Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.

"Measurements obtained during load testing of two steel H-piles driven at a site in Northeastern Mississippi are discussed. The general site conditions, equipment used, testing procedures and results of the pile load tests are presented. Both piles were tested in compression and one of the piles was subsequently tested in tension. The piles were instrumented with strain gauges and extensometers to measure the mobilized soil resistance and pile movement. Three different “zero strain” conditions were used to determine the mobilized soil resistance and residual loads due to driving or a load cycle. It was concluded that the effect of residual loads on driven piles could be significant. Driving residual loads influenced the magnitude and distribution of the load transfer curves more than those due to a load cycle. Results of the tension test were impacted by the residual loads from the previous compression test performed on the same pile.INTRODUCTIONSeveral factors affect the performance of a deep foundation system including the subsoil conditions, loading settings, pile type and installation method. Residual stresses develop in piles particularly due to pile driving, but they are typically not accounted for in the analysis (Fellenius 2002). Siegel and McGillivray (2009) presented an assessment of residual loads measured during load testing of instrumented auger-cast-in-place (ACIP) piles. The magnitude and distribution of residual stresses along the pile shaft and toe depend on the pile installation method, previous load cycles and time effects. Poulos (1987) reported that residual load due to driving at the pile toe is independent of pile driving equipment and may significantly affect the results of a pile load test. Hunter and Davisson (1969) reported results of pile load tests performed in compression on fully instrumented piles driven in cohesionless soils along with a discussion of the effects of residual loads. Tension loads of about 445 kN (100 kips) were measured at the pile toe after driving. Unloading residual compression load at the toe was detected as “apparent” tension since the instrumentation was zeroed prior to the test. The researchers suggested a graphical approach to obtain the “corrected” load distribution curves considering that residual load will dissipate following the tension test. Holloway et al. (1975) conducted a study on the effect of residual stresses due to pile driving and developed a computer software that accounts for residual loads. Briaud and Tucker (1984) suggested a method to account for residual loads based on the results of 33 pile load tests performed in mostly cohesionless soils."

The Bathurst mining district is located near the town of Bathurst on the north shore of the province of New Brunswick in eastern Canada. This region is the northeasterly extension of the Appalachian mountain system. The area is heavily forested and covered with a fairly uniform layer of glacial gravels and boulder clay. The relief is low, increasing to a few hundred feet in the north west and several hundred feet in the extreme southwest. Thus, rock outcrops are scarce and occur mostly along streams and ridges. These factors made conventional prospecting difficult and resulted in the district becoming an excellent place for the application of regional geological studies, air photo techniques, airborne and gound geophysical methods and soil sampling. Late in 1952, The Brunswick Mining and Smelting Company discovered a very large base metal sulphide body presently known as their No. 6 orebody. Early in 1953, another and even larger sulphide body was discovered and is known as the No. 12 ore body. Mining exploration was very active thoughout 1953 and in 1954, The American Metal Company discovered the orebodies which have been developed into The Heath Steele 'Mines. The location of these deposits is shown on figure one. In the latter part of 1954, The Anaconda Company became interested in the district and decided to make a geological study of this new and promising base rrietal area. The following paper presents the story of the application of modern geological and geophysical techniques, leading to the discovery of a large sul-nhidp liodv. The Bathurst district is generally underlain by the Tetagouche group of Middle Ordovician rocks.

