"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 established the Office of Mine Safety and Health (OMSH) within NIOSH and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. Subsequently, Congress provided additional funding to NIOSH to initiate and continue the program. OMSHR has fulfilled this Congressional mandate through annual Broad Agency Announcement (BAA) solicitations, directed Requests for Proposals (RFP) and Inter-Agency Agreements (IAA), and has further expanded the program through capacity building BAA contracts with U.S. university mining departments in the areas of mine ventilation and ground control. This paper describes the extramural funding program and broadly examines the results of the 150+ contracts issued to date, grouped into key focus areas. INTRODUCTION The Mine Improvement and New Emergency Response Act (MINER Act) of 20061 established the Office of Mine Safety and Health Research (functioning as the Office of Mine Safety and Health Research or OMSHR) within the National Institute for Occupational Safety and Health (NIOSH), and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued over 150 contracts focused on worker health and safety. Initial funding for this program was provided by Congress through two Emergency Supplemental Appropriations (ESA) and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation; ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website2 and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously.3"

While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

Throughout all segments of the United States mining industry, 163 independent contractor employees were fatally injured between 1990 and 1997. Factors that contributed to these injuries were identified after reviewing descriptive information contained in Mine Safety and Health Administration fatality reports for each of the incidents. Thirty-three unique contributing factors were identified and multiple factors were noted for each fatality. Those most frequently discerned were "failure to follow `standard operating procedures"', (35% of the fatalities), "poor positioning of employee" (26% of the fatalities) and "failure to maintain equipment" (23% of the fatalities). Contributing factors were then associated with the accident and job classifications of the victims. Factors having the highest frequencies in the top five accident classifications where most fatalities occurred were as follows: powered haulage - "failure to maintain equipment"; machinery - "poor positioning of employee"; slip/fall of person - "inadequate fall protection" and "failure to wear safety line"; electrical - "equipment contact with power line"; and falling/rolling/sliding rock - "poor positioning of employee. " Among the job classifications in which most fatalities occurred, leading contributing factors were as follows: truck driver - "failure to follow standard operating procedures" and "poor positioning of employee"; laborer/utility man/pumper - "poor positioning of employee"; mechanic/ repairman and welder - "failure to follow standard operating procedures." Recommendations for utilizing contributing factor information as a basis for safety training are proposed. Training programs may be developed that inform independent contractor employees of factors which, in the past, have contributed to fatal injuries in their job classifications. Then, by combining this information with contributing factors identified in "related" accident classifications, a truly focused training intervention that addresses very specific workplace hazards may he developed.

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. "In this study, cyanidation experiments were carried out on a massive sulfide ore sample, whose grades of the precious metals gold and silver were found to be 4.2 g/t and 311.9 g/t, respectively. Other elements in the ore were arsenic with average grade of 1,751.6 g/t; antimony, 619.7 g/t; zinc, 781.4 g/t; copper, 454.6 g/t; lead, 101.8 g/t; mercury, 324.3 g/t; and bismuth, 0.6 g/t. The first objective of test work focused on determining the best conditions for extracting gold from the ore, ground to less than 75 microns. Different influential parameters such as particle size fraction, cyanide concentration, pH and leaching time were investigated. The optimum parameters were found to be particle size fraction of less than 25 microns, cyanide concentration of 2,000 mg/L, pH of 11 and cyanidation time of 24 hours. In these optimum conditions, the highest gold and silver leaching efficiencies were 76.88 and 59.63 percent, respectively. In addition, roasting as pretreatment at a temperature of 700°C over a period of two hours was evaluated. Cyanidation testing of the roasted ore in the optimum conditions found increases in the gold and silver leaching efficiencies to 85.97 and 67.57 percent, respectively. Moreover, antimony extraction rose to 43.10 percent, from 23.73 percent without roasting.IntroductionGenerally, gold ores can be classified as “free milling” or “refractory,” depending on how they respond to cyanide leaching (La Brooy et al., 1994; Celep et al., 2009). While high gold recoveries (> 90 percent) from free-milling gold ores can be readily achieved, refractory gold ores are often characterized by low gold recoveries (50-80 percent) within a conventional cyanide leaching process (Rubisov et al., 1996; Adams, 2005; Celep et al., 2009). The presence of preg-robber components such as carbonaceous matter, sulfide minerals and aluminosilicate can further decrease gold and silver dissolution rates and recoveries. With the negative effect of the presence of preg-robbers, gold dissolution is considerably diminished in solutions with high cyanide concentration (Tan et al., 2005). In such refractory gold ores, gold particles may sometimes be occluded or included in the sulfide minerals, and pretreatment becomes necessary to break down the mineral structure to liberate gold for subsequent recovery. These ores are usually pretreated with an oxidizing process, after which gold and silver can be recovered by a standard cyanidation process. The main oxidizing processes available for refractory gold ores are roasting (LaBrooy et al., 1994; Angelidis and Kydros, 1995; Li et al., 2009; Karimi et al., 2010; Kyle et al., 2012), biological oxidation (Lawrence and Bruynesteyn, 1983; Komnitsas and Pooley, 1990, 1991; Deng and Liao, 2002; Ciftci and Akcil, 2010, 2013) and pressure oxidation (Mason, 1990; Murthy et al., 1992; Qingcui et al., 2009). In addition, ultra-fine grinding is being used in some plants for the liberation of gold and silver particles that are interlocked in the sulfide or silicate minerals (Celep et al., 2011)"

