There are many examples, historical and recent, from the underground coal mining industry where during emergency response the response and ultimately the outcomes, could have been significantly improved if adequate systems had been in place for the collection and management of relevant information preceding the incident, the acquisition of information during the incident and the use of the information for risk mitigation and decision making purposes. The subject and process of knowledge management is possibly the most critical for would be rescuers of endangered coal mine workers, as it has been demonstrated at numerous coal mine incidents that a lack of or mismanagement of crucial information can be fatal for both the rescuer and/or the endangered coal mine worker. This paper will underline the scope and importance of robust knowledge management systems for emergency response within the underground coal mining industry and the process by which it is being achieved within the Queensland Mines Rescue Service and the NSW Mines Rescue Service.

Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. Ontario Power Generation is building a 10.4-km water diversion tunnel in Niagara Falls, Canada. The tunnel is a two-pass, cast-in-place prestressed concrete-lined pres-sure tunnel with a nominal internal diameter of 12.7 m. It is mostly situated within the Queenston formation which swells in contact with fresh water and has very aggressive groundwater. Tunneling in this material presents challenges in both design and construction. The tunnel design includes for a membrane to eliminate the potential for rock swelling and to protect the concrete liner from the ground conditions. A unique three-stage Geotechnical Baseline Report (GBR) is being used and is expected to provide an equitable method of dealing with any variations in subsurface conditions.

Blast-induced rock mass displacement can have a significant impact on ore loss & dilution. The mischaracterisation of the grade boundaries both prior to, as well as a result of blasting can lead to significant financial losses on account of ore loss and dilution. Ore dilution occurs when waste material is miscategorised as ore and sent for processing or stockpiling, diluting the run of mine head grade and recovery. Ore loss takes place when valuable mineral is miscategorised as waste and sent to the waste dumps, thus never being processed and recovered. Extensive research has been conducted at the University of Queensland over the last fifteen years to understand the impact of blast movement on ore loss and dilution. Recent outcomes of this research have developed innovative tools and techniques to measure and model blast movement. These techniques have been implemented at Ahafo gold mine in Ghana to understand blast movement dynamics and to implement solutions to reduce blast-induced ore loss and dilution. These solutions are validated through controlled trials and have been incorporated into site standard operating procedures to sustain the benefits.

This paper provides an overview of the current use of backfill for ground support in underground metal mines in the United States and a summary of recent accident data reported for these mines by the Mine Safety and Health Administration (MSHA). Backfill mines comprise a major part of the underground metal mining industry and are particularly important in terms of the fatalities and injuries impacting this workforce. Ground falls are the leading cause of fatal accidents at these mines accounting for 50 percent of the total fatalities (4 out of the 8 fatalities that occurred from 2006 through second quarter of 2011). MSHA reported several different types of accidents involving backfill at these mines. While backfill ground falls do not occur frequently, these accidents result in a much higher proportion of fatalities than host rock ground falls. Backfill ground fall accidents are especially hazardous in underhand cut-and-fill mining operations where employees work directly beneath the backfill. An analysis of recent MSHA accident data supports the need for further cooperative research with the mining industry to identify and address ground control problems in underground metal mines using backfill.

According to the classification of water conservation mining in shallow coal seams in China, when the ratio of the impermeable layer thickness to the mining height is less than 18, the mining belongs to the category of special water conservation, and the strip backfilling mining method is employed. This study is based on the geological conditions in northern Shaanxi. By analyzing the stability of the impermeable layer, the stability criterion of the impermeable layer was developed. The study also investigated the compositions and properties of the backfilling materials. The results show that reasonable subsidence of the impermeable layer is allowed during mining under the basic precondition (upward cracks and downward cracks are not connected).

The Brewer Gold Mine is an open-pit, heap leach operation that processes about 122 kt/m (135,000 stpm). The mine is operated by Brewer Gold Inc., a subsidiary of Westmont Mining Inc., and is located near Jefferson, SC, about 80 km (50 miles) southeast of Charlotte, NC and 80 km (50 miles) northeast of Columbia, SC (Fig. 1). All of the ore to date has been produced from a breccia body of hydrothermal origin and a related smaller body of fault-controlled ore, known as the B-6. Reserves at the time the mine commenced production were 4.6 Mt (5.1 million st) grading 1.4 g/t (0.042 oz per st) gold. History Although some reports of a pre-Revolution War shaft at the Brewer are in the literature (Lieber, 1856, Nitze and Wilkens, 1897), gold was first produced in earnest from the Brewer Mine in 1828. Production occurred primarily from placer deposits south of the present mine workings. Lieber noted in 1856 that “every branch, gulch, ravine or even declivity of the main hill has been washed and rewashed.”

As the University of Hong Kong and their advisors planned their new Centennial Campus it became clear that they would have to re-provide existing water reservoirs on an adjacent site with new salt water reservoirs located underground in two new caverns. The existing reservoirs are owned by the Water Supplies Department who provide salt water for sanitary flushing and a separate potable water supply for regular use. Although underground reservoirs had not previously been adopted locally, the planning has been completed to a tight schedule and the construction is well advanced. The need to preserve historic buildings imposed constraints, as did the requirement to minimise potential construction nuisance for the local community and environment. This paper presents the background to the project and the work carried out to develop an innovative, sustainable and environmental acceptable solution. Construction progress to date is also presented.

