INTRODUCTION The Idarado mine lies high in the San Juan Moun¬tains on the divide between the Uncompahgre and San Miguel Rivers and consists of a consolidation of a number of old and prominent mining properties through which course some famous and very produc¬tive veins. Among the better known are the Smuggler, Tomboy, Montana-Argentine, Black Bear, Liberty Bell, Virginius, Flat, Barstow, and Japan, as well as many others. Most of these veins have been extensively mined over the past century and in the last three decades the Montana-Argentine and Black Bear veins have been the backbone of the Idarado mine; therefore, the descrip¬tion of the veins is limited to them. Access to the mine is through either the Treasury tunnel, whose portal is below Red Mountain Pass on US Highway 550 at an elevation of 3244 m (10,643 ft), or the Mill Level tunnel entrance 3.2 km (2 miles) east of Telluride, CO, at an elevation of 2761 m (9060 ft). The Treasury tunnel intersects the Black Bear vein 2643 m (8670 ft) from the portal and the Mill Level tunnel intersects the Argentine vein 2179 m (7150 ft) from the portal. Mining is by shrinkage stoping from slusher sublevels. The size of the scope blocks varies somewhat, but the standard size is 67 to 76 m (220 to 250 ft) long and 61 to 76 m (200 to 250 ft) high. The mine ranks either first or second in Colorado in yearly production of gold, silver, copper, lead, and zinc. It is 9.6 km (6 miles) from the Red Mountain plant to the Pandora plant, via interconnecting drifts and raises. There are engineering offices at both plants as a matter of convenience. The Red Mountain plant in¬cludes the company general offices, warehouse, carpen¬ter and machine shops, and mine change room. The Pandora plant consists of the mill and assay office, ma¬chine shops, and mine change room. The flotation mill has a capacity of 1632 t/d (1800 stpd), making a bul¬lion product and separate concentrates of lead, copper, and zinc. HISTORY OF THE MINE The Montana-Argentine vein was first extensively worked by the Tomboy Gold Mines Co., Ltd., a British concern. This company mined the stoped areas above the Ophir level between 1910 and the late 1920s and most of the stoped areas above the 2100 level between 1900 and the late 1920s. Gold was the principal ore metal mined. The area between the Revenue and Ophir levels was mined chiefly by the Revenue Mines Co. between 1900 and 1910. The ore was worked from the Revenue tun¬nel, which portals in Canyon Creek. Gold and silver were the chief metals recovered. The stopes between the 1700 and Revenue levels, as well as some higher stopes, were mined by Telluride Mines Inc. during the 1940s. The Mill Level tunnel was driven by that company from 1945 to 1948. Lead and zinc then became economically more important than the precious metals. In 1953, Idarado purchased Telluride Mines, which merged with the parent company in 1956. The Black Bear vein was first extensively worked by the Black Bear Mining Co. in the 1900s and by the Colorado Superior Mining Co. from about 1914 until snowslides at the mine camp [altitude 3750 m (12,300 ft)] terminated the company's operations in 1924. Leasers operated at intervals until 1934. The Treasury tunnel, formerly the Hammond tunnel, had been started before 1900 and reached the 1646-m (5400-ft) mark early in the 1900s, at which time activity lagged until the late 1930s. In the early 1940s, Idarado extended the Treasury tunnel from its heading at 1646 m (5400 ft) to the Black Bear vein and established a raise connec¬tion with the 600 level, the lowest level in the old mine. Since completion of initial work in the mid-1940s, systematic development of the mine, both in the driv¬ing of new headings and the utilization of older open¬ings, has resulted in the present extensive network of workings. GEOLOGY Introduction The oldest rocks of the area are the Precambrian metamorphic rocks, the Uncompahgre formation which are massive quartzites, some phyllites and slates, and dolomitic or limestone beds. West-dipping Paleozoic and Mesozoic strata lie on the Uncompahgre formation. These units are separated by a major angular uncomformity from overlying, essentially horizontal, Tertiary formations that include the basal Telluride conglomerate and several thousand feet of overlying volcanic rock. Intrusive rocks, mostly Tertiary in age, are common in the area, and are in the form of dikes, stocks, and sills. Dikes are very closely associated with some of the ore veins (Mayer). Description of Veins The Black Bear and Argentine veins range from 0.6 to 7.6 m (2 to 25 ft) in width, but in most places are 1.5 to 2 m (5 to 7 ft) wide. They vary in character from a well-defined tabular structure between sharp "frozen" walls, or gouge seams, to an irregular zone of quartz and quartz-sulfide stringers. Many gouge seams within the veins make the veins blocky and loose. Common gangue minerals in the veins include quartz, pyrite, rhodonite, chlorite, sericite, clay minerals, epidote, calcite, adularia, rhodocrosite, fluorite, and specularite. Quartz constitutes 60 to 70% of the veins and varies widely in character, ranging in color from clear through white, gray, and green, to amethyst. Chlorite, sericite, the clay minerals, and fine-grained quartz are common alteration products of the vein walls and of wall rock fragments in the veins. Adverse ground behavior events, such as convergence and ground falls, pose critical risks to underground mine safety and productivity. Today, monitoring of such failures is primarily conducted using legacy techniques with low spatial and temporal resolution while exposing workers to hazardous environments. This study assesses the potential of novel simultaneous localization and mapping (SLAM)-based light detection and ranging (Lidar) data quality for rapid, digital, and eventually autonomous mine-wide underground geotechnical monitoring. We derive a comprehensive suite of quality metrics based on tests in two underground mines for two state-of-the-art mobile laser scanning (MLS) systems. Our results provide evidence that SLAM-based MLS provides data of the quality required to detect geotechnically relevant changes while being significantly more efficient for large mine layouts when compared to traditional static systems. Additionally, we show that SLAM-specific processing can achieve an order of magnitude better relative accuracy relevant for change detection than quality metrics derived from traditionally deployed tests would suggest while reducing SLAM drift error by up to 90%. In collaboration with an operating block cave mine, we confirm these capabilities in field tests on a mine-wide scale and, for the first time, demonstrate methods of rockfall detection using MLS data. While more work is required to investigate optimal collection, processing, and utilization of MLS data, we demonstrate its potential to become an effective and widely applicable data source for rapid, accurate, and comprehensive geotechnical inspections.

