It is well-established that decohesions occurring at the interface of the matrix and rigid inclusions and second-phase particles are prime causes of ductile fracture initiation. It is not clear, however, how these decohesions occur. The idea that the interface bond is broken in tension is not particularly attractive when one considers the strength of such interfaces and the fact that plastic flow is not restricted under conditions of continuing flow required to initiate and propagate ductile fracture. A suggestion as to the mechanism of decohesion arises if one takes the position that, as the dislocation density increases with plastic flow and reaches some critical range of density, the phenomenon of flow can be regarded as fluidlike instead of the crystallographic motion of dislocations. As the spacing between dislocations decreases, the matrix becomes increasingly disordered in terms of loss of periodicity. At some critical degree of reduction of the periodicity, it is suggested that flow can be regarded as hydrodynamic, rather than crystallographic. Such a state has been referred to by rheologists as the "plasticized state", or the "fourth state of matter", between the liquid and solid state. A similar argument pertains qualitatively with the increase in equilibrium vacancy concentration as the temperature approaches the melting point. Taking the viewpoint that at larger strains the flow may become hydrodynamic in nature, a mechanism of decohesion is suggested. A well-known phenomenon in boundary-layer flow is that of "separation" locally of the boundary layer from the substrate.' Under certain conditions, the flow in the immediate neighborhood of the substrate becomes reversed, causing the boundary layer to separate from it. The exact condition for separation is that the velocity gradient normal to the substrate vanishes there, or It is of interest that blunt particles such as spheres and circular cylinders are most likely to give rise to separations because of unfavorable pressure distributions behind them. The source cited gives solutions for positions of separations for various geometries. In principle, such separations can also take place when metal is flowing over a "dead zone" of stagnant metal. This may explain the initiation of fracture at the elastic-plastic boundaries of plastic enclaves under a notch.

The Federal Bureau of Mines has developed a process for removing SO2 from stack gases. The process comprises absorption of SO2 in an. aqueous solution of sodium citrate, citric acid, and sodium thiosulfate, followed by reaction of the absorbed SO2 with H2S to precipitate sulfur and regenerate the citrate solution for recycle. A pilot plant was operated at The Bunker Hill Co. lead smelter in Kellogg, Idaho, to assess the feasibility of using the process for flue gas desulfurization. Nominal capacity of the pilot plant, which treated .tail gas from the lead smelter sintering furnace, was 1699 standard meters cubed per hour (15 degrees celsius) of 0.3- to 0.7-percent-SO2 gas yielding about 272 net kilograms of sulfur per day. The pilot plant was operated for about 4500 hours and produced more than 45 net tonnes of sulfur. The operation demonstrated that (1) more than 95 percent of the SO2 could be removed from the lead smelter sintering furnace tail gases, (2) regeneration of the citrate solution with H2S and precipitation of sulfur in conventional stirred vessels was readily controlled and highly efficient, (3) the precipitated sulfur could be continuously recovered as a 99.5-percent-pure product by kerosine flotation and melting, and (4) the 77- to 79-percent-H2S gas used for sulfur precipitation could be readily produced from pilot plant product sulfur, natural gas, and steam. Projected operating costs, including capital charges, for a citrate plant, installed at a 118 000-tonne-per-year lead smelter and treating 49 271 standard meters cubed per hour of lead smelter sintering furnace tail gas, are estimated to be $384 per tonne of sulfur.

Anode mud, the residual material collected from the bottom of the electrolytic cells during the refining of copper is leached, roasted, fire-refined and cast into Dore1 metal anodes. Dore1 metal is a gold-silver-copper alloy containing 80 percent silver. The metal is processed electrolytically using the Moebius system to refine silver and separate gold, platinum and palladium. The Moebius cell cathodes receive a deposit of silver crystals which are melted and cast into 1000 ounce silver bars with 999 Fine minimum purity. Gold mud is collected in fabric bags and cast into gold anodes for further refining in the Wohlwill cells. Wohlwill cells are unique in that gold, the noble metal, can be put into solution electrolytically without the use of aqua regia. Gold is collected on high purity gold foil cathodes and cast into 400 ounce bull ion with 999.7 Fine minimum purity. Platinum and palladium remain in the electrolyte progressively increasing in concentration and are finally separated and purified by precipitation.