"The development of two large, high-grade uranium projects has been proposed for northern Saskatchewan. The projects are now under review by a joint federal/provincial panel. The McArthur River project is owned by the McArthur River joint venture (Cameco Corporation 53.991 %, Uranerz Exploration and Mining Limited 29.775%, Cogema Resources Inc. 16.234%) and operated by Cameco. Cameco proposes to mill the McArthur River ore at the existing Key Lake mill. The Cigar Lake project is owned by the Cigar Lake joint venture (Cameco Corporation 48.75%, Cogema Resources Inc. 36.375%, Idemitsu Uranium Exploration Canada Ltd. 12.875%, Korea Electric Power Corporation 2.000%). The Cigar Lake joint venture proposes that Cameco operate the Cigar Lake mine for the owners, and that Cogema mill the ore at their McClean Lake mill, now under construction. Proposed systems provide safe mining and ore handling, and allow the milling of McArthur River ore at Key Lake and Cigar Lake ore at McClean Lake. This avoids the disturbance of new sites for milling and tailings disposal.The McArthur River and Cigar Lake deposits are the largest known high-grade uranium deposits in the world. The ore grades at McArthur River and Cigar Lake are at least 100 times those that are mined elsewhere. It is proposed to mine these deposits using remote underground mining methods, to crush and grind the ore underground, to pump a thickened ore slurry to surface, and to transport it in special containers by truck to the mills.During all mining and processing stages the ore is fully contained. Radon emission is controlled by positive ventilation of all process vessels, with the process ventilation backed up by the primary mine ventilation system. Radiation is controlled by heavy steel pipe and vessel walls, concrete walls and sometimes lead sheeting."

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. Net Present Value Impact of Discount Rate The Discounted Cash Flow (DCF) method of valuations is universally used and accepted. The main criticism of the method is that it does not recognize the value of projects long life projects. This can be seen in the preceding graph where the present value of cash flows in later years are small for discount rates over about 10%. This graph covers a project that has a 25 year operating life. It is clear from the low height of the NPV bars at 10% and 15% in the last years of the project that an additional 25 years would add almost no value to total project NPV. As an example of this effect, an colleague undertook the evaluation of a pulp and paper project. The plant could be justified, but it was not possible to justify planting the trees as they took too long to grow and so had not appreciable NPV. The plant had to purchase wood to feed the plant.

"This article explains the ways in which investment on mining infrastructure is a geopolitical issue. It discusses the effect of installing sufficient infra structure to get the product to the world market, and argues that there is a risk involved in depending on traditional suppliers who wish to invest in the infrastructure. It explains how to make a distinction between dedicated purpose infrastructure and general use infrastructure by examining the positions of the main actors in mining projects. It argues that these positions can not be understood as analogous to projects in developed countries. To conclude, infrastructure is a crucial link in the supply chain to market but the relative size of such projects in relation to the economy means that investors decisions in developing countries have quite different implications from those in developed countries."

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. Immobile-element lithogeochemistry is providing a detailed chemostratigraphy of the submarine Ordo-Silurian volcano-sedimentary sequence. Primary lithologies and magmatic affinities of the sericitised and silicified volcanics are determined from binary plots of Nb, Zr, Y, TiO2 and Al2O3, while mass-change calculations using immobile-element anchors can identify and quantify zones of significant hydrothermal alteration. Stratiform polymetallic mineralisation at the western margin of Parys Mountain, around the Penymynydd fault zone, has been shown to have a distinct hanging-wall and footwall stratigraphy. These ore zones are probably part of a homoclinal, north-younging volcano-sedimentary sequence. The apparent stratigraphic complexity results from primary lithofacies variations and pervasive alteration, with the modifying role of the Caledonian orogeny much less than previously suggested

Eleven workshops were held in various locations throughout the country in an attempt to reach the many diverse groups working in various mineral commodity areas and special ties. These meetings were held between March 1, 1974 and June 25, 1975. They were held under the auspices of the Bureau of Mines Contract to the University of Missouri-Rolla which was designed to help define Bureau research and development priorities. At each workshop a summary of current Bureau research and development was presented and the attendees were asked to present their ideas on what Research and Development programs should be undertaken to meet their needs locally. Participants included representatives of federal and state agencies, educational institutions, mining companies, equipment companies and other interested parties. The workshops covered under this report include lead mining in Missouri, limestone mining, coal mining both surface and underground in the midwest and in the Rocky Mountain area, iron mining in Minnesota, two top management meetings on institutional problems and, finally, a special two-day meeting on roof control.

