"The budget that was tabled by Finance Minister MacEachen on November 12, 1981 will result in a major tax reform of Canada's income and sales tax systems, the likes of which have not been witnessed by taxpayers since 1971. All segments of the economy will be affected one way or another by the far-reaching budget proposals; the mining industry did not escape untouched.Important changes will be introduced which will alter some of the fundamentals of structuring mineral resource ventures in Canada. This month, Tax Notes examines these changes, and also summarizes the other highlights of this key federal budget.IntroductionFinance Minister MacEachen's budget, with its lower personal tax rates, loophole plugging and tax shelter bashing, represents the biggest shakeup in our tax system since tax reform in 1971. In his budget, presented in the House of Commons on November 12, Mr. MacEachen proposed substantially lower tax rates for middle and upper income individuals, with the top federal and provincial tax rate dropping to about 50%, but in return he eliminated most of the opportunities for individuals, and corporations, to reduce or defer taxes through a wide variety of tax shelter and tax planning mechanisms.Although many of those budget proposals that dealt with the resource industries focused on the implementation of the September 1, 1981 agreement reached by the federal and Alberta governments concerning the National Energy Program (see Tax Notes in the December 1981 issue of the Bulletin), the budget also contained some proposed amendments that would have significant implications for investment in the mining industry.This month, Tax Notes examines these latter proposals, and also summarizes very briefly those budget proposals which are not unique to the resource sector."

"This paper provides an overview of the use of uranium and coal in Ontario Hydro's generation program. The dynamics of available supply sources including mining and transportation infrastructures and regional considerations are described. Included is a discussion of needed procurement strategies, both in place and planned, to meet fluctuating fuel requirements while ensuring adequate supply security and cost effectiveness. IntroductionDuring the first half of this century, Ontario Hydro or the Hydro Electric Power Commission of Ontario, as it was then known substantially supplied all of the province's electricity needs from a large number of hydraulic generating stations. Although hydraulic power still provides a very significant part of Ontario energy requirements, this paper will concentrate on the role of uranium and coal in their generation program. To provide a perspective on the importance of these two fuels, Figure I shows the approximate value of each for the past few years in relation to Hydro's total operating costs. The trend toward increasing nuclear output and a corresponding decline in coal use is also clearly illustrated.Figure 2 shows the currently installed capacity of their three main energy sources, hydraulic, nuclear and coal and the 1986 production totals for each, followed by Table I which compares the average operating or running cost on the basis of dollars per megawatt hour for each type of plant. It demonstrates dramatically why Ontario Hydro base load s its hydraulic and nuclear plants, and why coal has become the swing fuel on the system. Although they have a 1200 megawatt plant in Toronto with natural gas-burning capability, and a 2000 megawatt oil-fired station near Kingston, both are presently mothballed and have not been considered in this paper.This paper starts with a user's perspective of the nuclear fuel supply situation which will be discussed in relation to the usual considerations of security, flexibility and cost."

A relationship between gas dispersion parameters, namely gas rate (Jg), gas holdup (Eg), average bubble size (db) and bubble surface area flux (Sb), with the metallurgical performance (e.g., grade and recovery) has been established.. Results of eleven columns operating at five concentrators of Grupo Pefioles (Mexico), ranging between 1.52 to 3.35 min diameter and performing in the cleaning stages of lead and zinc circuits, are presented and discussed. The results showed that the effect of gas dispersion parameters was consistent and that both, Sb and Eg, correlate well with recovery particularly when the influence of feed pulp density is also considered.

