Much has been written recently about the Henderson Mine Project in Colorado being developed by American Metal Climax, Inc. To briefly recap the project, AMAX has an ore body, containing about 300 million tons of proven and probable molybdenum ore which is located under Red Mountain on the eastern slope of the Continental Divide. The mill, however, will be located on the western slope in the Williams Fork Valley where water and space for waste disposal are more available. AMAX will carry the ore by remote controlled trains from a gathering level underground at the mine, through a ten (10) mile tunnel under the Continental Divide and thence along a five (5) mile surface railroad to the mill site. One of the more challenging facets of the project is the western portion of the ten (10) mile tunnel being driven by Dravo Corporation through difficult ground conditions, downgrade, toward the Continental Divide. The tunnel is a 16'-6" wide by 15' high horseshoe, which runs in a straight line and drops at a constant three percent (3%) grade from the West Portal to the ore zone. Dravo's portion is anticipated to be about 6 1/2 miles long and includes permanent pumping stations located every 4,900 linear feet (lf) permanent rectifier stations every 12,5001f, and one (1) 1,560 ventilation shaft. The western portion of the tunnel lies in the Idaho Springs formation, a mixture of gneiss and schist with some granitic intrusions. Toward the Continental Divide a transition into Silver Plume Granite is expected to occur. Preconstruction geologic information indicated the Idaho Springs and Silver Plume formations to be basically competent with some faulted and altered areas. It

The sand and gravel industry provides an enormous quantity of materials vital to the maintenance of low-cost construction. There has been little effort to conserve this valuable natural resource. In fact, existing regulations which affect sand and gravel operations act more to waste these materials than to conserve them. Another factor affecting the industry is new legislation requiring the reclamation of worked-out pits. Although such legislation creates many administrative headaches for a sand and gravel operator, there exists the possibility through such legislation of gaining some conservation measures that could be helpful to the industry.

On December 2, 1942, a scientific team lead by Nobel Prize winner Enrico Fermi first initiated and controlled a self-sustaining nuclear chain reaction. This historic event occurring beneath the stands of the University of Chicago football stadium instantly created an entirely new and tremendously broad area of technology. Indeed, the event probably changed the course of world history and considering the curret energy shortage, it probably came none too soon. Following many technological breakthroughs in the ensuing years, this event led to the first full scale nuclear fueled electric generating plant. In December, 1957, the Shippingport Nuclear Power Plant became operational and the United States had entered the era of the nuclear fueled electric generating station. Today, only fifteen years later, there are some thirty-five operating nuclear power plants in the United States with another 56 under construction and 116 on order. Still, we are only scratching the surface of this tremendous energy source. In 1970, less than one-percent of the total electric generating capacity in the United States was nuclear fueled. By 1985, it is projected that 45% of our generating capacity will result from nuclear power plants. These projections are based upoa statistics of six months to a year ago and considering the current energy shortage and recent attempts by the United States Atomic Energy Commission (USAEC) to speed the licensing process and encourage standardized plants, the contribution of nuclear power to our total generating capacity may be even greater. In summary, it is obvious that nuclear power is now, and will continue, playing an important role in our future. Those factions of government, industry and the professional community charged with fully developing this tremendous energy source must deal with it rationally, logically and expediently. The various environmental considerations in nuclear plant siting play an important role in the overall plan.

