Kenny/Shea JV is constructing the water intake tunnel for the new Elm Road Generating Station, a supercritical coal-fired power plant in Oak Creek, Wisconsin, being built by Bechtel Power Corporation. The intake tunnel system consists of a temporary mining shaft, pump house and intake channel riser shafts, and four lakebed intake shafts. An 8.33 m diameter, 2,800 m long TBM mined rock tunnel is being constructed to connect the shafts. The intakes are located 2.4 kilometers offshore in Lake Michigan. The shafts and tunnel are being constructed in glacial tills and Silurian Dolomite. The estimated tunnel completion is December 2007.

The Bureau of Mines investigated a simultaneous elutriation and flotation technique for separating polyethylene terephthalate (PET) from polyvinylchloride (PVC). The Tuscaloosa Research Center, through a cooperative agreement with a recycling company, devised an elutriation-flotation method for beneficiating the mixed heavy plastics portion of municipal solid wastes which is composed of polystyrene (PS), PET, and PVC. A sodium carbonate brine was used to remove the lighter PS from the heavier PET and PVC. Over 98 pct of the PS was recovered in a high purity PS concentrate containing 99.7 pct PS, The remaining PET and PVC mixture was washed to remove the brine salts that would be harmful to the flotation process. The clean PET and PVC mixture was conditioned in a solution of 45 g/t gelatine and floated in a short (l-m) column flotation cell in an upward flow of water. In a single flotation step, over 75 pct of the PET was recovered in a high purity product containing 99.8 pct PET. The bubbles attached to the PET lowered the effective density of the PET-bubble agglomerate and allowed successful separation of these agglomerates from the PVC plastic pieces. This method separated two-thirds of the mixed plastics fraction into high purity PS and PET products suitable for recycling and left only one-third of the plastics in the mixed plastics product.

Despite what may be overwhelming evidence that natural degradation of cyanide and cyanide attenuation in hydrogeochemical processes are capable of reducing or eliminating potential water quality problems associated with heap leach facilities, the recent sharp increase in the price of gold and wide interest in the cyanidation process has focused all regulatory eyes on cyanide leaching. Regulations continue to increase, design criteria are more strict, and detoxification requirements approach or exceed the level of detectability. Current governmental regulation of mining and milling operations using cyanide varies considerably from state to state. The lack of regulatory consistency at this level is largely attributable to the current Bevill Amendment exclusion of mine wastes as potentially hazardous wastes, the undefined status of the Environmental Protection Agency's ongoing mine wast study effort, and the mining industry's reluctance to develop a consistent policy regarding state versus federal mine waste regulation.

"Nearly every input to a mine plan is based on an estimate. The estimates may be from sample data, historical information, models, or personal opinion, but in all cases, these values are simply expected values (means). In real life, we do not get to iterate the exact conditions at our mining operation many times to ensure that that average value is attained. The expected value also tells us nothing about the spread of values that that input might take on. The result is a significant amount of unquantified uncertainty in our mine plans. Unfortunately, it is often too expensive or time consuming to update planning processes and software. This paper presents a proof of concept spreadsheet scheduling tool that can be utilized to incorporate many geologic realizations (simulated models) into the mine scheduling process. While this POC is not intended to be a detailed model of uncertainty, it is to show that there are stepping stones available for mine planners to begin to embrace uncertainty and produce more achievable plans without requiring a significant change in their planning process. INTRODUCTION Mining companies have included quantifying uncertainty, or at least risk, as a requirement of project justification for many years, however many times this process lags behind the traditional mine planning process and the results are rarely used to improve the plan. Many mining engineers have incorporated techniques such as Monte Carlo Simulation or Discrete Element Simulation to understand the range of productivity that can be expected for an operation but most still rely upon one estimated model for what is likely the critical component of technical uncertainty, the geologic resource. Modern geostatistical methods can provide multiple ore body realizations to provide a thorough unbiased “picture” of the geologic uncertainty but most traditional mine planning techniques are not formulated to allow for multiple (100-200) realizations of each material quality/grade parameter. Commercial software companies and research groups are progressing with development of tools that can incorporate geologic uncertainty, and even optimize extraction plans in the uncertain environment. Unfortunately, this author believes that a significant number of mining operations will not be able to adopt these techniques due to the computational requirements of the advanced techniques and the costs associated with implementing proprietary software. In an attempt to encourage mining engineers to embrace the inherent uncertainty in their mine plans, this paper presents a cost-effective alternative that can be developed in-house, at any mine, to schedule mid to long-term mine plans while continuously monitoring the uncertainty in the results. The author hopes that by demonstrating the usefulness of such a system that mining companies will encourage engineers, geologists, and geostatisticians to find ways to incorporate this powerful data into their processes and procedures."

