As you are all aware, the theme of this con- ference is "International Resources Management". The subject matter of this particular session is "the mineral equation". Looking down the sub- ject matters and individual papers to be presented by other speakers in other sessions over the course of the conference, each particular item scheduled is in fact one of the variables that form an integral part of the total and complex mineral equation. Questions of reserves and resources as related to consumption must be viewed in the light of all those variables. Policy decisions taken by Government and eventually industry in these various fields will in themselves have their own impact on the defining of resources, and their ultimate availability to meet the needs of society by way of consumption. Undoubtedly, by the close of this conference, those of us in attendance will be better informed on the problems that confront the international minerals industry in the years ahead. Hopefully, we will have a better understanding of the views and philosophies of the wide range of participants in the industry-Government, private enterprise, and individuals who ultimately through their per- sonal aspirations in respect of their day to day needs will provide the final determinant as to the scope of the minerals industry.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRLÆs Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRLÆs Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the sealÆs ultimate design strength. Size-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

Shear strength parameters of compacted clay liners are needed to analyse the stability of mine waste dumps containing compacted clay liners as sealing layers for potentially acid forming waste rock. A representative clay sample was supplied by McArthur River Mine from the mine site in the Northern Territory, Australia, with an average as-supplied gravimetric moisture content of about 13.6%. The clay was compacted in a 100 mm by 100 mm direct shear box at the as-supplied moisture content to a dry density of 1.85 t/m3, representing the field compaction specification adopted by the mine. To determine the peak and ultimate shear strengths of the compacted clay, single-stage direct shear testing was carried out at nominal initial normal stresses of 50 kPa, 100 kPa and 200 kPa, representing shallow depths of burial in the North Overburden Emplacement Facility of about 2.8 m, 5.6 m and 11.1 m, respectively (assuming a waste rock wet unit weight of 18 kN/m3). Three shearing rates of 1 mm/min (rapid), 0.1 mm/min (intermediate) and 0.01 mm/min (slow) were applied to study the influence of shearing rate on shear strength. In addition, the development of a residual shear plane was tested by reversal and re-shearing in the direct shear box. In the first shearing, the peak and ultimate shear strengths are determined. The normal load was then removed and the box rewound to its starting position. The normal load was then re-applied and the specimen re-sheared. Two reversals were applied to each specimen, and it was found that there was no significant reduction in shear strength. Finally, based on a range of shear strengths obtained in the laboratory for McArthur River Mine clay and other materials by various laboratories over time, shear strength parameters for the compacted clay were recommended for use by the mine.CITATION:Xu, Y, Williams, D J and Hacker, J, 2018. One critical factor in open pit mining projects is the estimation of the recoverable reserves. The reason for this is that at the valuation stage there is a lack of information about future metal prices and production costs. Consequently, the estimation of the recoverable reserves needs to be done based on a fixed break-even cut-off grade (BECG), in which fixed expected metal prices and production costs are assumed throughout the operating life of the mine (OLM). In this paper, an alternative technique for estimating the recoverable reserves of an open pit mining project is presented and explained in detail. The main characteristic of this technique is that it estimates the recoverable reserves of the project using mining costs as reference: this is done due to the fact that mining costs are easier to model than metal prices. Another important characteristic of this technique is that it uses the uncertainty of the geology of the orebody, given by simulations of the deposit, to make final strategic decisions, such as the selection of the operating life of the mine and the optimal production rate, which minimise the risk of not achieving future production targets while maximising the upside potential of future rewards. As it will be shown, the final outcome of the proposed technique is the generation of a robust open pit design, that include cutbacks and ultimate pit limits, called the marginal open pit mine design (MOPMD). One characteristic of the MOPMD is that, at each production period, it will be characterised by their respective geological uncertainty, given as probability distributions of ore, waste and metal quantities, and by marginal economical project indicators, such as cut-off grades and metal prices, among others. The paper describes a geostatistical structural analysis of an 80 square mile lease of the Athabasca tar sands. Each step of the analysis is presented with the ultimate objective of condensing the principal structural characteristics of the chosen regionalised variables into the opera- tional form of the variogram model. The variogram model is then used to form kriged local and global estimates, with the corresponding estimation errors.

