterns through computer simulations and training of mine technical staff. This paper presents the results of the first 4 months of this research program. The Ipueira III mine is located in the northeastern part of the state of Bahia, near the city of Senhor do Bonfim at about 400 km inland from the state capital city of Salvador. Chromite mineralization is quite widespread in this area and often associated with mafic and ultramafic rocks which cut across regional gneisses and migmatites. ROM production in 1992 varied between 25,000 to 40,000 tons per month, 25% being of lump type (38% of Cr2O3) and 75% being of fines. Lump is manually separated and fines are concentrated in a nearby plant. All the production goes directly to the group processing steel plants near Salvador. The Ipueira III mine is currently under some adverse economic situation because of imports from South Africa and Russia, which have better grades and sometimes a lower content of phosphorous. Consequently there has been little progress in the development of new mines and even in those currently under operation the extraction is becoming more difficult due to the lack of investment in improving mining methods and ventilation systems. In spite of such difficulties the company has backed up studies for initiating an environmental engineering investigation of the Ipueira III mine. MINING METHODS AND VENTILATION SCHEMES The mining methods adopted have changed as a function of extraction depth, rock mass strength and ore body geometry. Tin has been one of the very few commodities which has been covered by an international commodity agreement. It is the only metal so covered. The reason behind tin's prediliction for an agreement has been the inconsistency of the price pattern for tin during the entire 20th century. It is not surprising in view - of the wide and wild fluctuations in its price that tin has been called the Cinderella metal. An examination, for example, of prices in 1977 alone attests to the erratic behavior of the tin markets. The high was recorded on October 27 at M$1,895 per picul and the low on January 3 at M$l,314 3/8, on the Penang market, a spread in Malaysian dollars of $581 for a picul weighing 133 1/3 pounds. The first steps in international cooperation on tin were taken after the price bonanza of the First World War. Despite a lack of increased consumption, and in spite of the fact there was no shortage of mining production during the war, prices boomed. Shipping shortages and thinning stocks brought about a situation where in the U.S., industrial stocks were only 1/6 of what they had been in 1914. The boom busted early. In 1921 the tinplate industry of the world had cut its output in half and total world consumption of tin fell by 1/3. Tin producers became so concerned that they created what was called the Bandoeng Pool. It accumulated stocks held by countries now known as Indonesia and Malaysia, amounting to 28 percent of the combined production of the two countries and about 15 percent of the total world for 1921. The pool holdings were shortly exhausted and thereafter in the years 1924 to 1928, general boom conditions existed for tin.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

A problem that has continued to plague the Florida phosphate industry is loss of coarse phosphate in the flotation circuit. Attempts to remedy this problem such as floating the coarse material (plus 425 µm) in a separate circuit have resulted in limited success, but recovery is still not optimum. A fundamental examination of the mechanisms involved in the conditioning of the coarse phosphate has led to results that seem to supersede common paradigms. The Bureau of Mines investigated conditioning parameters such as fatty acid/fuel oil dosage, residual clay content in the feed, conditioning time, mixing intensity, and conditioner solids content. The study revealed that the effect of all these parameters was important. However, it was discovered that contrary to common beliefs, the conditioning time affected the grade of the rougher concentrate much more than the recovery. Specifically, the longer the conditioning time, the less quartz that was floated. It was also discovered that high mixing intensity conditioners could lower the conditioning time required for good grade. Many phosphate operators use low intensity drum type conditioners. Optimizing the conditioning time, mixing intensity, and other conditioning parameters resulted in a rougher concentrate grading 30 pct P.2O5, with an attendant recovery of 95 pct.

Coalbed methane development is an important way to effectively realize a source of clean energy and reduce emissions of carbon dioxide and other gases. However, due to the low permeability of coal seams, the development of coalbed methane in China has encountered substantial barriers. Protective layer mining can efficiently minimize in situ stress and increase coal seam permeability, thus improving gas drainage and avoiding gas disasters. This study analyzed the characteristics of gas migration and the change in permeability during the in situ stress releasing process through experiments and numerical simulation to study the gas drainage effect of a coal mine in an unloaded coal seam under specific geological conditions. First, a stress–strain-seepage coupled test of coal was carried out, and the evolution features of coal permeability during stress loading and unloading processes were investigated. Second, experimental results were used to develop a mathematical model of coal seepage under mining unloading conditions. Finally, a numerical model was developed based on the real geological conditions of the Wulan coal mine to explore the characteristics of in situ stress release and permeability evolution, as well as the gas drainage process in an unloaded coal seam. By combining protective layer mining and gas drainage technology, the risk of gas outburst is significantly reduced.

