Coal quality control in mining and mine planning has always been important and has become even more essential in recent years due to environmental considerations. The primary consumers of the sub-bituminous coals found in the Powder River Basin of Wyoming are electric utilities that require low sulfur coals to meet government air quality regulations. Electric generating plants are designed to burn coal of a specific quality, and the supplier of that coal must be able to guarantee shipments within specified quality tolerances. Over the past several years, Exxon Coal USA and, more recently, The Carter Mining Company, a division of Exxon Coal USA have established an evaluation and development program to accurately define the geology and quality of their coal properties. This requires an adequate drill hole density so that detailed correlations of the coal seam and the lithologic sub-units, of the coal seam can be made. These units must be recognizable in the core and also on geophysical logs.

INTRODUCTION Practical experience in mines with known presence of radon daughters in the mine atmosphere in Canada and elsewhere shows that a very high concentration builds up in an unventilated dead end heading. As Holaday et al1 observed, even a minimal air movement results in a drastic reduction in radon daughter concentration. It is therefore obvious that the main objective of radon daughter control in the working environment is to design the ventilation system providing an optimized flow of fresh air into the workplace, resulting in acceptable climatic conditions and achieving radon daughter concentrations resulting in exposures as low as reasonably achievable. BASIC OBJECTIVES Large mining companies, having extensive material resources and professional expertise, have utilized elaborate electrical modelling in the design of mine ventilation systems as early as 1950 (coal mining industry in Europe) and with the advance of computer modelling techniques, their utilization in ventilation systems design is on the increase. Unfortunately, these methods are usually not available to small mining companies and even the large companies might not achieve the fullest benefit from utilizing them, if proper limiting factors are not considered in the modelling. When an evaluation of a ventilation system of a mine is undertaken in literature, a measure of the amount of air supplied underground per one ton of ore mined is used as an indicator of the efficiency of the ventilation system. Yet, even the greatest amount of air forced into the mine might not result in an acceptable working environment if a proper distribution of this air into individual working places is not achieved. The volume and the age of the air are probably the two most important factors in achieving acceptable radon daughter concentrations in the workplace, but other factors also have to be considered. LAWRENCE, NEWFOUNDLAND, CANADA Ventilation To illustrate the effects of the design of the ventilation system on the control of radon daughter concentration, let us review the gradual development of the ventilation system of this mine from the earlier years of its development up until its final years of operation. This mine, located near the community of St. Lawrence on the south coast of Burin Peninsula was developed in the late thirties and reached full production by 1942. Unfortunately as was customary at that time, the only source of ventilation was a natural draft. The mine was extremely wet, and no significant attention was initially given to possible health effects of dust. It was not until the mid-fifties, when a number of cases of silicosis had surfaced, that de Villiers and Windish2 observed a significant increase of lung cancer incidence among the miners in comparison to its incidence among the general population of Newfoundland. Suspicions regarding radiation as a cause of the lung cancer were expressed, but it was only in surveys taken in late 1959 and early 1960 that Windish3 and Little4 established the presence of radon daughters in the mine atmosphere in very high concentrations. Windish, de Villiers and Hurley suggested that the most likely source of the radon in the mine was the mine water which dissolved radon during its passage through the granitic country rock in the surrounding geological area. This conclusion was confirmed by analyses of water from various areas of the mine by the Atomic Energy Canada Limited laboratories. The radon values in the samples varied from 4,240 to 12,850 pCi/L5. Following the discovery of the presence of radon daughters in the mine, the company took speedy action to install mechanical ventilation for the mine. The system was not designed as a total unit, but fans were installed rather on a trial and error basis. The basic system installation began in March 1960 and was completed by 1962. It remained basically unchanged with only minor modifications until August 1973 when a wholly new, redesigned ventilation system was implemented. A schematic section of the mine and its ventilation system for the period prior to March 1960 is given in Figure "A", for the period 1960-1973 in Figure "B", and for the period after August 1973 in Figure "C". The ventilation system prior to 1960 is not known. All workings of the mine were ventilated only by natural ventilation. If any measurements of airflows at different or any times of the year ever existed, no records have been preserved. The very minimal natural ventilation was augmented by "blowing" air from compressed air supply lines and exhaust air from drills. It is known that the compressor capacities of the mine were limited and therefore no significant air movement was probably created by the "blowing".

