In these times of sharp rivalry, both as to price and quality, among the makers and venders of engineering explosives, it is often desirable to be able to determine the relative energy or value of the various explosives offered for sale, in order to purchase intelligently ; or, having contracted for a large amount of an explosive of a certain standard quality, to be able to ascertain if the manufacturer keeps his product up to the specified standard. The simple and inexpensive apparatus described below was devised by the writer while engaged on the improvement of the Tennessee River, at MuscleShoals, under the direction of' Major W. R. King, U. S. Engineers, in the summer of 1879. It answered the purpose so well that it is thought that a brief account of it may be of interest to other engineers. It consisted, essentially, of an old blacksmith's anvil and a common striking hammer, such as is used for driving rock-drills. The anvil was placed face downward on solid, level ground. In what was then the top of it, a vertical hole, one and one-fourth inch in diameter and about one arid three-fourths inch deep, was made with a ratchetdrill. The surface of the anvil immediately around the drill-hole was made as true and smooth as possible with a file. It is with sincere regret that the members of the Institute will have heard of the death, on March 17th last, at Terre Haute, Ind., of Professor Charles 0. Thompson, A.M., Ph.D., President of the Rose Polytechnic Institute of that city, and for many years pre viously the head of the Worcester County (Mass.) Free Institute of Industrial Science, and in 1881 and 1882 one of the managers of this society. To us he was chiefly known by the excellent character of the work which he had performed, as a recognized leader among the technical educators of the country. He was a constant, and interested atten dant at our meetings, seeking to acquaint himself not less with all that was noteworthy in the practical attainments and developments of the branches of industry represented by our membership, than with such such facts as would be of service to him in shaping or guiding a wise course of instruction in the institutions of which he had charge. We shall not soon forget him, or the genial courtesy of his manner, or his ready words and thoughtful comments. Charles Oliver Thompson was born September 25th, 1836, at East Windsor Hill, Conn., where his father, Rev. William Thomp son, D.D., was professor in the Connecticut Theological Seminary, since removed to Hartford. The son was fitted for college under the late Paul A. Chadbourne, and entered Dartmouth College in 1854. He was graduated in 1858 with honors. In all the studies of his course he had maintained a high rank, but showed marked proficiency in chemistry and mechanical philosophy. In 1861 he received the degree of A.M., followed by that of Ph.D. from his own college in 1879, and from Williams in 1880. In September, 1858, the year of his graduation, he became principal of the Peacham Academy, Vt., remaining in that position until November of 1864, though during that period he devoted several months to practical work as a surveyor and civil engineer. Thus his experiences were developing the qualities which, later on, fitted him to carry out so successfully the plans of the thoughtful projectors of a new system of technical education, along a path before untrodden, but which the test of time and the indisputable proof of success have shown to be both wise and fruitful.

The formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write—and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore able to present an authoritative sketch—concerning the details of which I shall add my own comments, and some particulars obtained from friends. James Duncan Hague was born Feb. 24, 1836, at Boston, Maes., where his father, Rev. William Hague, D.D.,an eminent clergyman, then resided. After a preliminary education in private schools, he studied in 1854 at the Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. 5. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property. HAVING had considerable practical experience in the management of colored mining labor in the South, I have thought a few observations upon its peculiarities might interest those not personally familiar with it. In mining, as in all other departments throughout the South, this class of labor is largely in excess of any other; and its characteristics need to be known and duly taken into consideration by those who may be charged with the conduct of southern enterprises. The colored laborers are fervently religious, intensely superstitious, improvident, and usually good natured and happy,—in a word, they are like children. That strong religious emotions do not involve necessarily a moral sense highly developed in the direction of ethics, is shown in the propensity of the colored population for chickenstealing, and in the brutal fights and other outbreaks of which they are not infrequeutly guilty, upon any slight provocation. It is only fair to say, however, that many individuals among them are in the highest degree steady and trustworthy. To one accustomed to seeing white miners at work in the middle, northern or western States, the colored miners seem somewhat slow and lazy. But their efficiency is greater than it appears to be. During November and December, 1907, four serious mine-explosions occurred in the Appalachian coal-field, which resulted