In the operation of any colliery, a factor of prime importance is power, of which there are three sources available--man, horse, and mechanical. It is obvious that man-power is by far the most expensive, .and that animal-power, also, is more costly than mechanical. In recognition of this fact, mine owners must, for economical ?reasons, reduce the use of man-and horse-power to the minimum by the increased use of machinery. In other words, they must aim at as complete mechanization as conditions will permit, taking advantage of existing physical factors that are favourable and making the necessary adjustments and modifications to meet the less favourable conditions. Intensive coal-mining, or the concentrated production of coal, has two distinct objectives: First, the maximum production from a limited area, in a given time, thereby reducing the pit-room to be maintained; and second, reduction in cost. To this end the coal should be mined, loaded and delivered to the surface by mechanical means wherever possible. To do this, however, requires the solution of many problems arising out of the varying conditions that obtain underground. The system of longwall mining lends itself to a more efficient scheme of mechanization than does pillar-and-room, as, in the former, the first step has already been taken by the removal of all the coal in one operation, and the opening-out of one face, the equivalent in mining area of fifteen or more rooms. Much has been clone of late towards mechanization in the longwall mines of the Sydney coal-field, and with gratifying results, but not without great difficulties and frequent disappointments. In 1923, an attempt was made with shaker conveyors. The introduction of conveying was a step to bridge the gap between the face, where the coal is produced, and the main transportation arteries leading to the slope or shaft. The receiving of the coal at the faces and its delivery to main loading points on main haulage-ways was the part allotted to the conveyors.

The Mw 9.0 Tohoku-Oki, Japan earthquake occurred on 11 March 2011 produced a maximum coseismic slip of >50 m near the Japan Trench. To investigate why the plate boundary fault between the subducting Pacific Plate and overriding North American Plate which caused the earthquake had such unprecedented large coseismic displacement and slipped to the trench, Integrated Ocean Drilling Program Expedition 343 called Japan Trench Fast Drilling Project (JFAST) drilled three boreholes at Site C0019 through the earthquake fault about one year after the earthquake. Borehole C0019B dedicated to loggingwhile- drilling (LWD) penetrated ~850 meters below seafloor (mbsf) at a water depth of approximately 6890 m. The plate boundary fault is located at ~820 mbsf in the borehole and has been identified as the slip zone during the Tohoku-Oki earthquake. Borehole wall resistivity images obtained from LWD show that drilling induced borehole breakouts are available in a wide depth range above the fault but are not available below the fault. Breakouts are reliable indicators of the orientations of current maximum and minimum horizontal stresses and can also be used to constrain the horizontal maximum and minimum stress magnitudes. As results of breakout analyses, the maximum horizontal stress orientation highly varied in the upper part of the borehole, but has a clear preferred orientation in a northwest – southeast direction in the deeper part just above the fault. This orientation is approximately parallel to the direction of the Pacific Plate subduction. Stress magnitude constraints indicate that the post-earthquake stress states in the hanging wall are either in or close to the normal faulting stress regime. By inferring the pre-earthquake stress state and comparing with the constrained post-earthquake stress state, a significant coseismic stress change was interpreted. The stress change suggests an active slip of the frontal plate-interface consistent with coseismic fault weakening and a nearly total stress drop.

This paper describes the latest results in research and development currently being undertaken by the CSIRO Mining Technology Group to advance the automation capability of continuous mining equipment in underground coal mining operations. This research delivers enabling technologies that are essential in achieving increased roadway development rates as well as providing a safer working environment for underground mine personnel. Details are presented on technical developments and results of large-scale above-ground experiments conducted under field-realistic conditions. These experiments demonstrate the performance of the ?self-steering? capability which will enable a continuous miner (CM) to automatically maintain a given mining heading and mining horizon under production conditions. A primary technical requirement of this automated functionality is the means to accurately determine both the location and orientation of the CM in real-time. Test results of a high performance navigation system utilising vehicle motion aiding technologies are presented. This system combines high performance inertial sensors, and custom-developed radar to achieve a navigation-grade guidance system. Comprehensive performance evaluation has been conducted using a scale skid-steer mobility platform operating autonomously through a typical roadway development mining pattern with a total path length of 2700 m and mission duration of 112 min. Results from this evaluation demonstrate that the sustained accuracy of the navigation system exceeds the original project expectations and is well suited to the requirements for this underground mining application. There are presently no known alternative methods for providing a practical and accurate three-dimensional guidance solution in this application. This achievement represents a significant milestone in delivering a step change improvement in underground coal mining roadway development.

