I he Electrolytic Refining and Smelting Company (ER&S) has oper- ated a copper smelter at Port Kembla, NSW since 1908. The feasibility of modernising the smelter was recently studied and external influences were shown to have a substantial impact on the project economics. Profita- bility is determined by the relative magnitudes of treatment charge income earned from processing raw materials and the operating costs incurred. Treatment charges are usually denominated in U.S. dollars and are deter- mined by market forces in the world copper industry. ER&S is no different from other Australian manufacturing industries in that it must maintain its competitive position by controlling costs. The modernisation project seeks to achieve this through new technology and improved labour Productivity.

Sub-level stoping with consolidated rockfill is the main method for mining steep dipping baryte and fluorite veins in Germany. Drifting is fully mechanised using drill jumbos, LHD units and shotcrete support. Stopes have heights up to 50 m with sub-level distances up to 15 m. Winning of the pillars between sub-levels is done by longhole blasting in slices of 3-5 m length on strike. Mucking is done on the lowermost level by LHD units. After each blast rockfill with binder (cement and/or fly ash) is dumped into the scope from the uppermost level. Economic success depends on both geological and technical parameters and factors, eg vein thickness and dip, ore grade, size and distance of sub-level drifts. Of particular influence are ore loss in pillar winning and dilution both in drifting on vein and in pillar mining. A comprehensive computer program has been developed for calculating the total cost per tonne run-of-mine ore respectively per tonne of concentrate for a single stope. The cost model includes development, longhole blasting, mucking and haulage to the mill, milling and ventilation. All costs (labour, energy, supplies, maintenance, depreciation and capital cost) are taken into account. Dilution and recovery are both considered. The program can be used to estimate the cost of mining a particular stope. It can also be used to investigate the influence of relevant parameters and factors on the economic result. By this way it should be possible to optimise the technical design of a stope.

Capital expenditure on sampling and blending is often very difficult to justify. The costs are easy to estimate but the benefits likely to be obtained by constructing good sampling and blending facilities are generally difficult to estimate. For instance, improving blending of the ore feed to a smelter would improve throughput, yield and controllability ... but by how much? Similarly, better sampling would allow processing conditions to be dynamically adjusted and would improve extraction ... but by how much? Predicting benefits often requires the use of simulation models which carefully distinguish between true grades, predicted grades and observed grades. The parameters of these simulation models must often be estimated from rather inadequate information. These difficulties are illustrated using three scenarios.

