"PURPOSE OF REPORTFatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States or practically one—half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal—mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.The necessity for studying falls of roof and coal becomes apparent by referring to the following data from a table by Adams and Chenoweth:3"

On average, there are approximately 10 fatal haul truck accidents per year. The most common causes for haul truck accidents include mechanical problems, inadequate training and insufficient road/berm maintenance. Due to the frequency and magnitude of haul truck accidents, new training methods are being investigated. With the widespread availability of computers and new technology becoming more reasonably priced, the ability to incorporate computer-based training for miners is becoming more possible. It has been shown that computer-based training is just as effective in knowledge acquisition as traditional lectures, and computer-based training can lead to a significant increase in the retention of material (Williams and Zahed, 1996). Studies have also shown that more engaging training methods lead to more effective knowledge acquisition (Burke et al., 2006). A supplemental system for current and new miner training to address the common causes of fatal accidents was developed. The training system is a virtual preshift inspection of a haul truck, and it can train new haul truck operators to identify parts that look defective. The training will increase an operator?s ability to recognize problematic parts and correctly identify the corrective action needed. Increasing the quality of training by providing an engaging, simulated hands-on environment will lead to safer behaviors by trainees, which will ultimately lead to fewer accidents and fatalities.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

Tremendous interest has been evidenced in the subject of dewatering and drying ooal for the past 10 years, and yet little effort has been made to summarize the literature, at least so far as this country is concerned. Only a few published articles have dealt solely with dewatering and drying coal. In most cases the subject has been discussed briefly, either in general terms or as to specific installations. It is desirable that a compendium be prepared collecting in one place information on the dewatering and drying of coal, the needs for this process in various fields, the available equipment, and the current American practice in regard to it. This work was underta..lten by the :Bureau of Mines in cooperation with the University of Alabama. New coal-washing plants in which various types of dewatering and drying equipment were in operation were visited in-Pennsylvania; Ohio, India...~a~ and Illinois. The dewatering·and drying of coel has .been studied in this coimtry by the Surface Preparation ·Committee of the ·coal Operato~s• Committee of the .American Mining ·Oongress. This report summarizes the work performed under USBM contract J0100018. The purpose of this work was to document the currently available noise control techniques that can be incorporated into new coal preparation plants during the design stage. This was accomplished by reviewing the related experience of the contractor and subcontractor (Bolt Beranek and Newman Inc.), conducting an extensive literature search, visiting operating coal preparation plants, and contacting various equipment manufacturers. The treatments addressed include equipment substitution, changes in plant layout, and retrofit treatments for existing equipment.

This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We'll conclude with a view of what this holds for the future

This report summarizes the U.S. Bureau of Mines evaluation of the mineral resources of eight roadless areas in several National Forests in Montana. The areas are amoung those that have been proposed as additions to the National Wilderness Presevation System In various sessions of the U.S. Congress. Mineral Commodities present include gold (lode and placer), silver, copper, lead, zinc, molybdenum, tungsten, rare-earth elements, fluorite, and barite. Numerous mineral deposit types occur. Past production was from gold placers and vein-type deposits. There is potential for development of large volume porphyry copper-molybdenum, disseminated gold, stratabound copper-silver, and exhalative massive-sulfide metallic deposits. A substantial increase in metal prices is needed before any known vein-type deposits will be economic.

