In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. "The SR 83/US 331 highway is located in the Florida panhandle, where it connects the Walton County beaches to the I-10 corridor. The roadway is of vital importance to the economy of the area as well as its safety since it represents the primary hurricane evacuation route from southern Walton County. The Florida Department of Transportation (FDOT) decided to increase the number of traffic lanes from two to four and improve the geotechnical properties of the moderately deep, very loose foundation soils, that had affected the highway rideability for years. The soil mixing was selected as the method to meet the unique deep ground improvement challenges of the project. The design required that Shallow Mixing Method (SMM) be used to build a 10-foot thick platform that transferred axial load to the bottom soil layers through a series of Deep Mixing Method (DMM) columns. Upon completion over 8,300 SMM columns and 1,500 DMM columns had been installed, with no remedial work required. Also, only 1% of the almost 1,500 specimens tested did not meet the specification requirements. This paper will describe the challenges encountered and provide valuable information that may be useful for other future projects, including details not previously published.INTRODUCTIONThe counties of Walton and Okaloosa have been a very popular vacation destination for many ears. The 50-mile long coastline boasts beautiful, sugar-white beaches and waters the color of emeralds. The popularity of the area has been growing even further, over the last few years. A consequence of this phenomenon is a fast-paced increase of the traffic flow on the SR83/US331 highway, especially at the bridge that connects the Walton County beaches across Choctawhatchee Bay (Fig. 1) to the heavily traveled I-10 corridor. The highway plays a very important role for the area also as a commercial link and as the primary hurricane evacuation route from southern Walton County. The increase in traffic has produced higher travel time, when not a complete traffic paralysis, and exacerbated the issue of ground settlement where accelerated wearing of road foundation occurred due to the presence of very loose, moderately deep, soils, that had afflicted the highway for several years. The Florida Department of Transportation (FDOT) decided to put an end to these issues by increasing the number of traffic lanes from two to four and improving the geotechnical properties of the foundation soils. The Design-Build Maximum Price Request for Proposal (RFP) issued for the expansion of the Choctawhatchee Bay Bridge saw the participation of numerous D/B teams which produced various technical solutions. Among them, the FDOT selected the Skanska/Parsons Brinckerhoff (General Contractor) proposal which provided for the use of soil mixing as the ground improvement technology. The design/build team assigned Foundation & Geotechnical Engineering (Designer of Record) the ground improvement design which Treviicos South (Specialty Contractor) would execute."

