FIRES in mines are so serious in their consequences and of such frequent occurrence, that their causes and the means of extinguishing them are certainly questions of the greatest interest to a large part of the engineering profession. We have already, in this country, many mines which have been burning for years, and though our hard anthracite is so difficult to ignite that for a quarter of a century after it was first discovered it was not known how to burn it except with the aid of an artificial blast, yet most of the fires which have occurred underground have been in anthracite mines, and in the coal itself. The injury which these fires have caused to properties in various parts of the anthracite regions, and the cost of extinguishing them, would amount to many millions of dollars, and they have also occasioned the loss of many valuable lives. It is not surprising, therefore, that the subject has already attracted much attention, and the exercise of great ingenuity ; and the present communication is made less with the expectation of announcing anything new, than with the object of putting upon record the present state of our knowledge on this subject, or, in other words, of indicating how defective are the present means of combating underground conflagrations. (Causes of Mine Fires.-Even upon the surface, fire is a terrible foe to contend with, and there is probably no other which inspires such thorough and well-founded alarm. With what feelings, then, must we look upon this destructive element, when its field is in the narrow galleries of a mine, where the poisonous products of combustion, spreading in every direction, protect, in the most effectual manner, the fire itself from the attacks of extinguishers, while, if the face of attack be ventilated so as to enable them to approach the seat of the fire, the air current simply increases the extent and violence of the conflagration. Fires underground originate in as various ways as those on the surface, and it is scarcely necessary to say that, except in the rare cases where they are the result of design, they are invariably classed as " accidents," and most generally as " unavoidable accidents." According to statistics that have been compiled by the National Safety Council, U.S. Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. There isn't anyone who is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver isn't expecting a terrifying crash, the electrician isn't expected to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual. These are the victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed upon industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the U.S. Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it doesn't. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons: 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group 3) Physical or mental condition.

WITH the example of the steel open-hearth men and their round table conference before the copper men, the query naturally arose "Why cannot we do likewise?" The advantage of pooling and comparing knowledge on smelting in the copper reverberatory furnace seems particularly pertinent at this time when all metallurgical economies possible must be rigorously enforced. A great deal of data had also been obtained and filed during the period of litigation over the Carson patent, and it would naturally be available with the cessation of further suits. With these ideas in mind, H. Foster Bain took up the advisability of holding such a conference directly with the heads of all the companies in the United States operating copper reverberatories, and found a nearly unanimous response. The mining companies appointed representatives directly, or indicated to the heads of various metallurgical operations what members of their staffs should be sent to such a conference.

PRESENT enrollment of 182,361 students in the engineering schools of the United States and Canada represents an increase of 6.6 pct over the enrollment in these schools in 1951-52. Thus is brought to a halt the steady decrease in engineering enrollment that began with the close of the 1947-48 academic year, five years ago. The mineral engineering student picture is similarly encouraging. In the United States schools, 9453 students are preparing themselves for positions in the Mineral Industry. This is an increase of 8.3 pct over last year as compared with an increase of 6.6 pct in the total United States engineering enrollment. The rate of recovery for the mineral engineering group is thus more rapid than for the engineers as a whole.