Rapid excavation includes rapid support and is the central theme of this paper. Over the last few years, enormous strides forward have been made in the excavation and material handling aspects of underground excavation. However, the technology necessary to support these rapidly created openings has lagged behind the other aspects. This paper would attempt to bring you up-to-date on the progress made in bringing ground support using shotcrete into the same productivity rates as the other cyclic operations. Shotcrete has become an acceptable material for temporary and permanent support for undergound openings. However, coarse aggregate shotcrete has been an expensive construction material. It has been confined in the main to difficult ground conditions where conventional methods of support have proved to be even slower and more expensive than shotcrete. There are two main factors influencing the productivity of shotcrete equipment. (1) Structural shotcrete as opposed to gunite requires 40% to 45% rock minus 3/4" in the mix design. The employment of continuous rotary vacuum disc filters to filter refuse from the fine coal washing circuits has been increasing as it has become more important to close the water circuits and eliminate sludge holding ponds. This paper will discuss our past experience filtering refuse, effects of solids concentration in the filter feed, use of polymer flocculation aids, effect of flocculation devices, and effects of particle size and ash content on the filtration rate. Detailed tests were performed on existing installations utilizing coal refuse filters to determine optimum flocculant dosage, solids concentration, and disc rotation speed to form a dischargeable cake. Information was also obtained showing effect of flocculant addition on the moisture of the filter cake. Our test work has shown that the continuous filtration dry cake rates for fine coal refuse correlates very well with the data developed and presented by Silverblatt and Dahlstrom1 except that the curves have moved up the scale by use of polymer flocculant additions. These polymers were not available at that writing. Finally, our tests also confirmed the general premise stated by S. K. Mishra2 that controlled additions of polymer flocculants will reduce filter refuse cake moistures somewhat.

A computer model capable of simulating the basic production system in a variety of underground mining methods has been developed at the Twin Cities Mining Research Center. This Bureau of Mines paper describes the simulation of the basic production system at the working face, which includes drilling, blasting, mucking, and roof bolting. The model is event-oriented; that is, the status of the system is updated at the occurrence of an event. All event or activity times, including failure and repair of equipment, are treated as stochastic variables. A location dimension, in addition to the time dimension, is used, allowing the simulation of multiple location systems. To aid the user in determining the efficiency of his system, the model provides several reports. An event or activity report gives the frequency of occurrence total active time, and cumulative delay statistics for each event. An equipment report delineates the availability and utilization of all equipment. A production report provides information on various performance measures such as tons produced and holes drilled. The cost report gives the cost of various elements in the system. Operating data from an actual mining situation were used in validating the model. In addition to the description of the model, examples of simulation experiments which were performed on a room-and-pillar mine system are given. Use of the model to determine methods for improving the efficiency of the system is discussed.

Tunnels are defined as underground passages made without removing the overlying materials. From time immemorial men have driven tunnels for mining purposes. Even today tunnels are the building blocks for underground mines. The total length of such a network of tunnels in a mine may add up to 10-100 miles! In addition to this, rapid development of vehicular traffic, needs for air raid protection and metropolitan traffic problems have given a great impetus to underground tunnel construction. But for the successful drivage of any tunnel an adequate air environment has always been and remains an essential prerequisite. This is particularly true for tunnels in mines which are driven in gas bearing strata often at a substantial depth from the surface. An adequate air environment is designed to promote the health, safety and comfort of workers which results in greater productivity and efficiency. Its legal definition varies from country to country but, in general, it means the provision of sufficient circulating air, often at specified velocities, to maintain: (i) at least 19% oxygen in the working areas (ii) Concentration of pollutants, e.g., methane, carbon monoxide, respirable dust, etc. below specified limits. Table 1 shows the maximum allowable concentrations for some of these pollutants.1 (iii) Temperature and relative humidity below specified limits. Ventilation of tunnels in mines assumes ever. greater importance today because of increased mechanization and concentration of output which leads to higher rate of production of inflammable gases and respirable dust. The only previous attempt to use a tunnel boring machine in the rock formations encountered in New York City was unsuccessful. However, technology has been developed since then which made a new attempt a practical proposition. Nine thousand feet each of 8'6" and 11'0" diameter tunnels were driven in Manhattan schist using Jarva TBM's together with 1100 ft. of the smaller diameter driven conventionally in Inwood marble and earth. (1) The selection of tunneling method was largely based on the need to avoid community reaction and hazardous tunneling conditions where the larger diameter tunnel passed beneath residential structures in poor condition in seamy and blocky rock. Experimentation with cutters and cutter mountings indicate that good cutter life and ease of change are available. It was found practical to use unusually large muck cars for an efficient muck disposal system. Conventional tunneling was successfully executed beneath a subway station whose invert was less than seven feet above the crown of the tunnel. Attempts at chemical consolidation and dewatering were unsuccessful in the earth section which was completed under compressed air.