Salt dome hosted metallic sulfide deposits are the product of a complex evolutionary system involving halokinesis, cap rock development and diagenesis, and the generation, migration, and accumulation of basinal brines and hydrocarbons. Hydrocarbons play an important role in: (1) the production of calcite cap rock which hosts some of the metallic sulfide and sulfur concentrations, and (2) the generation of the reduced sulfur available for metallic sulfide precipitation and sulfur formation. Hydrocarbons and related fluids also are involved in the transporta¬tion and remobilization of the metals. Hydrocarbon consumption, in the course of cap rock development and sulfide mineralization at Hockley dome, is estimated to have been 6.4 million barrels of oil or 114 million cubic feet of methane. Mineral textures, including cap-rock banding, sulfide bands in anhydrite, and fine sulfide mineral banding indicate both episodic fluid influx and fluid compositional differences through time. Features such as pyrite "shells" and sphalerite and marcasite hemispheres may have been localized by hydrocarbon droplets and /or bacterial colonies. Marcasite mineralization in shallow strata above and flanking Hockley dome is best developed over the western and southern parts of the dome. This pattern mimics the known distribution of sulfide mineralization, which is dominantly marcasite, in the underlying cap rock. The iron sulfide paragenetic sequence in the sediments is pyritohedral and cubic + pyrithohedral pyrite followed by marcasite which is encrusted by cubic pyrite. Sulfur isotopic averages for the three stages are +20.8, -20.2, and +6.4 per mil, respectively. These values generally coincide with cap rock sulfate (+20 per mil), cap rock hosted metallic sulfides (-20 to +4 per mil), and sulfur in hydrocarbons (+5.8 per mil). Hydrocarbon compositions indicate provincial variations in oil composition and generation history. Long Point and Boling domes, which have an intergrown sulfide-sulfate-sulfur mineral assemblage indicative of mixed reducing-oxidizing environment, contain oils that are less mature than Hockley dome which appears to be more mineralogically segregated. Sterane biomarker compositions of the oils at Hockley, Long Point and Boling domes indicate a local, dominantly terrestrial source. An oil sample from supracap sandstones on the northeast flank of Hockley dome contained over 750 ppm combined Fe, Zn, Pb, and Co, indicating that hydrocarbons are carrying or remobilizing metals. Cap rock calcite and anhydrite also exhibit provincial variations in strontium isotopic ratios. Calcite and anhydrite cap rocks from several sulfide mineralized domes in the Houston diapir province have strontium isotopic ratios that are more radiogenic than Jurassic sea water (>0.7078). A calcite sample within massive sulfides at Winnfield dome also has a high 87Sr/86Sr ratio (0.7085). Variations in strontium isotopic ratios with strontium content indicate the mixing of at least three Sr-bearing fluids in the cap rock environment, one of which may have been the metal carrier. Anhydrite residues from diapiric salt have strontium ratios up to 0.7100, considerably more radiogenic than Jurassic seawater. These high ratios indicate either that salt and anhydrite recrystallized sometime post-Jurassic in the presence of a fluid with a high 87Sr/86Sr ratio, or that they precipitated in the Jurassic from a fluid with a higher 87Sr/86Sr ratio than Jurassic seawater. Salt domes with cap rocks containing metallic sulfides have only been found in basins that have geopressured zones. Waters from geopressured zones in the vicinity of mineralized salt domes have salinities that are two or more times higher and iron and base metal concentrations that are three to one thousand times higher, than geopressured fluids from other parts of the basin.

A method is presented for the burial of potentially toxic spoil in high density zones or packages within spoil piles. Such burial could reduce the outflow of pollutants and thus minimize contamination of groundwater flows. Laboratory model studies using ammonium bromide tracer were performed to quantify the expected outflow mixing that could be achieved through package construction in spoils. Field drilling and geophysical density logging of spoils was carried out at three sites in Pennsylvania and Ohio to obtain a range of field spoil bulk density measurements and spoil samples. These data are analyzed to determine the relationships between spoil density and the controlling factors of lithology, depth, age, particle size distribution and mining method. A separate series of spoil permeability tests were performed in the laboratory to investigate the relationship between permeability and its related parameters. Research results are applied to the toxic package method to suggest guidelines for pack-age size, shape, density and placement for future field prototype development.

Os agregados reciclados são adicionados em concretos refratários de alto desempenho. Os resultados de testes laboratoriais indicaram que os agregados podem ser incorporados com sucesso a concretos para canal de corrida. Essa prática tem sido amplamente utilizada para otimizar a manutenção e melhorar o desempenho ambiental.