To successfully bid a tunneling contract by machine, a contractor must have a reliable estimate of expected penetration rates and cutter costs. Preferably, these predictions should be independent of those supplied by machine and cutter manufacturers. Therefore, a series of rock index tests have been developed and incorporated in routine Rock Mechanics testing for the purpose of predicting rock boreability. Index properties were evaluated empirically by using rock samples and pertinent construction records from recently machined tunnels. Samples were taken from the completed tunnel walls, tested parallel to machine penetration, and results were compared to localized rates of penetration. Indices are based on two measures of rebound hardness and two measures of abrasive properties. The Shore (C-2 type) Scleroscope and Schmidt (L-type) Hammer were utilized to measure rebound hardness and a Taber Abraser was modified to measure rock abrasiveness and abradeability. Results indicate that rock hardness index properties investigated in this study can be used successfully to predict TBM penetration rates.

Jet fan (ductless fan) ventilation in underground mines and tunnels is a subject requiring further attention. At present there are no accepted procedures or guidelines for this type of ventilation. The main reason has been the absence of sufficient general data, which has hampered the development of rules. There is great potential for using jet fans in terms of both effectiveness and economics because they eliminate the need for ventilation tubing. In the present studies a procedure is described and results are presented from a jet fan modeled in a square section wind tunnel. The major purpose of the studies was to provide fundamental data on jet fan performance after it was realized that previous work had been limited and too site specific. The jet fan position in relation to the tunnel walls was varied in order to study the influence of confining walls on entrainment rates and the resulting aerodynamics. A clearer understanding of the fundamental principles of jet fan applications was obtained.