in the loss of nearly a thousand lives and caused an eliormous damage to propcrty. These accidents attracted more than the usual attention; coal-trade and engineering papers contained many comments and suggestions on the cause and prevention of accidents; the daily press in many instances condemned the coal-operators and charged these accidents to their negligence, or their anxiety to make money without adopting precautionary measures. Immediately after cach accident the respective State authorities ordered close investigations to be made, with the view of establishing the cause and suggesting remedies to prevent recurrence. Representatives of the Technologic Branch of the IT. S. Geological Survey, to whom the investigation of mine-accidents had recently been delegated by the Secretary of the Interior, visited the mines and co-operated with the local authorities in their determinations. It may be safe to say here that an investigation of a mine after an explosion has occurred discloses but little, because the causes hare been removed and conditions have been entirely changed. On Jan. 8, 1908, the coal-operators of West Virginia organized an association at qTashington for the purpose of making extensive investigations, and sufficient funds were pledged to carry out this work. At this organization meeting, the representatives of the Geological Survey present had no suggestions to offer as to the cause of these accidents. An examinatiou of the various reports concerning these accidents indicates that the explosions were caused by the ignition of gas or dust; they show the point of origin and the direction in which the force was expended, and give a detailed description of the damage done. The installation of the Gayley dry-air process appealed specially to the management of the Warwick Iron & Steel Go., for the reason that for fifteen years records had been kept at the works of the company, showing the amount of water entering the furnace in the form of aqueous vapor, and careful observations had been made of its effect upon the working of the furnace. Some years had proved much worse in their effect than others, on account, not only of excessive moisture, but also of great variation in the moisture from day to day, and sometimes within a few hours. It had been found impossible to make a satisfactory percentage of high-silicon foundry-iron in summer, even on high fuel; and for some years the endeavor had been made so to arrange the sales that, during July and August, only a small percentage of the iron produced would be required to carry more than 2 per cent. of silicon. Our larger furnace, running on basic iron, year after year, produced in February a tonnage 20 per cent. higher than in August, 011 a much lower fuel-consumption, while, at the same time, the summer months were marked by " messes," tuyeres closed by slips, and other irregularities, constituting serious additional business losses. It will be easily understood, therefore, that the records made at the Isabella furnace after the installation of the dry blast in 1904 possessed special interest, and were closely watched by us. On the basis of our own experience, we argued that if the moisture could be kept low, and also uniform, the cost of installation would be more than justified. Delays in the completion of the alterations to the plant at the works of Messrs. Oliver Bros. and Phillips, in Pittsburgh, coupled with the increased demand for metal made from regular Bessemer pig, placing the firm many hundreds of tons behind in their deliveries, prevented Mr. Henry W. Oliver, Jr., from redeeming his promise to place his works at my disposal for further tests of high-phosphorus irons, until May 5th. Upon that date, I assumed charge of the operations in his steel-plant. Mr. Oliver had purchased Neshannock pig as a basis for a supply of phosphorus. My information is to the effect that this iron is made from low-grade Lake Superior ores and mill-cinder, the latter "ore" being utilized to about 40 per cent. of the total mixture. At all events the pig had quite as much phosphorus, and in as varying quantities, as the most exacting could desire. My experiments of last fall had well satisfied me as to the effect of from 0.35 to 0.55 per cent. of phosphorus in the Clapp Griffiths metal. Hence at this time my first trials were directed to

The immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages—in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, me Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. What Did Mr. Gayley Invent? Realizing that this is not the place for detailed argument on an issue of patent law, I shall not undertake to quote and criticise the publications prior to Mr. Gayley'a first patents. It still rains in the Choco! I well remember one evening a dozen years ago, while traveling toward the town of Negua in a small champa or dug-out canoe, the rain fell so heavily that I had to work my hardest to bail out the water with a large totuma or gourd in order to keep the canoe afloat, the native boatman meanwhile plying his paddle in the stern. If any one thinks bailing is easy work, let him scoop out a quart or more at a stroke, 40 times a minute for half an hour, and I venture that he will change his opinion. These small canoes required only one paddler to make the 3 miles an hour which is the standard rate of aquatic progress on the Choco. Another time, on the Atrato river, about six o'clock in the