"The Pulp Chemistry Monitor (PCM) has been installed and operated in a number of concentrators in Australasia, and has produced some very interesting results. PCM measures the pH, Eh, dissolved oxygen, temperature and oxygen demand of process streams within a concentrator continuously and in real time.In the example presented in the paper the cleaner feed pulp chemistry is measured, and related back to changes in the mineralogy as well as variations in metallurgical response. For example, a decrease in Eh and dissolved oxygen as well as an increase in the oxygen demand. These changes in the pulp chemistry appear to coincide with increases in the feed grades, probably higher pyrite grades. Further, these variations in pulp chemistry and feed mineralogy have a negative impact on the concentrate grade and recovery.The implication is that if the pulp chemistry is monitored it is possible to predict changes in the mineralogy of the system, and from this the metallurgical response. Further, the changes in pulp chemistry can be used in a control system to counter the changes in mineralogy and maintain the metallurgy.IntroductionIt has long been recognized at a fundamental level that the flotation behaviour of sulphide minerals is dependent on the pH and Eh of the system (for example: Tolun and Kitchener, 1964; Woods, 1976). However, measuring pulp chemical parameters within an operating concentrator has had limited attention. Woodcock and Jones (1970a and b) were among the first to actually collect data from operating plants. Jones and Woodcock (1984) identified some of the chemical complexities of flotation pulps, and noted that most concentrators already operate at high levels of metallurgical performance but there was still considerable scope for improvement. These gains would, in part come from more effective chemical control. In the same volume, Healy (1984) discussed metal ion hydrolysis and precipitation, redox chemistry and how the surface chemistry of sulphide minerals can be influence flotation behaviour. The impact of grinding environment on the pulp chemistry and flotation response of a complex polymetallic sulphide ore is discussed by Forssberg and Subrahmanyam (1993). Their work essentially contrasts the pulp chemical and flotation performance of pulps ground with conventional ferrous grinding media to a fully autogenous system. The data suggested that the reduction or removal of iron hydrolysis contamination from the system could have a positive influence on flotation behaviour, and perhaps the first stage of “controlling” the chemistry of the system should be in the grinding circuit. Grano et al (1995) demonstrated that the collection of pulp, solution and surface chemical data could identify weaknesses within a concentrator, and from these data develop, test and implement solutions that improved the process. Greet et al (2006) showed that the pulp chemical trends observed through primary grinding and rougher flotation circuits of most sulphide flotation concentrators are approximately the same. There are differences in the magnitude of various pulp chemical parameters (pH, Eh, dissolved oxygen, temperature and oxygen demand) as a result of variations in the feed mineralogy and processes employed. Further, it was noted the Eh shifted to more reducing values of the ten days measurements were collected, and this change could be traced to an increase in the iron sulphide content of the feed. Metallurgically, this resulted in an increase in nickel recovery through the recovery of nickeliferous iron sulphides, and a decrease in nickel concentrate grade."

"T-walls, which are concrete floodwalls in an inverted “T” shape, are an integral component of the Greater New Orleans Hurricane and Storm Damage Risk Reduction System (HSDRRS). In order to resist large lateral flood loads, T-walls are typically supported on long batter piles that extend through the weak and compressible clays and peats commonly encountered in southern Louisiana. Since the piles are battered, settlement of the compressible foundation soils can result in loads acting normal to the piles and induce pile bending moments. Therefore, the design of pile-supported T-walls is a complex soil-structure interaction problem that requires detailed and careful numerical analysis to accurately estimate the stresses and bending moments in the piles. For this paper, numerical analyses were performed for three cross sections that each included a two-pile T wall system that was installed within a 15-ft tall new levee embankment. The cross sections were identical except that the elevation of the T-wall base was varied. This paper discusses the analyses, and it compares the influence of settlements and flood loading on the pile stresses and bending moments. In addition, this paper includes general recommendations for the analysis and design of pile-supported T-walls in practice.INTRODUCTION AND BACKGROUNDThe recently completed Greater New Orleans Hurricane and Storm Damage Risk Reduction System (HSDRRS) includes 350 miles of levees and floodwalls and is designed to defend against a 100-year storm surge event. The floodwalls predominantly consist of I-walls and T-walls. I-walls are comprised of a sheet pile wall curtain capped with a monolithic concrete wall above grade. T-walls are similar to I-walls, but they include a wide concrete base at grade, which forms an inverted “T” shape, and they are generally supported by long batter piles that provide additional lateral and rotational stability for resisting flood loads.During Hurricane Katrina, several I-walls failed, resulting in large breaches and devastating flooding (Duncan et al. 2008, IPET 2009). T-walls on the other hand performed quite well, including T-walls that were overtopped and eroded on the protected side, yet still did not collapse. As part of the HSDRSS, more conservative designs and height restrictions were required for I-walls (USACE 2011), and a number of I-wall sections were replaced with T-walls. However, the design of pile-supported T-walls is complex and requires careful consideration of both flood loading and settlements."