RECENT research work has shown that coal can be produced, at reasonable cost, from almost all coal-mining districts containing not more than 3 to 8 per cent. of ash. From coal so produced, an abundant supply of coke, suitable for blast-furnace operation, can be made containing from 12 down to 6 per cent. or less of ash. These statements apply broadly to the Appalachian coal belt, including most of the mining districts in Pennsylvania, Ohio, West Virginia, Kentucky, Tennessee, and Alabama. The exceptions will generally be found among those coals carrying a prohibitive percentage of sulfur. Any gravimetric heavy fluid method of separation will effect a reduction in the percentage of sulfur, but this reduction may not be sufficient to produce, from coal unfit for metallurgic use, a product that can be so used. When a large part of the sulfur is in the form known as "organic sulfur, "or is present as very .finely disseminated and homogeneously distributed pyrite, possibly it cannot be eliminated from the low-ash coal produced. When the sulfur exists as pyrite in distinct layers, bands, or nodules, or when it is finely disseminated but is irregularly distributed, often a low-ash coal low enough in sulfur to make good metallurgic coke can be produced from relatively impure coals. It has generally been assumed that the quality of coke on which blast furnaces must be operated depends on the geographic location off the furnace, and that the grade of coke on which a blast furnace must operate is that produced from the best coal obtainable by careful mining; or if the coal is prepared by washing, hand picking, or other means by which the foreign impurities are removed, that the grade of coke on which the furnace must operate depends on what has been termed the "inherent ash" of the particular coal.

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. While Director of the Survey, he was also, from 1880 to 1885, lecturer, and from 1885 to 1891, professor of mineralogy and lithology in the Imperial University, and, from 1889 to 1893, was Director of the Imperial Mining Bureau of Japan. In this capacity, he revised the mining laws of Japan, thus laying the foundation of Japan's mining administration. In 1894, he was again appointed lecturer in the Imperial University of Tokyo; in 1895, appointed Technical Adviser on Mines to the Imperial Household Department of Japan; and, in 1897, appointed President of the Imperial Steel Works, which was completed in 1900 with the expenditure of $10,000,000. In this capacity he did a great deal to promote the iron and. steel industry of this country. We owe him the ore-purchase contract with the Daiya iron mine in China, which remarkably facilitated the extension of the iron works in later days. The victory of the Russo-Japanese war must be said to be due to his merit in no small measure. He resigned the presidency of the Imperial Steel Works in 1901. In 1899, Mr. Wada visited America and several countries of Europe by government order; in 1902, he traveled through north and middle China doing exploration work and studying the geology of the country, accompanied by mining engineers and geologists. That the chemical industries are alive to the situation that they now occupy in the sum of affairs is evident in the preparations being made by many firms for the Second National Exposition of Chemical Industries To be-held at the Grand Central Palace, New York City, during the week of September 25-30, 191 The list of exhibitors indicates that the Exposition is already twice the size of its successful predecessor. The American Chemical Society will hold its annual meeting during the whole week, the American Electrochemical Society has arranged to - hold its meetings on September 28, 29 and 30, and the Technical Association of the American Pulp and Paper Industry is also planning to meet during the week. The Bureau of Commercial Economics at Washington is again co- operating with the Exposition by arranging an elaborate program of motion pictures covering subjects dealing with the industries depending on chemistry. Many of these films will have their first showing at the Exposition. They will take the visitor through industrial plants, shops, manufactories, mines, etc., where visitors are never admitted; they will show operations that in ordinary light would never be seen; they will demonstrate more than any other kind of motion picture the great strides and improvement in the art of photography.