A laboratory method for the simulation of in-situ leaching of uranium was developed under contract to the Interior Department's Bureau of Mines. Simulation tests using sulfuric acid, ammonium bicarbonate and sodium carbonate as reagents and hydrogen peroxide as oxidant were carried out with representative ores from Texas and Wyoming. The tests not only yielded recovery rates of uranium and permeability changes, but also qualitative inferences on the chemical and physical phenomena which occur underground. Leaching with basic solutions was found to be kinetic constrained and with acid solutions, equilibrium constrained. The rapid permeability changes observed when leach solutions were introduced, were probably caused by gas blockages in the packing. Precipitation of calcite or gypsum and the reaction of clay to leach solutions had slow and gradual effect on the packing permeabilities.

In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

"The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. The basis for the selection of the ultimate pit for an open pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau whilst the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-making range is significantly reduced, and the process for selecting the ultimate pit becomes more consistent, replicable, and defensible. This paper provides an approach to including risk in the process used to select the ultimate pit.

It's a pleasure to be included with this group. I am not here to sell my services, but rather to share with you some ideas and considerations on using environmental consultants. Environmental consultants have developed some problems as well as created new costs for companies that are as legitimate as engineering costs. Each day the mining industry is becoming more affected by the proliferation of environmental regulations and their interpretations by federal and state agencies. How does a modern mining company cope with all the demands for environmental consideration by regulatory agencies and special interest environmental groups-- yet produce a product and make a profit? One way is to make efficient use of environmental consultants. But, as everyone here knows, this approach has been fraught with seemingly inherent frustrations, difficulties, and much justified criticism.

The most valuable gem- quality red beryl comes from the Wah Wah Mountains of south-western Utah (Fig. 1). Red beryl occurs as a secondary mineral in topaz rhyolite. Marketable crystals from the Wah Wah Mountains have been produced from the Violet Mine, operated on a limited scale since 1976 under the ownership of the Harris family of Delta, UT. From 1989 to 1995, production from the mine amounted to more than $3 million with an inventory of several million dollars of unsold gems (Harris, 1995). In 1994, Kennecott Exploration leased the mine and surrounding claims to determine reserves and feasibility of gem recovery. Mining and exploration activity are continuing. Previous work on red beryl has dealt mainly with crystallographic, chemical and optical properties of the crystals (Shigley and Foord, 1984) with only general descriptions of the geology (Ream, 1979). However, the conditions needed for formation of red beryl have not been well constrained. It is generally proposed that beryl originates by precipitation in fractures and vugs from high-temperature gases as they are released from slowly cooled rhyolite lava. Dozens of topaz rhyolite flows and domes, similar in composition to the beryl-bearing flow in the Wah Wah Mountains, occur across the western United States (Christiansen et al., 1986). All of these flows devitrified to form vapor-phase topaz and locally other vapor-phase minerals such as bixbyite, garnet, hematite, pseudo-broo- kite and fluorite. But the occurrence of beryl is rare. Even within the rhyolite flow that hosts the red beryl, the productive open pits comprise only a small fraction of the surface area of the flow. Apparently, the conditions that favor the formation of red beryl are rarely achieved. Geologic setting The rhyolite flow that hosts the red beryl deposit lies along the eastern flank of the Wah Wah Mountains (Fig. 1). Prevolcanic rocks consist of Proterozoic, Paleozoic and Mesozoic sedimentary rocks that were folded and thrust to the east during the Sevier orogeny. Cenozoic volcanism began about 34 Ma. It consisted mostly of large volume dacitic ash flows and lesser volumes of low- silica rhyolite and andesitic lava flows. Beginning about 23 Ma, the style and composition of volcanism changed to smaller-volume, ash-flow and dome-forming eruptions of high-silica rhyolite and trachyandesitic lava. These rocks form the Blawn Formation of which the beryl-bearing rhyolite is one member (Best et al., 1987). Abbott et al. (1983) reported a K-Ar age of 22.1 + 0.8 Ma for this flow. It is probably the oldest topaz rhyolite flow in the Wah Wah Mountains. A subsequent episode (12 to 13 Ma) of bimodal magmatism produced the Steamboat Mountain Formation. The rhyolitic part of that is locally topaz-bearing. Displacement on the late Cenozoic extensional faults that formed the north-trending mountain ranges began about 22 Ma. Geology of the Violet Mine The rhyolite that hosts the red beryl deposit is part of a flowldome complex that overlies nonwelded tuff of cogenetic origin. This rhyolite is exposed over an area of about 9 km2 (3.5 sq miles) (Fig. 1). An unknown additional portion of the rhyolite is concealed beneath younger mafic lavas and sediments.

