An adequate knowledge of the overall behavior of a rock mass at a given site is fundamental to the satisfactory design of a rock slope. The be- havior is controlled by a variety of factors, in- cluding rock type, geological structure, stress and ground water conditions. There are essentially three lines of approach that may be used to obtain information on the in-situ rock mass behavior for the purpose of the design of a rock slope: (1) Direct measurements of rock mass properties by means ol laboratory and field tests. (2) Evaluation of rock mass properties from a study of slope failure case histories and sta- tistical information on stable and unstable natural rock slopes. (3) Evaluation of in-situ behavior of rock mass by using a physical or mathematical model technique.

The purpose of this paper is to present the key elements in a system; study of the electrical system for a timing and/or tilling operation. The ability of an electrical system to function in a reliable fashion at its proper levels is essential for an operation to be successful. A system study consists of a load study for determining the capability of the electrical network to provide power to the various loads and a short circuit study for determining the capability of the electrical protective equipment to properly protect against fault conditions. The sequence of events in a system study is data acquisition, determining the electrical parameters and analyzing the ability of the system to meet these requirements. If the system is small, herd calculations will be the manner in which the study will be conducted; if it is large then commuters will be used. A load study has as its objectives the determination of the capability and reliability of the source of power, transformers and conductors to satisfactorily deliver power to the loads at an acceptable voltage level. When I was originally invited to speak to this audience on the subject of the future supply of precious metals I was somewhat apprehensive and suggested that the Program Chairman select someone with more credentials. He declined and the results of our conversation gave me cause to reflect and recall the opportunities I have had over the years and how fortunate I have been to be associated with so many successful companies and knowledgeable people affiliated with the precious metals field. I discovered that since 1935, 1 have worked in or visited most of the gold and silver camps in the United States; have been a leaser of a gold mine in Mohave, California; have both lost and made money in the silver futures market; have worked for two of the greatest precious metals companies in the United States - Homestake Mining Company and Hecla Mining Company, have spent a considerable amount of time in precious metal related discussions with men like Don MacLaughlin, Paul Henshaw, Dick Stoehr, Abe Shoemaker, Bill Love, Phil Lindstrom, Simon Strauss, Herbert and Bunker Hunt and many others. It is those exposures and experiences that I draw onto discuss the subject at hand.

At the Schwartzwalder Mine (Cotter Corporation, Golden, Colorado) ion exchange resins have been used in mine water treatment experiments. The experiments, initiated in October 1979 and currently in progress, demonstrate that mine water uranium values can be reduced to levels as low as 10 ppb. Duolite® A-101D, a strongly basic anion exchange resin, was tested in laboratory-scale columns (1 inch diameter) initially and then in pilot-scale columns (4 inch diameter), using both co-current and counter-current operational modes. Observations and conclusions resulting from these studies can be summarized as follows: (1) Duolite® A-101D appears to have successfully extracted uranium at influent levels of approximately 2.0 ppm over multiple loading and elution cycles, consistently producing effluent concentrations as low as 10 ppb uranium. (2) Based upon present test data, counter-current regeneration appears to be the key to successful operation. Upflow loading and downflow elution are the preferred modes for service and regeneration, respectively. (3) Filtration is a necessary pretreatment to remove fine clay and inorganic precipitates that will foul the resin, causing excessive pressure drop and poor loading and elution kinetics. (4) This waste treatment application is unique in that it offers the opportunity to recover some or all of the capital investment in the treatment facility

One definition of filtration states that it is utilized to affect a more complete separation of liquid and solid phases than is possible with settling alone. The development of Diatomaceous Earth filter aids has added a new dimension to filtration technology in the mining industry. It makes possible the filtration of slimes with almost perfect clarity, and at rates that become economical.

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

Introduction I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly. Cross country belt conveyors are becoming the preferred method of bulk material handling in the industrial complex. Installed cost, maintenance, reliability, simplicity and operating expense enhance this choice, especially when faced with rising cost and questionable availability of liquid fuels. Conveyor flights are getting longer, faster, and higher in capacity, and are being installed in rugged terrain. Rights of way are often difficult to obtain. All these considerations lead up to design aspects well beyond those for in-plant conveyors. This paper points out some of the aspects that lead to the successful design of a cross country belt conveyor system.