As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

As mine head grades decline and orebodies become more complex, traditional mineral processing techniques and flow sheets to achieve saleable concentrate become more difficult to design and construct. Mines with lower quality concentrates or concentrates with penalty elements are particularly under threat. The economics of such operations are far more susceptible to metal price fluctuations, concentrate treatment terms and the availability of other, cleaner concentrates. Additional value may be realised for these orebodies through improved recovery by producing a low grade middling concentrate for further processing, in conjunction with a saleable concentrate.The most economic effective way to reduce impurity levels is to do so as early as possible in the mining value chain. Technologies such as fine grinding and fine particle flotation are well established as effective methods for impurity rejection in mineral processing. What is often overlooked is how a hydrometallurgical process could also be integrated in the overall flow sheet to achieve higher overall recovery at the mill. In the base metals environment, this is probably because hydrometallurgical processes are associated with production of metal, or require the use of expensive and toxic precipitating agents once the minerals of interest are in solution. These processes can be very expensive, particularly with rising power costs and poor economies of scale in capital costs associated with low production rates from middling streams. Glencore Technology (GT) has recent experience in the treatment of middling and low grade concentrate streams and also tailings streams to complement a concentrator flow sheet in a refractory gold and base metals setting. The value proposition is the isolation of a low grade middling concentrate from the primary circuit or the tailings stream for upgrading to an intermediate product with an equal or higher grade than the primary concentrate to allow blending for sale. This allows the plant to operate on a more favourable part of the grade-recovery curve while avoiding the expense of metal production. For existing operations this is particularly attractive since it can be added to the flow sheet with no process interruptions. For a multitude of years fine iron ore, -1 mm, across the world has been deposited as discard material in tailings facilities. This contributes to environmental problems, decreases plant yield and increases the cost of processing. Fine iron ore recovery processes are often deemed unfeasible or uneconomical, due to the complexity of the reclamation thereof in comparison with high-grade ores. However, recent advances in the recovery of fine iron ore using the Optima Classifier® has shown great promise. The Optima Classifier® is a new hindered settling separator that makes use of an upward current of water for density separation. It’s unique design combines three different separating zones for increased efficiency and recovery. In this study the potential of the Optima Classifier® to produce a +63 per cent Fe concentrate from -1 mm feed material was evaluated from a standalone and process perspective. It was found that a +63 per cent Fe product can be produced from a single stage, using the Optima Classifier®. Fine iron ore feed with an average head grade of 50 per cent Fe was upgraded to average concentrate grades of 63.2 per cent Fe. Displaying upgrade ratios of up to 1.26 in a single stage. A three-stage, rougher, cleaner and scavenger system did however show the best performance with recoveries of up to 70 per cent, yielding 56 per cent of a 63 per cent Fe product. Furthermore, the dewatering of the product and tailings was evaluated using the UltraG ultra-fine dewatering screen ensuring dry, stackable material. The tailings could be used in codisposal, while loads on thickeners and filter presses are significantly reduced. The high throughput of the Optima Classifier® ensures a small plant footprint, minimal civil and structural requirements and low operating utility consumption such as electricity, minimising the carbon footprint of a fines beneficiation plant. The Optima Classifier® in combination with the UltraG dewatering technology has provided a platform for economical recovery of fine iron ore, both current arising and historical. Carbon sequestration in planted forests provides an immediately available, low cost option to address the greenhouse impacts of coal mining and coal utilisation in a carbon constrained world. In addition, planted forests also offer the opportunity to address other environmental issues, particularly salinity and loss of biodiversity. Given salinity is characteristically associated with agriculture in the 500 to 700 mm rainfall belt, then where such forests can also produce commercial timber products, they offer the additional opportunity to establish new, diversified rural employment in both timber growing and processing. In the majority of Australian catchments affected by salinity, where rainfall is generally less than the 700 mm limit to conventional forestry, and where groundwater reserves are often saline, the objective of achieving economically viable forestry production presents a significant challenge. In 1996, Saltgrow commenced a collaborative breeding program to combine the salt and stress tolerance of E camaldulensis, with the growth rate, stem form and wood properties of the commercial species, E grandis and E globules. This program aimed to produce trees with the potential for commercial rehabilitation of saline landscapes. Results covering a range of site conditions from SaltgrowÆs network of over 100 trials around Australia are presented. The opportunity for commercial plantations integrated with agriculture in low to medium rainfall areas to address salinity and sustainability will be discussed. In addition, the significant potential for partnerships between land-rich, cash-poor farmers, catchment management authorities seeking to invest in public good projects that enhance environmental sustainability, and major carbon producing industries with either mandated or voluntary requirements to curtail net emissions will also be discussed.

Mining is a high risk, high capital and potentially high reward undertaking. A large proportion of the risk comes from a lack of definition of the orebody (which also provides some of the potential) and the unpredictable nature of the market. This makes the planning process difficult but encourages the development of a robust yet flexible mining system. The system should be capable of absorbing some deviation from the anticipated concept without a significant impact on profitability. The mine planning process tends to consist of a series of related but discrete stages. For instance, the pit shells are designed, a schedule for the pit shells is created, a plant fleet is chosen to achieve the schedule and a financial analysis is carried out on that scenario. It is likely a few iterations are carried out using various mill throughputs to produce a favoured financial result. The problem is that handing results from stage æBÆ for use in æCÆ doesnÆt encourage a flexible system. æCÆ is likely to be built for exactly æBÆ. Unfortunately, in mining, æAÆ (the orebody) has the highest potential for variability and impacts everything else downstream. æDÆ the market also has high potential for unplanned variability. These variations can spread and æreverberateÆ through the whole mine process. For example an unexpected increase in ore oversize impacts all downstream mine processes to the primary crusher which may in turn create problems back æupstreamÆ by restricting throughput rate. Also an unexpected drop in demand or price could require modifications to the planned production rates. This paper looks at how mining process simulation can be used to support the development of strategies to counteract unforseen circumstances or alter production to match fluctuations in demand and price.

