The combustion of fossil fuels in a fluidized bed of calcined limestone particles is a potentially efficient and economically attractive process for the generation of steam for electric power production and other uses. The process results in greatly reduced emissions of both sulfur oxide and nitrogen oxide pollutants. Development work, evaluations and design studies are being carried out by various organizations under contract with the U. S. Environmental Protection Agency and the Dept. of Interior (Office of Coal Research). The AEC's Argonne National Laboratory is one of the principal participants in the development program under interagency agreements with EPA and OCR. This paper covers the principal reasons for developing fluidized-bed combustion, its advantages and disadvantages over conventional combustion methods, and some of the potential applications of the process. The participants in the multi-organizational program, the sponsoring agencies, the general status of development of the overall project, and the chief program areas that still require resolution are discussed. The main features of the program of work at Argonne National Laboratory and the results achieved so far are also included.

Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

INTRODUCTION Rapid transit systems involving near surface tunneling in hard rock are becoming more numerous, especially along the northeast corridor of the East Coast. Tunneled systems are under construction in Washington, D.C. and are being planned for Atlanta, Buffalo and Baltimore. Near surface tunneling is defined for this paper as being that in which the crown is 100 feet or less below ground surface. For Rosslyn Station, the total cover ranged from 52 to 70 feet. The rock cover, however, ranged from 40 to 50 feet which is slightly less than the station height and about two-thirds of its width. Rosslyn Station (Fig. 1) is the only station excavated completely in hard rock in the Virginia portion of the 98.5 mile Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system. The station site, oriented in a north-south direction beneath a main thoroughfare and flanked by multistory office buildings, was fixed by the need to serve a dense population center at a specific location and geologic conditions were a secondary consideration in siting. There was no previous underground rock excavation in the Washington Metropolitan Area of the size and scope of Rosslyn Station that offered a practical case history guide to the geologic conditions and excavation problems to be encountered. GEOLOGY The regional geology of the Washington Metropolitan Area is divided into two physiographic provinces by the northeast trending Fall Line (Fig. 2). The substantial investment in tunnels anticipated in the next twenty years has focused new attention on the economics of tunnel construction itself and on some costly problems associated with underground work: the uncertain geologic conditions, the performance and adaptability of men and equipment, and the need for quicker, more efficient excavation methods. There also exists a need to develop better ways of estimating tunnel construction. Inaccuracies in current bid estimates stem from a number of causes, among them (1) the effects of geologic conditions, which are not adequately known prior to construction, (2) the dependence of actual cost on the construction method used and on the interactions among the operations occurring underground, and (3) the reliability of tunneling equipment. Inability to estimate final costs for conventional tunneling more accurately has in turn caused difficulty in gauging the costs and benefits attributable to new tunneling technologies either under development or for which R&D programs are planned. ATTRIBUTES OF THE TUNNEL COST MODEL This paper presents a computer based Tunnel Cost Model (TCM) which quantitatively assesses the uncertainties inherent in underground work, and is detailed enough to aid in preparing estimates or bids. The model employs appropriate techniques of subjective (or "degree of belief") probability and computer simulation of tunnel construction operations to estimate distributions of total tunnel

The thought of constructing an intake shaft five miles from the shore and 142 feet below the surface of Lake Huron from the bottom up sounds like a questionable venture. Why would one want to raise a shaft from the bottom at the end of a 16 foot diameter, six mile long tunnel to within six feet of the bottom of Lake Huron? The answer lies in the fact that Lake Huron is seldom a tranquil lake. The construction period and workable days from the surface are limited. Two previous attempts to construct this intake shaft by conventional means had been thwarted by lake storms. These approaches were circular sheet-piling cofferdams with the intention of sinking a 30 foot OD, five foot wall thickness concrete casing in the center. However lake storms, particularly in the months of November and December, proved disasterous. The last attempt was halted in December 1970 when three of the seven circular cofferdams on the north side were destroyed by pounding waves. Then, due to the nature of the technical difficulties and limited construction schedule time, it seemed desirable to devise a way in which construction could proceed without being too lake-sensitive. Obviously, if men could work from the tunnel and proceed upward toward the bottom of the lake, not having to worry about the soil collapsing and bringing the lake in on their heads, the construction would be unimpeded by adverse weather. The answer to this, however, required techniques beyond the ordinary. Approximately two years previous to the start of this shaft, nine shafts had been efficiently constructed on the same project site

