It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. Current developments in using lime and limestone slurries to remove sulfur oxide gases from the stacks of coal- and oil-burning furnaces have established an important need for treatment systems which include adequate disposal of resulting waste materials. The paper briefly outlines the classes of scrubbers which are using lime and limestone and describes the characteristics of the by-product material being produced. Some discussion is also included relating to methods of disposal of the scrubber underflow. Since coal-burning plants also produce fly ash as a waste material, one system developed by the author's company combines this material with the sulfur oxide by-products. The mixture is processed in a manner which converts the waste products into usable materials with acceptable structural and environmental properties. Recent interest in protection of ground waters from heavy-metal leachates has made the fly ash-sulfur oxide system an acceptable means of disposal, because the conversion products have very low permeability and adequately encapsulate soluble salts within the hardened mass. Although only limited information is available on the types and chemical requirements of limestone used in these processes, a few guidelines are presented to indicate the range of materials that can be used with good results.

Many improvements in the art of underground excavation have appeared during the past two decades. These improvements have been both in methods and in machinery and have resulted in more economical construction of today's tunnels. In the realm of machines, the developments of continuous boring heads for either soft ground or rock, random arm excavators and the sliding tunnel floor (Magic Carpet) have each made contributions toward more rapid tunneling. CONTINUITY OF ADVANCE Tunnel boring machines are often referred to as "continuous excavators". Continuous advance (without cyclical interruptions) has not been achieved, however, in any of the machines now in use. In most rotary-head tunnelers the thrust needed to make the cutters bite into the face is obtained from hydraulic cylinders reacting against anchoring devices held stationary by pads which grip against the sides of the tunnel. With this system the forward motion of the cutting head is continuous only until the propelling cylinders have reached their limit of extension. At this point the grippers must be released, moved forward and reset before a new cycle of advance can be begun. Some machines are built to obtain their propelling thrust from hydraulic cylinders pushing backward against newly-installed rings of tunnel support. This is the customary method for propulsion of shields. With it, each cyclical advance or "shove" must await the erection of a new ring of supports. Faster tunnel driving

The economic importance of salt domes has been recognized throughout the world primarily because of oil and gas accumulations on their flanks and, to a lesser degree, for the value of their salt and potash. Recently they have become of value as hosts for cavities used to store hydrocarbons. In the near future we believe that their main value will be as a source of geothermal energy. Although tremendous effort has been expended on the understanding of the geology and physical characteristics of the strata intruded by salt domes, relatively little energy has been exerted in the comprehension of the salt dome itself. Salt domes have long been recognized as a geological heat anomaly. With respect to other sedimentary rocks, salt is a good conductor of heat. Expressing values in 10-3 cgs units, sedimentary rocks vary from 1.0 to 8.0; metamorphic rocks from 5.2 to 8.4 and igneous rocks from 3.1 to 9.8. Rock salt in its pure form has a thermal conductivity of 17. (Gussow, 1970). Thus a salt dome (Fig. Ml) can be expected to act as a conduit bringing heat vertically from deep within the Earth's crust. This was, in part, substantiated when in 1958 a horizontal core hole was drilled from within the Avery Island Mine at the 500 foot level. The horizontal hole was started where the ambient temperature of the salt was 74° F. and drilled toward the center of the dome. At the end of this 2,000 foot hole the temperature was 90° F. thus depicting a horizontal temperature gradient of 7° F./1,000 feet. Because this core hole penetrated a shear zone connate water that appeared as a "cold spot" on the temperature gradient, the foregoing data can only be regarded as indicative.