This paper treats primarily of the valuation of developed coal properties by the method of capitalizing their estimated average future earnings. However, reference is also made to valuations of undeveloped coal lands and to various methods of appraisal other than by future earnings. Fundamental Valuation Principles Before discussing in detail coal property valuations, a few statements bearing on the general subject will be made to present certain of the writer's views on the question as a whole. 1. A certain property at a given time has but one true value. This is not universally admitted. The appraiser rather frequently finds that a coal owner has in mind three valuations for his holdings; one, the figure at which he feels they should be appraised for taxation purposes; another, the much higher one that should be used if a loan is to be negotiated on the property; and a third, intermediate between the other two, the price for which he would be willing to dispose of his holdings were they for sale. The last is usually nearest to the true value, and because this is so the statement is generally accepted that the fair value of such a property is the price arrived at by negotiation between a willing seller and a willing buyer who are otherwise disinterested. 2. Notwithstanding the foregoing, it is only very generally and approximately true that the proper measure of the value of a given developed' coal acreage is the unit or per-acre price for which one or more bodies of similar coal in the same district have been sold recently. To give a few reasons why such a measure of value can not be strictly applied, it may be noted: a. That sales are often forced by circumstances at times when the coal business is depressed and buyers can be found only for properties that are offered at figures far below their true value. b. That conversely, during periods of unusual prosperity, abnormally high prices are paid. Such conditions obtained several years ago when coal brokers, with very profitable contracts but no sure source of supply, were bidding against inexperienced or shortsighted operators for proper-

DIFFUSION coefficients of RaD (PD) and RaE (Bi) in a Bi-0.255 atomic pct Pb alloy have been measured by the methods outlined in a previous paper.' The following changes were made in the experimental procedures: the bath was made up of about 400 to 500 g Bi; and no correction was made for the volume change of bismuth on melting. The data are presented in Table I and Fig. 1. A least-squares analysis of the data yielded D = (0.120 t 0.09) exp ( -9680 + 1070/RT) D- (0.0465 0.001) exp (-8100 + 466/RT). Statistical analysis of the data indicated that the activation energies are significantly different at the 50 pct level, but not at the 75 pct level, while the D values are significantly different at the 97.5 pct level, but not at the 99 pct level. The differences are thus not as clear-cut as they were for lead. However, bismuth diffuses faster than lead in high bismuth alloys as well as in lead. The high activation energies, more than twice the value calculated from viscosities, are in good agreement with the results of Grace and Derge.' No data were obtained at higher temperatures because of gas bubble formation in the capillary. The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

In the South Island of New Zealand an unusually favorable opportunity is offered for the analysis of the older crystalline rocks, underlying the sedimentary rocks which form the "country" of the gold-deposits. The Manipori formation of this island, comprising the greater part of the mountainous district west of lakes Manipori and Te Anau, in Otago, consists of an enormous thickness (estimated by Professor Hutton1 at 160,000 ft.) of crystalline schists, gneiss, syenite, and syenitic gneiss, with associated masses of granite; the whole forming the most picturesque fart of New Zealand. The famous West Coast sounds occur in this formation. No paying auriferous lodes have been discovered in it; and for this reason an examination of the rocks is specially interesting here. Stelzner, Posepny, and others, who have criticised the conclusions of Sandberger, have laid great stress on the fact that all the silicates analyzed by him were taken from the vicinity of orebodies containing those heavy metals which he notes as occurring in the silicates of the country-rock; their contention being that these metals, supposed to occur as silicates in gneiss and other crystalline rocks, were really contained as sulphides, and were therefore impregnations from the neighboring orebodies. The same objection, whatever be its weight, might be urged with equal justice against Mr. Becker's derivation of the mercury and gold of the lodes of the Pacific Coast from' the granite underlying their country-rock. Growing demand for steel and increasing dependence upon foreign ore makes the need for developing the technology for treatment of low-grade iron ores greater than ever before• Representative of these added interests were the studies carried on at the University of Wisconsin• These studies included among others: anionic and cationic flotation, magnetic separation, roasting followed by magnetic separation, electrostatic separation, a hydrogen reduction process,6,7 and caustic digestion• The idea of removing silica by caustic extraction is not new•-1; The principle of concentrating siliceous iron ores by this method is based on the fact that silica is soluble in sodium hydroxide solution while iron oxides are essentially insoluble• For this process to be economically feasible, it is believed that some method of recovering silica from solution as a marketable by-product, with recycling of spent liquor is necessary. Precipitation of silica with carbon dioxide will allow subsequent causticizing of the spent liquor with lime• Caustic thus produced can be recycled for digestion• A flowsheet of the envisioned process is given in [Fig• 1] The purpose of this paper is to describe results obtained from the investigation of carbon dioxide precipitation of silica from sodium silicate solutions, which could be later applied to the caustic extraction process to treat low grade siliceous iron ores, particularly taconites.15 Theoretical Considerations The soluble silicates of sodium include sodium orthosilicate (2Na2O•SiO2), sodium metasilicate (Na20•SiO2), sodium disilicate (Na1O•2SiO2), and more highly siliceous products approaching Na2O•4SiO2• These materials have been described in detail by Vail•16 Stones has reported that the extraction of silica is not significantly affected by the amount of silica in solution until the Si02/Na20 ratio exceeds that of orthosilicate (Ratio = 1/2)• However, as the Si02/Na2O ratio exceeds that of metasilicate (Ratio = 1), silica extraction is significantly impaired• The present experimental work was confined to orthosilicate and metasilicate solutions, as to be successful the envisioned commercial process for the extraction of silica from siliceous iron ores would operate in this region. The mechanism of extraction of silica from aqueous sodium silicate solutions is complex in nature. For the carbon dioxide process-18 of core and mold making in which silica is also precipitated from sodium silicate solutions by gassing with carbon dioxide, the reaction of aqueous silicates with gaseous carbon dioxide has been represented by the equations: [ ] However, these equations are very much oversimplified• It has been shown that the reaction between aqueous sodium silicates and carbon dioxide gas is ionic in nature 18 Considering this fact and the mechanism for digestion of silica in aqueous sodium hydroxide, the overall conversion of aqueous sodium silicates to solid silica may be represented in ionic form by the following equations: [ ] Silicon in the silicate ion is shown here with a coordination number of 6• This may be in doubt, but it is known that ion (SiF°)-2 exists; it seems logical that the Si (OH) e 2 ion should be equally capable of existence•

