The following experience in rebuilding a furnace crucible while in blast may not be wholly uninteresting to some, notwithstanding its purely practical character. Few are aware of the frequent calls made on a furnace manager's skill and ingenuity, to meet the irregularities which present themselves with kaleidoscopic variations in the operations of furnaces. Unfortunately the methods pursued in overcoming these practical difficulties are too seldom recorded, and much valuable information is lost that could not fail to be of value to many, and to none more so than the educated technical manager, with a limited practical experience, who, without a literature or record of any kind to refer to, finds himself, in times of emergency, dependent and looking for assistance from those whom it is his province to instruct and direct. With positive data, however, that like difficulties have been successfully overcome, he can confidently resort to similar expedients, with such modification; as the circumstances may demand in his particular case, and pull through seeming impossibilities in the face of ignorant prejudice. The techniques of particle-size measurement are of particular importance in the manufacture of portland cement. A range of sizes, from a close approximation to Fred C. Bond's "theoretical infinite" (represented by raw material in the quarry) to particles smaller than one micron is represented in the process. Moreover, similar size-reduction operations are performed on both natural and synthetic materials, the former relatively inactive in water and the latter quite reactive. This means that aqueous sedimentation systems for particle-size analysis are applicable only to some of the materials involved in the process. A brief review of the process should be useful to place the measurement techniques described here in perspective. (Fig.l) Raw materials are quarried, crushed and transported to storage at a maximum size usually of a few inches. Typical materials are limestone and clay or shale, with small amounts of other materials used to adjust the plant mix to the concentration of lime, silica, alumina and iron oxide required.

This mine, known also as the A very Mine, is situated on Petite Anse Island, Iberia Parish, Louisiana. The island is about four miles from Vermillion Bay, an arm of the Gulf of Mexico, and is one of four islands or hills surrounded by the sea-marsh, as shown in the accompanying map. (Fig. 1.) A fifth, Joe Jefferson's Island, or hill, is some distance from the sea-marsh. These five islands: Belle Isle, Cote Blanche,Grand Cote, Petite Anse and Jefferson, appear to be the tops of submerged hills, and occupy a line having nearly a northwest trend. To the north are a series of hillocks that extend at intervals to the hills of Northern Louisiana, which in turn appear to run into the Ozarks of Arkansas. More than 1.81 mt (2 million tons) of low grade ore have been heap leached at the Alligator Ridge mine. Since inception of leaching in 1980, several modifications have been made to ore agglomeration, heap construction, and leach operation practice. These modifications have improved the percolation rate of the ore and the rate of gold extraction from the ore. Changes made in each of these areas are described and the effects of the changes are discussed.

The permeability of sands and soils seems to be adequately de- scribed by Darcy's law, but the permeability of rocks is complicated by a number of factors related to the probability of crack intersections. During the last few years we have developed a statistical theory of fragmentation which has been successful in explaining the observed behavior of rocks. In this paper, a theory of permeability is developed which draws on the concepts employed in previous work. The permeability involves three factors, the average fluid flux per crack, the number of cracks per unit area, and the fraction of cracks that are not isolated. Probabilistic ideas are used in connection with the hydrodynamic theory of flow through a single crack to develop an integral expression for permeability. The result has the form of Darcy's law for anistropic media. Although the current work is motivated by the need to develop optimized oil-shale retorts, we believe that the theory can be applied to a variety of other problems.

An ore containing chalcopyrite was microbiologically leached in 6 ft columns at particle sizes ranging from -2 +1 ½ inches, to -3/8 + 3/16 inches. The rate of leaching increased exponentially as the particle size decreased. The controlling factor was the active leaching volume made up of the particle surface area and the depth of penetration of the bacteria and leach liquor into the particle. This volume became an increasingly larger part of the total volume as the particle size decreased. The sample under test leached poorly at larger particle sizes and it was calculated that under commercial conditions, it would produce at best a pregnant solution containing 100 mg/l (0.2 lb/ ton) of copper per 100 ft of dump height.

The process of triboelectric separation from the point of view of its potential for selective separation of various mineral particles can be described as "dry flotation." Large scale practical applications of this technique are limited because suitable models which can describe contact charging of mineral particles have not been developed. Among the various concepts a promising one is an attempt to change development in dielectric minerals within the limits of contact phenomenon in semiconductors. Experimental investigations reported in this paper indicate that the charge development is mainly a result of contact electrification of dielectric minerals characterized by "donor" and "acceptor" type energy spectra due to lattice defects.

Zinc sinter plant fume is roasted to selectively sulfate the cadmium. Water leaching of the roasted fume recovers about 80% of the contained cadmium and produces solutions containing about 40 grams per liter cadmium and 10 grams per liter zinc. The solution is treated with sodium bichromate for lead removal. Cadmium sponge, precipitated with zinc dust, is briquetted, melted, and cast into commercial shapes. The residue from the water leach is acid leached with waste acid, solubilizing the zinc and residual cadmium. Impure cadmium sponge, precipitated with zinc dust, is separated from solution with cyclones and dewatered in a centrifuge. Air-oxidation- acid leaching of the impure sponge resolubilizes the cadmium. The resulting solution is neutralized, clarified, and treated for cadmium recovery with the water leach solution. The residue from the leached fume is water-washed and recovered in a centrifuge-thickener circuit. This residue contains lead sulfate and significant quantities of gold and silver. Manpower requirements are held to a minimum by automating operations within the Leach Plant.

