In 1974 Amherst, Coal Company disposed of its 28 mesh X O thickener underflow (refuse) by pumping to ponds. Because of the very steep terrain surrounding the plant the pond capacities were limited which necessitated daily cleaning of the ponds on a three (B) shift basis. Needless to say this proved to be a very expensive as well as a very "untidy" operation. Faced with increased pressures from state and federal authorities as well as increased handling problems because of limited pond capacities, Amherst began looking for a different method for the disposal of 28 mesh X O refuse.

Since the oil crises in the 1970s, the mining industry in the developed countries has faced strong competition from developing countries. In order for the North American iron ore industry to remain competitive with high-grade overseas sources, research on low-cost beneficiation methods that ensure high-quality and uniform-quality products must be maintained in order to prepare for ever-tightening specifications on iron making raw materials for blast furnaces and also for the future iron- and steelmaking processes that can directly utilize finely ground concentrates.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. A fuel-rich fire exists when the quantity of fuel exceeds the oxygen available to support complete combustion. The transition of a mine fire from Oxygen- rich to Fuel-rich combustion, at this time, represents a point-of-no-return in the fire fighting efforts. Once the transition has been made to fuel-rich the fire can spread at a rate 6 to 10 times as fast as in the oxygen-rich state. Utilizing available technology the fire fighters are left to seal the fuel-rich fie as the only technique to extinguish it. In order to minimize the devastating effects of a fuel- rich fire it is important to understand the means by which the fire becomes fuel-rich and by what means the fire may be returned to an oxygen-rich state. This paper covers: the development mechanism of a fuel- rich fire in a coal mine entry and the physical and chemical effects of applying water to a fire. Experiments concerning these matters have been conducted in a 30 cm square wind tunnel constructed at the Virginia Polytechnic Institute and State University as a model coal mine entry. This paper also addresses the results obtained in testing application of a water mist to fuel-rich fires in this model. These tests have centered on the development profile of a fuel-rich fire in a duct and demonstrate a means of regaining control of a fuel-rich fire by returning it to an oxygen-rich state.

As part of a $2.2 Billion bridge project that will link Indiana and Kentucky, an interchange project northeast of Louisville will require the mining of a 6-lane tunnel system about 2,000 ft long in order to cross beneath the historic Drumanard Estate. This paper will discuss preliminary engineering that has been undertaken to compare two-bore and three-bore layouts, the planning of an exploratory tunnel facility, and the potential for including a test chamber to investigate the ability of high capacity roadheaders to mine the 22,000 psi limestones.

Floor heave can be a major problem in large open pit mines. Unrestrained floor heave can lead to flooding, equipment destruction, slope instability and subsidence. It is particularly troublesome in coal mines where the floor is frequently relatively flat, and is often underlain by major water Searing units. This paper examines methods of analysis used in computing floor stability, and sets out a simple rational method of evaluating the required level of water pressure control to maintain acceptable floor stability. The approach is illustrated by reference to the stability of the floor of the Morwell open cut lignite project in Southeast Australia, where this approach has been used successfully for over a decade.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. Aragonite "sand," an oolitic lime-stone, is distributed throughout the Bahamas on the Grand Bahama Bank, adjacent to Southeast Florida. Bahamian deposits hold 75-100 billion tons of recoverable Aragonite. Aragonite's precipitation from seawater over 700 years ago assures low contaminates, making it a pure material for such industries as cement, glass, etc. A 90-acre, man-made production island was built south of Bimini, adjacent to ocean shipping channels mining is by cutterhead, suction dredge, dewatering, and stockpiling for further drainage and shipping. Aragonite is transferred to the U. S. East and Gulf Coasts via bulk carriers to points of sale.

