IN SEVERAL papers and addresses during the past two years, I have dwelled upon some of the economic consequences of the war. The fundamental thought that I have sought to convey is that the world became immensely poorer by the war, not only in material wealth and population, but also in the psychology and morale of the people. I do not see how there can be any intelligent dissent from that statement. All the ideas of post-war prosperity were manifestly fallacious, manifestly fallacious from the outset. If there had been any truth in them it would have followed logically that a great war, with all its destruction of wealth, health and life would be a good thing. Therefore, let us have a great war every ten years or so. Such an idea would be both monstrous and absurd. Assuming then the acceptance of my premise, I have tried to show that the losses by the war could be made good in a short time, i.e., in a relatively short time, only by doing things a great deal better than formerly, and that the accomplishment of such a result called for greater transparency in industry, for industrial cooperation, for thinking in terms of industries as a whole, and for the greater exercise of engineering functions. All of this introduced, of course, the position and psychology of labor. I say frankly that I do not look for labor to contribute any constructive thought to the upbuilding. I neither expect it nor hope for it. This is a pity, for it could do so much for its own economic advancement if it would. However, it never has done so, but rather has benefited only from the exercise of the talents of the few, and the main hope now is to bring it into a passive state, dispelling the resistive fallacies that developed during the war. Let us briefly examine the nature of these.

FRONTIERS of geological knowledge retreated further this past year before an ever-widening geophysical attack, as governments and endowed institutions continued to take an increasing practical interest in the geophysical line of approach to the study of earth phenomena. A year ago I opened this annual review with a brief account of the efforts to discover what formations lie concealed beneath the deep sediments which form the superficial portions of the Continental Shelf off the eastern United States. That work was but the beginning, and 1938 saw its continuation and expansion. With the assistance of a Guggenheim Fellowship, Maurice Ewing pushed his researches in the development of instruments and techniques for deep-sea seismic refraction studies. Ewing's early refraction profile from the Virginia Capes to the edge of the Continental Shelf has been followed by a similar traverse in Great Britain from the coast of Cornwall to the edge of the Continental Shelf southwest of England. This showed that the thickness of the sedimentary mantle and the rates of slope of the basement surfaces there are comparable to those in the Virginia Cape district.

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. In order to explore electrically a terrain composed of a succession of horizontal beds, a current of known intensity i is caused to flow between two grounds A and B, and the resultant drop of potential , caused by the resistance of the earth, is measured between two given points in the soil, M and N. In practice it is convenient to choose the two points M and N so that they lie on the line AB and their midpoint coincides with the middle 0, of that line, although this is not imperative. When the lengths L and I of the two lines AB and MN are varied, equations are obtained which may be solved for the resistivity p of the subsoil at various depths. Recall briefly that the formula 4 x l gives the average resistivity, in the horizontal direction, of a layer of earth which extends to a depth1 about equal to L/4. This elementary concept is adequate for numerous practical applications. Nevertheless, it must be said that, in many cases, a rigorous mathematical analysis may be made, provided it is always a question of homogeneous, superposed horizontal beds. The authors expect to publish, later on, appropriate methods of calculation for some specific cases.

SYSTEMATIC methods of ore-finding are looked to the more as increasing production requires greater supplies of raw materials. Unrelenting search for new sources of supply is necessary, and all the skill of science must be displayed both in methods of discovering and recovering the minerals necessary to the demands of present-day life. To this end most national governments have some sort of a geo- logical survey and there is a growing understanding of the desirability for cooperation between federal and state or provincial organizations and also financial assistance, from state and private universities, mining companies, railroads and manufacturers. Such surveys are now being directed by well trained geologists selected from federal, state and university departments. Large-scale maps are being prepared and better geo- logical interpretation made, more thorough chemical and physical examinations are being made and original search is fostered, with the result that successful prospecting is better directed, new mining regions are more likely to be discovered, and the life of. old camps lengthened.

