THE opening session of the Institute was held at the rooms of the American Society of Civil Engineers, No. 4 East 23d Street, Vice-President R. W. Raymond in the chair. WHEN the present Chairman of the Coal Division, A.I.M.E. applied for membership in the Institute 28 years ago one of his endorsers was Howard N. Eavenson, with whom he has now been associated as a partner in a Pittsburgh consulting coal - mining engineering firm for 22 years. Back of that association was some ten years of operating work in Kentucky. Mr. Alford was born in Philadelphia on Dec. 11, 1887, and was educated in Quaker schools, graduating from Swarthmore with an A.B. in 1909, later receiving a B.S. and an E.M. from the University of Pittsburgh. In the summers of 1907 and 1908 he had his first taste of coal mining as a chainman for the U. S. Coal and Coke Co. in Gary, W. Va. Upon graduating in 1909 he got a job on the by-product coke ovens of the Illinois Steel Co. at Joliet, Ill., but a year later went to Kentucky as superintendent of the Shamrock mine of the St. Bernard Mining Co., by which company he was employed for the next ten years. Successively he was assistant chief engineer, chief engineer, and assistant to the president. His duties were varied, including all the engineering duties commonly associated with coal mining, both underground and on the surface, construction of washing plants, prospecting, reports on new properties, power plants, safety work, and labor relations.

IN April 1949, Newfoundland became the tenth province of Canada. It had been a Dominion of the British Commonwealth, though actual Dominion status had been suspended for some fifteen years. During that fifteen-year period the Government had been by commission. Throughout the regime of the Commission Government, a limited program of investigation of the mineral resources of the country was in progress. It was during this period that the investigation of the iron resources of Labrador by the predecessors of the Iron Ore Company of Canada began. Since Confederation there has been a marked change in the attitude of mining capital to the new province and a notable acceleration in the tempo of prospecting and exploration. There is no private Newfoundland capital available for mineral exploration. In the past, as now, capital must be attracted to the province. Prior to Confederation, Canadian capital had to cross the barriers of customs and immigration. American capital hazily regarded Newfoundland as part of Canada, with one notable exception, the American Smelting and Refining Company at Buchans. Buchans The most significant mining development in Newfoundland today is the property of the Buchans Mining Co. Ltd., a subsidiary of the American Smelting and Refining Co., located at the town of Buchans. Their milling operation produces lead, zinc, and copper concentrates by selective flotation, and also produces a small amount of gravity concentrate. Presently the mill treats, about 320,000 tons of ore per year. Production started in 1928 at 500 tons per day and has been raised over the years to the present figure of 1200 tons per day. Conventional prospecting methods uncovered the original deposit. It was first examined as a possible source of sulphur from pyrite. Geophysical prospecting and diamond drilling resulted in discovery of enough additional ore to warrant a large scale operation. Mining is by open cut methods. In addition conventional underground cut and fill stoping and square set stoping methods are employed. Between 850 and 900 men are employed at Buchans. Concentrates are shipped by rail to Botwood and leave the country through the port. Buchans Mining is currently investigating a Crown concession covering an area of approximately 6250 square miles, adjacent to the area of present operations. Aerial photographs have been made of the area, and geologic parties, supplied by plane, are in the field during the summer months. The concession lies south of the Falconbridge concession. The geology of the Buchans area can be divided into three groups. The first category is the oldest and called the Buchans Series. It consists of volcanic lavas, breecias and tuffs and underlies most of the Red Indian Lake Basin. The second is a group of igneous rocks such as granite and quartz porphyry intrusive in the volcanics. It makes for rough country north and west of Buchans. ERLE VICTOR DAVELER, who in his application for membership in the Institute in 1909 modestly described himself as "millman," was born at Denver in 1885 and graduated from the University of California in 1907. After a few months' work at gold mills in California he went to Tonopah, where for the next two years he had a varied experience working on pumps, convey- ors, tube-mills and filters. For the following two years he was experimental foreman and metallurgical engineer for the Utah Copper Co. at Garfield. He was sent in 1911 to be assistant superintendent of mills at the Ray. From 1913 to 1917 he was mill superintendent at the striking but unsuccessful experiment in large-scale low-grade gold mining of the Alaska Gold Mines Co.

