The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.

Mine planning for ore recovery by open stoping and pillar recovery is becoming more sophisticated, but there are basic operating constraints which must be imposed if this planning is to realise the production results on which the mine is dependant. The production reliability of an open stope is usually a high priority and common design problems can be identified. A range of practical considerations which should be considered at the mine planning stage are reviewed including equipment performance, blasting technology, ventilation requirements, development layouts, lead time, ground conditions, support, backfilling and ore recovery.

Ulan Coal Mines Limited operates an underground and open cut mine near Mudgee in the Central West of NSW. The mines are part of a Joint Venture managed by Exxon Coal and Minerals Australia Limited (ECMAL). Currently all the mines output of over five million tonnes per annum is sold into the export market predominantly as a steaming product.

Statistics showing that mine rehabilitation is falling behind rates of disturbance continue to be reported in the media. Unfortunately, most reported statistics do not account for the large growth-cycle that mining in Australia experiences, where there are typically significant new disturbances with large portions of these areas not being available for rehabilitation for a number of years. Many commentators assert that better planning is required to ensure that rehabilitation will be able to achieve a safe, stable, non-polluting landform that meets the agreed post-mining landuse.This paper focusses on the revegetation aspects of mine rehabilitation and in particular the matters that need to be addressed in the planning stage so that revegetation success is ultimately able to be demonstrated to regulators and other stakeholders.CITATION:Fox, S D and Swart, P B, 2018. The basic aim of mine planning is to design mine layouts and schedules that achieve optimisation of operations, minimum cost and maximum resource recovery. Successful accomplishment of this aim is facilitated by timely and comprehensive rehabilitation planning commencing at the pre-feasibility stage and continuing until the end of mining. Incorporation of a final landfomt design for waste rock dumps in a mine plan requires a prediction of surface stability, which may be achieved through erosion modelling. Erosion prediction models can be placed in two broad categories: soil loss prediction models eg USLE and CREAMS, and geomorphic models such as SIBERIA. A waste rock dump landform design based on selected slope form and grade and drainage systems should be developed as part of planning. A digital terrain model (DTM) of the landfonn should then be produced which can be modelled for long-term erosional stability using pre-determined parameter values. If acceptable standards of stability are not achieved, the landform should be redesigned and remodelled until the desired result is obtained. The planning process incorporating models requires knowledge of spoil or waste rock properties and model parameter values. This information is site specific and can be obtained from drill cores or costeans at the pre-mining stage and from spoil or waste rock during the mining stage. Realistic model parameter values are critical in post-mining landfonn design and can be obtained by several methods, including rainfall simulation, monitoring, geochemical analyses and grain size analysis.

The Black Star and Racecourse orebodies below 15 level contain a major portion of the primary silver-lead-zinc ore reserves of 56 million tonnes at 150 g/t Ag, 6.4% Pb and 6.5% Zn at Isa Mine. Extraction from this area is scheduled to begin in the early 1980's. Mining in this block will be quite com- plicated as the ore is contained in a dozen separate orebodies varying in width from 3 m to 20 m with only narrow barren pillars between them in some cases. Mining objectives which consider metal recovery, costs, environmental and safety factors, operating requirements and rock mechanics are used to compare proposals. The planning work involved in formulating mining proposals considers disposition of reserves, scheduling factors, sequence of extraction, extraction methods, haulage set-up and ventilation requirements.