Single crystals of copper and silicon-iron were cold rolled in orientations chosen to produce individually the major components of the poly crystalline deformation texture. The orientation dependence of the recrystallization kinetics was studied relative to the primary recrystallization textures of these specimens. It is not possible to rationalize the poly crystalline re crystallized textures on this basis. The results suggest an important role of the interaction of adjacent crystals during the deformation of aggregates. BRICK and Williamson1 first noted evidence that the recrystallization temperature was different for straight-rolled and cross-rolled copper given comparable reductions. Michalak and Hibbard2 investigated quantitatively the effect of rolling procedure on the kinetics of recrystallization of cold-rolled copper and found that material cold-rolled the same amount by straight-pass, cross-pass, and compression-pass techniques developed different deformation and recrystallization textures, different 1-hr recrystallization temperatures, and different recrystallization kinetics. However, the temperature dependence of the rate of recrystallization was essentially the same for all techniques. Similar results were obtained on iron. Dunn and Koh3 in studying the recrystallization textures of cold-rolled silicon-iron single crystals reported large differences in the annealing temperatures and times required to recrystallize specimens of different orientations cold-rolled the same amount. Liu4 and Liu and Hibbard5 utilized the concept of different recrystallization temperatures for different orientations of cold-rolled crystals to rationalize the difference in recrystallization textures found in various face-centered-cubic metals. Their explanation predicted a significant difference in the recrystallization kinetics of deformed (110) [112] crystals as compared to (358) [352] crystals, and, in fact, Liu4 reported evidence that this difference existed at least qualitatively. Verbraak6 who rolled and recrystallized a series of copper single crystals found that the double (112) [111] rolled orientation is related to recrystallized cube texture formation. The effect of rolling intensity on the relative amount of cube component suggests an important role of recrystallization kinetics. Walter and Hibbard7 while trying to relate the behavior of rolled and recrystallized single crystals of silicon-iron to the behavior of polycrystal-line silicon-iron again noted that differences in recrystallization kinetics were necessary to rationalize their results. The purpose of the present investigation was to obtain quantitative kinetic data on the recrystallization of single crystals of both copper and silicon-iron rolled to initial isolated individual orientations corresponding to those found in the polycrystalline deformation textures. These data might indicate the importance of the deformation orientation, i.e. the range of available nuclei, the deformed matrix orientation into which these nuclei grow, and the orientation dependence of their growth rate during primary recrystallization on this texture. One of the most urgent needs in the field of coal combustion is the ability to predict the performance of a coal from knowledge gained from small-scale tests. Numerous types of analyses and tests are conducted on coal, including the proximate and ultimate analyses, heating value, varieties of sulphur, ash analysis, ash fusion temperatures, free swelling index, petrographic analysis, and Gieseler plasticity. The Illinois Geological Survey has made an intensive study of the value of these tests for judging the performance characteristics of the coal as actually utilized. To date, three reports 1 2 3 have been is- sued, and another is being prepared. The present paper briefly summarizes some of the results found in the studies.

IN mining, quarrying, and construction, drilling and blasting have an important influence on the operations that follow. If the fragmentation of material being disrupted is inadequate, loading and transportation equipment will not operate at or near full capacity. Any operator faced with this difficulty should not be satisfied until he is convinced by a careful study of his methods of drilling and blasting that no improvement can be made. Rock in a certain quarry in Ohio seemed to defy any grade of explosive or means of detonation that the explosives industry had to offer. The average result of a blast was that a great part of the burden would be pushed out from the face in a number of large sections that would jokingly be referred to as "boxcars." These were no credit to the explosives man and a costly problem for the quarry company. Such blocks retard shovel operation as they have to be uncovered and subjected to secondary drilling and blasting which, if extensive, is an expensive operation. It was an attempt to improve the fragmentation obtained in primary blasts that led to the development of milli-second-delay electric blasting caps. The reasoning that prompted the trial was that even with wide spacing of the drill holes it seemed that the burden was separated too quickly from the face by the cutting action of the explosives from hole to hole. From its modest beginning in 1957 with one mill grinding section handling 3000 tpd Pima has steadily expanded. In July 1966, work was completed that allowed the concentrator to treat in excess of 18,000 tpd. Almost immediately Pima embarked on another expansion program that will increase plant capacity to 30,000 tpd during the summer of 1967. This repeated expansion has corresponded with the development of additional low-grade ore deposits and with the improved operating economics realized by handling larger masses of material. Early in the life of Pima it was known that a mineralized area was present on the flanks of the high-grade orebody which systematic drilling had shown to be a low-grade copper orebody. Many months of engineering studies revealed that this was sufficient to allow Pima to compete with other large scale, low-grade copper operations in the Southwest.