IF the tonnage of merchantable iron ore remaining in the Lake Superior district is divided by the average of the annual shipments for the past 20 years, it will be found that this ore supply will be exhausted in approximately 35 years. This computed exhaustion period would be an indication of the future activities of the iron-mining industry if it were not for the fact that merchantable ore is being manufactured from low-grade ore, of which there is an almost inexhaustible supply in the Lake Superior district. It is true that at present only the simplest of these low-grade ores are being concentrated to any considerable extent, but progress is being made with the treatment of the more complex ores, and now, in addition to 20 washing plants on the Mesabi Range, three plants are equipped with jigs for the treatment of ore that cannot be concentrated simply by washing. The latest addition to the ore-treating plants of the Mesabi Range is a magnetic roasting and concentration plant at Cooley, Minn., in which ore that cannot be concentrated either by washing or by jigging is roasted to the magnetic state and concentrated on magnetic separators. This plant is beginning its third season of operation, and while it is too soon to make definite predictions, there are strong indica-tions that this new process may make commercially possible the manu-facture of high-grade, merchantable iron ore from large quantities of low-grade ore now considered worthless. After the iron oxide contained in an ore has been converted to mag-netite, almost any desired grade of concentrate can be produced, using magnetic-concentration equipment of the types now in general use for the concentration of the natural magnetites of New York, New Jersey and Pennsylvania. The conversion of hematite (Fe203) to magnetite (Fe304) is easily accomplished by heating the ore to a dull red tempera-ture in a reducing atmosphere. The reaction is slightly endothermic, and while it requires 200 B.t.u. to heat to 900° F. one pound of hematite ore containing 45 per cent Fe, it requires only 100 B.t.u. to convert the oxide into magnetite. THE American Engineering Council, which is the working body of The Federated American Engineering Societies, held its first meeting in Washington, Nov. 18 and 19, 1920. The Federated American Engineering Societies was formed in Washington in June and is composed of engineering and technical societies, national, state, local and regional. These Member Societies elect delegates to the American Engineering Council, which is the administrative body of the Federated. The meeting was called to order by Richard L. Humphrey, Chairman of the Joint Conference Com¬mittee, and the program (which is printed below) was carried out without substantial change by E. S. Carman, who was elected temporary chairman. Under the Constitution, the Council appoints an Executive Board, the members of which are chosen according to the proportional membership of the vari¬ous Member Societies in their respective districts. Under this plan, with the present membership, 'the national societies will have 14 members and the local societies 6 members on the Executive Board.

In the last two decades we have witnessed many new developments in the art and science of mineral beneficiation. Competition and the pressures of inflation have caused operating managements to search for every possible way to squeeze out a few more cents savings per ton of product. One illustration of this is the trend toward the use of larger grinding mills. A few years ago a 1000 hp ball mill was considered a giant. Now we have many examples of successful grinding mill installations of 3000 to 4400 hp connected load per mill. The trend toward these larger mills is increasing every year, and we have not seen the upper limit yet. For example, three 6600 hp cement finish mills are presently being built for a plant in Missouri.

REPUBLIC STEEL'S new iron blast furnace in Alabama, shown on the cover of this issue, is the first to be completed of those authorized by the Government last year when a shortage of scrap became acute. In addition to the furnace, the new equipment includes a new battery of by-product coke ovens, a boiler plant, a generating unit, a 3-mile-long 60-in. water line, a huge gas washer, and precipitators in which the dust from the furnace is washed, separated from the water, and fed back into the furnace as raw material. The new unit is a cylindrical steel giant reaching 130 ft. into the air above the ground level. Because of the high humidity in the deep South, the furnace has been air-conditioned to avoid blowing eighteen tons of water into the furnace daily. Designed by Republic engineers who also had charge of the actual construction, the new furnace incorporates the best in modern blastfurnace practice. Orders to proceed with the construction of the furnace were received Sept. 22, 1941. The engineering crew, which was immediately organized, made more than 1500 drawings. Excavation started the next day, and simultaneously work was begun on demolishing existing buildings and preparing the site. The first concrete was poured Oct. 7 and the first piece of steel swung into place by a giant derrick on Jan. 30, 1942. It began operating May 28. A total of 70,000 cu. yd. of earth was moved and 30,000 cu. yd. of concrete poured.