A laboratory investigation was carried out to study the influence of asphalt, bentonite and corn starch binders on the pelletization kinetics of coal fines and on the quality of the resulting pellets. Pellet quality was evaluated in terns of the compression strength, impact resistance (drop test), abrasion resistance and resistance to severe weather conditions. The amount of binder addition did not significantly influence the pellet growth kinetics. However, the pellet quality varied markedly depending upon the type and the amount of binder used. Experimental results are explained on the basis of the mechanism of interaction between the coal particles and the binders. Of the three binders tested, corn starch proved to be the best in all respects but for the resistance to water penetration. Finally, a combination of corn starch (imparting strength) and asphalt emulsion (imparting resistance to water penetration) was found to yield the best quality coal pellets.

Solution flow in leach dumps and heaps or in columns of representative rock has been the subject of only limited studies. This is a regime involving unsaturated flow in semiconsolidated rock with a wide size distribution. Even the concepts of continuous flow systems are fairly recent, and have evolved from the search for better methods of operating industrial chemical reactors. (1-3) Waste rock consolidation and permeability play a key role in solution flow characteristics. Harris (4) suggested that bulk density variations in a leach dump could alter the particle-to-particle contact, and that large particle aggregates could act like single, large particles . In the limiting case where the bulk density approaches that of the undisturbed, consolidated rock, the entire waste unit would behave as a single particle. Roman (5) treated the phenomenon of bulk density and its effect on consolidation in terms of lixiviant flow paths or solution channeling in leach dumps. Like Harris, he assumed that no solution moved through particles or particle aggregates associated with zones of high bulk density. Solution flow paths are thus effectively separated by particle regimes, creating solution channels in the waste body. While some attempts have been made to describe solution flow in leach dumps and related systems by utilizing computer model approaches and laboratory- scale simulations (5,6), there have been no direct, large-scale observations of solution movement in channels or of the actual channel sizes and distributions within a waste body. This paper describes a series of experiments involving large-scale, controlled waste leaching tests, conducted over a period of several years, and aimed at providing some direct observation of the changes in waste consolidation and permeability, the size and distribution of solution channels, the movement of such channels with continued solution application, and other features relating to solution flow during the leaching of low-grade waste. These results are then combined with mineralogical information to explain observed leach behavior.

The Smoky Valley Mine is jointly owned by Louisiana Land and Exploration Company, Felmont Oil Corporation and Case Pomeroy Company. Copper Range Company, a subsidiary of L.L. & E. is the operator of the mine. The mine is located about 60 miles (100 km) north of Tonopah, Nevada on Highway 376 (formerly 8A) in the Big Smoky Valley on the western flank of the Toquima Mountain Range In the shadow of Mount Jefferson. The mine is at an elevation of about 6100 ft. (1860m) and is situated on the southwestern flank of Round Mountain, the hill for which the town of Round Mountain is named. The ore is a rhyolitic iglmbrite with coarse gold occurring along fractures and with fine microscopic gold disseminated in the rock mass. Minor silver is associated nth gold. Annual mining is planned at 5.8 million tons (5.3 million tonnes) per year with 2.2 million tons (2 million tonnes) as ore (7,000 tons or 6,400 tonnes per day).

The newest addition to the Anamax Mining Company's Twin Buttes copper producing complex is a by-product uranium extraction plant which was placed into service in February 1980. The plant is unusual in that it is placed internal to the copper countercurrent decantation, solvent extraction, and electrowinning plant. The plant reached full production within a month and, to date, has produced continually above design rates.

The mined coal bed and surrounding strata are both sources of methane which must be control led during mining. During developmental mining, the mined coalbed is the primary methane source; during retreat longwall mining, the primary methane source is the overlying strata. Underground technology is being developed to control both sources. This technology involves drilling long horizontal drainage holes into the mined coal bed and relatively short holes (less than 152 m or 500 feet) into the overlying strata. Because of the large volumes of methane that flow from such drainage holes and the limited ventilation available for in-mine dilution, underground pipelines are used to transport the drained gas to the surface. Large- scale in-mine degasification demonstrations showed reductions in methane flow of up to 70% during developmental mining.