EVER since the Phoenicians roamed the known world in quest of metals to harden their helmets and precious metals and gems to adorn their ladies, many other nations have sought metals in the far corners of the earth. During the past 75 years American engineers have been among the foremost in seeking for and developing ore deposits. They have been responsible for many of the principal discoveries and for the application of modern methods to mines in the far comers of the earth. American mining engineers with a zest for travel and an insatiable appetite for metals have also introduced throughout the world many articles made of metal which we consider essential to everyday life. Production and consumption of these metals in many foreign countries has brought to these countries an increased standard of living and added tax revenue to their governments. But unfortunately engineers from this country are no longer given ready access to all the countries of the world. This is not only unfortunate for American engineers but also for the countries that have adopted the exclusion policies and especially so since time has proved that in countries where the American engineers have gradually been excluded there has been a significant decline in the progress of the mining industry. Removal of these barriers to professional men would aid immensely in the world-wide development of the mineral industries. New areas brought into production under the guidance of American engineers with their exceptional know-how would provide more jobs for nationals of the countries involved and a better standard of living for the nations as a whole.

IF the elements of personality be those characteristics in which humans differ, and if this definition be applied to the purchasing department for the Climax operations in Colorado, it must he concluded that this department has no distinguishing traits that would give it a departmental personality different from that possessed by the similar department of any progressive mining enterprise. Or, one may go further by stating that the rudimentary functions of any purchasing practice employed principally in the acquisition of maintenance, repair, and operating supplies are much alike, whether or not the industry involved be mining or milling. However, in the fact that the principal purchases of a mining company are materials for maintenance and repair and consumable operating supplies lies that essential characteristic which differentiates mining and milling purchasing functions from those of the manufacturer, the fabricator, or the ordinary processor.

FOR many years, you and your fellow members of the American Institute of Mining and Metallurgical Engineers have devotedly and ably applied yourselves to the art of making iron and steel. having foremost in your minds the conservation of raw materials, suitable and efficient facilities, economical processes, and improved quality of product. For the past three strenuous years you have contributed wholeheartedly to meeting the problems of increased production. You have conducted scientific and technical investigations and research, recommended experiments. and gathered all the available and valuable information possible to gain the desired objectives. You have had many obstacles and difficulties to overcome. In the early days of your organization, there was some lack of co-operation from the industry itself-perhaps, for example, some failure to recognize the mutual advantages of free exchange of experiences and information. But regardless of any hindrances, you have made many and valuable contribution which have tended to make iron and steel manufacture leas of an art and more of a science.

THE only investigations on record of the reactions occurring during the Bessemer blow are of charges containing a large percentage of manganese, with the exception of two partial analyses by Snelus and Barker of the. English method, where a low percentage of manganese was used. They do not give the analysis of the spiegel, nor do they report any graphitic carbon after the first stage of the process. Both report only traces of manganese after the first stage until the addition of spiegel. The slags corresponding to the samples of metal were not analyzed.

ONE OF THE NEWEST developments of industry rising from the commercial application of scientific knowledge is in the making of solid carbon dioxide from the gas about 1925 the first efforts were made to manufacture "dry ice" on a large scale and at a price to permit widespread use. From that beginning the industry has grown to a consumption of 40,000 tons in 1930. Carbon-dioxide ice, as the name implies, is merely the gas compressed and cooled to a solid. The ice has a temperature of 109° F. below zero and is in many ways superior to water ice. It evaporates to a gaseous form so it is not wet and leaves no trace; in fact, one suggested minor use is as coasters under water glasses on the dining table. The gas is harmless except in large concentrations and. when the ice is used as a refrigerant, the resulting gas actually becomes a preservative, keeping oxygen away from perishable products. Not only does the ice have a greater amount of cold in a small volume than water ice but cooling is effected by direct contact of the resulting gas with the materials to be refrigerated rather than by convection air currents.

