"Abstract - The Little Falls member of the Nepisiguit Falls Formation is situated in the northern part of the Brunswick Belt of the Bathurst Mining Camp and has been interpreted as the distal equivalent of proximal tuffaceous rocks that host the stratiform Brunswick No. 12 and No. 6 Pb-Zn massive sulfide deposits. It comprises fine-grained, greenish-gray tuffaceous sandstone in the lower part, and coarse-grained, crystal-rich tuffaceous sandstone in the upper part. Petrographic evidence suggests that these rocks have a turbiditic origin. The Little Falls member is underlain by the Vallée Lourdes member, mainly composed of relatively shallow-water calcareous rocks, and is conformably overlain by Mn-rich sedimentary rocks, mainly red argillites that host the Tetagouche Falls Mn-(Fe) deposit. All these rocks are considered to belong to the Nepisiguit Falls Formation, part of the Ordovician Tetagouche Group. Whole-rock geochemical data from the fine-grained tuffaceous sandstone and coarse-grained tuffaceous sandstone indicate that the two units of the Little Falls member are distinct. Zr and TiO2 contents, and total rare earth element (REE) values are higher in the coarse-grained unit (average Zr/TiO2 = 0.040, average SREE = 247 ppm, n = 6) than in the fine-grained unit (average Zr/TiO2 = 0.048, average SREE = 158 ppm, n = 17), which can be attributed to the variation in crystal content between the two units. Both units are HREE-enriched and have elevated La/Yb relative to the typical Nepisiguit Falls Formation. Overall, the geochemical data combined with evidence from the bounding units suggest that the Little Falls member was deposited in relatively shallow water, possibly in a near-arc environment. The relationship of volcanic facies within the Nepisiguit Falls Formation and the geochemistry of these facies indicate strongly that fine grained, reworked tuffaceous rocks, regardless of whether they are the distal equivalents of proximal tuffaceous rocks, are not associated with the major ore-bearing horizons of the Bathurst Mining Camp. Information; from borings in the Plains and natural exposures in mountain-built belts; show that similar rocks form a large part of the continental platform. This paper outlines the function of the Safety and Compensation Division of the Mining Association of British Columbia. After a general discussion of safety and the safety program now being followed in B.C., the author goes on to describe the wide-ranging aspects of compensation payments and company assessment rates. Special attention is also given to the problem of silicosis in mining operations. In appendices to the paper, the experience rating plan of the mining industry is compared to that recently adopted for the construction industry. Introduction The Mining Association of British Columbia consists of fifty-five member companies, including virtually all the producing mines as well as the larger exploration, contracting and development companies. On completion of an extensive study of safety and compensation in the mining industry, the Mining Association of British Columbia instituted a Safety and Compensation Division in 1954. "Commissioning of a circulating dry scrubber plant was recently completed at an existing facility, in order to treat the sulphur dioxide off-gas emitted from rotary kilns. Proper planning of the different commissioning stages and staffing an integrated team are the most important factors required for a successful plant start-up. A strong operational readiness plan must be in place as early as the start of construction in order to ensure a smooth transition from commissioning to operations. Plant performance can meet or exceed performance criteria within the required timeframe if the proper group dynamic and good communication is established between construction, commissioning and operations teams.INTRODUCTIONCommissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Quebec, Canada. The CDS plant treats the sulphur dioxide off-gas emitted from rotary kilns in order to meet increasingly stringent environmental requirements. This installation enables the existing facility to reduce their sulphur emissions by over 90%.The CDS ProcessA general overview of the CDS process is presented in Figure 1 below. The combined, de-dusted off-gas from multiple kilns is sent to the CDS, which acts as an entrained fluid bed, where the gas is contacted with a water mist, re-circulated solids and hydrated lime. The SO2 from the gas stream and the available calcium hydroxide (Ca(OH)2) from the hydrated lime dissolve in the water and react to ultimately form calcium sulphites and gypsum. The solid residue (referred to as CDS residue), is the primary byproductof the process.Fresh hydrated lime and CDS residue is captured by the dust collection system and is re-circulated to the CDS via a fluidised transport system. Clean off-gas passes through the dust-collection system and is then sent to the atmosphere by a single exhaust fan.The CDS residue purged from the system is combined with the dust collected from the kiln offgas system and this mixture is wetted in the already exiting agglomeration system, to minimize dust generation during handling, and then sent to disposal."