The contiguous Kotre Basantpur and Pachmo (KBP) coal blocks in the Hazaribagh District of Jharkhand State in east India are being developed by Tata Steel Limited (Tata Steel) to supply coking coal to a new steel mill at Kalinganagar in Orissa.The planning challenges are many. The multiple coal seams range in thickness up to 6 m and extend to nearly 500 m depth, with dips up to 25¦ and highly variable quality. Several normal faults with throws up to 150 m intersect the deposit. There is little room for waste dumping on the lease, several large nalas (seasonal creeks) cross the blocks, and the KBP leases are not contiguous with Tata Steel's existing mining operations at West Bokaro. Geotechnical conditions, while not well defined at this stage, are largely unfavourable. There are several villages on the blocks, and extensive paddy fields. In 2009, Adelaide Mining Consultants Pty Ltd (AMC) completed a Detailed Project Report (DPR) for a production level of 8 Mt/a. A terrace mining system was proposed using 28 m3 hydraulic excavators and 185 t trucks working horizontal up-dip slices. Subsequently the viability of in-pit crushing and conveying was assessed, but the full results were not available for this paper.It is planned to extract a total of 147 Mt of raw coal at a strip ratio of 5.2 bank cubic metres per tonne (bcm/t). The planned maximum pit depth is over 300 m.The project includes a washery, a 2 + 25 MW fluidised bed power station to utilise all the coarse washery rejects, and a railway spur line to carry the washed coal to the railhead some 7 km distant.

The planning, design and construction of a service tunnel, under a major arterial road between two hospitals are described. The multiple uses of the tunnel combine to provide a favourable cost-benefit ratio for the tunnel as part of a rationalisation of services between hospitals. The driven tunnel provides economic, program and approval advantages over that of a cut and cover construction. The cross sectional shape of the tunnel was determined during feasibility studies by the degree of weathering of the Silurian mud- stones, the shallow cover and the proposed excavation equipment as well as the functional requirements. The site investigations covering geotechnical, building, noise and level surveys provided input to the design documentation and construction phases. Monitoring of settlement levels and primary support stresses during early construction stages confirmed the adequacy of the proposed tunnelling methods and support to be used adjacent to the major building foundations. The 140 metre long tunnel was success- fully completed in April 1980 at a cost of $650,000.

When the original Mount Gunson joint venture,between CSR Limited and United Uranium N.L. ceased operations in December 1971, an intensive exploration campaign was launched to prospect for more ore in the Mount Gunson region. This campaign resulted in the dis- covery'of the Cattle Grid copper deposit. A comprehensive sampling pro- gramme including the sinking of over 200 diamond drill holes and two vertical shafts,proved the existence of 4.6 million tonnes of ore, at a mean grade of 2.4% Cu,calculated at 1.00% Cu cutoff.

Burwood Beach Sewage Ocean Outfall is being constructed by the Hunter District Water Board as part of an amplification scheme to eliminate pollution from adjacent bathing beaches. The outfall consists of a 93m vertical shaft, 1950m of 2.7m diameter tunnel with a series of diffuser outlets connecting the seaward end of the tunnel to the sea floor on a rock outcrop. The site of the work is in the Newcastle Coal Measures and the project is complicated by the proximity of colliery workings to tunnel alignment, although the colliery records provided valuable information on geological features. The location of the tunnel was determined to be in the Waratah Sandstone Formation immediately below the colliery workings after three different alternatives were considered. The shaft, which will be sized to suit contractor's construction methods and equipment, will be sunk through about 24.5m of alluvial material and 68.5m of rock. The tender documents were developed to allow the contractor considerable flexibility in construction method to suit available equipment. The specification also allowed great flexibility in tunnel construction method with minimum cross sectional area of 5.7m2 being the basis for a number of allowable alternative profiles ranging from circular to horseshoe.

The Eastern Distributor Tunnels - the first major road tunnel project in Australia - are the preferred solution to traffic congestion problems, when compared with alternatives, in this inner urban environment. This is because of the reduced impact on residential housing, the improvement of the existing environment, less restrictions on future developments, and a reduction in noise and pollution. Developments leading to a tunnelled solution, traffic needs and reasons for route location are discussed. Criteria for design of tunnel alignments and geometry are described, including the restraints imposed by surface connections on profiles and grades resulting in low rock cover at tunnel portals. The main geotechnical restraints are a major weathered dyke at the shallow large span underground fork and the weathered Ashfield Shale capping the Hawkesbury Sandstone at a portal. Rock cuttability and excavation methods are discussed. Roadheader machines are the most suitable for the varying shallow arched cross sections required and the tunnel lengths involved but the use of blasting in special situations cannot be ruled out. Initial support for the major tunnel lengths will be provided by rock reinforcement in conjunction with shotcrete. Steel ribs are proposed in areas of low cover and weak ground. Final support will comprise an insitu concrete lining. Construction concepts and special tunnelling methods required at the shallow underground forks and tunnels are described.