From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

Investigation of several serious hoisting accidents identified machine brake failure as the most common cause. The recent revelation of this potential hazard has prompted regulatory authorities to require an additional, independent, emergency braking system. As a result of this initiative, a new generation of braking systems have been developed and applied to mine elevators. This paper will discuss the design and testing of an electrical dynamic brake, pneumatic rope brake, and traction sheave brake. The effect of compound braking on hoisting systems equipped with multiple brakes will also be addressed.

While a body of work exists on intelligent systems for guiding occupants out of buildings during an emergency, the problem of guiding miners out of a mine during an underground emergency has not been explored. Underground evacuation fundamentally differs from building evacuation because of differences in the regulatory regime and uncertainty regarding the number of occupants. The potential for implementing an intelligent miner guidance system is buttressed by the fact that miner tracking systems, along with communication and sensor networks, already exist in underground mines. This work presents a method based on a local positioning system, in the form of a network of “nodes” at major “intersections,” which can then be used to guide miners to safety. We have developed a path-planning algorithm, based on Dijkstra’s algorithm and the local positioning system that can provide miners with the optimal escape path in an emergency. The algorithm is validated with scenarios at the Missouri University of Science & Technology Experimental Mine demonstrating the potential to include smart technology in mine emergency management and response planning. INTRODUCTION Underground mines are hazardous environments with a higher than usual risk of safety emergencies where miners have to evacuate the mine to save their lives. Mines have always trained miners to evacuate or shelter-in-place in minimum time. Jalali and Norrozi (2009) opined that the three major components that help miners in case of emergency are pre-planned optimal escape routes, decreasing delays, and improving the education of miners. In fact, Goodman and Kissel (1990) suggested that fatalities arising from mine accidents could be reduced by 50% just by decreasing delays in finding the pathways in case of emergency. The proposed work can assist miners in finding escapeways quickly in case of emergency. It is very important to have a pre-planned evacuation strategy that is clearly communicated to miners to ensure the safety of all (Conti, Chasko & Wiehagen, 2005).

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. Tunnel Boring Machines (TBM) have more or less become the preferred method of tunneling in various ground conditions and Programmable Logic Controllers (PLC) or microprocessors are standard features on TBMs to monitor and record various sensory systems on the machine providing the possibility for machine automation and control. The data collected from these sensory systems and channeled through PLC is stored for real-time analysis or use by the operators. Based on typical construction specifications, part of the information collected in the process is shared with the project management team representing the owner. Machine data automatically acquired during TBM advance is typically processed by specialized software to offer the project team data visualization and evaluation options. Interfacing with Geographic Information System (GIS), Computer-Aided Design (CAD), 3-D geologic model, instrumentation data bases, and Document Management Systems (DMS) allows for developing Building Information Models (BIM) of the tunnel’s as-built condition. Application of Artificial Intelligence (AI) processes such as Machine Learning (ML) have already been used for analysis of data, including performance prediction of hard rock TBMs, and exhibited the potential of big data analytics in improving the productivity of the operations. This paper outlines anticipated disruptive technological advances with implications on geotechnical exploration, TBM operation, face condition tracking, subsurface risk allocation, and claims management in the future.