IN the Leadville district toward the close of the "intermediate mesothermal period" of mineralization, there occurred a stage of ore deposition marked by a rather complex mineral association. As bismuth minerals formed in many places during this period, it is here called the "bismuth stage" for convenience of description. The minerals so far identified with this stage, listed roughly in the order of prominence, are: chalco-pyrite; several varieties of galena, differing slightly from one another in their small contents of silver, bismuth and tellurium; altaite; hessite; galenobismutite; alaskaite; aikinite; gold; tennantite; argentite; and perhaps sphalerite and arsenopyrite. With the exception of gold, the age relations of these minerals are difficult to determine. As shown in their descriptions, they all appear contemporaneous and hypogene. Gold may be in part contemporaneous, but most of it is distinctly later. Where minerals of this stage occur so that they can be mined alone, as at the Tucson mine, they constitute high-grade ore. Elsewhere their presence in small amounts has served to increase greatly the value of what otherwise would be low-grade pyritic or zinc-lead sulphide ore. The distribution of the bismuth ores corresponds closely to the distribution of gold ores, though not so general. It seems probable that most of the gold in the district was deposited during the "bismuth stage." These ores occur relatively near the supposed centers of mineralization in Breece and Printer Boy Hills or deep down along the Tucson-Maid fault, which is one of the well recognized channels of mineralization in the Iron Hill and Graham Park areas- Consideration of the high-grade nature of this mineralization and the fact that it appears to be found relatively close to the source of mineralization suggests that prospecting along some of the known channels, even deeper than they have yet been prospected, may offer hope of commercial success.

Four years of intensive exploration effort by Newmont Mining Corp. came to a climax May 27 in Carlin, Nevada, when local, state and federal officials joined with company officers at a dedication ceremony saluting the start-up of the firm's wholly- owned subsidiary, Carlin Gold Mining Co. Before an invited audience at the plant site, Newmont's President Plato Malozemoff and Nevada's Senator Howard D. Cannon pushed a lever and watched the new melting furnace rotate until a brilliant orange-red stream of molten gold poured forth from its mouth. Two 1200-oz bricks of bullion were poured that day, and they are the first of many that will lift this mine into the number two slot among U.S. gold producers and fourth among all gold mines on the North American continent. Although Newmont Mining first entered the gold mining business in 1929 in Grass Valley, California, the Company had operated no gold producers since the well-known Government directive L208, issued in 1942, closed down U.S. gold mines for the duration of World War 11. Now it is back in the business in a big way-a $10 million mine and plant capable of producing 200,000 oz. per year. All the gold from the Carlin operations is earmarked for the U.S. Mint in San Francisco.

Since 1964. Newmont Mining Corp. has been engaged in a systematic research and development of computer techniques for a variety of mine planning applications. The general objective of this effort has been twofold: first, to arrive at a viable near-optimum plan for mining a particular orebody and, second, to decrease the financial investment by reducing the man-hours required for mine planning. Three major phases in the evolution of Newmont's computer techniques for mine planning are discernible. In phase one, the computer's ability to duplicate manual drafting and contour mapping was developed. Obviously, all recognized geologic characteristics had to be included, and consequently the development of computer techniques for the proper incorporation of structure, stratigraphic trends, and other geological features was a significant aspect of phase one.

The Telfer Project, one of the world's newest gold mines, is located about 300 km (190 miles) northeast of the Mt. Newman iron ore project in the northern part of Western Australia. The first mineral claims were staked in 1972; and by mid-1975 ore reserves of 3. 8 million mt (4. 19 million st) of 9.6 g per mt (0. 28 oz per st) ore had been indicated. It is interesting to note that Newmont spent more than 10 years and A$10 million in Australia for extensive mineral exploration before finding the Telfer deposit, and then spent approximately A$3 million in exploration and feasibility engineering on Telfer. Including this A$3 million, a total of A$27 million was spent to complete construction of the mine, village, gold treatment plant and associated roads, airport, water and services. Over 50% of the capital cost is in the metallurgical facility, or approximately A$10, 000 per ton per day. All economically significant gold mineralization at Telfer occurs in a series of layered quartz-limonite reefs in which the former pyrite has been oxidized to limonite to a depth of 100 m (330 ft). The most important gold reef occurs at the base of the siltstone-shale horizon within the enclosing sandstone dome -like structure. At the Main Dome structure the dipping ore horizons will be mined to a vertical depth of about 60 m (200 ft) by open-cut methods. The waste-to-ore ratio is approximately 12:1. Eventually 44 million mt (48. 5 million st) of ore and waste will be mined. Mining of the waste is by contract; however, the ore and a thin layer of waste is company-mined. Dilution from mining the geological ore reserve is about 10%. The ore is completely oxidized and the gold occurs free within the reef, material as discrete particles of varying but mainly fine grain size. Most of the gold is "free milling"; that is, over 50% of the gold is coarse enough to be recoverable by gravity concentration. Two duplex mineral jigs receive the two cyclone underflows from the grinding circuit. The rougher jig concentrate is up-graded on a continuous strake from which the concentrate is tabled to produce a final free gold product. Jig tailings are returned to the ball mill and the concentrates are amalgamated. Gold amalgam is pressed, retorted, and melted into gold bars. The gravity gold recovery circuit is the same as was used in many of the gold mills in California in the 1930s.