The effects of autogenous grinding and conventional grinding on the floatabilities of copper-nickel sulfides were investigated as a part of a pilot-plant development project on the differential flotation of Duluth gabbro. At the same mesh-of-grind copper, nickel, and cobalt recoveries were higher and residual sulfur in the flotation tailings was lower with the autogenously-ground pulps. With the ball-mill-ground pulps the residual sulfur in the tailings could not be lowered to the level attained by the autogenously-ground pulps even at increased levels of the collector addition. From mineralogical examinations of concentrate and tailings samples, an electrochemical interaction between grinding media and sulfide minerals was thought to have a greater effect on sulfide mineral flotation behavior than the breakage characteristics of the ore samples in these two types of mills.

INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. Laboratory leaching experiments were conducted to ascertain the effectiveness of acidic solutions of thiourea, CS(NH2)2, for dissolving gold from finely disseminated gold ores. The ore tested was from the Chipmunk orebody of the Northumberland mining district in Nye County, Nevada, USA. Extractions of up to 90 percent were attained from the ore. Extraction was shown to be dependent on thiourea concentration, ferric sulfate oxidant concentration, acid concentration, and leaching time. Optimum conditions were an ambient temperature leach near pH 1.0 utilizing 100-200 kg/t thiourea and 50 kg/t ferric sulfate for 8 to 24 hours.

The cases of no auxiliary ventilation and ventilation with tubing were mathematically modeled, using a turbulent dispersion model. The scooptram that is used to load is modeled as a variable-speed, variable-strength source of pollutants moving in and out of the dead-ended drift. Model predictions are compared to experimental measurements. A parametric analysis was performed to determine the effect of exhaust pipe location and time spent out of the drift, as well as to determine if a relationship existed between CO2 and NO levels. It was concluded from this analysis that when modeling a load-haul-dump cycle, it is necessary to use a model that has the capability of predicting changes in source strength as well as source location. It was also determined that four relevant factors include effective heading height, apparent longitudinal diffusion coefficient, transverse concentration gradient at the face, and average dispersion width of the exhaust jet. As these factors change with heading geometry and ventilation configuration, they were determined experimentally, Carbon dioxide was used as a tracer to calibrate the model; since, knowing the fuel flow rate, it is possible to calculate CO2 production. The above four factors in the computer model were calculated using a regression analysis, comparing predicted local concentrations to measured local concentrations. The model was then verified after this calibration process using additional experimental results. With the calibrated model, it is possible to predict pollutant concentrations at any location in the heading using an engine map and the previously calculated flow field. A parametric analysis shows that the exhaust pipe location can have a significant impact on operator exposure to exhaust gases. It was also shown that NO concentration varies directly with C02 levels. Predictions using the dynamic model are contrasted with constant source strength (pollutant flow rate) results. An analysis of these predictions for computing time-weighted average NO shows the dynamic model predictions of operator exposure to this pollutant to be less than one-half of the value predicted using a constant source model.

A great amount of work in recent years has been devoted to refining older survivorship models, e.g. life tables, and developing newer ones, e.g. Cox regression. In this paper, these models are applied to data from an epidemiological study of uranium miners in four western states conducted by the U.S. Public Health Service. One of the principal problems addressed in this paper concerns the appropriateness of using cumulative dose as the measure of radiation exposure. An alternative is considered that incorporates dose rate into the model. This procedure does not implicity assume that equal cumulative doses produce the same lung cancer mortality, but instead considers the amount of time in which each miner's dose was accumulated. Results of the statistical analysis indicate that dose rate is a significant factor at higher cumulative dose levels, with lower dose rate apparently more damaging than higher dose rate. The shape of the dose response curve is curvilinear at higher dose levels. No interaction was found between smoking and radiation exposure on a multiplicative or relative scale.

In Italy at the moment there is a program which involves for the future the exploitation of two uranium mines which are now in the research stage. About one hundred and fifty workers are at present employed in those facilities. An health physics surveillance program is under way and has been designed to fulfill the requirements due to the future exploitation of the two mines. A complete evaluation of the total dose (external + internal) received by the workers will be given together with a detailed analyses of the technical methods employed for such evaluations. The external doses are evaluated on the basis of individual TLD dosimeters, while the evaluation of the internal doses is mainly due to an enviromental survillance program of the radon and radon daughter air concentration inside the mines. The criteria established for the assessment of the sampling procedures, sampling intervals and dose evaluation related to the radon doughter exposure are reported. The external dose received by the workers are lower than 0.2 m Sv~month and the internal exposure less than 6.4 IO-3 J.h.m-3 /year or using the old units 2 WLM/year.