The relationships between collector and mineral, activator and mineral, and activator, collector and mineral will be considered herein. We propose to criticize current theories of flotation but we will not repeat the many pertinent arguments presented by Wark and Cox28 in 1937 in which the "chemical" or more strictly the "solubility" theory proposed by Taggart and co-workers22 is shown to be untenable. Recently Taggart, Arbiter and Kellogg24 have studied the long-chain aliphatic amines as collectors and have attempted to resuscitate the solubility theory for these particular collectors. Dean and Ambrose3 have felt that "we stumble over words" when we distinguish different mechanisms of adsorption. Our view is that nothing is more stultifying to the development of a science than attempts to force widely different phenomena into one classification. This oversimplification leads immediately to difficulties in the interpretation of results. Experimental Procedure The response of minerals to activator and collector was determined by "captive-bubble" tests. The methods of preparation of specimens26 and of testingin have been previously described. Results from captive-bubble tests were confirmed by flotation tests in glass-stoppered cylinders.26 The full lines shown in the figures relating solution composition to contact (flotation) distinguish solutions in which contact (flotation) is possible from those in which it is not. The curve is derived by successive approximation and the accuracy is ±o.2 pH units and ±5 mg. per liter of collector or depressant. Solution compositions for which it was shown experimentally that contact or flotation is possible are marked by a circle, those for which it is not possible by a cross and those for which it is doubtful by a cross within a circle. It is assumed that at all other solution compositions within (without) the curve, contact or flotation is possible (not possible). After testing in the collector solution, the mineral was removed, washed, and tested by the captive-bubble method in water, or floated in a cylinder with frother only. In this way the composition of solutions in which a mineral was conditioned but in which properties of the collector solution prevented contact or flotation can be defined. The composition of solutions in which conditioning was possible lie between the full and broken curve, the experimental results being indicated on the figures by a square. The curves show the limits of composition of solution in which flotation in a cell would be possible. Many factors other than those considered in these tests determine recovery or grade of a given mineral in practice.

Roadstone production requires the generation of non-flaky material, as outlined in British Standard 812 section 105.1; with respect to this criterion, a mathematical model of a cone crusher must be able to predict the flakiness index of a particular size range as determined by the relationship between thickness and nominal size. The Whiten cone crusher model utilises breakage and classification functions to predict a product particle size distribution only, so a shape function has been proposed that is based on a phenomenological approach, taking into account the transfer between flaky and non-flaky material at each stage of breakage. Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

The use of phosphate depressants in the cationic flotation of silica from francolite in the Florida phosphate industry is rarely practiced. The occasional use of gelatinized starch derivatives and pH adjustments to assure a slightly alkaline flotation feed slurry pH have been used in some processing plants to improve selectivity. This paper presents a preliminary laboratory comparison of several potential phosphate depressants for use with the flotation of siliceous phosphates. It was found that starch is ideal for floating fine (-35 mesh) silica from phosphate, while sodium tripolyphosphate may be the best for coarser (+35 mesh) feeds.

The uranium industry has made a dramatic turnaround in the past three years that even the most optimistic economist was not willing to predict during the uranium downswing of the 1990s. Uranium reached a 30-year low in February 2001 of $6.50/lb. By the end of February 2006 it had soared to $38.50/pound. This nearly 600% increase in the uranium spot price within 4 years dwarfed the increase in gold price that has barely mustered a 100% increase. The initial slow rise from $6.50 in February 2001 to $10.75 in April 2003 (fig. 1) was primarily driven by the decrease in the value of the dollar. Since then several factors have contributed to the soaring price: (1) The awakening of many to the simple fact that uranium supply has not met demand for several years and that the world’s stockpiles are being drawn down, (2) How sharply this fragile supply can be impacted by disasters at the world’s major uranium production facilities, such as a) the flooding of the McArthur River Mine in the spring of 2003, b) fires at Olympic Dam, c) the potential that Rossing, with an annual capacity of 4000 tonnes uranium might close by 2007, (3) the withdrawal of Tenex from the HEU (highly enriched uranium) feed agreement, and (4) the announcement by the Chinese of their intent to build 30 new nuclear reactors.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

The relationship between neural network (NN) performance and the parameters that form the architecture of the neural network is complicated. This paper studies an issue that is still controversial—the effect of the number of neurons and number of hidden layers on NN performance. This paper tests if the above parameters affect network performance when the NN is trained according to the quick stop strategy. It was determined that the number of neurons did not have any effect on the NN performance for a single layer or a double layer network. It was also found that the training error and calibration error could be poor indicators of the prediction correlation coefficient.
