The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).

"INTRODUCTION The operators of the Lake Superior district iron-ore mines have made tremendous progress in the past 25 years in the transportation of broken ore from the working places to the surface. This progress has paid divi¬dends in increased production and in lower accident-frequency rates. The trend has been toward more efficient use of mechanical and electrical power and abolishment of many of the backbraking tasks formerly required of min¬ers and trammers.ScopeTransportation of iron ore as described in this paper covers (1) movement from the working place to ore raises by scrapers, shaker,conveyors, and belt conveyors, and, loading underground cars from chutes or-by scraping from loading drifts; (2) underground haulage, which includes underground cars trains, locomotives, and tracks; (3) shaft station's and hoisting shafts, which. Includes dumping cars, storage-pockets; auxiliary storage trenches, and shafts; (4) hoisting, which consists of skips, cages and hoists; and (5) head frames, loading into railroad cars, and stock-pile haulage.The 19 underground iron-ore mines discussed in this paper, situated in the Menominee, Marquette, Gogebic, Guyana, Mesabi, and Vermilion iron ranges of Michigan, Wisconsin, and Minnesota., shipped about 9,000,000 tons of iron ore in 1945, which constituted 56 percent of the underground iron ore taken from the Lake Superior district."

Adsorption of lead and ferric iron on quartz and alumina is presented as a function of pH. Only the hydrolyzed species of these metal ions, FeOH++ and PbOH+, adsorb significantly on each of these minerals. Zeta potentials of quartz were measured as a function of pH in the presence of various additions of aluminum, lead, and magnesium salts. Sign reversal occurs at the pH values where significant concentrations of hydroxy complexes are formed. Models of adsorption are presented in the absence and presence of collector. The mechanism of adsorption of metal and collector species in the activation of nonmetallic minerals is still the center of considerable discussion in spite of the extensive study given this system. Until recently, the view was widely held that hydrated metal ions were responsible for this phenomenon. This fact is surprising, since it had been shown that the pH range in which flotation is effected corresponds to that in which metal ion hydrolysis occurs.' Additional support of this concept was pro vided by the work of Wolstenholme and Schulman in another system.' Later work has shown that hydroxy complexes of metal ions are the active species. These studies have also indicated that basic aqueous complexes of metal-collector may be necessary for flotation.3-7 Depending on the molecular weight of the collector, formation of these complexes may occur before or after precipitation of the metal-collector salt has occurred. Ion pair formation can occur when low molecular weight collectors are involved because relatively high concentrations of metal hydroxy complex and collector can be present in solution before precipitation occurs. This is not the case when high molecular weight collectors are used. A model of aqueous complex adsorption has been presented6,7 in which it has been assumed that adsorption occurs by the formation of water from adsorbed hydroxyl and hydrogen of the hydroxyl contained in the complex. Other authors8 have suggested that hy-droxy complexes are involved in these systems but that collector adsorption occurs by replacement of the hydroxyl of the adsorbed metal hydroxy complex with a fatty acid anion. All of these investigations have involved mineral surfaces that were negatively charged so that it is not possible to state with certainty whether hydrated metal ions or hydroxy complexes are the active species in this system. Use of a positively charged mineral should be helpful, however, since the hydrated metal ion will be repelled from this surface. On the other hand, if the hydroxy complex adsorbs by splitting out water, surface charge should have no effect because of the free energy decrease that the system will experience when water is formed. In this regard, sapphire is well-suited for study, since its surface is positively charged until approximately pH 9. Electrokinetic studies of quartz in the presence of various metal ions should also be useful in establishing the mechanisms of adsorption in these systems. That is, if the hydroxy complexes adsorb by water formation, drastic changes in the zeta potential should occur in the pH range in which hydrolysis occurs. In this view, adsorption of ions of widely different hydrolysis characteristics on both sapphire and quartz was measured. In addition, zeta potentials of quartz were measured as a function of pH in the presence of various metal ions and compared with flotation responses obtained under similar conditions. Experimental Materials and Techniques Reagent-grade aluminum, ferric and magnesium chlorides, and lead nitrate were used in this investigation. Adjustments in pH were made with reagent-grade HCl or KOH. Conductivity water, made by passing distilled water through an ion exchange column, was used in all of the experiments.