The effect of hydrogen peroxide (H2O2) on growth and respiration of Thiobacillus, thiooxidans, and Thiobacillus ferrooxidans, organisms involved in acid leaching of copper sulfide minerals and uranium oxides, was examined. Oxygen uptake and growth by T. thiooxidans were inhibited after contact with 0.82 mM H2O2. Inhibition of oxygen uptake by T. ferrooxidans occurred at 8.24 mM H2O2, and growth was inhibited after 6 hours exposure to 2.06 mM H2O2. Higher concentrations of H2O2 can be used without detriment to thiobacilli if it is dissipated prior to reaching the oxidation pond or dump surface. INTRODUCTION In recent years, hydrometallurgical processes for recovery of metal values from low-grade ore minerals have played an increasingly important role. Introduction ASARCO's Ray Operations include an open-pit copper mine in the Mineral Creek Mining District of Pinel County. The district is located in east central Arizona, 132 km (82 miles) southeast of Phoenix, AZ, and 126 km (78 miles) north of Tucson, AZ. The mine lies 8 km (5 miles) north of the Gila River in Mineral Creek Valley, between the Tortilla Mountains to the west and the Dripping Springs Range to the east. The rich copper deposits of the Mineral Creek mining district were first noted by a US Army Officer in 1847. The Ray Copper Company was the first major operation in the area. The company was named after the Ray mining claim, which was one of the earliest recorded claims. After decades of sporadic and unsuccessful mining ventures, the Ray Consolidated Mining Company was formed in 1910. The company introduced one of the first successful block caving operations in the world. In 1933, the Kennecott Copper Corporation acquired the Ray Consolidated Mining Company and continued operation of the mine under the same name until 1943, when the property was renamed the Ray Mines Division of Kennecott. Underground mining continued until 1955, when the mine was converted to an open pit operation. In November 1986, ASARCO Inc. purchased the Ray Mines Division and related facilities from Kennecott. The purchase also included the Hayden concentrator and the Ray Smelter, located approximately 32 km (20 miles) from the Ray Mine. This paper summarizes the 54,400 tpd (60,000 stpd) in-pit crusher and overland-conveying system and the 24,200 tpd (30.000 stpd) copper SAG concentrator and tailings disposal system constructed at ASARCO's Ray Complex - Ray Operations. General description of facilities The Ray concentrator includes a sulfide SAG concentrator, a "relocatable" in-pit primary-crushing plant and overland-conveyor system, a concentrator tailings-disposal system and plant ancillary facilities, The major elements of the project include: • A relocatable Fuller-Traylor in-pit 1524-mm (60-in) x 2261-mm (89-in) primary gyratory crusher at the 442 m (1450 ft) mine elevation. The crushing plant has a nominal capacity of 54,400 tpd (60,000 stpd) of sulfide ore. • A 1524-mm (60-in) wide x 1253-m (4110-ft) long overland belt conveyor, which runs from the in-pit crushing facility to a transfer station serving both the Ray Concentrator and the existing Hayden concentrator railroad load-out facility. • A 1524-mm (60-in) wide x 152-m (500-ft) long stackerbelt conveyor, which delivers a nominal 27,200 tpd (30,000 stpd) of ore from the transfer station to a 23,600 t (26,000 st) live-capacity coarse-ore stockpile serving the Ray Concentrator. • A nominal 27,200-tpd (30,000-stpd) concentrator, including semiautogenous grinding, flotation, copper concentrate filtration and associated plant ancillary facilities. • A tailings disposal system. Flotation tailings are pumped from the Ray Concentrator to a 122-m (400-ft) diam. thickener, located 4.8 km (3 miles) southeast of the Ray Concentrator site. The thickener overflow is pumped to two 76.2-m (250-ft.) diam. concrete process-water reservoirs. The thickener underflow, at 45% solids, is pumped to a new tailings disposal site located at Elder Gulch. • An HDPE-lined temporary-containment area to collect material from Ray Concentrator plant upsets and local storm-water run-off from a 100-year, 24-hour rain event. •A reclaim-water system from the Elder Gulch tailing pond area to the Ray Concentrator. • A 610-mm (24-in.) diam. x 31.9-km (19.2 mile) long fresh-water pipeline from the Hayden fresh-water-well field system to the Ray Concentrator. The overall process design criteria for the new Ray Concentrator is based on a nominal throughput of 27,200 tpd (30,000 stpd) of ore at 90% plant availability. However, based on the maximum performance capacity of the installed grinding equipment, it may be possible to achieve a sustained operating level in excess of 36,300 tpd (40,000 stpd) when processing soft ores. The Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption and high reactivity of fatty acid collectors towards apatite over silica surfaces under slightly acidic conditions of pH 5-6.5. The process was successful in upgrading various phosphate samples from Florida and North Carolina containing 7.7-15.3% P205 and 62.3- 77.2% Insol to concentrates assaying 28.1-33.1 % P205 and 4.1-9.9% Insol with high P2O5 recovery of 81.8-92.2%. Depending on the type of silica impurities present one or more cleaning steps, with or without sodium silicate, would be required to improve the grade of the rougher phosphate concentrate.