Drilled shafts for many situations offer an economical alternative to driven piles. The Federal Highway Administration (FHWA) has spent considerable time and money in research and developing design and construction guidelines for drilled shafts. However, the full potential of the technology may not be realized because of the uncertainty of the effects of construction on the actual service behavior and the lack of either reliable quality control tests to check for or evaluate defects, or inexpensive load test procedures. Static load testing is very expensive and it is not feasible to load test each shaft on a project. Therefore, other means are necessary to confirm or evaluate the integrity of the completed drilled shaft or to determine the capacity of the completed shaft.

"Prediction of a variable sulphur content in Cape Breton seams is important for planning the production of a highgrade metallurgical coal. Two extrapolation methods (Kriging and a version of Universal Kriging) to predict sulphur content in blocks of coal before mining are presented and applied to the New Lingan Mine reserves in the Harbour seam. The uncertainty of the predicted values is expressed by using standard deviations. Some statistical results for the Phalen seam, which occurs about 400 ft below the Harbour seam, are presented for comparison. The two mathematical models consist of two sets of equations which have been used in computer algorithms. Some limitations of the present approach and possibilities for further statistical work are indicated."

Six major trends that have had and are continuing to have major effects on the use and supplies of pig iron and scrap in the United States are (a) gradual replacement of the basic open hearth furnace (OH) by the basic oxygen furnace(BOF); (b) use of the electric furnaces for the production of plain-carbon steels, a trend which is closely related to the first; (c) United States changing from being a net exporter to a net importer of steel; (d) replacement of ingot casting by strand casting; (e) increased exportation of scrap; and (f) the lack of growth of the capacity of the U. S. steel industry to produce pig iron in the last 5 to 8 years. This report gives an analysis of the relationships between these trends and the use of processes for the production of raw steel in solidified form.

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.

One of the most sought after answers in any consideration of blasting activities relative to mines and quarries is how to safely and efficiently use explosives. While that discussion might be relatively straightfonvard in a “site specific” situation. it becomes more complex when viewed from a broad geographic perspective. Such is the case in considering the operations of one United States producer of crushed stone with surface and underground mines spread over a thirteen state area. Differing geologic environments set conditions that dictate to the blaster as now specifically to get optimum results from the blast hole. This treatise is a discussion of the various methods, materials, and principles used in conducting such blasting operations.

The U.S. Department of Energy investigated the use of liquid-emulsion membranes (LEM) for the selective removal and recovery of metals such as copper and zinc from mine waste waters. This investigation included field tests of a mobile, pilot plant-scale, continuous-flow LEM system. The system was tested at copper mines with solutions containing from 100 to 1,400 ppm Cu, and at a zinc mine with a solution containing 115 ppm Zn. Typical results from the copper tests were >90% copper recovery, and zinc extraction from waste water also was typically>90%. Although all of these waste waters contained high impurity levels, pure products were produced. On several of these field tests, integrated systems were tested that resulted in recovery of metal by-products, selectiv~ precipitation of iron, and polishing to reach discharge targets for essentially all of the contained metals. In addition, some results are included from laboratory-scale tests.

The periphery of longwall panels in the Pocahontas No.3 coalbed is characterized by a zone of reduced permeability that inhibits the natural drainage of methane. A residual gas pressure of 105 psig was measured after 1 year in an isolated block of coal measuring 340 by 1,100 feet. The buildup of gas pressure within such large blocks causes methane problems during plowing operations. However, natural drainage holes drilled during development have been found to reduce the gas content of the coal in this coalbed by over 90 percent. The effect of water infusion on dust during plowing operations was investigated using existing methane drainage holes. These holes were cleaned of debris and a pipe was grouted into the hole for water infusion of the panel. Both total and respirable dust levels were reduced by 40 to 79 percent. Water infusion of the panel proved more effective than did the use of a plow-mounted spray system.

The Barrytown ilmenite pilot plant was commissioned in two stages using Westport Titanium Project heavy mineral concentrate. The wet concentrator was commissioned on the 17 December 1989 and produced magnetic concentrate from this date.   The Drymill was commissioned on the 27 January 1990 and produced product grade ilmenite successfully from the onset.   The commissioning period was exceptionally short by normal standards and few problems were encountered. This paper concludes with general observations of operations of the pilot plant.

The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.