afternoon, the rain fell so heavily that an empty gourd, 9 in. in diameter and 4.5 deep, was filled to the brim in 90 sec., timed by a watch. Such downpours are typical, but unless caught in one it is not specially noticed. These downpours seldom last more than an hour, and frequently cover only a limited area, occasionally falling on one bank of a river and not on the other. During the night-time, the rain, if gentle, will usually last until dawn, and sometimes an intermittent drizzle will keep up all day as well, although, as a rule, it rarely rains during the day. The rise of the rivers, due to the rain-fall, varies from a few inches to several feet. One night in August, 1899, the spuds of the dredge Margaret, operating on the Atrato river, showed a rise of 16 ft., and for 3 days thereafter occurred the greatest flood known in that district for 32 years. Fire-brick hot-blast stoves have been the subject of frequent discussions at the meetings of the Institute; and although it is my object to elucidate some of the points in connection with this subject, I will not go into the specific features of all types, but more especially call attention to a new type recently designed by Mr. Fred. W. Gordon. As the economical production of a ton of pig-iron is a more essential feature than a large output, much depends, where fuel cannot be obtained cheaply, upon suitable apparatus whereby high temperatures can be maintained. Where iron-pipe stoves have been employed, the fuel-consumption reached one and a half pounds of fuel, and, when a larger output was desired, often two pounds, to the pound of iron produced. The temperature attained rarely exceeded 900' F., and that at the expense of frequent renewals of the pipes, which was not inconsiderable. The sums given in the accompanying table are those actually paid for material and labor up to about August, 1875; but, as some parts of the machinery were not wholly completed at the starting of the works in September, 1875, the statement cannot be taken as an absolutely correct note of the total cost. A complete description, with engravings of the building and machinery, was given in Engineering, April 26th, 1878, in a paper by Messrs. A. L. Holley and Lenox Smith, to which convenient reference may be made. A detailed list of the construction accounts has been given in a paper, by the present writer, in vol. vi, Transactions of the Institute. A summary is given in the table of the items in each class which enter into the total cost, and also a note of the proportion which each of these items forms of the whole. A concise view may thus he obtained of the facts embodied in the statement as a whole, even though it cannot lay claim to completeness in showing the entire or final cost. An urgent suggestion has reached the writer from a distant country that such statements of cost to be really most serviceable should give the details in days of labor, in weight of iron, and in number of brick, and to this an assent is most cordially yielded. It is true, however, that the mere labor of copying arid compiling these details to such a degree of minuteness, would be very great, and, in any event, the probable difference between the plans of an existing establishment and one projected, would be so wide as to render even so complete a statement of cost of little more real service than the approximate notes given herewith.

Monazite is one of the minerals which, for a long time, was considered somewhat rare in its occurrence, but, upon a commercial demand arising for it, prospectors and engineers soon located large deposits of it in the Carolinas arid Brazil, and the supply has always been able to meet the demand. During 1908 further sources of supply of monazite have been discovered and developed in Idaho. North and South Carolina, however, are the only States that have thus far put any monazite on the market. Monazite is essentially an anhydrous phosphate of the rare-earth metals,ceriunl, lanthanum, and didymium,(Ce,La,Di)PO,. There is nearly always present a varying but small percentage of thoria, Tho2, and silicic acid, SiO2,, which are very probably united in the form of a thorium silicate, ThSiO4. Some mona-zites contain but a fraction of a per cent. of thoria, while others have been recorded that showed the presence of from 18 to 32 per cent.; but the majority contain from 3 to 9 per cent. of this oxide. It is the presence of the thorium oxide that gives the monazite its commercial value. The analysis occasionally shows also the presence of other constituents, as the yttrium and erbium oxides, zirconia, alumina, magnesia, lime, iron oxides, manganese oxide, and titanium oxide. Monazite is light-yellow, honey-yellow, reddish-, brownish-, or greenish-yellop. in color, with a resinous to vitreous luster, and is translucent to subtransparent. It is brittle, with a con-choidal to uneven fracture, and is from 5 to 5.5 in hardness, and from 4.64 to 5.3 in specific gravity. The magnetic iron ores of the Rees & Wilder tract, Unaka Mountains, East Tennessee, and North Carolina, so far as examined by me, are peculiar in containing considerable quantities of the mineral zircon in dark red-brown crystals, ranging in size from one-tenth of an inch, or less, to five-tenths of an inch in length. As zircons are decomposed by fusion with alkalies, the constituents may exert some favorable influence upon the iron product, which is generally acknowledged to be of superior quality.