Loki Gold Corporation of Vancouver, B.C. is developing the Brewery Creek Mine, an open pit heap leach gold mine, 55 km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797 000 oz) of gold. Ore processing will employ a cyanide heap leach using run of mine ore. Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon. Engineering design of the heap leach was similar to that for heaps in more temperate climates, with the added issues of permafrost and cold weather operations. Solution balance with seasonal placement of ore and year -round leaching requires very large pond capacity for spring thaw conditions.

Managing commercial risks associated with subsurface construction may be the greatest challenge the underground industry faces. The Geotechnical Baseline Report (GBR) was developed in the U.S. to help manage those commercial risks, and to stem increasing litigation in the industry. A guidelines document by the American Society of Civil Engineers was published in 1997 and was updated in 2007. This paper provides an historical perspective, overviews the main objectives of a GBR, presents issues and trends that instigated the need to update the 2007 publication, and describes the process that will lead to a new GBR guidelines publication in 2022

High level programming languages such ass C, FORTRAN and BASIC have been used in the mining industry to simulate truck-shovel systems. In addition, some special languages for simulation such as GASP, GPSS, SLAM, PROOF and SIMAN are commonly used. The most recent simulation system ARENA uses graphical modelling approach as well as animation notion. In this paper, the main elements of ARENA required to perform a truck- shovel simulation and to view the simulation results by means of the model animation are presented. The layout of the haulage system including shovels, trucks and dump sites was generated using draw tool in ARENA. All the components of the haulage system were represented by graphical modules. Animation tool was used to depict the performance of the haulage system as the simulation progressed.

Industrial-mineral production contributes on the order of CDN$1.5 billion per year to the economy of Saskatchewan, Canada. Potash is the primary industrial mineral produced in the province, followed by aggregate, sodium sulphate, salt, potassium sulphate, peat, clays, silica sand, calcium-chloride brine, and "clinker." Potentially economic deposits of kaolin, diamond, and building stone are under evaluation. All of the major deposits of commodities discussed here are located south of lat 56°30'N. Most of the locations are presented on Figure 1 POTASH Saskatchewan supplies approximately 30% of the world's demand for potash. Eight conventional underground mines and two solution mines produced an all-time high of more than 13 million metric tonnes of potash (KC1) (8 million tonnes K2O equivalent) in 1997, valued at over CDN$1.4 billion. All of the mines exploit the middle Devonian Prairie Evaporite. The four potash-bearing members of the Prairie Evaporite underlie much of southern Saskatchewan and extend southward into North Dakota and Montana and east- ward into Manitoba (Fig. 2). Halite and anhydrite separate the potassic members. The evaporite beds locally are interrupted by solution structures (anomalous ground). Some of the structures may be related to deep-seated tectonic features.

The mining sector, which is important in terms of raw-material and energy supply, is seen as a sector with high number of fatal accidents compared to other sectors. In this century of heightened occupational health and safety awareness, it is important to review past accident statistics and analyze current deficiencies using the information in inventory. Although there are many studies assessing occupational accidents occurring in the mining sector, there are few studies using the nonparametric linear programming method. There are many input and output parameters related to occupational health and safety. Nonparametric linear programming method has been found to be useful because it provides simultaneous evaluation of these input-output parameters, does not require functional form in the analyses and provides guidance on the improvement needed by the related parameter. However, this method analyzes data using a single period of time and does not take into account any changes in efficiency over time. In the literature, there is no study in which the change of occupational accidents occurring in mining and even other sectors over time is examined and the Malmquist total factor productivity index (MPI) is used. Within the scope of the present study, the aim was to examine the change of occupational accidents occurring in Western Lignite Corp. in Turkey, where underground and surface production methods are applied, between 2005 and 2018. It is the first time MPI is used to examine the change of occupational accidents over time. The DEAP 2.1 computer program written by Coelli [1] was used in the solution of the models [2].

As duct-fan systems push the envelope of power, length and cost, their design calls for a more comprehensive technoeconomic analysis to ensure they deliver the expected results without failure and cost overrun. This work explores the numerous factors to include in the design of an extensive (semi-)rigid duct-fan system. Besides delivering a given airflow, the system must satisfy component limitations and power constraints during its lifetime. We evaluate the assumptions underlying the positioning of in-line booster fans in a long gapless duct-fan system and propose a strategy for specifying the location and blade pitch of successive booster fans to prevent system failure due to a partial vacuum.