Ore Reserve Models are well established evaluation and mine planning tools. BY definition, these models are made up of regularly sized blocks, arranged in a three dimensional matrix. Two dimensions correspond to north and east directions, and the third, to the depth or elevation. The dimensions of the blocks need not be equal, but generally at least two of the dimensions are equal. The blocks are located in space by coordinates which are generally translated into index values for computer applications. Each block will have quantitative attributes, such as grades, densities, rock characteristics, etc. assigned to it. The process of assigning values to each block in the three dimensional matrix is the process of ore reserve model development. One of several interpolation procedures may be employed to predict the value of a block, based on surrounding data. Block value models have several uses. The utilization of block models in ore reserve computations is quite common. Here, ore reserves may be calculated by level or by cross-section for the entire deposit. For each ore reserve calculation, multiple cut-off grades may be analyzed to determine the ore reserves under different cut-off conditions. The other major use of block value models is in mine simulation. Through simulation, profitable studies that analyze the effect of alternate ore removal sequences can be undertaken to determine economic optimality. Other studies that are undertaken in mine simulation problems include the evaluation of mine layout, pit slope effects, and the impact of varying cut-off grades.

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

Gentlemen: The subject of this paper is: ADVANCED APPLICATIONS OF BUCKET WHEEL EXCAVATORS AND RECLAIMERS. Against an urgent world wide energy crisis, the role of bucket wheel excavators and reclaimers in the surface mining of fossil fuels and other ores has been raised to new prominence. This paper will review the reasons for the expanded application of bucket wheel technology, its unique contributions, and other factors relative to volume, cost, versatility, and efficiency. Today, surface mining is faced with the twin challenge of (1), accelerating the rate of removal of massive quantities of overburden and ore, and (2), replacing comparable high volumes of overburden back into the mined-out portion of the pit. Optimum quantitites for - a single electrical power plant now range from 5 to 15 million tons of coal per year. The use of bucket wheels offers the best method for meeting this challenge at lowest possible cost. For example, an advanced application that also satisfies environmental concerns involves the simultaneous functioning of two bucket wheel excavators during surface mining operations. Working at spaced intervals and different levels in conjunction with a transfer conveyor and stacker, one excavator removes the ore while the other one transfers overburden to a stacker that replaces it back into the open pit. The result of this continuously operating cycle is: (1) removal of ore and replacement of overburden back into the pit in massive quantities, (2) at accelerated volume and extreme low cost that cannot be matched by conventional loading machines of any size, and (3) fulfills a basic environmental requirement which is to

Greater awareness of the increasing need to develop supplementary energy sources is accelerating us towards many basic decisions regarding future utilization of mined energy materials -- uranium, coal, oil sands and oil shale. The latter material comprises a major potential source of oil which will require creation of unusually large and low-cost underground mining systems. In this paper, the author briefly outlines and analyzes several of the factors which continue to provide the somewhat unique character of oil shale nine planning and mine operation.

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

This paper describes and demonstrates the application of systems analysis and mathematical modeling techniques in the planning of actual tunnel projects and research and development to improve tunneling techniques. A recently completed tunnel project located in Utah is used as an example. Although cost estimating computer programs are used in tunnel project planning, the introduction of performance modeling, simulating the time to excavate, has added advantages that are explored here. The performance/cost tunneling model (TM) described herein mathematically simulates on a high-speed digital computer the important activities of a number of tunneling techniques accounting for activity interactions, variable external environments, mechanical failure, and other uncertainties. A cost accounting segment is included to facilitate cost-effectiveness comparisons. It is shown that, when combined with informed judgment and appreciation of limitations, the TM can be a useful tool that may help improve tunneling operations and cost estimation, for example, by achieving more balanced system designs or bounding the performance/cost implications of geologic and other uncertainties. Ultimately, this might lead to more competitive bids and greater profits. The need for systems analysis and modeling in tunneling research and development (R&D) is well recognized and documented.(1-5) In R&D one must seek broadly useful solutions to the basic problems of face fragmentation, materials handling, ground support, and environmental control. These solutions must take account of the interdependence of these elements and, for a variety of ground conditions, the limitations or constraints that any innovation in one element may impose on total system performance and cost. The warm southwestern desert of Arizona is an ideal location for ASARCO's new Sacaton Unit. The climate of this arid region played a major role in the design considerations of the Unit's crushing and concentrating facilities. Low yearly rainfall and relatively high yearly temperatures are a combination that was taken advantage of when designing the surface facilities. The plantsite, located due west of the mine pit, is in an area originally covered with sparse desert vegetation, underlain to an average depth of 125 feet by desert alluvium. The entire plantsite area slopes gently to the southwest at approximately 1%. Ground conditions at the plantsite area were not acceptable for construction due to the collapsability of the wetted soil when under loaded conditions, Overburden from the pit area was used to form the foundation for the entire plantsite. This waste material, entirely devoid of rock, was placed and compacted to an elevation approximately 20 feet above the desert floor. Elevating the plantsite by filling with waste material not only provided an adequate construction foundation but also eliminated the possibility of flooding from run-off in the surrounding desert areas.