[Introduction] Section 122 of the Clean Air Act Amendments of 1977, Public Law 9595, directed the Administrator of the Environmental Protection Agency, to review all relevant information and determine whether emissions of radioactive pollutants into ambient air will cause or contribute to air pollution which may reasonably be anticipated to endanger public health. In August 1979, EPA published a preliminary report on assessments of public health impact resulting from emissions of radionuclides into air from a broad spectrum of major source categories (1). A section of this document presented a theoretical analysis of the radioactive airborne emissions from several non-uranium mines including iron, copper, zinc, clay, limestone, fluorspar, and phosphate. Since 1978 EPA's Las Vegas Laboratory has been gathering field data on actual radionuclide emissions from these mines to support the earlier theoretical analysis. The purpose of this paper is to present the results of those field measurements in comparison with the assumed values for the theoretical analysis. Data were presented in EPA's preliminary report on both gaseous radon-222 and particulate uranium-238 emissions from non-uranium mines. Most of the emissions data were rough estimates based upon the uranium content of the ore. Preliminary data from a few field studies were also used. Although both the theoretical and field studies by EPA were concerned with radon-222 and radioactive particulate emissions, this paper will concentrate only on the radon effluents. Radon from mines seems to have the greatest potential for possible health effects due to radiation. Data on particulate emissions are presented in other technical reports (2-5). [Theoretical Study] The theoretical emission data are presented in Table I. The estimates for the iron, zinc, and clay mines are based upon preliminary measurements taken by the Las Vegas laboratory. The estimates for the other mines were made assuming that 20% of the total radon-222 in the ore was released during the mining process and the radon release rate from the exposed ore surface was a factor of two greater than that resulting from mining. [ ] Dose assessments for radon from these mines were carried out using model facilities located on generic sites (1). The AIRDOS-II computer code (for estimating dispersion of airborne pollutants) with some minor modifications was used to determine working level exposures to a maximally exposed individual and a regional population. A conversion factor for risk/WL-year(O.021 fatal cancers/person-WL-y) was developed primarily from information on uranium miner exposures (6). This computer code and conversion factor were then applied to the assumed emission rate of radon-222 from each type of mine to develop estimates of working levels, lifetime risks and number of fatal cancers. A summary of this data is presented in table II. [ ] The highest estimated number of cancer deaths per year of operation is 0.05 cancer deaths or 1.0 death due to radon during the 24 year life of a phosphorous mine. For comparison, EPA estimates that underground uranium mines would cause .03 cancer deaths per year of operation in a regional population(1). [Field Study] As a followup to the theoretical study, EPA's Las Vegas laboratory began making measurements in 1978 of actual emissions of radon-222 and radioactive particulates from mine vents at several facilities for each of the industries listed in Table I and II. They were intended to verify general information and radon emissions from EPA's theoretical estimates.

The Federal Bureau of Mines examined tailings samples from 13 western copper operations to determine the potential for recovering rutile. Results showed that six of the samples contained sufficient liberated titania to be considered potential sources. One sample contained 0.75 percent Ti02 or 0.40 percent liberated rutile. Batch flotation studies developed a procedure that recovered 70 percent of the liberated rutile at a grade of 34.7 percent TiO2. Sulfuric acid leaching studies on 12 of the samples dissolved 100 to 2,200 grams Cu per ton of tailings; leaching of the slimes showed slightly more copper was dissolved, 1,800 to 3,300 grams Cu per ton of minus lo-micrometer material. Bulk sulfide flotation of nine of the samples resulted in concentrates that contained 0.38 to 2.0 percent Cu and 0.7 to 2.1 and 6.9 to 42.9 grams per ton Au and Ag, respectively.

Since the dam of cyanidation leaching techniques for precious metals, certain manganese-bearing silver ores have been a problem due to low silver extractions. Since simultaneous occurrence of silver and manganese is common in nature, this situation has made many otherwise attractive silver deposits uneconomic in the past. Several older techniques have been useful but at $1.29 per ounce of silver, the economics were unfavorable. With the new look in silver prices and some improvements in processing technology, neglected silver districts offer new promise.