Despite the fact that the New Austrian Tunneling Method; NATM, has been used in the United States for the past 23 years or so, still considerable misconceptions exist in the industry about the nature of the method and its implementation. In the authors’ view its implications are usually not well understood. The paper provides an overview of the highlights of NATM usage over the past two decades to illustrate the point that NATM is now a well-established tunneling method in the U.S.A. Accordingly the thrust of this paper is on the more pragmatic aspects of the NATM technology usage as it concerns the Owners, Designers and the Contractors. Prior to examining the implications of NATM usage from the viewpoints of various stakeholders, it should be helpful to first briefly provide an overview of the history of the method as it was introduced and implemented on several key tunneling projects in the US, over the last 2 plus decades.

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well. The paper describes the features of the problems encountered and the countermeasures taken for two different tunneling projects. Where, slurry shields were used to excavate, in soft heterogeneaous water-bearing grounds, tunnels passing at very low cover beneath existing foundations of H.T. electric pylons, underground structures and major utilities. In order to avoid any ground failure and/or damage to the existing structures, one option was ground treatement by grouting or freezing technics. However, it was judged that, based on previous experiences, excavation with slurry shield could be carried on securely using an appropriate slurry enriched with polymers and applying a well determined pressure at ground face. A three dimensionnal limiting equilibrium analysis model was used to determine proper confinement pressures. And, the appropriate slurry compositions were stabilished based on laboratory test results. The tunnels were excavated successfully, no ground failure was experienced, and the maximum settlement recorded (on pylons) didn't exceed 3 mm.

At the heart of the mining process are a number of basic and fundamental tasks whose regular and repeated performance constitute the mining cycle. As will be discussed presently, these tasks are the basic components of the mining system. Section 9, Production Operations, provides the mine designer and engineer with an understanding of these tasks and with sufficient design principles to allow this person to create an efficient mine system. This section is meant to be an introduction and adjunct to subsequent sections that describe specific mining systems. However, sufficient design information is included here for the independent design of mine systems that may not be described elsewhere or for subsequent verification of existing designs. For the purposes of this section, mining subsumes excavation; thus this material applies to any excavation process. Accordingly, this section is written in general enough terms to include both surface and underground mining. It may be used also for civil engineering excavations that often involve the same steps. Obviously, the actual procedures undertaken in any specific mining system will appear to be very different from those taken in any other system. This is certainly true when comparing surface with underground methods. Yet the fundamental principles are often the same. This segment is written to explicate the basics. Wherever appropriate, the section will suggest the differences between the application process to surface or to underground mining.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

Appropriate seals, portal ground improvement, and compatible shaft construction techniques are vital elements for launching and receiving tunnels effectively in urban areas where adjacent property requires protection from excess ground movements. This paper focuses on seals and ground improvement along with shaft wall types, required to launch or receive tunnel boring machines within wet, permeable ground at the portal zone. The paper also discusses probing to verify suitability before the tunnel eye is cut. Methods addressed include: rubber gasket seals; soft eyes; double walls; top hats for reception; and, portal zone ground improvement (permeation grouting, jet grouting, un-reinforced slurry diaphragm wall panels, ground freezing, deep soil mixing, dewatering, and over-excavation and backfilling). This paper focuses on challenges with launch and reception of pressurized-face TBMs with precast concrete segment linings. Challenges related to pipe jacking are discussed in a separate paper titled ?Mitigating Microtunnel Launch and Reception Challenges? (Hunt and Finney 2008).

The Leeville underground mine has been in operation since 2006 and currently produces 3,175 t (3,500 st) of ore per day with an average gold grade of 12.6 g/t (0.4 opst). The mine has a large horizontal extent of 762 by 152 m (2,500 by 500 ft) and a vertical extent of 6 to 61 m (20 to 200 ft). Based on the characteristics of the ore bodies, the deposits are divided into several mining zones. The geotechnical properties of mining zones are also different from one zone to another. A successful geotechnical collection system is very important for mining design and operation in the Leeville underground mine. Three methods are used to collect the geotechnical data in the Leeville underground mine: • Core logging. Most geotechnical data are collected by this method, which is based on exploratory drills and estimates parameters for rock quality designation (RQD), fracture frequency (FF), compressive strength and rock mass rate (RMR). • Site investigation. This method collects more detailed geotechnical data and geostructural data from work done in the underground drifts and stopes. Parameters of RQD, FF, compressive strength, RMR, rock tunneling quality index (Q) and geostructural data are estimated. • Data collected from drill holes made for the critical infrastructure facilities. This method provides the best detailed geotechnical information for areas in which the critical infrastructure located. A complete geotechnical database has been constructed using this geotechnical data collection system. The database can be used for the design of ground support, stopes and stope blasts, among other critical applications.