Two samples of the Lower Hartshorne (Spadra) bed were collected: A sample of the raw coal with the machine cuttings excluded, and a sample of the machine cuttings exclusively. Analysis of the 5-inch by 200-mesh size fraction of the raw coal, excluding machine cuttings, showed that a product meeting minimum quality specifications could be produced by washing at 1.60 specific gravity, yielding a theoretical 93.7 percent of clean coal. A negligible amount of near-gravity material at the separation gravity indicated an easy washing problem. The sample of machine cuttings had a maximum size of 2 inches and contained about 50 percent ash. Washability tests of the 2-inch by 200-mesh size fraction indicated that a theoretical yield of 30.0 percent of specification-grade coal could be achieved by washing at 1.49 specific gravity. As the machine cuttings represent an estimated 10 percent of the total coal mined, their inclusion in the mine output would increase the theoretical net yield of salable coal by only 3.7 percent. Because the machine cuttings contained a high percentage of sink 1.80 specific-gravity material, they had neither an effect on the separating gravity required to clean the raw coal nor on the difficulty of separation. Gabbing underground versus transporting the cut-tings to the surface for disposal or washing either separately or combined with the raw coal involves a number of practical, economic; and intangible factors; hence, no specific recommendations could be made. A discussion of some of the factors involved in dealing with a similar problem is given by Gandrud and Riley.4

"Porphyry copper deposits are the most important source of copper and also gold within the orogenic belts. These deposits are characterized by low grade copper ore (0.2% to 1% copper) and host precious metals like gold, silver and platinum. A characterization tool has been developed for complex porphyry type copper-gold deposits with an aim to quantify copper and precious metal deportment. This quantification is a challenging task due to low grades and also due to the presence of both visible and invisible precious metal content in different sulphide and non-sulphide phases. Studies were initiated on various complex ore deposits and also on samples representing various processing streams such as flotation and leach products. This paper presents the development of a systematic approach to diagnostic metallurgy using state-of-the-art optical and automated mineralogy, micro-probe, dynamic SIMS and TOF-SIMS analysis for quantification of invisible and visible precious metals content in various species. The relevance of this characterization to metallurgy will also be briefly discussed in this paper.INTRODUCTIONA novel characterization tool has been developed for double refractory gold ores and complex copper-gold ores using state-of-the-art technology for quantitative gold and copper deportment study. The characterization of these ores is a challenging task due to low copper and gold grades in ores, presence of both primary and secondary copper sulphide phases and variable proportion of visible and invisible gold in different sulphides phases (pyrite, chalcopyrite, chalcocite and bornite) and iron oxide phases (magnetite, hematite and goethite). A study was initiated on various ore deposits and also on samples representing various processing streams of pilot plant batches such as flotation concentrates and tailings. This paper attempts to discuss the deportment characterization methodology through presenting results from investigations on four samples from a flotation circuit viz, Feed, Final concentrate, Cleaner Scavenger Tail and Rougher Tail samples. These four samples represent the key streams for a typical copper-gold flotation flow sheet. The key objective of this investigation was to identify and quantify visible and invisible gold along with understanding the morphology and liberation of gold associated with various sulphides, Fe- Oxides and non-sulphide gangue species. In addition, the aim of this study was also to relate this mineralogical and gold deportment information to metallurgical performance."

Chalcopyrite concentrate was flash-oxidised in a laminar-flow furnace in oxygen-nitrogen atmospheres that ranged in composition from N2 to N2 + 50 vol% O2. Gas pre-heating temperatures were 500-1100 degrees C and four particle-size fractions were studied: 28-38, 38-44, 44-62 and 62-74 micrometres. The effect of the residence time of the particles on sulphur removal was studied in the range 0.1-0.35 s. Scanning-electron microscopy combined with energy-dispersive analysis and back-scattered electron analysis was used to determine the morphology and mineralogy of the reacted particles. Total desulphurisation was achieved under the most oxidising conditions. Particles were observed to undergo fragmentation during oxidation, the violence of this depending on the iron and sulphur contents and the original particle-size fraction. The melting and/or reaction stages of the particles under different conditions were studied in powder samples. Polished sections were examined to follow the development of porosity and the mineralogy of the particles. A model for the fragmentation process is described

Adaptive re-use of existing structures in urban environments has become very common due to lack of available space in our cities and requirements for increased structural capacity. Often, it involves retrofitting existing foundations to support increased loading. In such cases, Engineers face the need to review existing deep or shallow foundations for their true load carrying capacities in order to determine the required magnitude of retrofit work, if any. To accomplish this, the engineer must track down and cull through the existing construction documentation to determine what was actually constructed, complete an investigation to confirm these conclusions, possibly sample the foundation elements for strength properties, and on occasions complete non destructive or full scale load testing of indicator elements. This paper describes the typical procedure followed by the authors for design of retrofit schemes for existing buildings in the Washington DC metropolitan area. Three case histories are presented that illustrate various issues encountered during design.