The crack propagation behaviour of Zr-2.5Nb pressure tube material was studied through comparison of the measured behaviour with the predicted response from finite element analysis. Three-dimensional finite element simulations of compact tension specimens were performed using the crack tip opening angle as a fracture criterion to allow for crack propagation. To obtain reasonable agreement with the measured behaviour, it was important to capture both the anisotropic plastic deformation behaviour of the Zr-2.5Nb material through use of the Hill-48 yield criterion and damage due to void growth, nucleation, and coalescence through the use of a Gurson-based constitutive model in the simulations.

The Directive 019 on mineral industry, which was officially adopted in 1989, is the main tool used by the Quebec Ministry of Environment for the environmental evaluation and control of mineral exploitation projects presented for approval. This document contain the environmental guidelines which must be met by all the mineral companies during and after exploitation. The Directive 019 also contain all the information required by the Quebec Ministry of Environment in order to fully analyse the environmental impacts caused by the mineral projects proposed to the Ministry for approval. The proposed modifications of the Directive 019 cover many new topics that were not addressed in prior editions, these include : water recirculation, groundwater protection, tailings management and post exploitation environmental controls.

Puisque la technologie existe pour fabriquer du remblai en pâte sans construire une usine coûteuse, il est maintenant possible d?élargir le domaine d?utilisation du remblai en pâte pour y inclure des gisements filoniens où le besoin annuel de remblai est moindre. Dans certains cas, l?utilisation du remblai en pâte pourrait permettre de réaliser d?importantes économies telles que la réduction de la dilution, la stabilité des ouvertures, la récupération d?une plus grande partie du minerai par la réduction de la taille des piliers et l?entreposage de moins de résidus à la surface. L?ampleur des économies est parfois difficile à chiffrer mais il est tout de même important d?en tenir compte lors de la décision d?utiliser du remblai en pâte puisque ce sont souvent ces économies qui seront déterminantes. Différentes méthodes d?extraction avec remblai en pâte appliquées aux mines filoniennes seront présentées. Since milling began in 1909, the PJV Dome mill has been expanded several times, to the current throughput of 11,500 tonnes per day. PJV recovers free gold using crushing and grinding followed by gravity concentration. The remaining gold in the gravity tails is recovered by cyanide leaching followed by Carbon-In -Pulp processing. Prior to 1993, cyanide tailings were impounded in the tailings pond where cyanide was allowed to degrade naturally. Effluent was discharged seasonally during the summer and early autumn to maintain the water balance. In 1993, an Effluent Treatment Plant (ETP) was designed and constructed for the purpose of removing dissolved metals and suspended solids. In 1997, an INCO SO2/Air cyanide destruction process was added to the ETP. Even though the ETP was successful in meeting the cyanide, metals and total suspended solids (TSS) discharge limits, often the treated effluent failed to pass toxicity tests. Following successful laboratory and plant scale testing, the addition of the chelant EDTA (ethylene diamine-tetra-acetic-acid) was commenced in the 1999 operating season. To date, discharged effluent has passed all toxicity tests. This paper describes the evolution of the ETP from its early conception to the various phases of upgrade needed to meet the MISA discharge limits.

An important problem associated with tandem dragline systems is that of matching the productive capability of individual draglines in the combination. In this paper, a dependence mechanism among draglines in a tandem system is described, and possible consequential problems in a poorly-matched system are defined. The rate of linear advance and the cost of stripping are determined as two major indications for an efficient operation. The proposed decision criteria and the underlying mechanism to select a synchronous couple are introduced and used in simulating tandem dragline systems. The developed model is tested on a hypothetical strip mine where pullback stripping is applied with a tandem dragline system.