Discussion by D.G. Krige I read the paper "The jackknife approach" with interest. There appears to be a widespread misunderstanding of the kriging variance as a measure of the error variance of the kriged grade estimate of an ore block. Virtually all mineral deposits display skew frequency distributions and are subject to the well-known proportional effect. Thus, it is usual to find in an ore body, when subdivided a really into subpopulations, that the variances of the grades (or the total sills of the variograms) for the subpopulations will be correlated with the corresponding mean grades (usually linearly with the squares of the mean grades). Thus, the variogram will be station. When this feature is evident, the relative variograms for the subpopulations (i.e., with variogram values divided by the relevant mean squared) will be similar, or they could even be accepted at an averaged model for the whole ore body with stationarity. Using this approach, the kriging variance will reflect the relative error variance that is to be multiplied by the kriged block grade estimate squared to yield the usual kriging variance for purposes of confidential limits. The objection that the kriging variance does not take into account the local grades used for a block valuation then falls away. In the example given by the authors, the global mean grade is not recorded. But the global variance, taken at the value of the total sill, is 0.005, whereas the variance of the 11 values used in the example is 0.000152. The two variances differ by a factor of nearly six. If the relative variogram approach is applicable in this case, the need for a jackknife technique will fall away. Also note that, for skew distributions, the confidence limits for ore-block estimates will be skew as well, and symmetrical normal limits will not apply. RepIy by G.S. Adisoma and M.G. Hester There are a few interesting ways to utilize the block-by-block kriging variance that the authors have encountered. One of them is to classify a particular block into a proven-probable reserve or a possible-resource category, using a somewhat subjectively determined kriging variance value. Here, the kriging variance still represents the drilling density, i.e., data configuration more than the data values. Professor Krige mentions another ingenious approach through the use of relative variograms. This will yield a block kriging variance that takes into account local (block) grade, as he correctly points out, for purposes of confidence limits. However, we are more interested in quantifying the uncertainties associated with grade estimation in a much larger scale than a block. e.g., for a mining phase or the minable reserve. The jackknife, through the block kriging shortcut, provides a simple solution to obtain a single estimation variance for a general shape. The authors' main reference discusses different ways to handle skewed distributions typical in mineral resource estimation, e.g., the weighted jackknife approach or data transformation. Also, as with any technique, we can always improve our estimate by subdividing into smaller populations that are geologically and statistically separate domains. As we have mentioned; the jackknife is but a tool in our collection of tools to solve estimation problems. The jackknife's appeals are its simplicity and versatility. It is handy when no other solution is available, or when the available solution is not practical. It is used with other methods, not to replace them altogether. ?

The Metropolitan Water District of Southern California established a Board of Consultants to assist them in administering the design and construction of the Inland Feeder Program tunnels. The Board acts as an expert review body for the owner, looking at key issues that can potentially impact the success of the program. The use of the Board evolved over the life of the project, and its composition was modified to better address the needs of the owner, and the Program requirements. The experience, function, and value of such a board is analyzed and discussed in this paper.

Marine black shales of Paleozoic age in the Western United States that exceed 10 weight percent organic carbon contain as much as 5,000 ppm vanadium, 1,000 ppm molybdenum, 1,300 ppm nickel, 600 ppm cobalt, 16 ppm silver, 7,000 ppm chromium, 18,000 ppm zinc, 280 ppm cadmium, and 350 ppm selenium. Depositional settings include: (1) continental-rise and marginal-ocean basins, (2) continental-shelf and foreland basins, and (3) cratonic-platform embayments. Most of these metalliferous organic-rich shales have not been examined for resources because of rapid weathering and poor exposures which preclude easy sampling of unoxidized rock necessary to determine actual concentration and residence of indigenous metals. Generally, the marine black shales of Paleozoic age in the Western United States are richer in metals than marine Paleozoic black shales in the Eastern United States.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

A typical problem in ventilation networks with multiple fan systems is the possibility of them interacting. Multiple fan systems are no exceptions in complex tunnels, and may also be met in mines where underground fans are installed. When aiming at controlling a multiple fan system in a ventilation network, e.g. with a view to maintaining an acceptable air quality level, yet at minimum power consumption, transient flow conditions frequently occur. Although in most applications these transients are short compared to the time needed to achieve the planned actions on the ventilation, one should, however, keep in mind that it is important to avoid any bouncing effect between different (adjacent or distant) fan systems. Therefore a simulation of the unsteady-state flows could allow us to learn more about the propagation of transients within the network, and their possible secondary effects Among others, one question that often is raised, is to find out in which sequence and at what time schedule each of the fans in a network should e.g. be started up? Another typical problem, into which an unsteady-state simulation could provide some insight is the following: how should the facilities of variable pitch angle and/or changeable RPM of several fans operating in parallel be handled and combined in order to obtain a flow rate that changes gradually from zero to its maximum value i.e. the sum of the individual throughput flows of all the fans. The literature is not very abundant on the topic of simulating transient flows in networks. There is no doubt that numerical models have been developed (Pollak, Christensen, 1987), most of the time for particular applications (Wala, Kim, 1985), (Tanaskovic et al., 1984), (Schultz, Sockel, 1991), etc. The aim of this paper is to present a model that also simulates one-dimensional compressible flows in unsteady-state conditions with, however, the specific intent to handle networks with more than one fan. PROBLEM STATEMENT The mathematical model chosen to describe the unsteady flows in a ventilation network is based on the dynamic and continuity equations applied to each of its airways. The following basic assumptions are made : - the flow in the airway is considered to be one- dimensional, - - the flow is assumed to be fully turbulent, and hence the ATKINSON equation for calculating the friction losses will be applied. Whether this equation remains valid for transient state flows remains an open question. However, this may reasonably be assumed since the interesting flow frequencies are low. A discussion may be found in (Kämpf, 1987) ; - the airways are assumed to have a constant cross- sectional area along their length. If obviously this would not be the case, it is always possible to subdivide the concerned airway into sections for which the previous assumption holds. Applying the basic equations of mass and energy conservation, the flow in each branch may be described by the Euler equation for Newtonian flows.