At Getchell, Nevada a thousand tons per day mill for extracting gold from an ore containing orpiment and realgar was operated several years until early 1967. A cyanide process with a roaster was used in the processing of the ore. Mill wastes were contained in tailings ponds, in which the concentration of arsenic, currently, is one per cent or higher, Studies were conducted determining the effect of the tailing wastes on the Upper Sonoran vegetation of the area. Grid and line-intercept techniques were employed to obtain botanical informatics of the area surrounding the tailings ponds. Data of the per cent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds was collected. The data was compared to other botanical data collected from a control site outside the influence of the tailings ponds. In an attempt to isolate naturally occurring factors for varying plant communities from hose induced by factors derived from the close proximity of the tailings, soil cores were taken along the line-intercepts at intervals of 30 meters. The cores were analyzed for several compounds and elements needed for growth, or known to inhibit growth. Specific physical parameters of the soil samples were also taken. The paper describes the impact made by mill wastes containing large amounts of arsenic on the Upper Sonoran vegetation of the Getchell region. Described in detail are the techniques used to make the correlations between the plant communities and the influences of mill wastes.

Squeezing ground conditions in hard-rock tunneling are associated with fault zones containing brecciated rock and gouge. Gouge is a stiff clay-like soil that exhibits a propensity to creep. The ground loads applied to tunnel supports in squeezing ground are known to be significantly time dependent. Accordingly, an experimental and analytical study is presented that deals with soil creep and its application to the prediction of tunnel support requirements in squeezing ground conditions. Relatively undisturbed samples of fault gouge obtained from Straight Creek tunnel in Colorado and Pacheco tunnel in California are classified as very stiff to hard clays of low plasticity. Constant-load undrained triaxial compression tests are performed on these materials. A simple, three-parameter creep equation is developed that adequately describes the observed deformation of fault gouge with respect to applied stress and time. The equation is shown to fit existing creep data of various soil types. The creep equation is used to modify an existing continuum-mechanics solution to the time-dependent behavior of unlined and lined cylindrical openings in a creepsensitive medium under a hydrostatic state of stress. Assuming properties for the medium that are representative of the fault gouge materials tested, parameter studies are performed for unsupported and supported tunnels in squeezing ground. The analyses permit estimates to be made of the steel set supports required for tunnels at different depths in various squeezing ground conditions.