The results of initial work indicate that for 3 of the 5 quarry sands bioleaching reduces the iron oxide content to a commercially acceptable 0.035 wt% Fe20 3, although the time taken to achieve this is 14-22 days against a target leach time of 7 day. Subsequent work has identified strains of Aspergillus niger that are more efficient at producing the array of complexing agents for iron and is yielding excellent and rapid reductions in Fe levels. Potentially, bioleaching offers a more environmentally friendly and energy-efficient process for the removal of Fe from glass-making sands than conventional routes but the production of organic acids by fermentation must be achievable with low-cost substrates such as sugar-beet molasses and lactose permeates for bioleaching to offer a commercially viable alternative to treatment with hot mineral acids. Silica sands usually contain three groups of Fe minerals: iron oxyhydroxides, which comprise crystalline types such as goethite and limonite tending to occur as thin, discontinuous coatings and in cracks and crevices on the surface of the quartz; the assemblage of heavy trace minerals, which include ilmenite, rutile, leucoxene, chromite and haematite, commonly present at levels of 0.1 wt% or less as discrete grains or sometimes cemented to the quartz; and clay minerals cemented in pits on the surface of the quartz and in association with weathered, discrete feldspars. The response of the assemblage of iron minerals to short periods of exposure to hot inorganic acids is broadly related to which group they belong to, those that form coatings being accessible to acid and tending to react rapidly whereas the trace minerals are usually resistant and react very slowly, if at all, and the clays are probably digested. The note reports on a preliminary study of the use of microorganisms to develop an alternative clean technology that will give results comparable to those achievable with hot inorganic mineral acids but with more environmentally acceptable procedures. Various fungi and bacteria produce organic acids when grown in certain media. When these acids come into contact with Fe-stained sand grains the iron is removed as soluble complexes. Several strains of Aspergillus niger have been found to produce organic acids from sugar, predominantly citric, gluconic and oxalic acids, their relative yields depending on cultivation medium and conditions. Sand samples were prepared from five quarries in the UK: Levenseat, Lothian; Redhill, Surrey; King's Lynn, Norfolk; Chelford, Cheshire; and Oakamoor, Staffordshire; ranging in iron oxide content from 0.035 to 0.153 wt% Fe203

The nature of competition in the coal market tends to deplete the most favorable coal reserves first, and forces subsequent development of mines in more extreme ground conditions such as those associated with multiple-seam mining. In fact, 70% of the United States coal reserves are in multiple-seam situations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop mine design algorithms that will result in safer multiple seam mines. This paper presents an overview of multiple seam issues in the central Appalachian coalfields. To date, more than 50 case histories have been analyzed from 20 operating mines in Eastern KY, Western VA, and Southern WV. Each case history is classified according to the degree of multiple-seam interaction, ranging from no apparent interaction to severe interaction with direct impacts on mine safety and resource recovery. The case histories are also examined with regard to amount and geologic characteristics of interburden and overburden, and design stability factors. The sequence of mining has also been found to be critical when the lower seam is fully-extracted. This paper compares current case histories to traditional rules of thumb. In addition two situations were modeled using LaModel software. LaModel has been upgraded to import pillar grids and topographic data from AutoCAD files. The cases presented demonstrate vertical stress capabilities of LaModel.

Flyrock is the source of most of the injuries and property damage in a majority of blasting accidents in surface mines. A quantitative correlation between shot conditions and maximum flyrock range can be used to define a "blasting area" in which no personnel or equipment should be present during a shot. The approach used was to develop a model that correlates shot conditions and initial flyrock velocities and permits computation of flyrock range from ballistic trajectories. The Gurney formula for velocity of explosively-propelled plates or fragments was adapted to explosively-propelled flyrock from vertical rock faces or from bench tops. The modified Gurney formula was then "calibrated" with measured flyrock velocities from mining and explosives literature. Charts were then developed for possible field use which give maximum flyrock range as function of shot conditions. The model indicates that for flyrock from vertical faces, borehole diameter, minimum burden and height of explosive column define maximum flyrock range for a given explosive, shot in a given rock. For flyrock originating from bench tops, flyrock range appears to be controlled by the distance of the top of the explosive column to the borehole collar, by total explosive load per borehole and, to a lesser extent, by borehole diameter.