To accommodate larger double-stack rail cars through a tunnel, the existing active tracks were to be lowered. The tunnel is an elliptical, horseshoe-shape with concrete base support, removal of which would jeopardize the tunnel integrity, particularly since the soils beneath part of the tunnel floor included soft, saturated silt overlying rock. Grouted bar anchors combined with a SuperJet soilcrete strut replaced the existing support in situ prior to floor lowering. Close cooperation and detailed timely engineering support provided a quality project. Project design and construction, ground improvement methods, and the performance of the work are described.

NASA has received direction for lunar habitation beginning in 2024. Prior to then, it will be necessary to learn about how lunar soil can be used to promote civilization on the moon. Questions must be answered: ?Will it support plant life?,? ?Can it be used as a construction material?,? ?What is needed to maximize health and safety?,? and ?Will it affect equipment, tools, machinery, and clothes?? The only samples available for study came from the Apollo Missions. Because the expense of bringing more material back to Earth is prohibitive, there is not enough available to perform studies to answer the above questions. Hence, there is a great need for its synthesis. Most efforts to date have concentrated on making ?simulant? from single natural resources of volcanic rock. However, another possibility is to use resources here on Earth to extract the minerals of interest into concentrates or so-called ?separates? using traditional mineral processing techniques, and then mix the separates in appropriate ratios to simulate the lunar soil. In this paper, results from a study in which dry Road Norite outcrop and wet mill tailings from the Stillwater Mining Company?s Concentrator located near Nye, MT were examined. Of course, the in-side challenge is to make ?separates? from gangue minerals.

Since the introduction of "boxhole" drilling in South Africa in 1973, the concept of a blind raise, drilled upward from below, has become an accepted mining practice. A combination machine, capable of constructing raises to a mining level below, or blind raising upward from a single setup position adds a further dimension in versatility. A machine with these dual operating modes was designated by The Robbins Company as the 53R and was introduced into the Western Deep Level Mines, South Africa in 1984. The unit is powerful (200 hp) and compact (18,000 lbs., in a 10 ft x 4 ft 5 inch x 4 ft 6 inch package). This paper describes the design considerations for the new machine, provides field data from early trials, and looks briefly at its overall market and potential.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

In 2005, NIOSH and Badger Mining Corporation entered a partnership to implement ergonomic interventions, including a systematic process, to address exposures to risk factors that may result in musculoskeletal disorders or other types of injuries/illnesses. As a result of this partnership, an ergonomics process was integrated with the existing safety and health program to promote an on-going application of ergonomic principles, and over 40 task-specific interventions were implemented during the first year of the process. This paper presents details of the process integration, and several examples of task-specific interventions that reduced exposures to risk factors.

Risk ranking of projects is one of the importance parts of the complicated risk management procedure. Recognizing the riskiest criteria enable the managers to plan for risk reduction. The first stage for meeting this aim is defining the risky parameters and then working to establish order between them. There are variety methods for risk ranking. The ELECTRE method is one of the best among the multi criteria decision making methods. In this paper with implementing the fuzzy ELECTRE, The risky criteria in the Tehran Subway project are being ranked. The result of this research presents damage and accident of machineries as well as the lack of labor and equipment safety is located in the first order. Collapse factors and local prices are in second rank. Also wrong design, pollution, urban facilities damageable are in third to fifth respectively. Delay and ? are located in the last positions.

This paper describes the design and construction of a 22.86 m (75 ft) long jacked tunnel, which was successfully installed, despite difficult mixed face conditions at Metro-North’s Westport Station, in Connecticut in the fall of 2003. The tunnel utilized what is believed to be, the first application of a steel grillage system within the United States. This grillage was installed before the jacking started and allowed the tunnel to be jacked under four live railway tracks, which included the Acela high speed line, without affecting train operations. The clearance between the top of the tunnel and the rails was only 0.9 m (3 ft).

At first glance, mineral processing on an industrial scale might seem entirely in the realm of macro-engineering, with large machines operating on minerals and rocks to achieve size reduction, classification, chemical treatment, separation and dewatering. These operations must be conducted on a large scale to be of practical interest. But the machines and processes may not be designed and operated to take fullest advantage of micro-engineering factors. At the same time, idealized designs based solely on micro-engineering research may require adjustments to gain the desired results in the larger scale, operational context. Using micro-engineering research in this way allows the design and implementation of more efficient versions of the machines and processes currently used, while aiding the revolutionary developments unlikely to come from macro-engineered, trial-and-error solutions. Thus, from an industrial viewpoint, micro- and macro-engineering are complementary functions.

Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

Environmental regulation is an ever growing cost to the mining industry. Requirements for such items as air quality modeling, hazardous waste disposal, selenium concentration in water and sagebrush planting consume more of the mining industry’s resources each year. The mining industry is willing to make the necessary financial commitments to assure that the air, land and water resources are adequately protected and restored. However, it is sometimes difficult to explain to management and stockholders why money should be spent on a specific issue when science and common sense indicate it is being wasted. Common sense and sound science should dictate how mining is regulated.