The experimental results of some wet batch and continuous grinding experiments carried out in a 40 x 40 cm grate discharge ball mill have been analyzed for the variation of the grinding rate parameters, Si, with various operating conditions using a linearized population balance model. The wet grinding tests were carried out under conditions which were very similar to those encountered in the actual practice in plant operation. Well distributed -4 and -20 mesh feeds of two complex pyritic ores were used. The volume-percent solids in the pulp ranged from 30-40, the particle load from 5-8 kg, and the solids feed rate from 70-1 10 kg/hr.

The determination of aqueous cyanide is accomplished by either detection in the sample as collected or by removal of the cyanide of the collected sample, followed by detection. The direct determination of the cyanide content of a solution can only be used in the simplest of systems, since many interferences can result in errors. Thus the most widely used method for total cyanide determination involve the reflux distillation of the sample using heat, acid and vacuum or air flow. The basic theory underlying this analytical approach is that by reducing the pH, the quality of molecular hydrogen cyanide will be in- creased and can be removed from the solution by elevating the temperature. The hydrogen cyanide is then collected in a caustic solution and analyzed. The general approach of removing the cyanide from the sample by distillation represented a major advance in this area of analytical chemistry. It enabled the determination of cyanide in many additional types of samples. When it became apparent that the tightly bonded cyanide complexes were not being detected by this approach, many methods fox complex ion destruction were proposed. These methods usually involved low pH adjustment with oxidizing mineral acids, coupled with the catalytic decomposition of the tightly hound complexes. All off the complexes except the strongest could he broken by these methods. The catalytic reflux distillation step has been found to have some negative aspects, since many materials that can be distilled with hydrogen cyanide will interfere with the color development step and result in a false positive reading.

INTRODUCTION Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported in an underground or surface mine. Underground mining proceeds by the continuous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits vary from area to area and between different mines. For mineral benefications of this ore in the mills, use is made of various chemicals, often with toxic or hazardous properties.1 As well as the need to control the more conventional hazards associated with any mining and milling operation, special care needs to be exercised in the mining and milling of uranium because of the radioactive nature of the ore. This requires that we examine closely the radiation hazard areas encountered in the mining and milling of uranium, with the broad overview of some of the basic facts in the radiation hazard control programme. To place the hazard in its proper perspective, we require recognition, evaluation and control of those factors arising in and from the workplace which may cause sickness, impaired health and affect the well being among workers or citizens of the community. The radiation environment in uranium mine is complex and variable. Although uranium ore is only mildly radioactive, it naturally contains a complex mixture of radioactive isotopes. Workers are exposed to external gamma radiation, to some beta radiation and to airborne radon, radon daughters and ore dust. All of these types of exposures warrant considerations in formulating control procedures but, in general, radon daughters are known to present the dominant risk. The basis of dose limitation in radiological protection is risk limitation. Long-term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia indicate that the incidence of lung cancer can be accounted for by a linear relationship with exposure to radon decay products.2 On the basis of this proportional exposure-risk relationship, a risk coefficient for lung cancer in the range of 1-5.10-4 WLM-1 during the total lifetime, has been estimated by UNSCEAR3 and other researchers. It should be noted that this risk coefficient includes the excess lung cancer risk from external gamma radiation in mines and from other carcinogenic chemical effects, if any, to which the miners are normally exposed during their underground work. It also takes into regard the possible synergistic influences. This paper reviews the occurrence of radiation and its control factors and the development of engineering design features for the environmental control at Denison Mine. NATURAL URANIUM SERIES Uranium is the most common element in the Earth's crust. It is widely distributed in nature in all rocks and is readily measurable in the sea. Hence, radon gas is universally produced in every part of the globe. Mining is patently confined to ores containing more than half a kilogram, or so, per tonne of uranium unless it is combined with other marketable metals. Uranium-238 is the first element in the uranium series. In all, there are 13 radioactive decay products of 238U (Fig. 1), ending up as a stable isotope of Lead-206. The whole basis of the radiological hazards associated with the mining and milling of uranium is dependent on the behaviour of these isotopes during each phase of the process.