The C.S.A. copper-lead-zinc mine, located 7 miles north of Cobar in central-western New South Wales, is the largest known mineral ocurrence in the Cobar mining field. The generally discordant orebodies occur within a strike width of 600 ft and an overall strike length of 1200 ft. They are enclosed by the steeply westdipping, west-facing sediments of the Cobar Group, and comprise lenticular steeply north-pitching and eastdipping zones of sulphide mineralization which range in composition from massive pyrite-sphalerite-pyrrhotitegalena to less massive pyrite-pyrrhotite-chalcopyrite varieties.The thinly bedded siltstones, shales, and greywackes enclosing the mineralization appear to have derived some of their constituents from volcanic sources. They have been metamorphosed to the greenschist facies of regional metamorphism. At least two stages of deformation and folding have occurred. The first stage folded the rocks on a south pitching fold axis into their present configuration, and superimposed a strong axial plane cleavage which subsequently guided the emplacement of the mineralization. The second stage of deformation is considered to have controlled the zonal distribution of the orebodies.

Introduction The production of magnesium by direct reduction of the oxide has far passed the experimental stage and was responsible for 30 per cent of the recent wartime production of 246,000 tons per annum. This paper describes the small-scale experiments which culminated in a number of the wartime plants. The paper traces the author's early experiments on various direct reduction reactions leading to his choice of the ferrosilicon reduction of dolomite and the realization that this reaction would proceed at a satisfactory rate at temperatures obtainable in metal apparatus. MgO has a standard heat of formation of 146,100 cal. and is therefore one of the most difficult oxides to reduce. However, if advantage is taken of the relative volatility of magnesium metal, thermally unfavourable reactions may be utilized. In reaction MgO + X = XO+ Mg . . . . . . . . . . . . . (1) the removal of Mg as a gas at high temperatures displaces the equilibrium to the right in the face of the unfavourable thermo-chemistry which is inevitable with any X other than calcium metal. If X is carbon, not only is the reaction highly endothermic, but CO is gaseous. A temperature of l,864°C. is required to produce a pressure of one atmosphere of Mg. Between l,900°C. and perhaps 400°C., the back reaction takes place readily and special shock cooling devices are required to recover magnesium from the gaseous mixture. This reaction does not lend itself to small-scale experiments and was not examined by the author. If, in reaction, carbon is replaced by a relatively pan-volatile metal, the oxide of which is also non-volatile and possesses a fairly high heat of formation, a reduction reaction is offered which is free from the difficulties associated with carbon. The typical case of silicon will serve as an example: 2MgO + Si = SiO2 + 2Mg (g) . . . . . . . . . . . . . . . . . . . . . . (2) At temperatures above l,000°C., a positive pressure of magnesium will exist over the system. Removal of the magnesium vapour will displace the reaction to the right in the face .of an unfavourable thermal balance. Since magnesium is the only volatile component at this temperature, it may be evolved and condensed, using attractively simple distillation technique.

1977 was the modern day low point for productivity in the coal industry. At that time, no one could have predicted that the industry was about to enter a productivity rise that would continue unabated through the 1980s. Thirteen years later, the cause of this phenomenon is still not well understood. While many government studies focused on the fall in productivity from 1969 to 1977, none have been undertaken to explain the rise. Some of the likely causes of the gain in productivity during this period will be discussed here. An attempt will also be made to quantify the value of some of the technical innovations that have taken place. The remainder of the gain is assumed to come from non-technical sources. The nature of these sources, although largely non-quantifiable, is also discussed. Since the number of mines that have adopted the technical innovations noted here is largely unknown, the actual contribu¬tion of technological changes to the overall productivity gain can only be estimated.

"Combustion is used throughout the mineral processing industry to produce steam in boilers, to dry concentrates in rotary dryers, and to apply heat treatments in pyrometallurgical furnaces. Tight combustion control is very important in latter type of furnace since the combustion conditions directly affect final ore quality. However, achieving tight combustion control is not straightforward since most of the flames encountered in industry are turbulent non-premixed flames, they are affected by several unmeasured disturbances and are often produced by burning several types of fuel simultaneously, some of them coming from other parts of the plant. A novel method is proposed in this paper to improve process and product quality control as well as to optimize the combustion conditions based on digital flame color images. Multivariate Image Analysis and Regression is to used extract the flame color characteristics from images to predict the solids discharge temperature of an industrial rotary kiln. It is shown that this method yield extremely good 10 minutes ahead forecast of the temperature and should lead to a substantial reduction in product quality variability as well as in fuel consumption.INTRODUCTIONFuel-fired furnaces are often used in the mineral processing industry for various purposes, such as for the production of steam (utility boiler), in conjunction with rotary dryers to dry mineral concentrates or in pyrometallurgical processes for induration, roasting, and so forth. These furnaces are necessary in the supply chain from the mine to the metals, but their operating costs are constantly rising due to the fluctuations in fuel prices. Moreover, these processes are now targeted by the Kyoto Protocol since they are energy intensive and they produce significant amounts of CO2 and other pollutants such CO, NOx and SO2. To achieve both a reduction in operating costs (i.e. fuel consumption) and in pollutant emissions while maintaining or improving product quality, one needs to have a very good control of the combustion process."