The natural tendency for each party to consider only its legitimate self interests can lead to delays or deadlocks. The paper presents several viewpoints aimed at opening each party's mind to the ideas of others in the hope that negotiations might be more reasonable and rapid for the benefit of all concerned.

Minnesota contains a major low- grade copper-nickel sulfide resource within the Duluth Gabbro Complex. Several companies have actively explored this resource. Open pit mining would be required to develop portions of the resource, and as a result, large quantities of sulfide-bearing lean ore and waste rock would be stockpiled. Although the problems associated with high-sulfide tailings and acid mine drainage are well documented, the leaching characteristics of low-grade mineralized stockpiles must be understood for environmental impact assessment, siting, and planning. The Minnesota Department of Natural Resources and AMAX have cooperated in a research program to study leaching and revegetation -of test stock- piles, Six small (1600 'tons) stockpiles were constructed at the MINNAMAX Project Site and they range in composition from 0.29 to 043 g % copper, 0.075 to 0.09% nickel, and 0.6 to 1.45% sulfur. Two of the stockpiles were covered with mineral soil, one was covered with topsoil, and three were not treated Revegetation plots were established on the piles which received a soil cover. Leachate samples and flow measurements were collected at the base of the piles. Initial results indicate that metal concentrations in leachate samples range from 10 to 10,000 times the concentrations found in the streams of the area. During the first growing season, the test pile covered with topsoil yielded 30% less water than untreated test piles. No reduction in yield was observed for the piles that were covered with the less fertile mineral soil. First-year vegetative growth, expressed as biomass, was four times greater on the-topsoil pile than on the mineral soil piles. The long-term effects of vegetation on leachate quantity and quality continue to be investigated.

Recent changes in the field of ore and bulk commodity handling has forced a reevaluation of previously conceived notions. When vessels were small, and sources of raw material were reasonably close to areas of need, the role of the shipping terminal was of secondary importance. Now terminals must be built to take advantage of the economic benefits of the supercarriers. The shipping rates of the 80's will not be determined by the 60,000 DWT or even 150,000 ton capacity bulk carrier, but rather by the supercarriers in the 250,000 DWT class or larger. When the Suez Canal was closed, the shipping industry took a hard look at the economics of the large bulk carrier. Naval architects overcame the problems and successfully designed large supertankers, which today are plying the seas in excess of 350,000 DWT. Orders have been placed for tankers of 480,000 DWT. The shippers of dry bulk materials are now coming to similar conclusions about the economics of supercarriers. As of today, over 40 orders have been placed for vessels in the 250,000 DWT class, representing an investment of over 11/2 billion dollars, and many more are being considered. The paper presents and discusses the results of a detailed study conducted on the subject of energy consumption in the comminution of industrial minerals. The study was based on pilot circuit testing, plant operating data collection, detailed equipment data and literature research. The areas covered by investigations include: high efficiency classification; air classifiers for cement grinding circuits; grinding aids in dry grinding: dry grinding circuit, control based on particle size measurement. Results obtained indicate a large potential for the reduction of energy consumption, in particular in the traditionally high cement clinker grinding circuits. Better classification techniques and correct application of grinding additives can significantly reduce power used per ton of product and also substantially increase grinding circuit output.