The Ok Tedi open pit mine will have final wall heights in excess of 750m. The behaviour of these excavated slopes will be influenced by the presence of numerous defects. This paper discusses the identification of possible failure mechanisms within the pit walls based on mapped fault and joint data. Results from analyses using these data have formed the basis for the ultimate pit design.

Double corrosion protection (DCP) rock bolts have evolved to become complicated assemblies comprising numerous components. This complexity is mainly associated with durability considerations including potential exposure to adverse groundwater conditions and ensuring separation of dissimilar metals within the bolt assembly itself.Recent progress in the construction of glass-fibre reinforced polymer (GRP) rock bolts have the potential to provide a viable alternative to conventional steel rock bolts in civil tunnelling applications. The durability of the material results in a much simpler bolt detail and permits the use of resin rather than solely cement based grouts.This paper presents the findings of the comparative structural testing of GRP bolts with conventional DCP steel bolts. The axial load performance, including stiffness, ultimate capacity and ductility of bolts are compared. Shear behaviour of bolts is considered, including durability issues associated with damage to the plastic sleeve used in DCP bolts.The paper also considers other issues which are relevant to the design of temporary and permanent rock bolts used in tunnel support, such as initial tensioning and grouting. Kalgoorlie Consolidated Gold Mines Pty Ltd is currently developing the 'Super Pit' gold mine in the mining area known as the Golden Mile adjacent to the city of KalgoorlieBoulder, Western Australia. The presence of numerous abandoned mine workings and complex structural geology has required considerable geotechnical input into the determination of the optimum pit slope geometries for both interim and ultimate pit slopes. Slope design is based on detailed site investigation and stability analysis which is balanced with historical operational experience. This paper discusses the process of determining the optimum pit slope angles for each of the stages of the west wall of the 'Super Pit'. The risks associated with slope instability are discussed for each stage.

The use of rock bolts as permanent support has been prohibited by client specifications in several recent large tunnel projects in Australia. The justification for this appears to lie in concerns with proper and verifiable installation procedures rather than concerns with the intrinsic durability of the corrosion protection systems. However, in civil tunnels, preventing the use of permanent rock bolts for long-term support results in the use of cast in place concrete lining which in some instances would otherwise be unnecessary.

The process of sampling blasthole cones utilising personnel to manually shovel material into sample bags is a long-standing industry accepted process. However, this method has several drawbacks, including the safety issues around having personnel performing manual sampling in a harsh environment and the variability involved in getting a human to repeatedly get a ‘shovel full of dirt’, and make it always representative. Geophysical blasthole sampling, or utilising a Downhole Assaying Tool (DHAT) has been tested and has now begun implementation at many iron ore sites throughout the Pilbara region, Western Australia. This method uses a geophysical tool to capture data within blastholes, and together with a semi-autonomous logging platform to minimise risks around manual handling, delivers a multielement proxy-assay which can be utilised by the mine geology team to accurately domain the orebodies. Logistically, the combination of a specially designed tool and semi-autonomous truck are the way forward for a safer and more data-robust blasthole sampling practice. The method utilises a neutrongenerating geophysical tool and linked elemental spectroscopy sensor, which measures the response of the material surrounding an open hole. This delivers results at submetre intervals. These results are then utilised, similar to blasthole sample results, to map out areas within the blast pattern that are ‘ore’, ‘waste’, or ‘other suitable grade’. This paper outlines a project that has been in ‘proof of concept’ at selected Fortescue sites over the last few years with testing of these tools carried out on reverse circulation (RC), diamond drill and blastholes. The method is now being implemented at operational hematite mine sites. Fundamentally, the method adds more than enough value to justify its implementation. The aim is that these learnings will enable the greater industry to adapt, implement and improve their mining practices. Ultimately, the outcome will be greater value in mining for the industry by having a larger volume of good quality data to make reliable decisions on material movements, minimising ore-loss and dilution, and maximising the value of our current and future orebodies.