When I was honored with an invitation from the American Institute of Mining Engineers to present a paper at the Chicago meeting on the microstructure of iron, I hesitated about accepting, as the short interval that would remain at my disposal, after other pressing matters had received attention, could not but seriously affect the work of preparing such a paper. Unfortunately my fears have been realized and my work is neither completed, nor yet as comprehensive as I should desire. Mindful of my promise, however, and recognizing that 1 have reached a point where the results of my researches may prove suggestive, I am led to present them now, trusting that this brief explanation map secure indulgence for whatever deficiencies the paper may disclose. So far as my knowledge of published memoirs and treatises extends, microscopy cannot yet be said to possess a really firm foundation. In few cases only has any systematic development of the methods of investigation been undertaken, and broad gaps remain to be filled. It is not yet possible, therefore, to give a complete survey of the field, or, indeed, to supply a text-book on microscopic metallography. As Mr. F. Osmond, of Paris, a distinguished member of our profession, has undertaken to prepare for the Chicago meeting a historic review of the work actually accomplished I need not touch on that branch of the subject; but before entering upon my special theme, it may not be out of place for me to introduce certain explanations, as furnishing reasons for the course 1 have hitherto pursued, and to offer some suggestions for the further development of the methods of microscopic investigation. In microscopic metallography, the examination has to be conducted principally with incident light. Objectives of low power, in which the distance between the front lens and the abject is considerable, are adapted for directly incident light, and in such cases the relatively great depth of the image renders it possible to examine

IN his excellent book on the Principles of Flotation, Wark' makes the following significant statement concerning the theory of flotation: Two questions of first-rate importance must be considered . . . First, it must be decided whether the sulfide minerals require a collector in order that they may float, or whether as has been claimed, they possess an inherent floatability and need no collector. Second, it must be decided whether the xanthate type of collector can react with or be adsorbed by the unchanged sulfide minerals themselves, or whether, as many claim, reaction with the collector is dependent upon initial oxidation of the mineral surface. In the theory of flotation there are no two questions of greater importance than these. Ravitz and Porter' presented evidence that galena can be floated without a collector, and even without any reagent, provided oxidation products are thoroughly removed from its surface. They found also that thoroughly cleaned galena floated faster when xanthate was used than when a frother alone or no reagent was used, and that, without a collector, the recovery decreased gradually upon exposure of the mineral to air. Their work, however, has met with considerable criticism. I(127).3-6 This paper is presented to answer the objections that have been raised, and to present additional data that confirm their results. EXPERIMENTAL PROCEDURE The apparatus used to provide oxygen-free conditions for flotation has been described in detail by Ravitz and Porter. An atmosphere of purified nitrogen was maintained within the apparatus; all water and solutions used were freed of dissolved air, and could be transferred where desired by the use of nitrogen pressure; nitrogen was used as the gaseous medium for flotation. The flotation cell was essentially a glass cylinder 15 cm. long and 4.6 cm. in diameter. Near the bottom was sealed a fritted glass filter, which broke up the gas into small bubbles, and 6 cm. above this filter was a side arm through which the froth overflowed. The pulp was agitated by a glass impeller, which entered the cell through a mercury seal. For each test 17 grams of galena and 75 ml. of water were placed in the cell, after which the speed of the impeller and the rate of gas flow were adjusted. Water was added gradually during the test to keep the froth level at the proper height. The mineral was prepared and cleaned in the following manner. Exceptionally pure galena was crushed by hand on a clean bucking board, screened to - 150+ 200 mesh, and deslimed on a zoo-mesh sieve with a fine spray of water. It was then boiled on a hot plate for a number of hours with several changes of the desired cleaning solution, after which both the solution and the mineral were placed in the "mineral flask" of the apparatus. The cleaning solution was drained off, and the mineral was boiled with oxygen-free water