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

In considering the effects of reducing gases on hot solid copper the following conclusions have been reached. (1) Depth of deoxidation of copper heated in reducing gas is greater the smaller the amount of cuprous oxide originally present in the copper, the range studied being from 0.015 to 0.136 per cent. oxygen. It is suggested that the reason for this difference in depth of deoxidation is that, when the copper is low in cuprous oxide, the reducing gas is diluted less by the gas that is formed in the reaction than when the copper is high in cuprous oxide; and the greater the concentration of the reducing gas the deeper the deoxidation. (2) The rate of deoxidation is much mire rapid at the beginning of exposure than at the end, a condition especially noticeable at temperatures around 900° C.; that is, deoxidation is retarded as the depth penetrated by the reducing gas increases. (3) Within the accuracy of the experiments arsenic in copper up to 0.5 per cent. has no tendency to increase or decrease the action of a reducing gas on the cuprous oxide present in the copper. IN 1912 pieces of 0.365-in. hard copper rod 1/2 in. long were heated in a porcelain tube in an electric furnace, while illuminating gas was passed through. The aim of this research was to study the absorption characteristics of thermally dried fine coal from South African collieries. After milling to ?150 µm and pressure filtration, the samples were subjected to either air drying or thermal drying at 150°C. The samples were then put into a climate box at 28°C and at three different relative humidity levels, namely 30, 60 and 94 per cent. It was found that the equilibrium moisture content of thermally dried coal at a specific relative humidity was lower than that of air dried coal. The relationship between the equilibrium moisture content and relative humidity is described by 1 ? RH = exp (-KTMen). There was no relationship between the volatile matter content and equilibrium moisture content, but there was an increase in the equilibrium moisture content of the coal with an increase in mineral content. The moisture uptake rate increased with an increase in temperature and a decrease in particle size. A model is discussed that fitted the experimental data and gave a good prediction for changes in the conditions. There was no evidence of greater moisture absorption by thermally dried coal. "Two analysis tools which have been applied to problems in industrial flotation processes are the application of kinetics and detailed mineralogical or liberation data, both on a size-by-size basis. This paper describes practical examples of the application of kineticsto examination of the entrainment recovery mechanism, the retardation of valuable minerals at the commencement of flotation sections and the resolution of problems related to valuable species with reduced rate constants at the end of sections. Examples of the usefulness of size-by-size liberation data for monthly composite samples of products from a concentrator are also described.IntroductionMuch of the published industrial flotation data on the behaviour of minerals in various size fractions have been obtained from specially conducted surveys with a duration of several hours. Such data are very valuable and provide a record of the behaviour of the entire flotation plant or sections during the interval of the survey. Some examples from the literature can be cited Cameron et al. (1971), Lynch et al. (1981), Frew (1982). Less attention has been given to the value of complementary sized data derived from compositing shift or daily inventory samples over an interval of one or several weeks with repetition of the procedure at the completion of each interval. Mineralogical point count data of the size fractions of such samples and data interpretation are rare in the literature.Kinetic data on the behaviour of valuable and gangue minerals in various size fractions have been reported often for flotation banks. In the experience 0 f the writer, there has been a tendency among operating metallurgists to ascribe problems in the flotation process to rate constant values for gangue minerals which were believed to be unsatisfactorily high. Less attention has been paid to the value for the rate constant for the valuable mineral over the length of a particular bank.Examples of the types of data which were mentioned previously have been obtained from the lead-zinc concentrator at Mount Isa Mines Limited. The various types of data have been collected to evaluate their worth in order to provide relevant information for both research and operational aspects of the plant."

Bateman Minerals & Metals supplies the APIC Technologies which include the under-bed air-pulsed APIC jig and related technologies such as the JigScan controller and advanced mathematical models of the jig process. Bateman have developed a methodology for predicting process performance for jigs from simplified testing and modelling, based on batch equipment matched to industrial designs. Batch tests conducted on laboratory scale air-pulsed jigs can process small batches of material, such as those obtained from drill core samples. The novelty comes from using an advanced jig process model, ASTRAD, to link the results of batch and continuous jigs. The batch jig presented as a novelty in this paper has been designed to be hydraulically equivalent to the full-scale APIC Jig, allowing the generation of equivalent pulse shapes and using JigScan controller. Lump and fine ferrous ore material have been separated in this unit and any feed >1mm can be tested and extracted. The global test procedure and further modelling focus on the stratification of material, with emphasis on key aspects such as pulse shape, feed characteristics and residence time. The splitting of rejects from concentrates is itself more difficult to reproduce in batch jigging, however the ASTRAD model includes a separation imperfection module, and the APIC Technologies have extraction systems adapted to each type of material. Air pulsed batch jigs are available in several locations and are relocatable. They have been used to treat samples from Australia, South Africa and India as part of studies into ore processing using jigs. Each test layer is available for various physical testing procedures (density and chemical analyses). Test-work is performed on a case by case basis, and analysed using an advanced model ?now available over the internet. Some fundamentals of air-pulsed jigging are recapped along with some of the features of APIC jigs. The process of designing a ?hydraulically equivalent? batch jig test is then described. Some results from jigging tests are presented plus the results of the ASTRAD advanced jig model, which was first developed at the JKMRC with ferrous ores and coal and is now being supported and further developed and utilised by Bateman.

Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology. The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma. City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty, and the rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut in. On October 9, 1931, permission was granted to reopen and produce the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that had not produced more oil than specified under the earlier proration orders and that had been shut in for the required 65-day period were permitted to produce 5 percent of their last potential during that 10-day period.

A computation model of soil-pile (wall) interaction under lateral loading is presented in this paper. The model has been applied to some engineering projects, and the comparison between computation result and measured result shows good agreement, so the model is proved to be correct and practical.