Faulty rock dusting of the New Orient Mine at West Frankfort, Ill. was declared to have been the primary cause of the extent of the blast that killed 119 men on December 21. Walter Eadie, state director of mines and minerals, ascribed the explosion to the ignition of methane in a working place about a mile northwest of the shaft of the mine. The initiation of the combustion was either by a spark from electrical machinery or from men smoking in the mine. It was surmised that a train of empty cars stalled in a ventilation door, had caused sufficient disturbance in the ventilation system to permit accumulation of gases. The Federal Bureau of Mines said that the Illinois explosion was caused by an electrical spark that touched off the clouds of gas present because of the faulty ventilation equipment. The bureau report listed three conditions as primarily responsible: An inadequate ventilating system, operation of faulty electrical equipment and the presence of large accumulations of fine coal dust capable of exploding. "This coal dust, principally along roadways, was not removed from the mine or rendered inert by the application of sufficient rock dust," the report stated. Investigations showed that an even more disastrous blast was averted because the explosion eventually reached areas where it could expand into open workings and where enough rock dust had been applied to retard it.

Large scale mining of Mesabi taconites may have moved nearer to realization with the arrival of the latest model Linde Jet-Piercing machine at Reserve Mining Co.'s Babbitt, Minn. property. When the machine is placed in operation it is expected to pierce blast holes in the hard taconite beds up to 10 times faster than is possible with existing drilling equipment. The new primary blast hole drilling machine has been designated the JPM-3, and is the successor to the JPM-1, in operation at Erie Mining Co.'s taconite mines at Aurora, Minn. The size of primary blast holes which can now be pierced has increased from a nominal 61 in. diameter to 71 in. diameter and maximum hole depth has increased from 35 ft to 47 ft. Development has progressed to where 71/2 in. holes can be pierced with the same speed as 61/2 in. holes. Piercing progress is controlled by electronic blowpipe descent controls. Other features of the JPM-3 include: automatic burner ignition from the operating cab; heated and air conditioned operating cab designed for all-year operation; mechanical improvements for sub-zero operation common to the Mesabi, and redesign of wearing parts for longer service with minimum maintenance. The 40-ton machine is self-propelled. Power, oxygen, and cooling water lines trail from the machine. Jet piercing is based on combustion products of oxygen and a liquid fuel such as kerosene. The flame, jetting from a burner at speeds of about 6000 ft per sec, disintegrates layers of spallable rock. The burner is cooled by water which is then directed through orifices around the periphery of the burner. The water changes to steam and carries the spallings out of the hole. The equipment used in Jet-Piercing is essentially a tractor-mounted blowpipe containing a combustion chamber and nozzle, which is in effect a miniature rocket motor, from which the supersonic combustion gases emerge to do their work.

Establishment of a Bureau of Mineral Research at the Michigan College of Mining and Technology, initiated by the State of Michigan with legislation in 1951, is moving toward realization. The Michigan Legislature appropriated $24,000 to cover preliminary costs of plans and specifications for "engaging in a broad, widespread study of the beneficiation of lowgrade ores, of ore dressing, and all the problems of metallurgy that enter into such a program." Ralph C. Calder, of Detroit, who designed Michigan Tech's campus buildings, is preparing plans for the proposed Ores Research Building. Members of the college staff, Professors F. J. Tolonen, W. E. Keck, and Research Engineer Paul Jasberg are assisting in preliminary planning. C. Harry Benedict, retired chief metallurgist of Calumet and Hecla and a member of Michigan Tech's Board of Control, is assisting with technical details. Professor Nicholas Manderfield, head of the department of Mineral Dressing, was assigned to visit other research installations and suggest plans for the Bureau.