In transitional mineralization, the sill of the underlying variogram is relatively easily estimated, but the estimation of the nugget effect may be more difficult. This study aims to determine for massive copper deposits just how sensitive the estimations of ore reserve, economic copper content, total net value, and ultimate pit limits are to the errors of estimation in the nugget effect of the spherical variogram model. A massive copper deposit which has a log-normal distribution and a spherical variogram was simulated on a rectangular grid using the turning bands method. By using the three dimensional random kriging method, the mean block grades were estimated at four different sampling densities. The ultimate pit-limits were determined by using the two-dimensional dynamic programming algorithm. To calculate the estimation errors, the values obtained by using the actual nugget effect and structured component values were deducted from the estimations obtained using the incorrect nugget effect and structured component values. For isotropic massive copper deposits, it was found that the ratio of the nugget effect to the structured component of the spherical variogram has no significant effect on either the block grades estimated by the kriging method or on the ultimate pit limits.

"This paper presents a study developed to assess the potential use of salt tailings as backfill to control surface subsidence and as a mine bulkhead used to isolate areas of potential brine inflows. A series of index tests, centrifuge model tests and quasi-static creep consolidation tests were performed to evaluate the creep and consolidation properties of salt backfl1l and to evaluate the effect of brine inflow and brine infiltration on backfill behaviour. The centrifuge models were specifically designed to study the mechanical behaviour of salt backfill under the influence of brine inflow and long-term creep. Test results indicated that salt tailings could be applied underground as a bulkhead to seal off areas of potential inflow with the additional advantage of controlling room closure and local back instability. It is hoped that this study will assist mine planners to develop contingency plans to control brine inflow occurrences. IntroductionThe use of salt tailings as backfill is a technique that would assist in the control of potential brine inflows and surface subsidence, and would have a very positive impact on the long term adverse environmental effects associated with surface salt tailings disposal. A centrifuge testing program was designed to evaluate the behaviour of salt tailings as backfill; the effectiveness of salt backfill as a bulkhead used to isolate areas of potential brine inflow and the potential use of salt backfill to control surface subsidence. The testing program was also used to evaluate the creep-consolidation properties of salt backfill and to evaluate the effect of brine inflow and brine infiltration on backfill behaviour. This paper presents the results of the experimental centrifuge testing program and a comparison of results with models tested under I g using an electrohydraulic servo-controlled loading frame (MTS) and a creep consolidation cell. Applicability of the results to practical underground soft rock mining is also discussed.The centrifuge model tests indicated that salt tailings could be applied underground as bulkheads to seal off areas of potential inflow with the additional advantage of controlling room closure and local back instability. Because the applied stresses (1.2 MPa) and fill consolidation were relatively low, the centrifuge simulated bulkhead did not retain all of the inflow brine. At typical field stresses it is expected that the fill would be able to seal off panels with brine inflows. Further testing at higher stresses are suggested to determine the consolidation and stress levels at which the fill would completely retain any potential brine inflow head and positively act as mine bulkhead."