The extensive lead time to develop most Arizona copper deposits commenced with initial production efforts before the turn of the century, when the first attempts were made to recover gold and silver and later copper from the high-grade vein deposits of the territory. Each of these discoveries, prospects, and early operations had its own lead time and life cycle as economic production was attempted. Because prices of the metals fluctuated and the higher grade material was depleted, economics forced operations to close and companies to fail. Renewed interest in the property because of improved conditions, different interpretation of the geologic structure, or new promotional ability frequently resulted in the formation of yet another company to finance the exploration and, hopefully, the development of the property. This cycle of renewed activity and subsequent abandonment was and is common, accounting for many lead times and for the long period of time from the initial location of claims to large-scale production. In order to gain a perspective on the lead-time interval necessary to achieve development of a large-scale operation, the histories of several major Arizona mines were examined, rather than a simple listing of discovery and production dates of many mines to arrive at a statistical average. The Miami, Castle Dome, Copper Cities, San Manuel, and Twin Buttes properties were studied, and as much data as possible obtained on the Pinto Valley, Esperanza, Sierrita, Pima, and Mineral Park-Ithaca Peak properties.

INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. Ever since the introduction of the first successful continuous mining machines some twenty odd years ago, there has been an obvious, and steadily increasing, need for some form of continuous haulage machine, or system to work with them. There is universal agreement that the continuous mining principle, and the various continuous mining machines in particular, have done a great deal for mining. However, coal mining men, who have the longest and broadest experience with them, agree that continuous miners do not truly mine continuously. In fact, their estimates, and actual studies, show that the real mining time of these machines ranges, on the average, from 20% or less to about 30% of the available shift time. Part of the failure of the continuous mining machine to mine continuously may be ascribed to breakdowns in its intricate machinery. Most of the failure, however, is blamed on a variety of other factors. Of these, there are two which are given particular blame: face haulage and roof control. The relative importance of the two as the major negative factor in continuous mining is a moot point. However, there is an extensive concensus that haulage is the number one problem. Roof problems and their control are inhibiting factors regardless of the type of mining or mining machines employed. But the truth of the matter is that a continuous mining machine, like any type of loading machine, whether underground or on surface, is only capable of mining or producing in direct ratio to the mineable, or loadable, material that can be kept ahead of it and equally, if not more, important, that can be taken away from it. By seeking to define the social and political parameters of both established and potential uses of the underground, this paper will attempt to formulate and state the problem posed in the realms of public choice for obtaining more rapid development and more beneficial use of the underground environments. Essentially, the paper will pursue the following outline: 1. Established policies and established uses of the underground 2. Potential uses of the underground for social benefit 3. Constraints on development and policy a. Psychological constraints b. R & D plus physical constraints c. Economic constraints d. Public choice and policy contraints (both governmental and non-governmental) e. Legal and other structural constraints 4. Defining the problem from the social standpoint 5. Suggestions for surmounting the constraints and meeting the problem: some hypotheses for the future.

Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

To clarify what r mean about this long title, I would like to define the term technology. A standard definition of the word "technology" is "a technical method of achieving a practical purpose". Incidently, another definition of the term is merely "technical language". The same dictionary defines the word "technology" as "having a special, usually practical, knowledge of mechanical or scientific subject." Naturally, the practical purpose of the subject with which we are concerned is solving of problems we encounter in the mining industry. I might further describe the subject of this discourse by defining the term "manager". An old definition, "one who dispenses the duties of his position with care and economy." In line with the above definition most of the technology with which we in the mining industry are confronted with deals with some form of cost reduction. This may be related to the speed of doing an operation or to saving of labor or supply costs. These can be improvements of an existing method or the result of new processes or inventions, such as new machinery.

Oxidation of coal can best be described as a process of deterioration, since most of the uses of coal, such as for fuel and by-product chemical and coke production, are adversely affected by coal oxidation, and the inclusion of oxidized coal in most coal products detracts from their value. There are probably many mechanisms of coal oxidation, and the ways oxygen molecules combine as complexes with coal macromolecules to form new substances have been dealt with and speculated upon by many workers1)* but are not dealt with in the present work. This study deals with tests and methods of detecting oxidized coal, with particular emphasis on the microscopically discernible changes that accompany the chemical and physical changes that affect the technological properties of coal during oxidation.