The plant and deposits of the New Zealand Portland Cement Co are located in Whangarei Harbour, some six miles from thetownship of Whangarei. The works and dwelling-houses are situated on Limestone Island, which, with an area of 92 acres, and rising to a height of 212 ft., supplies the bulk of the raw material required. In addition to the island, the company possesses a high-grade limestone area of, roughly, four acres, situated on the mainland, 11 miles to the south. The Yabulu Nickel Refinery commissioned in 1974, processes lateritic ore via a modified Caron process to produce high quality nickel and cobalt products. The Greenvale orebody provided the sole source of feed to the plant until 1990 and with well-blended mineralogy, it resulted in stable and predictable plant performance, allowing the operating focus to be on reducing energy consumption and increasing ore throughput. This approach provided better economics than pursuing increased reduction efficiency. From 1990, increasing quantities of lateritic ore were imported from Indonesia, Philippines and New Caledonia. This introduced considerable variation in ore blends and instability in plant operation but also provided the opportunity to treat higher grade ore blends which yielded higher reduction efficiencies. Ore reduction is conducted using 12 Herreshoff multiple hearth reduction furnaces, using heavy fuel oil as reductant. The æROASTERÆ Project was approved in November 2000 with the primary objective of improving Nickel reduction efficiency by: Stabilising Roaster Operation via a structured program including focused maintenance efforts, capital equipment upgrades, new process measurements, process re-design and improvements to operating skills and process troubleshooting. A structured technical program including laboratory and plant studies using one plant furnace as a pilot unit to develop improved knowledge of how the reduction process proceeds in the Herreshoff furnace. Armed with this knowledge, optimised process conditions and a reduction process model were developed contributing to a significant demonstrated reduction efficiency improvement. Technical input to the project was provided by QNI with Hatch providing the engineering and project management for the $8.5 M capital work. Execution of the work included extensive consultation with the plant operators and close cooperation between the Hatch project team and QNI operations personnel ensuring installations were completed with minimal production disruption. A strong focus on safety management resulted in a number of brownfields project relevant safety initiatives being implemented resulting in project completion without a serious injury.

The Plant Control and Data Logging System for the Loy Yang Open Cut (LYOC) is part of a control and communications network designed to provide a high level of surveillance of open cut plant and facilitate the efficient co- ordination of operations and plant maintenance. The computer system selected utilises a central dual mini-computer and multiple microcomputer data transmission network ,linked to the plant controllers using distributed, microcomputer based remote data collectors or outstations. Several aspects of the computer system are outlined.

Traditionally closure has been seen by the Resource sector solely as a green or an environmental issue, focused primarily on the requirement to rehabilitate the site following cessation of production activities. In addition to operational, maintenance and production aspects of processing plant design, future design teams will need to take a more holistic view and consider an increasing number of sustainability issues including safety in design and cleaner production as well as closure itself. Sustainability principles being adopted by industry such as the Minerals Council of AustraliaÆs Enduring Value Framework are now broadening our understanding of closure. While issues around the closure of tailings dams and associated infrastructure have been widely studied, few investigations have looked closely at the implications of closure on the design of minerals processing plants. It is likely that design teams may be able to make a significant contribution to meeting industry objectives by adopting innovative designs which, in addition to meeting production objectives, deliver sustainable and cost effective plant closure outcomes. This presentation explores the opportunity for innovative design of mineral processing plants through the assessment of alternative closure objectives. This assessment specifically looks at current industry standards and statutory requirements, as well as potential risks and opportunities associated with each objective. Alternative design strategies to meet these objectives are discussed.