"Zinc metal is primarily produced by electrowinning from sulfate solution. Zinc electrowinning is very sensitive to impurities such as Co and Ni. These impurities have to be removed to produce high-quality zinc and maintain a high zinc current efficiency. Zinc dusts are used to remove these impurities by cementation. However cobalt cementation is extremely slow and it is typically activated by the addition of Cu and Sb. Even with the use of Cu-Sb activation, cobalt is still difficult to remove. The zinc dust used for cobalt cementation is negligible compared to that consumed for hydrogen evolution. In some plants up to 6-7% of electrolytic zinc is used for cementation. This is a great waste of energy. Cu-Sb activation is not well understood. The objective of this study was to further understand the Cu-Sb activation and then find a way to reduce hydrogen evolution and promote cobalt cementation. The investigation reveals how hydrogen evolution (or zinc dissolution) and cobalt cementation and re-dissolution change with temperature, zinc dust dosage, the concentrations of copper and antimony and time. In the Cu-Sb activation, copper is deposited on a zinc particle to produce a porous shell. The zinc particle as an anode dissolves while the shell as a cathode provides a place where cobalt cementation and hydrogen evolution occur and they are catalyzed by antimony. A certain level of antimony (around 0.1 mg/L) is a key to maintain the catalytic effect of the shell. At a higher antimony concentration, cobalt cementation is accelerated slightly while hydrogen evolution is increased greatly. When a zinc particle dissolves to a certain degree, cobalt loses its cathodic protection and starts to re-dissolve. The change in cobalt concentration is determined by the rates of cobalt cementation and re-dissolution. The operation conditions can be optimized to maximize the cobalt removal and minimize the zinc dust dosage.INTRODUCTIONMost of the world’s zinc metal is produced by electrowinning from sulfate media. Many impurities such as iron, copper, cobalt and nickel are co-extracted into solution with zinc. Iron, mercury, indium, lead and tin are removed by co-precipitation as hydroxides. Copper, nickel, cobalt, aluminum, arsenic and germanium are partially co-precipitated with iron while cadmium, magnesium and chloride remain in solution. Cobalt, copper, cadmium, nickel and etc. are subsequently removed by cementation with zinc dust to achieve an acceptable current efficiency and high purity metal product for the economical production of zinc. "A key part of plant design is the selection of the design tonnage which is the hourly tonnage target that the equipment selection is based on. Its selection is critical for ensuring that the nominal tonnage which is critical to the financial performance of the project will be met. With deposits being developed at lower grades, higher tonnages and a higher degree of hardness variability, it is essential to ensure that the design process selects the comminution equipment which will be able to deal with the impact of this ore quality variation.Ore hardness and its variance are key factors to be taken into consideration for the selection of the design tonnage. It is well accepted that for the nominal or name plate tonnage to be consistently achieved, it is necessary to base the design tonnage on a hardness value greater than the average ore hardness of the deposit to be mined. The question is how much greater should this design value be to ensure that the nominal tonnage is met to the satisfaction of the project financial model. Standard industry practice is to set the design tonnage by:1. Select an ore hardness percentile that is greater than the average ore hardness to be the basis of the nominal tonnage. Typically either the 75th or 80th percentile value from the data set will be selected.2. Selection of a design factor to multiply by for determining the design tonnage, i.e. the design tonnage = tonnage (based on the average ore hardness) multiplied by design factor.This paper discusses the selection of the design ore hardness through the use of modelling or the use of a design factor. It further shows the impact of ore hardness variance on the capacity of the process and its ability to meet the nominal tonnage. Insight is provided as to what ore hardness percentile value should be selected balancing the shortfalls of tonnage for ores harder than the design value versus the above target production achieved for ores softer than the design ore hardness."

"In the processing of UG2 platinum ore, stirred milling technologies are dominating regrind applications that require grinding the particles to P80s’ in the region of 45 µm. For this application stirred mills are 30–40% more energy efficient and require a smaller foot print compared to traditional tumbling mills. In this work a study was carried out using a batch pin mill and three scales of Stirred Media Detritors. A laboratory scale pin mill, a pilot scale Stirred Media Detritor with an installed power of 18.5 KW and two industrial scale Stirred Media Detritors in continuous operation, with an installed power of 355 KW and 1,100 KW were used. The industrial scale SMDs were in the secondary grinding section of a mill floatmill float (MF2) UG2 processing plants. The tests were focused on assessing the effect of feed rate and percent solids on power consumption and product fineness at lab scale, floatation response of the SMD product at pilot scale and on an industrial scale, the effect of feed rate on energy consumption and product fineness. The measurements obtained were feed flow rates, mill power and from the samples cut, particle size distribution of both feed and product. Specific energy was observed to increase with increasing percent solids over the 30wt% to 80wt% studied. Floatation response tests of the pilot scale SMD products show improvement in grade. Specific energy and reduction rations are observed to decrease with an increase in feed rate.INTRODUCTIONThe purpose of comminution in most mineral processing applications is to liberate the valuable minerals from gangue so that they can be recovered in subsequent separation stages. Most precious and base metal plants treat low grade fine-grained ores which require a higher degree of size reduction to yield the necessary degree of liberation (Partyka & Yan, 2007). Many authors have shown that the relationship between product size and grinding energy consumption is exponential, the finer the product from the comminution device, the higher the energy consumption (Gao & Weller 1993; Napier-Munn, Morell, Morrison & Kojovic, 1996; Jankovic, Valery & La Rosa, 2003). The suggested reason for this kind of relationship is that smaller particles have fewer flaws and higher strength than larger particles. Particles with fewer flaws and higher strength require higher energy for breakage to occur. One of the challenges most plants face is that of efficient energy utilisation in the liberation of the mineral from these complex ores. Conventional tumbling mills are not energy efficient in fine and ultra-fine grinding applications because some of the energy is spent on moving the charge and does not go directly into breakage. Stirred mills have been found to be about 30% to 40% more efficient and require a smaller foot print compared to traditional tumbling mills for regrind applications that require product size with P80s’ in the sub 45 µm regions (Radziszewski & Allen, 2013). Stirred mills are able to produce fine product because they can achieve a high number of stress events per unit time and volume compared to tumbling mills (Kwade, 1999a). To minimise energy usage without compromising product quality, the mining industry has adopted stirred milling technologies for fine and ultra-fine grinding (Radziszewski & Allen 2014; Kwade, 1999b). The south Africa platinum group metal (PGM) industry alone had over 40 stirred media mills installed by 2011 (Rule, 2011). Of that 40, 13 were in the ultra-fine grinding (UFG) application and the rest in main stream inert grinding (MIG)."