Managing commercial risks associated with subsurface construction may be the greatest challenge the underground industry faces. The Geotechnical Baseline Report (GBR) was developed in the U.S. to help manage those commercial risks, and to stem increasing litigation in the industry. A guidelines document by the American Society of Civil Engineers was published in 1997 and was updated in 2007. This paper provides an historical perspective, overviews the main objectives of a GBR, presents issues and trends that instigated the need to update the 2007 publication, and describes the process that will lead to a new GBR guidelines publication in 2022

The Lenox Avenue Reconstruction Project involved the excavation and replacement of 750 m (2,500 ft) of deteriorated subway invert concrete, 5 to 7 m (15 to20 ft) below water table in very permeable ground. The Replacement work was done over an 8 month period, while maintaining track service through this subway section. The project was dewatered with a single 125 l/s (2,000 gpm) wellpoint system,750 m (2,500 ft) in length, which was installed from inside the active tunnel structure and configured to coexist in the subway tunnel with operating trains as well as the construction activities. A thin diaphragm jet grout wall was utilized on one end of the site to cut off the flow of water across a difficult geological interface that was situated immediately below the tunnel invert. The thin diaphragm jet grout wall permitted the large 116th Street Station area to be dewatered completely with well points from outside of the excavation.

The 2006 North American Tunneling (NAT) Conference was held June 10-15, 2006, in Chicago, IL. The biennial conference was the first NAT conference by the newly formed Underground Construction Association of SME (UCA of SME). The UCA of SME was formed earlier this year at the request of members of the American Underground Association (AUA) (ME, April 2006, page 75). The conference included a keynote session, technical programs, workshops, a trade show and social activities. The conference exceeded expectations with 570 attendees. They included engineers, equipment manufacturers, representatives from government agencies and other interested individuals in the underground construction industry. The trade show was also a success with more than 86 booth spaces sold. Vendors included the biggest names in the underground construction and tunneling industry and included equipment manufactures, construction contractors and engineering companies. The trade exhibition provided a forum for interested parties in the tunneling industry to meet and discuss services, equipment and techniques.

Hanging Lake Joint Venture recently excavated two conventional 12.8 m (42 foot) diameter highway tunnels in the difficult ground conditions of Glenwood Canyon, Colorado. This paper outlines the type and success of the various Controlled Blasting Techniques that were used to minimize overbreak in the portal and tunnel excavations. The different Smoothwall and Cushion Charge loads used in the different ground types are described in detail. Delay Timing and Drilling Pattern variations are also discussed.

Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.

Short Historical Review Tunnelling in Germany is as old as it is in other industrial countries. Until the middle of this century German contractors had no chance to work continuously in this business except if they were operating internationally. Since 1960, however, tunnelling has been a growing market domestically. The reasons for this growth have been both in the growing demand of traffic routes and also in an increasing environmental consciousness, which tries to transfer any cause of disturbance underground. Tunnelling engineers of course don't complain about this trend. As almost every German city is built upon water-bearing soft ground, shields have been used soon after they were first successfully utilized in Great Britain and the United States. Until the seventies lining systems for shield tunnels were predominantly either cast iron segments or concrete segments for primary support combined with different sealing systems and a secondary concrete lining cast-in-place. Steel ribs and timber lagging for primary support has not been utilized in Germany, since the owners don't accept timber to be left in the ground. In 1973, for the first time, permanent linings were constructed with watertight segment rings of precast concrete (Fig. 1). This lining was developed as an economical solution for use with slurry shields in noncohesive, water-bearing soils that required an immediately watertight lining. INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.