Sinter has been used as part of the metallic charge in large-scale blast furnaces for many years with the well-known benefits in terms of productivity and fuel consumption. However, because of the high investment in a conventional sinter plant, small blast furnaces and the associated integrated mini steel plants have not taken the advantages of using sinter. Recently KTS Korf Tecnologia Siderurgica, a division of Mannesmann Demag Ltda in Brazil, has developed a mini sinter plant for which the investment is compatible with small blast furnaces. Consequently, it is of great interest to evaluate the economical impact of using sinter in such small-scale integrated steel plants. In order to compare two alternatives, ie 100 per cent ore and 70 per cent sinter in the blast furnace burden, mass and heat balances for the entire operation from sinter plant through the blast furnace and EOF-based melting shop, were performed to evaluate the final production cost of the liquid steel. It was found that, depending on the sinter feed price, substantial savings can be obtained with the use of sinter.

In 1985, ZC Mines (now Pasminco South) had been unprofitable for some years due to a combination of high operating costs, low metal prices, low head grade and an aging and inadequate mining infrastructure. However, the resource of metal in the ground was still of world class, even after some 80 years of mining. A major study, which was to be of two years duration, was therefore commenced to establish a practical and profitable long term mining strategy and to cost the infrastructure options needed for its support and thus form the justification for a capital expenditure program to take the mine profitably into the 21st century and its second century of operation. This paper discusses the rationale behind the methodology adopted and the nature of the results achieved in one aspect of the study - the determination of the mineable resource and the relationship between the head grade/quantity of the economically mineable resource and the variables of cut-off grade, cost structure, annual production rate and metal prices/exchange rates. The basis of the study was the designing of some 5000 scopes to mine out the entire resource for a range of cut- off grades and the assembly of the detailed physical data thus obtained in a stope-by-stope data base for financial and other analysis. Those scopes which were shown to be economically mineable were then scheduled for two optimum annual production/cut-off grade/metal price combinations to provide life-of-mine cost and value of production cash flows.

The expense of mine environmental and planning process approvals is a fundamental and proper part of mine planning and feasibility costs. It is not a cost that should be the subject of challenge nor is it a cost that should be avoided. However the additional process approval costs incurred by bureaucratic delay, process duplication and administrative incompetence is a scandal and a deterrent to investment.

This paper examines some of the fundamental economics of mining - in particular, for optimisation studies, for production rate determination and for reserve estimates.It includes introductory discussion on the principles as to how economics drives mining investment decision-making, applicable to the optimising of pit shapes and production, or truck fleets, or any other part of the mine.The main part of this paper looks at the decision to start-up a mine and why the 'optimum' production rate to start-up a mine is not the point of lowest cost according to traditional discounted cash flow (DCF) analysis. The optimum production rate is usually substantially less than this rate. The paper recognises the difference between typical mining investments and investments in other industries that do not have the unique characteristics of mining and the problem of uncertainty resolution. It examines the marginal revenue effects, the marginal cost of capital and the value of a real option to expand pending uncertainty resolution as determinants of optimum initial production rates.The final part of this paper looks at applying these principles to renewable and non-renewable resources. It examines mine life and reserve estimates from an economic perspective.