Being market determined rather than cost based, they can also be the most unpredictable As a result, commodity prices are frequently the greatest of all risk factors.Nature of Commodity PricesThe cyclical nature of commodity prices is well known. They are stable only when supply is in balance with demand and forecast to remain that way. An imbalance on either side of the equation can lead to a price reaction completely out of proportion to the actual or perceived surplus or shortage.This exaggeration arises through the cumulative effect of market forces. When the market senses an uptrend, consumers buy for the expected increase in activity. They also seek additional quantities for inventory before price s rise. Merchants defer spot sales anticipating higher price s, speculators go along for the same reason, and producers raise prices in response to demand. Events tend to confirm the expectation of each party and strengthen their reaction causing prices to move higher."

"A multipurpose program for a hand-held programmable TJ-59 calculator and PC-100C printer facilitates the evaluation of various mineral processing tests and the calculation of mass and metal balances. Its application is demonstrated by some example problems. Detailed user instructions are given for each application.IntroductionThe program listed in Appendix I is written for a programmable Texas Instruments TI-591 PC-100C calculator I printer combination. The program is applicable for the evaluation of:1) screen analyses;2) flotation test s; and3) mass and metal balances.Each application is demonstrated by an example problem and corresponding detailed user instructions. The ""measured"" data in the examples are fictitious and do not represent a real operation.The steps in using the program are the same for each of the three types of application, viz.:1. Enter the number of product fractions and press ""A"".2. Enter the measured weights (0) of each fraction and press ""RIS"" each time. After the last fraction has been entered, the printer automatical1y displays the total weight.3. Press ""B"" to calculate the weight distribution (Y). Once ""B"" is pressed, the printer automatically displays the weight distribution of all fractions.4. If the accumulated weight distribution (EV) is also needed, press ""RIS"". The printer now displays these data. This step is optional and may be bypassed.5. Press ""2nd A"" to prepare for entering of the measured metal assay (M).6. Enter the measured metal assays of each fraction and press ""RIS"" each time. If analytical data exist for more than one metal, each data set has to be entered separately in one sequence.7. Press ""C"" to determine the ""calculated"" head assay (MA) of all fractions.8. Press ""RIS"" to calculate the metal distribution (R). Once ""RI S"" is pressed, the printer automatically displays the metal distribution of all fractions. This operation is optinal and may be bypassed if desired.9. Again press ""RIS"" to obtain the accumulated metal distribution (ER). This operation is optional and may be bypassed.10. Press ""D"" to calculate the gangue distribution in the concentrate (W). "The key words which characterize vanadium are: unlimited availability, versatility of applications and price stability. The supply of vanadium is assured by diversified sources, distributed all over the globe. The inexhaustible raw materials base is complemented by a strong vanadium industry. Both the fully integrated vanadium producers and converters of vanadium oxide or vanadium-containing slags or residues guarantee an adequate supply, commensurate with the steady growing demand.The major share of the world's vanadium output is being consumed by the steel industry. As an additive to steel, the versatility of vanadium is particularly impressive. A few hundreds of one per cent of vanadium convert plain carbon steel into high-strength, low-alloy steel with more than double strength. On the other extreme, high-speed steels made via the powder metallurgy route show superior performance with vanadium additions as high as 6 or 8 percent. Vanadium is used as a cost-effective alloying addition in steels for high-temperature service, fully alloyed heat-treatable steels, new dual-phase steels for automotive components, rail steels, etc., to mention only a few applications. Vanadium is also an established essential addition for titanium alloys. It will also discuss various features of sales contracts and the degree to which they can assist in securing financing. IntroductionThe cost of bringing new mining projects on stream is escalating significantly more rapidly than general rates of inflation. Reasons for this include the higher costs of safeguarding the environment and ensuring the health and safety of workers. The need to develop properties in more remote areas is also a significant factor. These higher costs have not been matched by increases in metal prices, making the task of financing these projects ever more difficult. At the same time, the imagination of borrowers and lenders seems boundless, and innovative schemes for financing projects are constantly being unveiled.It is probably safe to say that no two projects have ever been financed in precisely the same way and the number of financing options for any project is limited only by the imagination of the sponsors themselves. The objectives of the project sponsor represent the most important factor in determining the scope of possible financial arrangements. For example, the sponsor may wish to maximize over-all company leverage by isolating each of its projects in separate companies. In so doing, it hopes to facilitate more ventures than would otherwise be the case. These objectives point toward true project financing. Additional objectives may be to develop a number of its properties by joint venture and to reduce the amount of debt on the sponsor's balance sheet. Those sponsors whose objectives include minimizing over-all financing costs will wish to increase the number of financial options and, as a result, will not be so concerned with effecting true project financing. This approach may also provide ""greater certainty that tax benefits are utilized quickly."