Engineering of gold treatment facilities complete with infrastruc- ture in a remote location such as Papua NewòGuinea present unique problems to the design team. Site location, topography, ground conditions and infrastructure are some of the major hurdles to overcome when setting out on the design of such plants. This paper discusses two such plants, located in two distinctly different areas of Papua New Guinea and the solutions evolved in order to design successful operating facilities.

The complete life cycle of a production facility has many phases requiring many different skills and many different personalities. It is not unlike the life cycle of a person and many parallels can be drawn from it. I leave some of these analogous situations to your fertile minds. The author, having worked in operations, plant design, plant commissioning, marketing and many other interesting situations through the industry has drawn from this experience and examples given by many associates in the industry.The phases seen are as follows: Concept Studies û someone has a bright idea of how to make a dollar. Scope Studies û what possible processes/options that could make a dollar. Prefeasibility Study û the æviableÆ scope options are studied to develop feasible options. Feasibility study û defines the concepts that should be designed to make a viable project thus enabling financing and project commitment to be made. Detailed Design û an intermediate step that consolidates the inputs to give a robust plant that can be constructed.Construction û people can see what they thought was going to occur and start to understand the plant. Commissioning û the hand-over of æownershipÆ from the conceiverÆs to the operators. Operations û the ætoyÆ has become reality and money must be made. De-commissioning û the plant has seen out the useful life of the ore deposit, it now goes through a further process required by society.Across these phases of plant design run several countervailing management requirements that can influence the outcome of the plant design. Some of the management rigours that have to be applied to the various phases are as follows: costing basis of the various phases; operational and maintenance reviews; sustainable development; risk assessment; reliability reviews; equipment availability; commissioning time; and environmental review.This paper endeavours to awaken people to the phases that projects require for a successful outcome and the management rigour that has to be applied throughout the phases to ensure the correct intellectual horsepower is applied at the right time to ensure the best outcome.Many of you would be parents and realise this is not unlike the development of children, teenagers, adults, retirees and ongoing.

The treatment plant at The Great Boulder Proprietary Gold Mines Limited was designed and erected by Chas. Ruwolt Proprietary Limited in 1934 to mill 12,000 short tons per month. The flow sheet called for fine grinding, straking, flotation, roasting of the flotation concentrates and cyanidation of the resulting calcine.In 1937 considerable alterations and additions were made to the plant. The grindin,g section was duplicated with addition of two 8 ft. x 6 ft. Abco Ball Mills to increase the throughput to 28,000 tons per month, and the flow sheet was changed from "straight flotation" to "precyanidation and flotation" neeessitating the addition of thickeners, agitators, Oliver filters and Edwards roasters.A further change to the flow sheet was made in 1942 with the introduction of sulphur dioxide conditioning ahead of the flotation section, to permit the treatment of 500,000 tons of oxidised ore. Since that date no major alterations were made to the flow sheet or equipment until 1950, when the modifications set out in this paper were commenced with the object of reducing costs and increasing plant efficiency.These modifications are dealt with under the section headings and are therefore not necessarily in chronological order.CRUSHING SECTIONThere has been no material alteration in this section although at the time of writing a 650 ton capacity ore bin is being erected ahead of the primary Jaques crusher. Mr. Gillie and Mr. Harris have given us a wealth of information and food for thought on the vital subject of information and food fo rthought on the vital subject of reducing costs and mention considerable saving in some of the larger items. There are a number of points on which I would like further information, but I will confine my remarks to a relatively small saving which is of particular interest in view of another paper to be presented this afternoon.Mention is made of a 50 per cent reduction in the amount of zinc used in the precipitation of gold slime from the pregnant solution. Would Mr. Harris enlarge on the methods by which they obtained this reduction; and could he give an actual figure of zinc consumption either by ton of ore treated or per ounce of bullion recovered.AuthorsWe consider the reduction of zinc is due to improved clarification of the pregnant solutions. The sand clarifiers used prior to the installation of the 50 ft. -thickener were not satisfactory due mainly to the blending of the hessian and matting under the sand. Under these conditions the leaf clarifiers were fed with overflow solution from the clarifiers and were overloaded in consequence.