There is one quick way to substantially reduce the operating cost of a great many pining operations. It is to cut the demand charge on the use of electricity and gas. Demand charge is the utility company's charge for the maximum rate of energy usage which is in addition to the charge for the total amount of energy used. Energy demand is reduced by prohibiting simultaneous operation of devices, especially those that consume large amounts of energy, or by deferring the use of such equipment as air conditioners from one demand period to a subsequent period. To achieve that end, a control system can continuously measure the demand and turn off selected loads in accordance with established rules. Because of the complexity of most industrial plants, a computer is the best means of storing, measuring, calculating, and controlling the many variables associated with the many devices involved. A computer system for that use has been developed by the Westinghouse Computer and Instrumentation Division in Orlando, Florida. For most applications, this demand control system can be installed and operated by industrial plant engineering personnel with no special knowledge of computer technology. It can be used with both electrical and gas service. For clarity, let us examine electrical demand first.

The full utilization of tunnel boring machines for excavation in medium hard and hard rock has been limited by insufficient knowledge of rock behavior under the action of mechanical cutters. An understanding of factors affecting the rock removal process will permit: (1) the more efficient design of tunneling machines, (2) the prediction of boring performance from geologic data and cores taken from the proposed tunnel alignment, and (3) an improved excavation rate, thus a lower tunneling cost.. The Colorado School of Mines, under the sponsorship of the National Science Foundation, is studying the effects of a number of parameters in regard to tunnel boring using both full and small scale laboratory tests, analyzing field boring performance and comparing the laboratory and field data. Results indicate: (1) the field boring performance can be reproduced in the laboratory, (2) the optimum spacing of cutters or optimum spacing to penetration ratios may be found in laboratory testing, (3) it is promising to use small core samples and laboratory testing to predict field machine performance and (4) effect of joints on boring rate is significant and should be included in predicting tunnel boreability.

INTRODUCTION Spokane Mining Research Center (BuMines) is researching sealants for underground coal mines to: 1. Reduce sloughing of shale roofs. 2. Reduce sloughing of coal ribs. 3. Seal block stoppings against air losses. 4. Construct stoppings by spraying over jute cloth or metal lath. 5. Render incombustible in-place polyurethane foam. Originally the work was directed towards reducing sloughing of shale roofs. Many underground coal mines have shale directly over the coal which weathers severely after exposure to the mine atmosphere. Lab investigations(l, 2, 3, 4) have shown that many shales separate into layers when immersed in water or stored in a high relative humidity environment. Upon drying or after removal from high humidity, the shales continue to separate. Underground coal mines become wet in the warmer months from condensation of the ventilating air. Conversely, the mines become dry in the cooler months from evaporation. The mines experience severe shale break-up during the summer and much less break-up during the winter. Figs. 1, 2 and 3 show weathered shale roofs. in underground coal mines. Fig. 4 shows fallen shale on the entry floor. Sealing the shale reduces this sloughing problem.