"Coal is rapidly becoming a major alternative to oil. According to the World Coal Study Final Report, total world coal trade could approach one billion tons annually by the year 2000. To facilitate the increased production and export market potential of the coal producing countries, advancements must be made to improve the transportation systems. Coal slurry pipeline systems could play a significant role in achieving these market forecasts.There are three major components to a coal slurry system the preparation plant, the pipeline and the dewatering plant. The experience and expertise gained from the Consolidation Coal Company system in Ohio, the Black Mesa system in Arizona and ETSI's Coal Evaluation Plant demonstrate that slurry pipeline technology is proven and available to meet the coal transport challenge.The costs of transporting coal by slurry pipeline can offer significant savings, as about 70 per cent of its costs are fixed. The reverse is true for railroads, where 75 to 80 per cent of the costs vary with inflation. All forms of transport-rail, barge and pipeline-will be required to move the massive volumes of coal. Coal slurry systems can provide a viable transport alternative.IntroductionThe importance of coal as a major alternative to oil is now well known and accepted throughout the world. Increasing oil prices over the last eight years have had a serious effect on national economics, particularly in those countries that are heavily dependent on oil. Coal can replace oil as the principal fuel source which could support world economic growth over the next two decades. This is the main conclusion of the World Coal Study (WOCOL) Final Report, published in May 1980.The product of that report was a result of considerable deliberation by key industry leader s and energy experts. The underlying message of the World Coal Study is that our energy and economic problems can be faced with confidence if coal use doubles by the early 1990s and triples by 2000, and if steam coal trade expand s considerably."