Electric-power-generating plants fired by fossil fuels are faced with increasingly stringent requirements for control of sulfur emissions. Several approaches for limiting these emissions, or for operating such facilities in an environmentally acceptable manner, are being pursued. Some of the approaches are based on the use of naturally occurring carbonate rocks or of materials derived from them. This paper discusses primarily the carbonate-rock-based processes being developed for control of sulfur dioxide emissions from fossil-fueled electric-power-generating plants. It includes a discussion of the role of carbonate rock materials in removal of sulfur dioxide from stack gases after combustion, capture of gaseous SO2 during the combustion process, and removal of sulfur from fuel prior to complete combustion. Materials derived from carbon- ate rocks are generally used in processes which convert the sulfur to a throwaway product, but there are also proposed processes in which the sulfur is converted to a useful product and the absorbent is regenerated for reuse.

Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. Incidently, here the term horizontal implies horizontal or within five degrees of horizontal. Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

New developments in on-stream analysis using immersed radioisotope gauges including results from plant installations are described. The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding which is based on maximum throughput at constant product size and preliminary work in flotation control are also outlined.

In the fairly recent past, with a history of cheap and abundant energy, it has been possible to predict with reasonable confidence that world energy demand would continue to double about every 15 years. Those who attempted to forecast the role of nuclear energy in future electricity generation could also start with the fairly safe assumption that electricity demand would increase even faster : with a doubling in demand about every 10 years. To estimate the likely future world demand for uranium it was then necessary to introduce a number of other assumptions including the rate of penetration of nuclear energy, the timing and the specific fuel requirements. This series of assumptions naturally compounded the uncertainty, but, remarkably, usually led to future uranium demands being overestimated. Such a bias which has almost always been observed in predictions made over the past 20 years has increasingly made uranium producers sceptical when expected to match the forecast demand with increased production capacity and supporting reserves. This scepticism has, of course, been reinforced by the persistence so far of a buyers' market in uranium throughout the entire period of emergence of commercial nuclear electricity generation.

Limestone can be used effectively in treating acid mine water. Aside from a lower cost than for other treatment agents, limestone has the advantages of easy storage and effectiveness even when impure and in slack sizes. Limestone incorporated into waste piles in layers or as riprap can inhibit acid formation; limestone rubble packed in a mine entry offers promise in formation of a low-cost autogenous resilient seal.

The present process refers to a method for efficiently obtaining high purity metallic copper from copper ammonium sulfite. Essentially, this process consists of submitting the copper ammonium sulfite to the action of heat and pressure with the object of obtaining by the decomposition of it, metallic copper, ammonium sulfate, sulfur dioxide, and sulfuric acid.

The existing Rome-Florence railroad capacity is inadequate for the traffic volume. To increase this capacity and to reduce the traveling time the Italian National Railroad Administration has decided to provide an additional 400% of rail capacity. This new rail line will be known as the Direttissima Roma-Florence line. It is planned to operate the trains on this connection at speeds of 250 km per hr. Construction works for this new line have been divided by the railroad administration into eight sections. Five of these have already been committed to joint ventures. Castiglione Tunnel is a part of the fifth section, 42 km in length, which has been awarded to Consorzio Ferrofir which is a joint venture composed of the construction firms of Astaldi - Di Penta - Lodigiani - Sogene.

INTRODUCTION The need for substantial advances in underground excavation technology has produced considerable research activity on a wide variety of concepts under a variety of Government funded programs. One goal of this "Rapid Excavation" effort has been the development of a means to apply the well-known virtues, both technical and economic, of the drill and blast method in a continuous process. The spiral blast concept, aimed at this specific goal, has been funded for initial studies (1) by the ARPA Rapid Excavation Program and, for the experimental work reported herein, by the Department of Transportation (2). The economy enjoyed by the drill and blast method stems from two factors: explosive energy is relatively cheap; and this energy is released so as to cause rock fragmentation largely through tensile failures. The relative ease and efficiency of tensile rock failures have long been recognized. The drill and blast process of course cannot be truly continuous since drilling and blasting (and other necessary functions) simply are separate, distinct operations. Although some surface explosive work has been done to avoid the need for drilled blast holes (3) it does appear that the high performance associated with explosive excavation requires placement of the explosive beneath the rock surface. This paper describes studies of blasting pattern which, in simplest terms, replaces the occasional heavy blast of conventional practice with frequent, much smaller blasts.