The Regional Copper-Nickel Study examined the potential impacts of copper-nickel sulfide mining, concentrating and smelting operations in northeastern Minnesota and gathered extensive monitoring data on the ecological characteristics of the region's aquatic and terrestrial biota. Because of the many development options possible, the diversity of the region's ecology, and the uncertainty of future environmental regulatory requirements, the Study did not attempt to measure the magnitude of environmental impacts on specific biological communities from a specific development proposal. The Study provides a broad base of environmental resource and impact information that hopefully will assist mining developers and environmental regulators when assessing specific proposals in the future. The following discussion is not a description of what will happen if copper-nickel development occurs in northeastern Minnesota but an exploration of why certain potential aspects of such development should be carefully considered and adequately understood before unnecessary or irreversible decisions are made.

The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

The American Borate Company, a wholly owned subsidiary of the Owens Corning Fiberglas Company under a management contract to the Hanna Mining Company, owns and operates an underground borate mine in Death Valley, California. The mine, named the Billie Mine, is located 24 km (15 miles) southeast of Furnace Creek along Highway 190. The ore body is under Death Valley National Monument with the major portion of the surface facilities located just outside the monument boundary. (See Figure 1.) The Billie Mine produces approximately 227 000 metric tons of crude ore per year. About 65% of finished product is supplied to Owens-Corning, the remainder is sold to other fiberglass producers. Geology The borate minerals in the Billie ore body were deposited in the lower main member of the Furnace Creek Formation, which is Pliocene in age. The ore body is thought to have formed from volcanic springs in or near a small lake basin. The deposit is essentially a limestone breccia that is permeated with borate minerals and surrounded with limey lake bed mudstones and shales. The ore body is mineralized with two main borate ores, colemanite and probertite. A third borate ore, ulexite, mainly occurs in the upper part of the ore body. The original mineral of deposition is thought to have been ulexite. Ulexite is a sodium-calcium borate hydrated with eight molecular waters. Due to heat and pressure from burial by later sediments, the ulexite had water forced out of its structure and recrystallized as probertite. This chapter on the square-set system of mining em¬bodies the results of a special study of the subject made as a part of the US Bureau of Mines (USBM) general investigation of mining methods and costs. Data for the chapter were gathered by the authors during visits to mines using square-set mining, from information circu¬lars prepared by consulting engineers to the USBM on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. Al¬though some of the properties discussed are no longer in operation, the methods described are still valid. The square-set system of mining has been very widely applied and is one of the oldest methods in use in the US. It is mainly employed for extracting rela¬tively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and¬fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50% of the ore may be extracted by square setting at mines listed as using some other method of mining. A large tonnage has been mined yearly by square setting, prin¬cipally in the western states. Due to the high cost of timber and the relatively low average production per manshift, this system generally is not used when the ore can be mined by some other method; it usually is adopted as a last resort. Square setting, however, has a special field in that ore bodies not minable by other methods can be stoped by this system. As square-set mining was widely known, there was a tendency for years to use the method regardless of its suitability. With the increasing need for economy and the development of other methods, square setting has been superseded in many mines by cut-and-fill, top slic¬ing, or sublevel caving methods. The term square-set mining as used in this chapter includes all stoping methods in which the space made by the removal of the ore is timbered with framed sets. The sets usually are square in horizontal section. The stope may or may not be filled with waste rock as stoping progresses. HISTORY OF THE SQUARE-SET SYSTEM Prior to 1860, open-stope methods with stulls for casual support accounted for most of the mineral pro¬duction from underground mines. Attempts to mine large ore bodies that required artificial support resulted in disastrous cave-ins and loss of life. The art of mining received a tremendous impetus following the introduc¬tion of methods for mining the bonanza ore body which was discovered in 1860 in the Ophir mine on the Comstock lode, Virginia City, NV. This ore body was phe¬nomenally rich and eventually proved to be 122 m (400 ft) high, 27 m (90 ft) wide, and 98 m (320 ft) long. The mining of this large high-grade ore body taxed the best engineering talent of the time; the problem was finally solved by Philip Deidesheimer. According to Eliot Lord (1882): "At the 50-foot level the vein of black sulphurets was only 3 or 4 feet thick, and could be readily extracted through a drift along its line, propping up the walls and roof when necessary by simple uprights and cap-posts. As the ledge descended the sulphuret vein grew broader until, at the depth of 175 feet, it was 65 feet in width, and the miners were at a loss how to proceed, for the ore was so