The curve of coal production in Nova Scotia over the past forty years shows a definite maximum reached in 1913. Continued production to this maximum will require a greater tonnage per man-day, and this means there cannot be any increase in total man power used in the operations. There are still large reserves of coal but much of it will require washing or beneficiating to make a usable product. By-product recovery based on the present product ion is relatively satisfactory. Further development of secondary industries requires adequate markets for the bulk materials produced by the processing. It also requires access to other raw materials as well as markets for the principal product of the operations. Scientific investigation and research are needed to prove the quantity and value of lower grade or poorer quality coals, and methods for their recovery and utilization. Economics of further processing of present and future production must be investigated beforehand, if a successful development is to be assured. Such development cannot be expected largely to replace present markets. Production of coal for genera l use must continue to form the major function of the coal industry of the Province. Costs per ton must decrease, or subsidies or other assistance must increase, if the industry is to survive. Costs of investigation and research and costs of capital outlay for further development muse be met.

"Recovery of water is always a major factor in the Beneficiation process. As Preparation Plants become larger the recovery of water for reuse, is a critical cost consideration. Tema Isenmann Inc in conjunction with our sister Company Multotec Manufacturing, has over the years, developed numerous different Screen Panels, Sieve Bends and Static Screens for dewatering. This paper will focus on a new innovation, the TeePee™ Panel which has double the open area of conventional Screen Panels. This results in efficient dewatering (reduced filter cake moistures) which allows for the use of smaller Vibrating Screens or increased capacity on existing Vibrating Screens. A major factor in the efficiency of any Screen Panel, including TeePee™ Panels, is the performance of the Vibrating Screen. If the Vibrating Screen does not have the required gravitational force or screen area to drain it will not dewater efficiently. Therefore a holistic approach has to be taken where the Vibrating Screen needs to operate at an optimal level, in conjunction with the correct Screen Panels, to achieve efficient dewatering. Key performance areas for Vibrating Screens are therefore detailed in this paper with an emphasis on important dewatering criteria. Case studies of different dewatering applications are included, where the use of TeePee™ Panels, has shown a marked improvement over conventional flat Screen Panels in reduction of filter cake moisture content.INTRODUCTION Dewatering can be done in a number of different ways and is largely dependent on the ore type, the particle size distribution and to what extent one needs to dewater will determine the method used. There are a number of different dewatering methods that can be used for particles above 200 micron, including Screen Bowl Centrifuges, Filter Presses, Static Screens, Static Sieve Bends and Vibrating Screens. This paper will focus primarily on Vibrating Dewatering Screens showing improved drainage and a reduction in the filter cake moisture content. KEY PERFORMANCE CRITERIAL FOR VIBRATING DEWATERING SCREENS For clarification the critical key performance criteria for Vibrating Dewatering Screens are set out in this paper. Dewatering Screens Vibrating Dewatering Screens are normally linear motion, either horizontal or inclined at 5 to 7° upwards with a vertical or back sloped plate at 45° to the rest of the screen deck. The back plate will often have screen panels in them to increase the dewatering capability, as shown in Figure 2 below."