INTRODUCTION In recent years, there has been a trend in the direction of larger drilling equipment and larger diameter blastholes. Although this change has improved the efficiencies and reduced the costs in many operations, it has increased the potential for damage to underground openings. In addition, in many instances one now finds more sophisticated delicate instruments, automated control facilities, and a large variety of structures in proximity to blasting activity. The combined effect of larger-scale blasting activity and its proximity to various features of interest is such that there is an increased need for a more refined analysis of blasting effects and their control. BLASTING EFFECTS ON ROCK SURFACES The Breakage Mechanism In order to develop techniques for controlled blasting, one must first understand the features of the mechanisms by which blasting causes rock breakage to occur. These features have not been easy to demonstrate, mostly due to the difficulty in making tests and observations at the high stress levels and short time durations involved. When an explosive charge is detonated, the material surrounding the charge is subjected to a nearly instantaneous, very high pressure [on the order of 1.4 to 13.8 GPa (0.2 to 2.0 X 106 psi), depending on the explosive]. If the charge is coupled to "average" rock, this pressure will pulverize the surrounding rock for a distance on the order of 1 to 3 charge radii in hard rock, and to a greater distance in softer rock (this is also dependent on the type of explosive). As the pressure wave passes into the rock, high tangential stresses cause radial cracks to appear, and the nearly discontinuous radial stress zones gen¬erated by the shock front may cause tangential cracks to appear. The extent of these cracks depends on the energy available in the explosive, how quickly the energy is transmitted to the rock, and the strength properties of the rock. The discontinuous shock front is quickly dis¬sipated, but the expanding gases generate a longer-acting pressure. A compressive pulse travels to the nearest face or internal rock boundary where it is reflected in tension. The tensile strengths of most rocks are roughly 40 to %o of their compressive strengths, so the rock may now fail in tension whereas it may have been able to support the diminished compressive phase without failure. The ten¬sile deflection typically produces a failure described as tensile slabbing or scabbing. Laboratory experiments and field experience have pretty well established that several mechanisms are involved. These include (1) the classical case of tensile parallel slabbing when the pressure pulse is reflected at a free surface; (2) failure under quasi-static compressive loading (the shape is normally irregular due to discontinuities in the rock); (3) radial cracking under the action of tangential stresses at the periphery of the expanding pressure pulse; (4) peripheral cracking at the discontinuous shock front which is quickly dissipated; and (5) additional mass shifting due to the venting of the explosive gases. The first three items have received much attention in the laboratory and the literature. The complex effects of gas venting are difficult to test in the laboratory because of the difficulty in reproducing the many weak planes and discontinuities typical of most field conditions, which play such a prominent role in determining the behavior of the rock mass subjected to blasting. Unfortunately, gas venting effects can be pro¬jected to significant distances under certain field conditions, and are sometimes difficult to control. It is not unusual for gas venting to be the overriding factor in determining the final geometric shape and physical condition of the finished excavation. Sources of Damage For the purposes of this discussion, damage includes not only the breaking and rupturing of rock beyond the desired limits of excavation but also an unwanted loosening, dislocation, and disturbance of the rock mass the integrity of which one wishes to preserve (such as mine pillars, underground openings, etc.). The sources of damage include, of course, all those physical features of the rock breakage mechanism. Each of these effects must be limited to the desired zone of breakage and excavation if the integrity of the remaining rock mass is to remain undiminished. The primary zone of rock breakage usually can be controlled in the normal process of field experimentation to determine proper charge sizes and location for primary excavation. However, it frequently happens that there is damage from sources which are more difficult to account for in the design process, which are often overlooked. These are (1) the overbreak due to poor drilling control, (2) dislocation of rock (mass shifting) due to venting of explosive gases, and (3) loosening or dislocation due to the influence of seismic waves (ground vibrations). CONTROL OF ROCK BREAKAGE Importance of Geometry In studying the rock mass and blasting design con¬siderations, it is important to keep in mind the geometric relationships among charge size, shape, and position, and the physical features of the rock mass to be preserved. The features of principal interest are the external shape and position of the rock mass relative to blasting, and the position and attitude of any weak planes in the rock mass. The Sequence of Blasting and Excavation Events Unfortunately, there are too many times when the task of preserving delicate rock is considered hopeless, and because of this attitude, no further effort is ex¬pended towards caution or control. In such cases there is often a failure to recognize the importance of the se¬quence of the procedures. Attention to this can greatly reduce unwanted effects at minimum cost. The extraction of gold from chloride solutions with activated carbon is examined. It is shown that the uptake of gold by activated carbon from chloride solution follows a mechanism whereby gold is reduced to the metallic state. Metallic gold appears as deposits both on the carbon surface and in pore space within the carbon particle. The deposition rate is dependant on the carbon particle size and pH. At low initial gold concentrations, the initial rate is insensitive to gold concentration. Sodium hypochlorite exhibits an adverse effect on the reduction reaction. The overall loading and initial rate of reduction are both decreased in the presence of NaC10. The effect of iodide on the loading of gold was also examined in an attempt to overcome the superficial deposition of gold on carbon.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. "The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT.