soft and crumbling that pillars could not be used to support the roof as in coal mines. They spliced timbers together to hold up the caving ground; but these jointed props were too weak and ill-supported to with¬stand the pressure upon them, and were constantly broken and thrown out of place. The dilemma was a curious one. Surrounded by riches, they were yet un¬able to carry them off and their mass of black sulphurets bade fair to become a white elephant on their hands. The Ophir Company began to wish themselves less for¬tunate, as their miners narrowly escaped burial day after day in their attempts to stope out the ore. "A young mining engineer, Philip Deidesheimer, was in charge of a quartz mine in Georgetown, El Dorado County, Calif., in the autumn of 1860, when this serious check to the development of the lode occurred. At the request of William F. Babcock, a trustee of the Ophir Company, Mr. Deidesheimer left his California mine and crossed the mountains with a letter from the direc¬tors of the Ophir Company, authorizing him to inspect the workings of their mines and make such changes in the method of timbering as should seem to him expe¬dient. After examining the vein he designed, in the course of a few weeks, a system of timbering which proved to be exactly adapted to the requirements of the work. Experiments which he had previously made in California gravel and quartz mines furnished the out¬line of his plan. This was to frame timbers together in rectangular sets, each set being composed of a square base, placed horizontally, formed of four timbers, sills, and crosspieces from 4 to 6 feet long, surmounted at the corners by four posts from 6 to 7 feet high, and capped by a framework similar to the base. The cap pieces forming the top of any set were at the same time the sills or base of the next set above. These sets could readily be extended to any required height and over any given area, forming a series of horizontal floors, built up from the bottom sets like the successive stories of a house. The spaces between the timbers were filled with waste rock or with wooden braces, forming a solid cube when¬ever the maximum degree of firmness was desired. By adjustments of these sets the ore bodies along the line of the lode were extracted with comparative ease and security." Most mining methods are evolved slowly and are the result of the combined efforts of a number of minds; Deidesheimer's feat was remarkable in that his system was immediately successful. The Columbia Slough Consolidation Conduit Project is a 12 ft. 0 in. inside diameter—15 ft. 4 in. excavated diameter tunnel, 8,300 lf. in length. The tunnel is divided in two parts a 4,460 lf. reach to the West and a 3,770 lf. reach to the East separated by a flow regulation structure in the middle. The project was built for the City of Portland, Oregon Bureau of Environmental Services (BES) by the Frank Coluccio Construction Company (FCCC) Seattle, Washington under a $22,600,000.00 contract starting in 1998 and completing the contract in 2000 at a total cost to the City of $25,448,000. An increase of 12.6% from the original contract. The tunnel was constructed in an alluvial sediment that ranges up to 1,500 feet thick. The sediment varies from ?ne silty sand and sandy silt (SM-ML) to coarse sand and gravel (GP-GM) with varying quantities of cobbles and boulders. Most of the tunnel was constructed above the water table although one reach of almost 1,000 lf. had water to above the tunnel crown. The contractor, FCCC, used a Lovat 15 ft. 3 in.900 hp shielded TBM with multiple doors (4) of variable opening to excavate and support the tunnel. Tunnel supports were 5 in. WF 16 lbs. per foot at 4 ft. spacing and4 in. Douglas Fir lagging. Tunnel excavation was worked in 10 hour shifts with additional equipment maintenance and repair on the off time. The original Geotechnical Design Summary Report (GDSR) established a baseline for contractual purposes of slightly over 5 boulders (between 12 in. and48 in.) per foot of tunnel. (Table 1) At the pre-bid conference, three test pits were excavated to approximately tunnel invert, one at each end of the project and one in the middle near the flow regulation structure. The test pits encountered a few boulders but did not seem to support the five boulders per foot (varied from one boulder per foot of tunnel to eight b/lf.). Subsequent to the pre-bid meeting and the test pits, BES issued any addenda which changed the baseline boulder quantity in the GDSR to 1.7 boulders per foot of tunnel (varied from0.2 to 3.5 boulders per foot) a reduction of 67% from the original baseline. It is interesting to note the two separate tunnel reaches and how they were evaluated in the GDSR. Originally the Eastern portion of the work was projected at5.08 boulders per foot of tunnel and the Western portion at 5.30 boulders per foot of tunnel for a variance of less than 5%. In the revised quantity the Eastern portion was projected at 2.01 boulders per foot of tunnel and the Western portion at 1.42 boulders

This paper will be concerned with those mineable coal measures at depths necessitating deep mine operations in the range of 200 feet to 800 feet in depth. The area is generally classified as the Southern Illinois Field but more specifically includes that part of the state south of a line extending from St. Louis, Missouri on the west to Vincennes, Indiana, on the east. This embraces an area which presently includes a total of 38 shipping mines and 5 local or truck mines. Of these shipping mines, 22 are deep (shaft or slope) mines and the remaining 16 are strips. The average annual production of the shipping mines is around 29 million tons. The presently classified mineable reserves of the area are estimated at around 70 billion tons.