INTRODUCTION Rock bolts are one of the most common mine support systems in use today with approximately 90 to 95 million used annually in the nation's coal, metal and non-metal mines. By far the largest majority of these are steel bolts with mechanical expansion shell anchors. Many theories have been advanced to explain the ground control achieved through the use of rock bolts. Most of the theories are applicable to a specific set of circumstances, geology, geometry, rock properties and in-situ stresses. Examples are those which relate the beam building or strata-hanging theories of ground support used in the rectangular openings of a coal mine(l). In tunneling and most metal mining, either circular or horseshoe shaped openings are normally used. Here, bolts may be used to develop a radial stress around the opening, which adds stability to that opening, or merely pin blocks of rock back into more stable ground so that they cannot slip. In most cases, the bolts are torqued to a specified value to seat the anchor and to achieve the pre-load or tension that is desired. To be effective, however, this tension cannot be lost through bolt slippage or creep frequently caused by blasting, moisture attack or raveling of the rock surrounding the drill hole, etc. Furthermore, in soft rock or in oversized holes, sufficient anchorage cannot be achieved with the mechanical anchor, and in very brittle rock the concentration of forces produced by the expanding anchor might cause a crack to propagate from one drill hole to the next. INTRODUCTION The Advisory Conference on Tunneling held in Washington, D.C. in 1970 under the auspices of the organization for Economic Cooperation and Development (OECD) forecast that $54 billion would be expended by member countries on underground construction in the 1970s. Construction activity since the Conference indicates the forecast may have been conservative. Statistics in the report indicated a vast increase in tunneling projects for mass transit, hydro-electric development, railroad tunnels, sewer and sewage retention reservoirs and water tunnels. Development of equipment is required to meet the demands for high speed excavation and provide tunnel driving systems with maximum efficiency and capability to sustain high speed advance rates. BORING MACHINE CAPABILITY During the last decade, use of Tunnel Boring Machines (TBMs) has increased. Where ground conditions and limits of machine design criteria permit, circular tunnel sections are either the only section , or an alternate sections specified in the documents: a TBM is either required or is an acceptable alternate means of tunneling. In order to drive tunnels with low overburden in town regions, it is necessary to give a quantitative prognosis for the deformation of the underground as well as of the tunnel-lining and of its stability. These problems and their solutions are illustrated by the works for a two-track-railway-tunnel in Bochum (Ruhrdistrict). In this case the most important problems consisted in passing below buildings in a vertical distance to the fundamentals of only 3.20 m and a railway earthdam with rapid train traffic in a distance of 4 m under the dam. The results of measurements from other comparable tunnels and finite-element-computations were used to prognose the settlements on the surface and in the ground, their distributions and their development in time. To obtain these values at the site, a special system of tunnel driving was executed. The tunnel was excavated with the newest type of tunneling-machine from DEMAG, cutting an inclined front, immediately followed by a special temporary support of shotcrete and inclined steel-ribs. By using theoretical and empirical methods to assess the behavior of the tunnel and underground and by executing an optimal driving system in technical as well as economical aspects, the expected behavior, expressed in quantitative values, was almost equivalent to those received by control measurements.

When paraffinic gases (ethane, propane, butane) are used as the gas phase in flotation systems, the initial rate of flotation and recovery are generally increased as compared with air. The mechanism of the effect of paraffinic gases in flotation was studied and it was shown that they co-adsorb with the collector ions on the mineral-aqueous solution interface. The effect of this co-adsorption was interpreted in terms of apparent increase of the effective chain length of the collector by the co-adsorbed gas. Adsorption densities, contact angles and flotation behaviour were studied on the following systems: a) Quartz - dodecyl ammonium chloride - ethane and propane b) Calcite - sodium oleate - propane and butane. The positive effect of the co-adsorbed gases is a maximum at low collector concentrations or where critical conditions for flotation with air prevail.

This is a world of change and has been from the beginning. There are constant efforts on the part of natural forces to wear down the high spots and fill in the low spots. Wind and water over eons of time tunnel through obstacles and build windways and waterways to make movement of air and water easier and more efficient. It is a natural, never ending, ever changing continuing effort. Man in his struggle to survive, and to progress, has had to adapt the terrain of the earth to fit his needs the best he could. First, he used natural caves to protect him from the elements; then he learned how to build earth and rock-moving tools from antlers, bone, rocks, and sticks and adapted his cave to increase his security and provide better protection from heat and cold and from his predatory enemies. As his numbers increased, so did the necessity of further adapting his environment to accommodate his needs. Water was usually not available when and where needed, especially in the desert areas where civilization developed, and long tunnels were drilled to intercept ground waters and lead them to underground caves carved out of soft limestone. Most of the tunnels of early man were to bring water from where it was to where man needed it. Then, as now, as man increased his chances for physical survival, he turned to the quality of life -- and this reflected in the concern for life after death. This lead to the elaborate shafts and tunnels for the protection and prservation of the more affluent noblemen and pharaohs of the early Egyptian civilization. Man used the underground for the stable temperature and for protection and safety.