CUBA differs considerably from the other Greater Antilles in many geologic fundamentals. Cuba is geosynclinals; whereas Jamaica, Hispaniola. (Haiti), and Puerto Rico are geoanticlinal. Rocks of lowermost Cretaceous age exist in large volume in Cuba, where- as they are generally absent in the other islands. Since many of the surface indications of petroleum are intimately associated with lowermost Cretaceous rocks, the Vinales limestone,, this difference is most important. BENEFICIATION of iron ores from the blast-furnace point of view means more than the usual enrichment of the iron contents by the removal of a large part of the clay, carbonic acid gas, silica, or moisture of the natural ore; it includes all these, but it also embraces several other mechanical .processes made , necessary by the exacting requirements of present-day blast-furnace practice. The increasing use of iron- bearing by-products, to as much as a third or more of the total ore burden, has introduced still another series of processes for improving the blast-furnace ore burden. As we look back over the past three decades of blast- furnace practice 'in. this country, we see that many of the blast-furnace troubles were directly due to lack of proper preparation of the iron ore burden,, and we realize that beneficiation in one form or another would have remedied the trouble. This was particularly true in the smelting of magnetic iron ores, where run-of- mine ore included such big lumps of 'magnetite along with rich fines that the furnace operations were greatly retarded and control of the furnace such as is usual today, was completely unknown.

FROM the viewpoint of the oil producer, the oil refiner, the oil marketer, and the investor, in oil securities, a brief picture of the crude oil supply and demand in the present critical season of the year will be timely and interesting. Although crude oil production has been in a comparatively poor statistical position this year, increased sales and sustained refinery and crude oil prices have allowed increased profits for many oil companies. The large amount of crude oil going into storage during the present period of peak consumption, just previous to the major yearly fall decline in consumption, has caused oil producers to make plans to leave the oil in the ground for the present in several of the areas of large flush production. The present moment is looked on as the turning point in the current year.

FUSED quartz is a glass made by the fusion of nearly pure silica. Some confusion in terminology exists but in the trade today "fused quartz" generally refers to the perfectly transparent colorless product made from rock crystal whereas "fused silica" is a white, translucent product made from silica sand. Vitrified silica is the term preferred by purists for all quartz glass, but it lacks the definiteness of -the trade terms. Since the raw materials, methods of production, and properties of the finished products arc different for the two types, the trade terms are preferred. As fused quartz is amorphous, it-physical properties differ greatly from those of quartz crystal. Lacking crystallographic directions and having no piezo-electric properties, fused quartz. of course, has no value for the making of radio oscillator plates; but it does have other valuable and unique properties. Perhaps the 'best known and most useful properties are its extremely low coefficient of expansion and its ability to transmit short-wave ultraviolet radiant energy. UTAH has enormous deposits of high-grade bituminous coal. The United States Geological Survey estimates that there are 13,130 sq. mi. of land in Utah known to contain workable coal and these extensive fields contain 196,000,000,000 tons of coal. Growth in population and development of industry in the intermountain and Pacific coast regions will in time give Utah a place with the great coal producing states of the country. Even today, faced by adverse conditions in competition with cheap fuel oil from southern California, water-power throughout the western states in general, and comparatively high freight rates to its distant markets, the Utah coal industry is notable in many respects. In recent years, Utah has led the United States both in the percentage of its mines in class 1, mines producing more than 200,000 tons a year, and in average production per man per day, which was 6.01 tons in 1921. AT the Tooele custom lead-zinc ore concentrator,' two sections, each having a daily capacity of 500 to 600 tons, are operated on slightly different types of ores with but little difference in flow sheet and reagents. The ores comprising the two general classes are the coarsely crystalline type, with low pyrite and sphalerite low in iron content, from the Park City district, and the more finely disseminated higher pyrite ores from Bingham, which are more difficult to treat by flotation. Laboratory testing determines with which general class a new ore will work better. The ores are crushed to minus 1 1/4-in. size at either the Utah Ore Sampling Company's plant at Murray, Utah, the Tooele smelter sampling plant, or the crushing plant at the concentrator. The ores for each section are mixed to maintain as nearly as possible uniform lead and zinc contents.