DESPITE the war, the First Pan American Mining Congress, held in Santiago, Chile, Jan. 15-23, was attended by about 300 persons including the official delegates from sixteen of the American republics. The United States delegation consisted of Elmer Pehrson, of the U. S. Bureau of Mines; D. F. Hewett, of the U. S. Geological Survey; William H. Hobbs, of the Carnegie Foundation; and C. W. Wright, delegate of the Board of Economic Warfare and of the A.I.M.E. Mr. Wright was elected to head the delegation. Among the other members were Edward Steidle, of Pennsylvania State College and also an official A.I.M.E. delegate; John Huttl, of Engineering and Mining Journal; W. 0. Vanderburg, foreign mineral specialist from Lima, Peru; O. B. Hundley, of the American Cyanamid Co.; Horace Graham, of the Anglo-Chilean Nitrate Co.; and several officials and engineers from the Anaconda, Kennecott, and Bethlehem Steel companies' mines in Chile.

The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

FOR many years, the belief that the so-called "Clinton" sand of Ohio might produce. oil and gas, if it could be reached, has been prevalent in West Virginia. To test this theory, many hundreds of thousands of dollars have been spent and several extremely deep wells, including the deepest boring of the world, have been sunk at various points. With the exception of one well now completed through the sand and the possible exception of another still in progress, all of these wells failed to reach the goal, either through failure of funds or through drilling accidents. REVIEW OF DEEP DRILLING The subject of deep-sand oil and gas in West Virginia has already been discussed by the author1 and by White.2 In these papers, it was shown that the Upper and. Middle Devonian shales, lying between the Berea oil sand (basal Mississippian) and the Oriskany sandstone (Lower Devonian), thicken steadily from eastern Ohio across northern West Virginia and Pennsylvania; but it was stated that the same rate of thickening did not occur in that part of West Virginia south of the Great Kanawha River and in the adjoining portion of Kentucky. In spite of this great eastward thickening, the fact that both the Oriskany and "Clinton" sands, the latter of which is equivalent to the White Medina of New York, exist in great thickness all along the Appalachian Mountains farther east, was held as proof of their probable presence in the deep Appalachian basin.

THE present paper records a chapter in the history of the development of an electrolytic manganese industry in the United States.1 A relatively large pilot plant at Boulder City, Nev., for the production of electrolytic manganese was conceived as part of the national defense program to make this country independent of foreign importation of manganese ore. The first authorization, in November 1940, however, was for a plant of only several hundred pounds capacity. Improvements in process and subsequent additions to some sections authorized by subsequent appropriations have enabled the plant to produce as much as 2000 lb. of manganese a day for substantial periods of time. Since in pilot-plant operation frequent changes are made in the flowsheet, the electrolytic manganese plant was constructed so that equipment could be rearranged with a minimum of expense and time. Several different kinds of the various types of equipment were installed for many of the operations, so that the one most suitable for the process might be chosen. Pilot-plant operations were begun in November 1941 and have been continuous except for brief shutdowns for installation of new equipment. More than one-half million pounds of manganese have been produced. The improvements in process, selection of equipment, and operational procedure developed are recorded here. DEVELOPMENT OF THE PROCESS The work of early investigators on the electrolysis of manganese solutions has been reviewed by Shelton.2 Until the method of continuous production of manganese by electrolysis was perfected by Shelton2-4 and coworkers, no practical procedure had been devised. The method as originally developed by the Bureau of Mines will be described here only briefly. The manganese dioxide ore was reduced in a rotating kiln-type furnace at 650°C. in an atmosphere of "city" gas. The calcine was leached with spent electrolyte and enough sulphuric acid to produce a neutral leach solution containing 25 grams manganese per liter as manganese sulphate and 200 grams per liter of ammonium sulphate. Arsenic was removed from the solution by the addition of 0.05 gram iron per liter as ferrous sulphate followed by oxidation

THE location, mode of occurrence of ore, and preliminary tests leading to the development of the present leaching process and the building of the present plant on the property of the New Cornelia Copper Co. at Ajo, have been described in previous papers presented to the Institute and in the, discussions thereof.1 It is sufficient to say that these tests began early in July, 1912, and were continued to the close of January, 1916; that small tests at Douglas were followed by the construction of a 1-ton plant at the mine; and this was followed by the operation of a 40-ton plant for 14 mo.
