The laboratory-scale reduction of fixed beds of iron ore pellets has been investigated over a range of experimental conditions. The effects of reduction temperatures, gas compos- itions and flowrates on 1) the rate of reduction and 2) the physical properties of the metallized products after reduction are being studied as part of a general programme aimed at the evaluation of the use of gaseous reductants for the direct reduction of Australian iron ores. This paper deals primar- ily with the effects of temperature on the rate of reduction using a H2/CO gas mixture. The physical properties of the metallized products such as strength after reduction, abrasion resistance and porosity are presented as functions of the reducing temperature.

IRSID has in its laboratories two experi mental counter-current reduction furnaces allo- wing the simulation of the physico-chemical conditions of reduction in any gas-solid coun- ter-current process, including the blast furnace and direct-reduction shaft-furnaces. The counter current is realized by an electric furnace mo- ving along a laboratory tube filled with the material to be tested. The reducing gas stream in the tube travels in the same direction as the furnace After reduction, twenty samples, with dif- ferent degrees of reduction and which can be related to different levels of an industrial furnace, are taken from the tube and subjected to various quality tests. Experiments were realized to determine the behaviour of various types of industrial pellets when reduced under either blast furnace or shaft furnace conditions. The results show the large influence of the reducing conditions on any pa- rameter characteristic of the quality of the pellets : reduction efficiency, swelling, cru- shing strength and disintegration.

An exploratory study has been carried out on the applicability of pre-nucleated feed in pelletising operations. Measurements of the pellet quality parameters showed that iron ore pellets prepared in the above manner, generally meet the specifications required in international pellet traffic. Several potential economic advantages, such as reduced grinding power requirements, increased line productivity and shorter start-up periods, became apparent during the study.

Infrastructure is defined as all those parts of a mining development which are not directly concerned with mining and mineral processing. Infrastructure is of significant and growing importance in the overall develop- ment of mines, and the costs could be critical in determining the viability of a project. Prior to_project authorisation, feasibility studies are required, often in considerable detail, to determine costs with adequate reliability. It is necessary that the Engineer should be adequately briefed for carrying out these studies and that good liaison and communication with the Owner be maintained. Methods, costs, order of accuracy, and some special requirements of these studies are discussed. After project authorisation, rapid im- plementation of the proposals is generally desired. A suggested organisation and method for this implementation is presented and dis- cussed. Comments on fees, and particular points in the relationship between Owner and Consulting Engineer are given. Particular reference is made to differences in conditions compared with public works projects. Realistic attitudes of mind towards environmental matters, industrial relations, and contractual relationships are advocated.

Self Advancing or "Poweredtt supports are a successful means of supporting roof and designs have reached the stage where adequate support capa- bility is available for all conditions. Some designs have resulted in equipment being too difficult to transport underground and too complex to maintain. Current trends are reducing those problems and simplicity in hydraulic systems is now the keynote of both supplier and user. There is a good possibility that the "Shield-Chock" support will be the universal design of the future. So-called t'shortwall supports" have been developed to the point where they can be applied with a high degree of confidence to conditions of great variety. Develop- ments by manufacturers and practices of users related to maintenance should result in consistent achievement of designed performance.

This paper briefly outlines the develop ment of the froth flotation plant at Coal Cliff Colliery. The plant was superimposed onto the original flow sheet in which fines were merely thickened and filtered. Test work leading up to the installation is described and the final layout is discussed. Details of the concentrate and tailings systems are given. Preliminary results of a further extension involving the use of a Davcra flotation machine are also given.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. A computer simulation has been developed to model the flow of copper ore in Isa Mine. It simulates extraction of copper ore from the 1100 orebody by load-haul-dump (LHD) units to ore passes, haulage from chutes on 19 level by Rockflo trains to crusher bins, crushing and hoisting. It can assess in terms of the tonnage and head grade of ore hoisted, the effect of varying operating strategies, as well as measur- ing shortfalls in required capacities of any of the operations (extraction, hauling, crushing and hoisting). The simulation was designed as a modular, deterministic, steady-state model with parameter input allowing complete flexibility in its use. Queuing theory is used extensively to evaluate the effect of interference at potential bottlenecks. The model has been used to determine the effect on production of varying train sizes, maintenance policies on the haulage circuit, orepass capacities, and extraction operations.

Development of the Greenvale orebody, containing 40,000,000 tonnes of nickel ore, began in 1971 and production commenced in 1974. Annual capacity is 2,800,000 wet tonnes. The variations in ore grade and physical characteristics which occur throughout the ore- body had a major influence on the selection of mining methods, grade control procedures, and equipment. After removal of overburden by scrapers, ore is excavated by draglines sidecasting into windrows. Feed to the crushing plant is .reclaimed by front end loaders into rear dump trucks according to a grade selection pro- gramme. After crushing, ore is stockpiled into blended units of ore of required quality. Ore is stacked and reclaimed for train loading using techniques designed to give maximum mixing of ore characteristics through Bach unit. These procedures are repeated on discharge at the plant site at Yabulu. The railway, constructed by Queensland Nickel Pty. Ltd. to Q.G.R. standard, and operated by the Q.G.R., is 216 km long and includes eight major bridges and three tunnels. Two trains per day, one of four locomotives and 92 waggons, and one of three locomotives and 69 waggons, haul crushed ore to Yabulu. Train loading is semi-automatic. A small township and associated services have been constructed for employees at Green- Vale.