The forces of nature have concentrated sand at various geographical locations that are being mined and processed for a large variety of industrial uses. While most operations serve a number of industries, this paper deals only with the foundry requirements. The forces that have decomposed a source rock, transported this material and redeposited it, have created two general types of sand. These types are classified as the (1) Lake and Bank Sands and (2) Silica Sands. The Lake and Bank sands will contain 92 to 94% Sio2 while silica sands are in excess of 98.5% Si02 and most of the producers wash these sands to up grade their products to 99.5% or better. Included in the Lake and Bank sand would be the river sands that are used primarily for construction purposes. The Foundry Industry is broken down into three types of castings : 1. Grey Iron Foundries The grey iron castings largest market is the automotive industry in Ohio, Northern Kentucky, Indiana, Illinois and Michigan. These castings are poured at temperatures ranging from 2400° to 2700°F. The Silica Sands or the Lake and Bank Sands will satisfy the requirements of the grey iron castings. There are 2 ½ to three million tons per year shipped from the state of Michigan far grey iron castings by the Lake and Bank Sand Producers.

Pre-concentration by sorting is as old as the mining industry. Inevitably waste rock is broken with ore. Separation may take place in the stopes by selective mucking and transport, or selective loading and transport of ore and waste by 12-cu, yd. shovels and 100-ton trucks in large open pit operations. Hand sorting of 1" to 16" pieces, formerly widely practiced at underground chutes and prior to or following first stage crushing, has greatly diminished in the United States with its high per hour labor cost, although still widely practiced in other countries and, surprisingly, in some of the most modern mills where inexpensive labor is available. The economics of pre-concentration by sorting is attractive since elimination of waste at any cost less than the total milling cost will show a profit. The size at which sorting should be under- taken is determined by the size at which liberation is secured to yield a product of ore and waste, and greatly influences cost and the point in the flowsheet where sorting can be undertaken. In some instances mining costs can be reduced where an inexpensive sorting system to eliminate waste is combined with a less selective and less costly mining method. This is particularly true in deep mines where hoisting capacity determines the rate of extraction and sorting is performed underground, with waste utilized for fill. Hand sorting, while efficient, is expensive because of low sorting rates. Peale (1) quotes man hour capacity at 1/3 ton per hour on sizes 3/4" to 3" copper ore, and up to 5 tons per hour on rich iron ore sized from 4" to 16".

In the course of time, an increasing number of investigations on jet cutting all kinds of material, such as rocks1, 2, 3, metals4, 5, and wood6 have been reported to serve various applications. This paper deals with one particular application of jets, viz deep-well drilling for hydrocarbon exploration and production. A number of papers have been published on this subject 7, 8, 9, some of which refer to jets purposely containing abrasives, termed 'jetted particle drilling'7. Since such abrasives complicate fluid handling considerably and do not appear to be absolutely necessary for making hole we have restricted ourselves to conventional drilling fluids. A large part of our investigation has been performed with the aid of three laboratory-type drilling machines, which permit tests on both micro-bits (12 in) and full-scale bits (62 - 9 5/8 in). In view of the application of jets in deep wells, care has been taken to simulate hydrostatic pressures as they exist in the field on the hole bottom. These have been found to have a major effect on the bit-penetration rate for various drilling fluids. Following experiments with single nozzles, laboratory bits have been designed, improved further and developed for field use. Field runs on 9 5/8 in bits, using conventional equipment and pumps, served to verify the feasibility of the jet drilling concept. Further efforts are evidently needed to evaluate the jet drilling method. It is encouraging that one of these10, a field test programme, is supported by a number of oil companies jointly. Such a combined effort is of paramount importance to evaluate and develop this new method of drilling to its full potential in a reasonable period of time. This paper aims to contribute to that ultimate goal.

Perhaps this is the first time that an analysis of the industrial minerals panorama has been made in Mexico for that type of commodities. Because the non-metallic minerals lack the glamour of the metallic minerals and are usually of less unit value than metallics, a comparative study of these commodities has seldom been attempted. Sulphur, fluorite, barite and few others are an exception. Consequently, the statistics on the lowest per unit value industrial minerals, such as limestone, dolomite, gravels, sands, etc., are usually scarce and not always accurate. The following, then, will be an attempt to show a general status of the industrial minerals in Mexico with due reservations regarding volumes and values. According to Kruger (1971), this group of minerals surprisingly very little known, and called non-metallics because the lack of metallic luster, is the largest group of the mineral kingdom. It constitutes perhaps 75% of all the mineral varieties. For the most part, these minerals are compounds of common acids, sulphides, hydroxides and two elements carbon and sulphur. The list of non-metallic minerals is therefore very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulphates and less commonly arsenates, chromates, molybdates, sulphides, tungstates and vanadates. The latter group and many of the oxides are sought usually for their metal content.