"It has been recognised that the presence of clay minerals in ores adversely affect flotation performance. In this study, changes in rheological properties of the flotation pulps under normal operating conditions were studied with additions of bentonite and kaolinite clays at various concentrations. Zeta potential measurements were also carried out to determine the changes in surface charge due to adsorption of clay particles. The results showed that bentonite clay adversely affects floatability of pyrite while kaolinite clay had a lesser influence on flotation of pyrite. The addition of Ca2+ ions to the pulp containing bentonite modified the rheological characteristics and in turn improved the pyrite flotation. It was also observed Ca2+ ions suppressed the swelling properties of bentonite and altered surface charge properties of bentonite clay particles. It has been shown that the flow index affected the ultimate recovery and it may provide a means to monitor flotation performance in routine plant operations.Citation:Basnayaka, L, Subasinghe, N and Albijanic, B, 2016. Open pit mine enterprises are complex systems that depend on multiple parameters such as mineral grade distribution, geotechnical characteristics, economic conditions and engineering requirements, all of which vary in time and space with a different degree of uncertainty. The unpredictable nature of these inputs imposes a risk to mine owners and shareholders which in the worst case can lead to highly undesirable financial outcomes.Desktop studies commonly examine a set of scenarios based on adjusting variables such as commodity prices, mining costs, processing costs, and metal recoveries to understand their relative impact on the economics of a project. It is less common to systematically explore and simulate hundreds of alternative physical designs to understand and compare the financial risk associated with one or more mining projects.This paper presents a risk assessment tool set and methodology that uses web based cloud computing to enable multiple simulations of mine designs to be rapidly and efficiently executed. The methodology includes generating random sets of prices and costs values within their respective probability distributions. Pit designs are then created to maximise the profit for each set of input variables. Various approaches to analysing the results are discussed. Underground mining for gold began in Beaconsfield in 1877 and development of the Tasmania Mine saw the sinking of multiple shafts, including the Hart Shaft over the ensuing 35 years. The mine closed in 1914 at a depth of 455 m due to prevailing economics, eventually reopening in 1999. The modern mine closed in 2012 after extending the mine from a historical depth of 455 m to the exhaustion of the modern Ore Reserve at a depth of 1210 m. West Tamar Council took over the lease for the immediate area around the Hart Shaft as an extension of the adjacent museum. The Hart Shaft and above ground structures became a significant drawcard for visitors. Tasmania was affected by sustained wet weather during May, June and July of 2016 which caused severe flooding and significant Statewide damage. This uncharacteristically intense wet weather caused saturation of the ground surrounding the Hart Shaft. Eventual shaft failure was first identified in August 2016. The failure of the shaft occurred at approximately 50 m below surface and resulted in a plug of material completely blocking the shaft. Significant surface subsidence affecting the surface infrastructure ensued. Due to the unstable nature of the surrounding material, it was determined that addressing the failure above the blockage would not provide a permanent solution to prevent the continued flow of material into the shaft. Many options to stabilise the shaft were considered, however it was assessed that a concrete plug in the shaft in competent ground at a depth of 100 m below surface and well below the blockage, would provide the only long-term solution. Man-entry was considered unsafe. The solution to access ultimately entailed filling the entire shaft with granular fill up to 100 m depth to act as formwork for a concrete plug. The rising mains at 400 mm and 250 mm diameter, which remained in place in the shaft, provided the avenue for placing the fill and ultimately, the concrete plug. Once the plug was in place the remainder of the shaft up to the underside of the blockage and over the top of the blockage to the surface was successfully filled with a combination of more granular fill and flowable cement stabilised sand. The Hart Shaft and surrounding above ground infrastructure was successfully stabilised and re-opened to tourist access. CITATION:Johnson, D, Turner, A and Hills, P, 2018. One of the earliest and continuing challenges in driving sustainable development in large scale resource industry projects is around the issue of assessment û how do you measure the sustainability of a mineral operation? One of the key road blocks when confronted with this challenge is the temptation of technical folks to reach for a definition of sustainability or sustainable development. But definitions, by definition, have boundaries and limitations that serve to constrain thinking û they limit the thinking of what we can achieve with sustainability (it also acts as a barrier that constrains innovation). Rather than seeking definitions, better understanding of the core perspectives around sustainability and their application to the minerals industry provides a much more powerful platform from which to conduct assessments. But it is only when these perspectives are combined with the right framework and supporting techniques that the complex becomes doable. With the support of the perspectives and the framework, various assessment and measurement methodologies can be used; the challenge is communicating to stakeholders the sustainability character of the project in ways that are meaningful and to which people can connect. Assessment is not about finding the best or most accurate methods that fulfil strictly academic and possibly abstract requirements. The challenge is to help people understand what the impacts are, and what the value contributions will be, in a format and language that make sense in their world-view.