"Maclaren Forest Products Inc.Lime is commonly used for the neutralization of acid, and the removal of heavy metals in mine waste waters. However, the precipitation of heavy metals as hydroxides must take place under conditions of controlled pH, to produce minimum concentrations of dissolved metals. An account is presented explaining the concepts applied to lime-treatment processes at Bell Mine during the period of a supernatant discharge to Babine Lake; October 18, 1982to January 25, 1983. IntroductionBell Mine of Maclaren Forest Products Inc., Babine Mining Division, an open-pit copper mine, is located on Newman Peninsula, Babine Lake approximately 65 kilometres northeast of the town of Smithers, British Columbia (Fig. 1).A depressed market for copper metal in 1982 forced a management decision to suspend operations at the mine for an indefinite period from October 3 I, 1982. For some time prior to the mine closing date, mine management was concerned about the increasing level of supernatant in the tailings pond , and its possible effects on the stability of the dam when cycloning of mill tailings ceased. Consideration of these potential hazards led to an application being filed with the Provincial Waste Management for a permit to discharge the excess water to Babine Lake. This large lake, an important link with several significant salmon spawning sites, is a major contributor to the British Columbia commercial fishing industry. Jurisdiction for the environmental affairs in the area is shared by the Department of Fisheries and Oceans, the Environmental Protection Service, and the Provincial Waste Management Branch. These agencies were directly concerned in the formulation of discharge permit following joint consultation, and exchange of information with the company on environmental concerns. An approval was finally granted to discharge approximately 1,000,000 cubic metres of supernatant from the tailings impoundment at Bell Mine into Hagan Arm, Babine Lake from October 18, 1982 with a daily discharge not to exceed 9000 cubic metres. Provisions were made that a particular discharge procedure be followed, and that the company would be responsible for setting up a sampling and monitoring program to safeguard the quality of the effluent."

"The Ontario Ministry of Natural Resources has recently initiated several incentive programs to encourage and facilitate the development of new mines in northwestern Ontario. Some are privatized out to consultants and contractors. The status of three of these programs will be reviewed in this paper.IntroductionOne of the main objectives of the Mineral Resources Group of the Ontario Ministry of Natural Resources is to encourage and assist mineral exploration and the development of new mines in the Province. Programs to accomplish this objective are largely carried out through two Branches in the main office (in Toronto), the Mineral Resources Branch and the Ontario Geological Survey, and also a number of regional field offices scattered across Ontario.The function of the Mineral Resources Branch is to identify and administer effective policies that will ensure maximum benefits to the Province from mineral resource extraction.One of the most important factors in ensuring effective exploration in the Province is the availability of a good geosciences data base from which to work. It is the responsibility of the Ontario Geological Survey to develop and continually update this data base, providing, to both the public and private sector, an inventory and analysis of the geology and mineral deposits of the Province.The main functions of the regional field offices are to provide technical data and advice to exploration companies and prospectors, to encourage and assist exploration, and to provide information and general assistance to producing and developing properties to facilitate resource development and extraction. This is accomplished through the offices of the mineral resource coordinators and resident geologists. In northwestern Ontario, these field offices are located at Thunder Bay, Kenora, Red Lake and Sioux Lookout.To accomplish their objectives, the Ontario Geological Survey and the regional field offices carry out regular, ongoing geoscience and other mineral resource programs, under their base funding."

"Any study in the field of theoretical investment analysis, or practical project evaluation, must be based on the assumption of one of the commonly applied models of time and value representation, and the corresponding interest convention. The lack of clear assumptions in this regard may easily confuse both the author of the study and the reader, and sometimes even lead to inaccurate results.In the first part of this paper formal definitions of the continuous and discrete models of time and value representation are introduced; in the second part, the importance of transparent assumptions is shown using a concrete example of inflation calculation in project evaluation.IntroductionIn his recent paper, L.D. Smith(10) discusses an important aspect of mine investment analysis: inflation in project evaluation. His interesting presentation of current practices of handling inflation by Canadian and international mining companies in their feasibility studies ends, in the conclusions, with a call for clear assumptions made when evaluating mining projects.With this call, an important issue has been addressed. The lack of clearly stated assumptions, or their incompleteness, are relatively frequent with regard to the interest convention or the model of time and value representation assumed when evaluating mining projects. It is, for example, fairly common that the quantitative evaluation of a project is performed according to the discrete model of time and value representation and the discrete interest convention, and the graphical presentation, supporting this evaluation, reflects the continuous model.Sometimes such an ambivalency means nothing more than just a formal inconsistency; there are cases , however, that may well lead to a serious confusion and /or to inaccurate results . Before this can be demonstrated on a specific example, a concise description of the models of time and value representation used in the evaluation of industrial projects seems to be in order. Although these models (especially the discrete one) have been in common use in the research and practice of financial analysis for considerable period of time, they have been applied rather intuitively, and their forma] definitions are difficult to find even in the standard textbooks on Engineering Economy."