"The Moa JV was formed in December 1994 as a 50/50 joint venture between Sherritt Inc. and General Nickel Company S.A. of Cuba. The joint venture consists of the mine and Pedro Sotto Alba processing plant in Moa, Cuba and the Corefco refinery in Fort Saskatchewan, Alberta, Canada. Throughout its now nearly 23-year history, the Moa Joint Venture has faced a number of global, operational and process challenges. Global challenges have included high input costs such as for fuel oil and sulphur, as well as low nickel prices. Operational and process challenges have included increasing ore haulage distances, decreasing ore Ni + Co grades, and increasing ore impurity contents. For example, increases in impurities such as Mg and SiO2 in the ore result in increasing acid demand in leaching and decreasing solids content of preheated leach feed slurry, respectively. In spite of these challenges, the mixed sulphide production capacity from the Moa Joint Venture has increased from 12,500 to 37,000 t/y Ni + Co since 1994 by judiciously targeting expansion projects and by continuously performing process and operational improvements.INTRODUCTION The Pedro Sotto Alba high pressure acid leach (HPAL) plant at Moa Bay, Cuba has a long history (Maslenitzkiy, 1969; Chalkley, 1996; Carlson, 1960; Roy, 1961; Carlson 1961). The plant was constructed by Moa Bay Mining Company and started up in late 1959 after several years of process development by Freeport Nickel Company, including operation of a 10 t/d plant in Hoskins Mound, Texas and a 50 t/d plant in Port Nickel, Louisiana (Southwick, 2004), as well as development work by Chemical Construction Company (Chemico) to precipitate metal sulphides (Roy, 1955a; Roy, 1955b). The Moa plant had an original reserve of 50,000,000 t of ore, graded at 1.35 wt% Ni, 0.146 wt% Co, 3.70 wt% Si, 1.00 wt% Mg and 4.5 wt% Al. At original design rates of 2,000 kt/y of ore, the design capacity of the plant was around 25,000 t/y Ni + Co as a mixed sulphide product, which would be shipped to the Port Nickel Refinery in Louisiana for processing. In 1960, the plant changed ownership and was restarted in 1961 under Cuban management. Between 1961 and 1989, the plant was also supported by involvement from the former USSR, supplying spare parts and consumables. In 1994, Sherritt Inc. partnered with the General Nickel Co. S.A. of Cuba and formed the Moa Joint Venture. This joint venture includes the mine and Pedro Sotto Alba HPAL processing plant in Cuba and the Corefco refinery in Fort Saskatchewan, Alberta, Canada. Under this partnership, ore is processed in Cuba to produce a nominally 55 wt% Ni and 5 wt% Co mixed sulphide product that is shipped to Canada and processed by Corefco to produce class 1 nickel, high grade cobalt and byproduct ammonium sulphate fertilizer."

THIS paper will present a review of the mining operations of one of Canada's most lately established gold mining districts (1). The history of the Little Long Lac and Sturgeon River areas is interesting in view of the fact that, although they have long been the scene of a certain amount of mining activity, they remained little more than an uninhabited wilderness until 1933, since which time ten producing gold mines and mills have been established in permanent operation, eight of these having entered production since the beginning of 1937. As complete a background as possible will be given concerning the major influences having a bearing upon living and economic conditions in the mining communities. The object, here, is to show the diversity of problems which demand the attention of the operator starting up and operating a new mine in present times, and to indicate the ways in which these problems are successfully met in this district. A description of the power facilities and plant equipment will be followed by a summary of the problems encountered and methods applied in exploration and development. This is to aid in forming a background showing the circumstances which influence the mining methods and costs of the various operations. The paper will conclude with a description of the mining methods used and the costs of the operations, including summarized analyses of the stoping methods and mining conditions. The various phases of operation will be dealt with separately, in so far as this is possible, in order to present clearly the salient features. It is necessary, however, that the reader bear completely and constantly in mind the fact that in actual operations these phases arc, to a large extent, intimately related and greatly affect each other, as well as being, in turn, affected by other circumstances beyond the control of the operator. A few of these circumstances are: capital available during the development period and early stages of productive operation; strength of rock comprising the ore and its boundary walls; grade, size, shape, and location of ore-bodies; and many other natural items which must be carefully weighed in relation to the details of operation.

"Two main problems are associated with the removal of pyritic sulphur from coals. The first is due to the fine state of dissemination of pyrite, which requires grindin1 to a very fine size to accomplish liberation. The second problem is caused by the similar surface chemical characteristics of coal and pyrite, which complicates separatio11 methods based on this property. In the work described here, the problem of fine particle size was overcome by using the selective oil agglomeratioa method developed at the National Research Council of Canada. Recovery of more than 90% of the combustible values was possible, even with particles only a few microns in diameter. Experiments using conventional chemical depressants for pyrite met with little success. It was found, however, that pyrite may be rejected during coal agglomeration through treatment with the iron.oxidizing bacteria, thiobacillus-ferrooxidans. The conditions for maximum pyrite separation are described and possible mechanisms by which the bacteria act are discussed."

To increase drill fleet capacity and meet increased ore demands at its Carol Lake Project, the Iron Ore Company of Canada initiated a program in 1975 to convert the Gardner-Denver 120 and Bucyrus-Erie 60-R rotary drill fleet from 12 1/4-inch-diameter multi-pass drilling to 15-inch-diameter single-pass drilling. This paper will examine briefly the conversion program , including some tests and results, and examine how the utilization of the 15-inch-diameter blast-holes, coordinated by a comprehensive drilling and blasting program, has improved the drilling, blasting and drilling-plus-blasting aspects of the mine operations, from both economic and operational viewpoints.