Emery is a rock that at one time held a large share of the abrasives market. The introduction of synthetic abrasives, however has forced it to settle for only certain niches in the marketplace. This loss of market share is due mainly to the higher amounts of impurities and weaker internal structure that naturally occurring minerals have compared to manmade materials. The use of rocks and minerals as abrasives dates back to early man, who used flint, quartz, and other natural materials to fabricate various tools. During the 19th century, with the Industrial Revolution imminent, the character of the abrasives industry was changed forever as synthetics were introduced. Frank B. Norton is credited with producing the first manmade abrasive when, in 1855, he manufactured a vitrified grinding wheel using emery grit and clay. Before Norton's accomplishment emery had been the only commercially available abrasive. The latter part of the 20th century has seen synthetics capture an increasing share of the abrasives market from natural materials. The term emery is believed to have been derived from the words emeri (French), smeriglio (Italian), and smiris (Greek). The term corundum, for the principal mineral of emery, seems to have originated from kauruntaka, the Indian name for the mineral. GEOLOGY Emery is a gray to black, granular rock comprised of various minerals including corundum (A1,0,), an iron-bearing mineral (usually magnetite-Fe,O,, hematite-Fe,O,, or hercynite- FeAI,O,), and several trace impurities such as mullite, titania, silica, and magnesia. The hardness of emery normally ranges between 7 and 9 on the Mohs scale, depending on its mineral com- position and level of impurities. Corundum, the hardest mineral in emery, typically has a hardness of 9. The specific gravity of emery ranges from 3.2 to 4.5, also depending on mineral composition and purity. The crystallography of each mineral contained in emery differs somewhat. Corundum exhibits an hexagonal crystal structure, whereas magnetite forms within the isometric system, frequently as octahedral crystals. Hercynite, an iron spinel, is also isometric. Hematite has an hexagonal structure but often is found as botryoidal and reniform masses. Principal deposits of commerical emery are found in the United States, Turkey, and Greece. In the United States two emery producers in the Westchester County-Peekskill area and one in the Cortlandt County area of New York closed their mines in the late 1980s. Commercial production in the United States now comes only from the western Cascade Range in Oregon. The emery in New York has a typical A1,0, content of 41.5%. Most of the rock is not true emery because it contains a mixture of spinel and magnetite but very little corundum. The deposits are of Late Ordovician-Early Silurian age and consist of veins in which emery is mixed with olivine, pyroxene, and hornblende. The veins evidently were formed by contact metamorphism and are surrounded by Precambrian schists that contain mica, sillimanite, cordierite, garnet, and quartz. The deposits in Oregon were formed during Miocene time by the contact metamorphism of ferrunginous bauxite by intrusive lamprophyric dikes and plugs. Emery is found in thin layers bordering these tabular dikes, which are usually oriented perpendicular to bedding, and in "surficial placer deposits. The emery deposits in Turkey occur as small, massive, lens- shaped bodies and as surficial placers. They are believed to have formed during Permian and Triassic times. In Greece the principal site of emery production is at Cape Emeri on the Island of Naxos. These deposits consist of lenticular masses of emery surrounded by marble. They originated during Mesozoic time, evidently by metasomatic replacement. Smaller deposits on several other Aegean islands were formed by the metamorphism of bauxite or other alumina-rich materials.

Storing natural gas in solution mined salt cavities appears to be one of the more promising methods being considered by some major gas transmission companies for meeting peak demands. Historically, these companies have been faced with the problem of meeting peak demands when the source of natural gas is located hundreds of miles from the marketing area. Transcontinental Gas Pipe Line Corporation's position was further complicated because some of its offshore Gulf Coast gas supply wells may have to be shut in during hurricane alerts. Transco's solution was to construct. solution mined salt storage caverns adjacent to its pipeline near Eminence, Mississippi. (See Figure 1.) In 1965, Fenix & Scisson, Inc., was engaged by Transco to evaluate the feasibility of storing natural gas in caverns dissolved from salt at selected locations along Transco's pipeline to the East Coast. In June of that year a report was submitted to Transco concluding that this proposal was feasible and recommending several potential sites for storage development. Additional engineering and geological studies followed and in March 1968 the Eminence Salt Dome site was selected and storage construction began that year.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

Discussions will center on important work practices and on the function and efficiency of exhaust aftertreatment devices. An industry-government cooperative research project to develop and test an exhaust aftertreatment system for part 36 equipment is also discussed.