The diversity of methods available to engineers and geologists for studying rock masses is a reflection of the fact that, despite the rapid and encouraging progress made over the last few years, there is still no unified and comprehensive method which can be used to predict the over- all behavior of a foundation. Nevertheless, it is agreed that the fundamental characteristic affecting the engineering properties of rock is fissuration, and this paper de- scribes a few new or improved methods of studying fissuration and its influence on major engineering factors such as permeability, deformability, or internal stresses in the rock volume. TESTS ON SAMPLES Conventional tests on samples using thin slices can be improved by staining the slices before cutting with certain ionic dyes which have an affinity for certain types of surface. This shows up the microdiscontinuities. For example (quoted terms are French trade names) : "Turquoise Motylhne JSA" will show up porous alteration of basic feldspars. "Vert brillant SA" is used for acid feldspars. "Fushine ASA" will show up voids in all rocks. A mixture of "Turquoise" and "Rhodamine BSA" will show up zones of alteration in all types of feldspars. With this technique, it is easy to make an optical classification of the different structural types, e.g.: (1) rocks completely free from voids; (2) rocks with microfissures, which in turn can be subdivided into (a) rocks with microfissures secant to the mineral structure, (b) rocks with microfissures parallel to the mineral structure, and (c) rocks with ran-

Values of Cp, h°t- - H°298. s°t - S2sa, and (G°T -H298/T are tabulated for -the solid and liquid phases of iron in both stable and melastable regions. Consistency of the tabulations has been maintained to the precision necessr~vg to yield the Gibbs energy change belween the bcc (a, 8) and fcc (y) phases of iron at temperatures pertinenl to alloy studies. THE importance of the metal iron has stimulated many investigations of its thermodynamic properties at elevated temperatures. Reviews and summaries of the data have appeared from time to time. Among these the 1951 paper of Darken and smith' deserves highest recognition for the quality of its criticism and for the precision and thermodynamic consistency of its tabulations. These and the more recent table of Kaufman, Clougherty, and weiss2 reproduce the Gibbs energy of the (a, 6)--Y transformation with sufficient sensitivity for alloy studies. Other recent compilations of equal validity3-' make no attempt to do this. Since this Gibbs energy change is not greater than 22 cal per g-atom over the temperature range 1100° to 1800°K, it is obviously desirable to tabulate values of (G°t - H298)/T to four places of decimals even though the absolute accuracy would not warrant such precision. The necessity for reconsideration of the problem is emphasized by the recent publication of several important researches on the enthalpy and heat capacity of iron. The older work is well-covered in the reviews cited and will be mentioned here only when actually employed in the tabulations. GAMMA IRON Transition temperatures are taken from the selec -tions of Elliott and Gleiser,5 based on the work of Boulanger7 and earlier workers. For the a-y (A3) transition at 1184°K we retain the value 215 cal per g-atom adopted by Darken and smith.' It has received confirmation in the recent work of Dench and Kubaschewski,' and of Braun8 using adiabatic calori-metry, and of Wallace, Sidles, and Danielson10 using a pulse heating technique. The enthalpy data of Olette and ferrier" and of Anderson and Hultgren12 at higher and lower temperatures may be extended to 1184°K to give the following values which are adjusted to the required value of ? 1184 Ha,1184 Ha 298 = 8030 cal per g-atom [11 hr,1184-ha298 = 8245 cal per g-atom [2]