Conflicting claims and views on the priming of ammonium nitrate/fuel oil (ANFO) are reviewed; certain fallacies and misconceptions are rectified. Optimum priming systems for a range of blasthole conditions are indicated. Moves towards optimum priming lead to reductions in the combined cost of drilling, blasting and handling the material. With shallow blastholes, two-point priming is rarely warranted. Best blasting results from single priming are usually obtained when the primer is located near, but not at, the bottom of the blasthole. As blast- hole depth increases, two-point priming becomes more reliable and effective than single priming. For two-point priming, primers should be located such that detonation waves in the ANFO collide at grade level or, if preferred, within a hard band in the burden. Where blastholes are very deep and/or strata variations can be appreciable, three or more spaced primers are often justified. The effectiveness of a primer varies with its detonation pressure, diameter and length. Primer properties influence the velocity of detonation (VOD) near the primer, but do not affect the final (steady-state) VOD in the ANFO. A review is made of the limited published experience of the effects of cemented fill in flotation.A general approach is adopted in listing and discussing possible sources of, and reasons for, ore contamination by cemented fill, together with basic, fundamental approaches to minimizing this contamination. These approaches involve basic mining design, effect of fill placement density, optimization of curing time and of cement content, variation of fill particle grading, use of flocculants and of pozzolans, fill placement and dewatering, and or blasting and handling practice.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. From these bases the paper examines present and likely future markets for Australian bauxite; differing marketing phil- osophies for serving those markets; factors influencing successful marketing; and the sources and relative strength of competition which Australia faces.

The manganese ore of Groote Eylandt is a shallow sedimentary deposit of Cretaceous age. There are a number of deposits which vary greatly in ore texture, density, percentage of matrix and thickness. The thickness in the present five operating quarries varies from 1-5 metres. The mine output in 1973 was 3 million tonnes of which 60% was blasted, the remainder ripped and bulldozed. The shallow deposit and its varying thickness create rather unique blasting problems which must be overcome in order to produce a minimum overall mining cost but not necessarily resulting in a minimum drilling and blasting cost per tonne. Future planning envisages the introduction of site mixed slurry explosives following test work and the application of a twin boom single operator rotary percussion drill. The paper outlines the overall developments,present and envisaged practices and the reasons for these changes.

Electromagnetic methods used in geo- physical prospecting for conductive ore bodies have proved successful in Canada,Sweden and other countries. In Australia however the depth of weathering generally exceeds 30 metres. This introduces a problem of highly conductive overburden and renders equipment useful elsewhere virtually ineffective. A discussion of several EM prospecting techniques is presented and a new system under development at James Cook University using V.L.F. transmissions capable of indicating changes in impedance (not only highly conducting media) is outlined.

Poor performance in the several stages of the magnetite recovery circuit, coupled with poor desliming through inefficient and over- loaded desliming screens, led to excessive magnetite consumption. An accurate and reliable sampling programme was established covering all outlets of the plant. Emphasis was placed on frequency of increments in an endeavour to detect extreme conditions of short duration. Systematic checking of the entry points to these outlets than identified those sections of the recovery circuit at fault, namely magnetite recovery separators and the heavy media cyclone product rinsing screens. More product rinsing water was provided, and modifications to the rinsing screens improved the efficiency of these units. Consistency of operation through automatic control of level eliminated the sudden massive losses in the magnetic separators. Load on the recovery circuit was then reduced by improvements to the raw coal desliming screens. A 50 per cent reduction in magnetite consumption was achieved.

Mining is claimed to be unique among industries owing to its dependence on exploration for its existence, the need to operate in remote, inhospitable areas, the vast capital sums required for development, the need to pay royalties regardless of profitabil- ity, the wide swings in prices for many of its products, the finite life of each-mineral deposit, its susceptibility to criticism by environmentalists, its dependence on export markets and sensitivity to' cost and exchange rate fluctuations, the uncertainties inherent in most mining legislation, pressures to grant mineral rights to aboriginal communities and the burden of having to finance its own infrastructure. The special problems of the industry have been recognised in the income tax laws which, generally speaking, allow for the deduction of all capital expenditure before tax is payable. Notable exceptions to this rule are the absence of special deductions for mineral processing facilities and the absence of any deductions for a large part of the expenditure on ports and port towns. Lateritic nickel ore occurs as a supergene or residual deposit as a result of the tropical weathering of underlying ultramafic rocks. The mineralisation may be as hydrated Ni-Mg silicates, like garnierite (silicate ore); or as hydrated Ni-Fe oxide (oxide) ore. Non-sulphide ore represents only 30% of the tonnage mined, but represents 85% of the total world's nickel reserves. A typical lateritic profile consists of 4 zones above the unweathered ultramafic parent rock: Zone 1: the "upper laterite" which is dark red-brown, porous and concentrically structured. It contains 0.2 to 0.8% Ni, 48.0 to 72.0% Fe, and 0 to 9.5% MgO. It is often capped by a ferricrete crust. Zone 2: the "middle laterite", which is red-brown to light brown and more porous than the above zone. It contains 0.8 to 1.5% Ni, 42.0 to 48.0% Fe and 0.5 to 6.0% MgO. Zone 3: the "basal laterite" which is yellow-brown to yellow-orange,

In this paper, a subtle, but important, difference has been drawn between responsibility and mandate. Responsibility has a connotation of financial involvement assigned to an organ- isation as a result of some action it takes, the ramifications of which can be ascribed directly to the organisation. In contrast mandate relates to the power and authority to act. The paper outlines the role of poli- ticians as community decision-makers and the need for Government policy to be flexible in an advanced industrial society so that decision- making options are kept open for as long as necessary. Further, broad community objectives need to be understood and defined so that plans and policies can be consistent. Co-ordination through communication at all levels, especially at the public administration interfaces and with the private sector,is essential for effective resource allocation and efficient implementation. The paper discusses several aspects of the infrastructure responsibility question and some considerations which might be viewed as important by the community decision-makers in considering what responsibility the "community" should accept in providing infrastructure.