The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

Albert Sauveur writes, on Apr. 16, 1918, while the German offensive was at its height, as follows: "In spite of the German guns and air raids we are all in good health and spirits and shall leave Paris only as a last extremity. Our unlimited confidence in Foch, however, makes us believe that it will not be necessary. I trust that everything is well with you at the Institute." Harold Whittingham entered the active service with the heavy artillery in England at the beginning of the war and has been fighting in France since February, 1915. He now holds the rank of Major. On Dec. 17, 1917, after being wounded, he was taken prisoner by the Germans, and, so far as is known, is still in a prison camp in Germany. Charles W. Wright, who is a Captain in charge of the work of the American Red Cross in Sardinia, Italy, writes that the service there is giving aid to about 80,000 soldiers' families and is upholding the good repute of America in that place. W. S. Holloway in 1914 joined the Sportsmans' Battalion of the Royal Fusiliers as a private, but is now a Lieutenant in the Royal Engineers, Mining Corps. He received the Military Cross while mining at the Front in France. A. L. Queneau writes the following interesting account of his experience of the war. Professor Sir John Cadman, K. C. M. G. (1918) D. Se., F. G. S., M. Inst. C. E., was for two years Technical Adviser' of the Chemical Warfare Department and Liaison Officer between British and French Forces. The Cross of Officer of the Legion of Honor was awarded him in 1917 by the President of the French Republic "in recognition of valuable services rendered by him in the cause of the Allies." At the moment, Sir John is Director of the Petroleum Executive and Chairman of the Inter-Allied Petroleum Conference. In 1915, he was Technical Adviser of the Trench Warfare Supply Department and was awarded C.'M. G. in 1916. J. Edwards-Leckie, C. M. G., D. S. 0., went to Valcartier as second in command of the 72d Regiment, Seaforth Highlanders of Canada, with rank of Major, and later sailed for France as second in command of the unit now known as the, 16th Battalion, the Canadian Scottish. He was promoted to Lieutenat-Colonel on Aug. 14, 1915, and returned to England to take command of the 2d Canadian Reserve Training Brigade at Shornecliffe. On Jan. 2, 1916, he was promoted to Colonel. R. G. Edwards-Leckie, Lieut.-Col. of the 72d Regiment, Seaforth Highlanders of Canada (which unit later became known as the 16th Battalion, The Canadian Scottish, and under that name distinguished itself in France), left Canada for "Over There" on Sept. 14, 1914. He was promoted in France to the rank of Brigadier-General on Aug. 14, 1915, and served until severely wounded in February, 1916. He was Acting Chief of the General Staff, Canadian Overseas Forces in England from September to December, 1916. He returned to Canada in May,

Stanley C. Bullock, Captain, Royal Engineers, has been awarded the Military Cross. Charles L. Cantley was commissioned Lieutenant in the Fifth Royal Highlanders of Canada and went to France with the first Canadian contingent early in 1915, being Quartermaster of the Battalion. He went through the second battle of Ypres, Festubert, St. Eloi and the other engagements in which the Canadians were engaged up .to July, 1915, at which time he was promoted to the rank of Major. He was later ordered home by General Sir Sam Hughes, then Canadian Minister of War, and his services were loaned to the Nova Scotia Steel & Coal Co., suppliers of shell steel and forgers of shells in Canada. He continued with this company as chief officer in charge of munitions until the latter part of 1917, when he sailed for England with his old regiment. John D. Cooner was wounded on Apr. 9, 1918, by shrapnel, and is now in a hospital in Paris. He is getting along nicely. T. C. Gorman was killed in action in France on Mar. 18, 1918.

K. Baumgarten has returned from active service in France. He reports that he saw C. W. Campbell, formerly with the 2d Engineers on the Chateau Thierry front, and believes that the latter returned to the United States on August 1. He also saw J. J. Croston; G. J. Sielaff, recently transferred to the Gas Service; Thomas M. Smither, survivor of the Tuscania after a 10-mile swim to Ireland. While in Paris he en-deavored to see Prof. Sauveur, but was unsuccessful. F. K. Borrow was given a commission as Lieutenant in the Royal Garrison Artillery in 1914, but had to relinquish it, on account of ill health, in August, 1915. His health has much improved and he hopes to resume active work toward the end of this year. Davis, A. W:, see British Columbia Engineers, below. Alfred Fox, Jr., enlisted in the Public Schools Brigade, Royal Fusiliers, in September, 1914; was gazetted Lieutenant in the Royal Field Artillery in December, 1914, promoted to Captain in November, 1915, and Adjutant to 78th Brigade, Royal Field Artillery, in January, 1916. He was appointed Staff Captain of the 12th Divisional Artillery in November, 1917. He has served continuously in France since July 1, 1915. He was awarded the Military Cross in January, 1917, and four times mentioned in despatches. E. Fraser-Campbell writes that he joined the London University 0. T. C. in January, 1918, for five weeks; enlisted with the Argyll and Sutherland Highlanders in February, 1918, and attended a training course for officer cadets at Chatham for six weeks. He was commissioned 2d Lieutenant, Royal Engineers, in April, 1918. After two months on home training at Chatham, he landed in France on June 23, 1918, posted to 180th Tunnelling Co., R. E., and is now with his unit up on the line.

John M. Cairns, in an interesting letter dated June. 19, 1918, tells us of his experiences in Italy. He says, "It may interest you to know I came out to Italy after being on the Afghan frontier of Indian Baluchistan, in August last year, and for some time was posted at Turin as Railway Transport officer. At that time Turin was in the toils of the riots which were the forerunners and preliminaries which led up to the great Italian retreat (Capretto). Since then I have been all over Italy from (deleted by the censor) in Transportation intelligence, and now have just been transferred to the Directorate of Requisitions and Hirings, which now permits great opportunities of going nearly all over Italy (deleted by the censor).