1. INTRODUCTION The Tunnel Cost Model (TCM) is a computer based model whose objective is to quantify the risks of hard rock tunneling in terms of cost and time to completion. The main feature of the TCM is the simulation of the tunnel construction. The simulation makes it possible to incorporate in the time and cost computations the effect of uncertainties in geologic conditions and in productivity rates and costs. The cost and time computed with the TCM will be in form of distributions that allow a quantitative risk assessment. The TCM will be useful as an estimating tool permitting the estimator to rigorously relate uncertainties of individual factors to the end result. The TCM will also make it possible to evaluate technological innovations and to identify problem areas in existing technologies. The TCM consists of three interacting submodels: the geologic submodel, the construction operations submodel and the tunnel simulator. The goal of this paper is to describe the geologic submodel, whereas the construction operations submodel and the tunnel simulator will be described in the following paper by Moavenzadeh et al. First it will be shown how interactions between the geologic submodel and other parts of the TCM will impose certain requirements on the geologic submodel. These requirements, which relate primarily to the description of geologic conditions by a set of problem-oriented parameters and the quantification of uncertainty associated with geologic conditions, will then be discussed. Complex combinations of technical, economical, safety and environmental factors are causing mining engineers everywhere to review their operations. Naturally, some of the traditional methods still have a large role to play because they are, in certain circumstances still adequate and are well understood. But, as circumstances change, a new approach is required. The combination of technical and economical reasons for introducing Long- wall mining in some seams in the United States is associated with strata control. Other reasons include simplifications and improvement of ventilation, reduced coal dust, more output from each unit and crew, increased percentage of recovery from each area of the coal deposit, and reduction of rock dusting. The innovations which transformed Longwall mining from a cyclic to a continuous mining system were the armored conveyor and power loading machines, but the crucial breakthrough for application to high production was the development of the powered roof support, which at once gave the system the advantages of mastery of strata control, increased rate of advance, significant reduction of manpower, and increased safety.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. Much concern has been expressed recently as to whether water supplies will be sufficient to support accelerated energy development foreseen in operation Independence. Taking the Nation as a whole, sufficient water is available for energy growth, but locally, as in arid parts of the Colorado Basin, limited water supplies will dictate economies in water use and affect plant siting. As Young and Thompson1 point out with respect to electric power generation, the term "water requirements" is misleading, as demand for water for cooling is sensitive to price of water and thus is quite flexible rather than the inflexible or fixed level implied by the word "requirement." Much the same is true of other energy conversion systems. Water is used in many aspects of energy production including mining and reclamation of mined lands, on-site processing, transportation, refining, and conversion to other forms of energy. In the East, South, Midwest, and along the seacoasts, water supplies are generally adequate for energy industries; most water problems in those regions relate to pollution rather than supply. West of about the 100th meridian, however, runoff is generally less than potential diversions and energy industries must compete with alternative uses for the limited available water supplies. Water is especially short in areas of less than 10 inches mean annual rainfall where natural precipitation generally is insufficient for establishing vegetation without irrigation. Extraction. The principal categories of extraction comprise coal mining, oil and gas production, uranium mining, and oil shale mining.

Orange County, adjacent to the populous and industrialized Los Angeles area, is the fastest growing county in California and is second only to Los Angeles County in total population (figure 1). In addition to an equable climate and a burgeoning economy, there is room in Orange County for growth and expansion. Growth over the past decade has resulted in rapid development of industrial tracts, housing areas, and shopping and commercial centers, mostly in former agricultural areas. The value of new building in 1972 was a record amount-over I billion dollars (figure 2). Problems relating to the proper direction of growth are the concern of both government and the private sector. The intelligent and efficient use of areas to be developed requires planning for the conservation and protection of the County's natural beauty and for the orderly development of natural resources. The availability of sand and gravel, which is used in many phases of construction, will be a major controlling factor in the future of the County.