This is the 'first visit of, the Institute to this vicinity since 1904 although previously it held meetings there every six or, seven years. 'The eastern party assembled at Buffalo and sailed on the S. S. "Tionesta ". on Friday morning, Aug. 20, arriving at Houghton, Mich., Monday, Aug. 23. En route stops were made at Detroit, where sightseeing auto trips were taken, and at Mackinac Island, where a short stop permitted a visit to the picturesque and historic Fort Mackinac.

This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable rapacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine Owners and environmentalists alike.

The preparation of massive uranium metal containing very low concentrations of a number of light elements by bomb reduction of UF4, with calcium is described. Details of procedures are given for preparing high-purity ingredients for the bomb reduction. The as-reduced uranium metal contained, on the average, less than the following amounts of light element impurities, in ppm: Li, 0.1; Be, 0.1; B, 0.1; C, 25; 0, 70; Na, 1; Mg, 3; Al, 2; and Si, 7. Other impurities for which the metal was examined averaged, in ppm: Ca, < 10; V, < 10; Cr, 2; Mn, 6; Fe, 50; Co, < 5; Ni, 8; and Cu, 1. THE preparation of very high-purity uranium metal in massive form for research purposes is of great importance. Recently the kilogram-scale preparation of uranium metal containing less than 70 ppm of detected impurities was accomplished by Blumen-thal and coworkers by vacuum remelting of high-purity crystals of uranium obtained by fused salt electrolysis.1"3 Albert and coworkers4 have reported successful experiments in lowering the concentrations of certain impurity elements in uranium, notably iron, to a few ppm by the zone-melting method. The present paper describes the preparation of high-purity massive uranium metal by the bomb reduction of UF4, with calcium. Early in 1951 a program was undertaken at the Los Alamos Scientific Laboratory to prepare uranium metal of very high purity with respect to a number of the light elements. The methods considered for this purpose were 1) bomb reduction of a uranium halide with calcium, 2) electrolysis of fused salts, and 3) hot wire decomposition of UI4, The first of these processes had been used extensively at Los Alamos since 1943 (and still is used) for the production of uranium metal.5 In considering the three processes it was evident that either of the last two would require an extensive development program with no certainty of success. On the other hand, a study of available data showed that uranium metal of very high purity with respect to some light elements had occasionally been made in routine processing by the first method. It was therefore decided that an intensive study of the bomb-reduction process would be made to see if it could be improved to yield uranium metal with very low concentrations of light elements. DEVELOPMENT OF PROCEDURES The bomb-reduction process used at Los Alamos consists of reducing UF4 with calcium, using iodine as a booster. The reaction is carried out in a magnesium-oxide crucible enclosed in a steel bomb. Argon is used in the bomb to avoid objectionable side reactions which would occur in the presence of air. All ingredients for this bomb-reduction process were examined as possible sources of light elements. It was known that high-purity UF4 was required. The calcium used in the reductions was a source of carbon and magnesium. The magnesium-oxide crucibles were sources of boron, silicon, and magnesium. The iodine did not appear to be a source of any impurities. Pure UF4- The UF4 for bomb reduction is prepared from U3O3 , by successive reduction to UO2, with hydrogen and hydrofluorination of the UO2, with anhydrous HF. Since it was known that no impurities were normally introduced during the gas-solid reactions, effort was directed toward the preparation of high-purity U3O3. A partir da latente necessidade de se manter competitivo perante seus concorrentes, as empresas vêm buscando se diferenciar através de inovações e melhoria contínua de processos. Com base nesse conceito a Logística CSN Aços Longos realizou mapeamento dos seus processos para que fosse possível mensurar sua eficiência. Avaliando o ciclo total do pedido através da medição dos tempos de Coleta (entrada do pedido à oferta de veículo), TPV – Tempo de Permanência do Veículo (carregamento) e Entrega (viagem), foi desenvolvida uma ferramenta para medição do Nível de Serviço da operação. Com a constante evolução do mercado e à elevada exigência dos clientes, isso se torna um diferencial, agregando valor aos produtos e fidelizando clientes. A ferramenta contribuiu para melhora significativa na tomada de decisões quanto às atividades críticas e sua consequente contribuição à satisfação dos clientes.