During the past five years there has been a transformation in the operating costs which apply to narrow vein mining. Mechanised methods including sublevel uphole retreat and narrow vein cut and fill are now proven. Other methods, such as vein mining by horizontal drilling from a raise platform are currently being tried in Australia.The important factors which affect the cost and appropriateness of each method include: ore continuity, the planarity of the wall contacts, relative hardness of ore and wall rocks and the dip bf the deposit.Drawing on current operating costs from a number of mines and on recent feasibility studies, a methodology for estimating the costs of narrow vein mining is presented. These costs are then placed in their economic context with regard to ore grade and mining rate.

In those days no one worried - there were plenty of other things to do. But in'these days it is different. Everyone worries- and. because there is so much worry, emotion has entered the picture. And, worse than that, capital is being made in political circles. People who were quite unaware, five years ago, that any problem existed, have now become experts on the subject, and shout to high heaven that something should be done - and yet they go on using the leaded high octane petrol they deplore so much. And even scientists, who should know better, adduce only such evidence as fits the argument in hand. And the Press is not without blame - some of its reportings is open to serious question, whatever may be the excellence of its motives. The point is made that one should know what one is talking about. And make sure that the evidence quoted is fact - and make sure too, that all the evidence is used, not only that which suita the argument.

Computers and other microprocessor technology lead the world of technological change. Nevertheless, the real advances in the world at large are not necessarily in the computer industry, but in the industries whose economics benefit most by the advances that this computer revolution makes possible. The minerals industry has always been in the forefront of this advance. Technological change in the era preceding the industrial revolution, and the mining industry's part in it, provides an instructive lesson for what is happening today. Strong parallels can be drawn for predicting future advances. With each technological advance allowing more efficient production comes a re-alignment of economics - absolute and relative changes to prices, to quantities demanded, and to other market characteristics. This re-alignment applies not only to the mineral industry, but also to the world at large. Adaptability, rather than technical advancement per se is the key to survival and growth in a changing world. 'Adaptability' as a concept is easy to support. As an operational philosophy it is not so easy to implement. As a goal for planning, it is much harder to quantify. A fixed scenario of a future world may provide helpful guidelines, but a scenario that demands adaptability to an uncertain future world is much less definite. Of course, everyone else in the world is also uncertain about the future, and they are making their plans using different assumptions. This virtually guarantees that our future will turn out different to our expectations. This is in part what Hayek (1945) calls the 'knowledge' problem. Until now, most of the planning and technical research undertaken in the world has ignored this problem. This ignorance is a luxury that we can no longer afford. The paper looks at the history of technological change and highlights the characteristics of successful technological revolutions. 'Adaptability' to unforeseen circumstances is the key to success in this environment. The paper examines the knowledge problem from the perspective of the mineral industry, and suggests a number of directions for maximising the returns from application of computer technology in this important area.

The mining industry has aggressively sought competitiveness through increased productivity and return on investment. A primary strategy has been the pursuit of economies of scale. This has also been dependent upon the implementation of new technology and systems integration. System integration has been accomplished through the implementation of mine dispatch, global positioning and mine wide communication technologies. These technologies have tended to advance at different rates of development and implementation. The result has been that across the industry, and even within companies, mines are at various stages of operational system re-engineering in these areas, driven by improvements in productivity and operational efficiency. Although this strategy has been successful, little effort has been made to analyse change in operational performance in order to understand and model the effects of scale in a quantitative manner. This paper considers the particular impact of equipment scale, together with potential future trends. It then presents and demonstrates a preliminary method to quantify through simulation the anticipated benefits of economies of scale.

Gabions provide a flexible, easy to assemble and cost efficient solution for "101" mine and civil engineering development applications.In some instances gabion baskets are still efficiently in use after many years of faithful, maintenance-free service. In other situations, the baskets have been demolished or made redundant within days, either having served their temporary usefulness or negligently destroyed by the operator of heavy equipment. Either way, the gabion basket must surely rate among the top 10 cost efficient engineering construction materials.