Introduction In Canada, the mining industry and water-power development are intimately associated in that mining, which ranks second among the country's primary industries, depends principally upon hydro-electric energy for its large power requirements. On the whole, the Dominion has been very favourably endowed with water-power resources; generally speaking it is a well-watered country with numerous rivers and lakes located in are as where the topography favours water-power development. Precipitation, the raw material of water power, varies from an annual fall of more than l00 inches on the Pacific coast to about 12 inches in sections of the Prairies and the Northwest Territories; in Ontario and Quebec the annual average is 24 to 40 inches and in Nova Scotia about 45 inches. In its descent to the sea, the resulting run-off, much of it from considerable altitudes, creates sources of potential energy at every rapid and fall along the country's many streams and rivers. Many of the innumerable lakes in the Dominion provide storage basins for the regulation of stream flow, thus enhancing the potential power of available sites. While water-power resources are fairly well distributed across the Dominion, as is shown on the accompanying map of Canada showing power sites (Figure 1), it is particularly fortunate that those areas which are lacking in indigenous fuels have been compensated in large degree for this scarcity by being favoured with a high proportion of the total potential water power. This has an important bearing on the mining industry in that extensive mining operations can be economically carried out in the great Canadian Shield, which is lacking in commercial coal deposits but is rich in water-power resources. This Precambrian formation, which forms a wide belt around Hudson bay and in which many metalliferous ores are found, was 'subject to severe glaciation in a recent geological period, so that its river systems are comparatively young and are characterized by numerous lakes joined by short reaches of fast water, rapids, and falls which offer frequent opportunities for power development. The western Cordilleran region, which also is important in mining, has abundant water power. The accompanying geological map (Figure 2), prepared by the Geological Survey of Canada, shows the great extent of the Precambrian and Cordilleran regions and may be compared with the map of water-power sites to show the high incidence of water-power resources in these potential mining areas in which important mineral discoveries have already been made.

"A reconnaissance geochemical survey, using the stream sediment technique, is described. The survey covered an area of about 400 square miles, in the Seal Lake area of central Labrador, underlain by basaltic flows, diabase and metadiabase sills, and sedimentary rocks. Previous work had indicated numerous small copper occurrences within the Seal Lake group of rocks. Stream sediments were tested for the readily extractable copper content and total heavy metal content. The results of the copper survey did not yield any new data on the distribution of copper mineralization. Results of the total heavy metal survey attracted attention to a remote portion of the area (Ten Mile Lake), which had hitherto been regarded as having no economic interest. The anomalous values found, suggested that zinc mineralization should occur in this region. Geological mapping indicated that the rocks exposed belonged to the Letitia Lake Group, which is older than the Seal Lake Group exposed to the east, which contains the copper mineralization of the district.Investigation of the area lead to the discovery of: (1) uneconomic lead-zinc mineralization; (2) radioactivity extending over a considerable area. Evaluation of the radioactive rocks led to the discovery of columbium-thorium mineralization in amphibolite and in diopside-actinolite schists along a contact with intrusive alkali syenite.Thus a geochemical survey, which was planned to evaluate a copper province, resulted in the discovery of lead-zinc-columbium-thorium mineralization."

As a bubble travels through the pulp region of a flotation cell, it will collect the most hydrophobic particles of an intermediate particle size range, this being the primary source of true flotation selectivity. Despite its role on bubble-particle attachment, however, particle hydrophobicity is still missing a mathematical definition that can be used for plant simulation. In this paper, particle hydrophobicity is defined in terms of the induction time necessary for attachment and then linked to the mass of collector adsorbed per particle. This allows particle hydrophobicity to be written as a function of density of collector adsorption as well as particle size and mineralogy. The model is calibrated from the experimental measurement of the flotation rate constant. Liberation data from an industrial flotation rougher is used for model validation. It is demonstrated that the model can describe a broad experimental dataset by means of a minimal number of parameters. Main industrial application is in simulating the effect of the chemical environment upon plant metallurgical performance.