The batch balling behavior of hematite, magnetite and limestone was found to depend markedly on the grinding method used for feed preparation. Wet ground materials require higher moisture for balling than do dry ground materials. Further, as the fineness of the wet-ground material is increased, the overall rate of agglomeration decreases, whereas the opposite is true for dry-ground materials. In contrast, the resulting pellet size distributions are not affected by the nature of the feed material preparation. These differences and similarities in the agglomeration behavior between wet and dry ground materials may result from the hydrophilic/hydrophobic nature of the surfaces, the formation of pre-agglomerates during dry comminution, and possible variations in the packing density of particles in the agglomerates.

The use of stream sediment and soil sampling as an aid in exploration has markedly increased in recent years as more and more attention has been directed to areas that are generally geologically favorable for mineralization but show little outcrop. Numerous ore deposits and many hundreds of mineral deposits that have no surface exposure have been found associated with anomalous geochemical patterns. Sophisticated techniques have been developed to "wring out" of geochemical data subtle information that is pertinent in defining areas of exploration interest. Variations in metal patterns in soils and sediments as they are affected by pH, Eh, weather, topography, etc., are pretty well known. Field studies have determined the variations and controls of metal ion distribution in the several soil horizons and the contributions to metal concentrations made by different types of vegetation. Less well known is how to interpret geochemical data since thickness of soils over bedrock varies in an unknown fashion and, particularly, where glacial debris of unknown thickness is piled on top of soils or scoured bedrock.

The greatest difficulty in choosing solutions to environmental problems ill a free market economy (such as ours) stems from two factors: adverse effects of pollution are largely external to the producer, and expenditures made that improve the environment result in benefits that are free to all, These two factors are sufficient to explain why the solution to many environmental problems is to be found in public action. Such action is most likely to be economic- ally efficient if it can be carried out so that industry retains the freedom to make decisions based on the free market. Two examples-a zoned discharge fee and innovation of recycling systems-illustrate the type of changes in the mineral industry that would lead to an improved environment. The first requires that ownership of the relevant public resources be vested in control agencies. The second indicates that profit opportunities existing in solid waste recycling should facilitate innovation. Both concepts can reduce environmental loadings but will require imaginative thought from persons in the mineral industries.

Scandium is a pseudo-rare earth which is truly rare and expensive. It has special properties which may make it desirable even at the present price of $2750 per lb. Recently the price was lowered from $5000 per lb which had prevailed since 1952, and it is anticipated that usage will be stimulated because of the lowered price. This metallic element is distributed widely in trace amounts in the rocks of the earth's crust. In addition to micro-amounts found in most uranium ores, concentrations of 50 to 100 ppm have been found in Colorado ferberite ore, lateritic nickel ore, heavy sandstone from Utah, Wyoming, and New Mexico, and various zircon sands and monazites from the western part of the US. Scandium has been found as an essential constituent of very few minerals, the most important being thortveitite, a scandium silicate. At the present time, this mineral commands a price more than twice that of gold.

This paper considers the heavy liquid laboratory tests used to determine the amenability of a potential ore to the heavy media process. The results of the laboratory testing are correlated to actual plant performance and establish design parameters for the heavy media process. These parameters are used in the development of the metallurgical flow sheet and in the sizing of equipment in the metallurgical plant design.

This one has a small load, but barrow men carry ordinarily 250 lb., occasionally 400 if with a helper. He goes about 18 miles a day and the cost is about 25c. gold per ton-mile, though it varies widely. 4. Coolie delivering coal balls in Pekin. He carries about 65 lb. On some roads with a different arrangement a coolie carries 133 lb., making about one ton-kilometer per day. 5. Truck used by the Government Fuel Yard at Washington. Carries 71/2 tons in an hour as far as a barrow man carries 1/4 ton in a day.

For rock or soil materials assumed to be generally isotropic and homogeneous, seepage theory and analytic geometry can be used to develop a mathematical technique for estimating the steady state, pie-zometric drawdown to a slope face. The resulting parabolic drawdown curve is a function of slope angle and the height of the original water table above the slope toe. When the slope is cut at a rate faster than that which allows a steady state to be attained, a non- steady state analysis approximates the transient drawdown. Monte Carlo simulation provides realizations of possible drawdown curves that can be included in slope stability risk analyses.

(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

One executive writing on capital equipment re- placement stated: "We keep extremely close watch over repair costs and when we reach the point of uneconomical operation, we replace the machine." This, of course, is most elementary, but a very basic premise. However, it seems advisable to set forth several equally obvious principles, so that all discussion will start from the same point. The subject is intended to deal with the point of uneconomical operation due to high operating costs in general and high repair costs in particular. This is not concerned with a similar problem of high costs because of an insufficient number of machines, be they trucks, shovels, or dozers.