"The Jaguar project is relatively unique in that it was evaluated, financed, built and operated to completion within the last ten years, providing the opportunity to holistically review and reconcile expectations against the actual outcomes. It is a case study that allows wider conclusions to be drawn with respect to the risks and opportunities involved with project evaluation and execution.Jaguar is located in the Leonora Mining District of Western Australia and was commissioned in mid-2007 as an underground accessed, single high-grade volcanic-hosted massive sulfide (VHMS) deposit with an on-site concentrator, producing copper and zinc concentrates exported via the Port of Geraldton to South-East Asian markets.The feasibility study (FS) had several iterations (JML, 2005a); the last dated July 2005 was specifically targeted to secure project funding, and summarised the reserves-only portion of the resource and its planned exploitation. The commissioning of the mine was the transition for the owner Jabiru Metals NL from junior explorer to producer and the project was the dominant asset of the company.Jaguar operated through several significant deviations from the linear project plan set out in the FS, including the Global Financial Crisis (GFC), a corporate takeover and disruption to the mine plan from the onset of material geotechnical issues. Whilst the GFC or mining disruption were not specifically predicted in the FS or peer reviews, the generic effects of the events were assessed in the project risk assessment and they influenced subsequent management decisions. In parallel to the internal project-specific risks, the short planned life of Jaguar was a risk to the continuation of the corporate entity which was being addressed by significant investment into brownfields exploration to extend or replicate the project, and ultimately added value such that attracted a corporate takeover.Holistically, the project delivered the returns predicted in the FS, but in a much different guise than was expected. This paper will describe the reality of operations compared with the study predictions and expectations through the perspective of the project and corporate risk assessment.CITATION:Jacobs, R, 2016. This dependency has implications in the management of risk in the supply process which requires a special procurement organization and program commitment to be successful. Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

The words ""Uncertainty"" and ""Risk"" pervade every discussion about mining exploration and investment. Perhaps these terms are subjectively understood by industry professionals, but objective portrayal of these concepts outside the industry is a woefully undeveloped science. This paper addresses current industry understanding and practice regarding quantitative risk assessment techniques, and provides examples of the application of three of these techniques. Probabilistic techniques for financial risk assessment are valuable adjuncts to conventional financial analysis, and address a range of issues not assessable by any other means. The value of whole-of-project probabilistic risk assessment is currently debatable for decision-making purposes, but is seen as important as a mechanism to focus attention to the critical issues that ultimately impact on project success. The dissection of project capital into risk and non-risk components provides valuable insights into risk characteristics not readily quantifiable in any other way. This technique also provides a framework for more objective ""what if?"" scenario evaluation and for the capital structure of resource projects. Finally, mechanisms for the valuation of undeveloped reserves are examined, and guidelines suggested. The importance of reliability in production cost estimates is highlighted and the impact of early development on reserve valuations is discussed. The importance of economics throughout all stages of the evaluation process is fundamental.

Iron ore is normally sold in bulk at certain specifications. These include iron grade and specific contaminant grades, typically silica, alumina, phosphorous and sulfur. These target grades are normally agreed between the mining company (producer) and the steelmaking company (customer).This study presents an alternative to traditional cut-off grade calculation, using linear programming that maximises the total ore inventories within a predefined mining envelope while meeting the specified targets. Providing a feasible mining sequence that maintains the target grade is not covered in this study.The method was applied to Fortescue’s operations. The complexity arising from differing ore quality within each mining horizon, variable yields and upgrades and the need to control iron and contaminant grades provided a good opportunity to test an alternative method of ore selection. The new method significantly reduced the time spent in cut-off selection and sensitivity analysis, and provided an optimised solution.CITATION:Aros, M and Reilly, L, 2014.