The results of a study are presented in which gaseous oxygen was dissolved in the leach liquor at concentrations of the order of 300 parts per million. This oxygen-containing solution was injected into portions of a field being operated on a commercial basis with hydrogen peroxide as the oxidant. Comparative results indicate that were concentrations and production rates were essentially equivalent with these two oxidants.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. Low-rank coals such as subbituminous and lignite are highly reactive and tend to shrink and disaggregate when heated. Most of the coal in the Pacific

The anomaly ratio is obtained by dividing the analyzed value of an element by the anomaly threshold value of the element. The sum of anomaly ratios for all anomalous elements in a sample may be compared with similar sums for other samples, so that the samples having the greatest anomaly-ratio totals can be recognized easily. In partial or full-suites-of-ore-elements the use of anomaly ratios is more meaningful than analyzed values because the ratios quickly indicate anomalous elements and call attention to samples and localities that should be investigated.

By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

Red bauxites from Breadnut Valley, Clarendon Parish, Jamaica, are very homogeneous in texture. Bauxite minerals are uniformly distributed in a groundmass, the predominant grain size being smaller than l um (Figure 1 Although the deposits have a massive, non-stratified structure, they all seem to have been affected by postformational faulting which is evidenced by shear zones running subvertically through the deposits. These shear zones stand out very clearly because of a yellow staining along their faces. Often yellow zones, ranging from a few m to several cm in thickness, have developed. When the shear zones are cut at an angle, they appear as yellow veins. Near the surface of the deposits, yellow material forms shallow irregular lenses (Figure 2). In most cases, tree roots (hair roots), or their imprints, are associated with the shear zones or stained areas. In fact, the yellowish color is especially pronounced along these roots and often disappears where the roots end (Figure 3). The mineral composition and texture of red groundmass and yellow zones are markedly different. Secondary phosphate minerals and a higher goethite to hematite ratio characterize the mineral composition of the yellow zones. It should also be noted that Al-substitution in goethite from these areas is significantly higher than in goethite occurring in the groundmass (Figure 4).

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. Certain hydrologic parameters are affected by development of a mine. These include the area, yield, and storage in a watershed. Alteration of these parameters results in variations in lake levels and stream flow rates and in changes in ground water elevations and gradients. These factors have become increasingly important in light of present environmental design standards and government regulations. Mitigation of adverse hydrologic impacts can be costly and can create operating constraints which complicate the mining process.

Water is a necessary part of our environment. It is a biological necessity, but more than that, it is a necessary part of our life style. Those of us who live in the north woods expect water to be part of the scene. There are few natives of this region who would be content to eliminate the streams, the lakes, the marshes, or our forests. Throughout the world, water has been so much a part of man's environment and man's adaptation to life has been so closely tied to water that our way of life and ways of accomplishing our work include water as an essential tool. The production of taconite is an example of our dependence on water. Other methods could have been developed to process taconite ore but the process methods chosen utilize water. Water is used for grinding and separation and for trans- porting the ore from one part of the process to another and for dust control. A typical large plant producing 10 million tons of taconite pellets per year will have on the order of 130,000 gallons per minute (8.202 m 3/51 of water in circulation in the plant. About 120,000 gal. per min. (7.571 m 31s) will pass to tailing thickeners where 110,000 gal. per min. (6.940 m 31s) is separated from tailing and returned to the process. About 15,000 gal. per min. (.9464 m 31s) goes with thickened tailing to tailing basin. My point is that there are great volumes of water in motion in a taconite plant,

The nature of business in a free enterprise system is to maximise the return on an investment i.e. to maximise the wealth of the shareholders. This is normally achieved within constraints dictated by many agencies, one of which is the health and welfare of the employees. In the mining industry considerable effort has been expended in improvements in this field, however, the major problem still confronting the practicing ventilation or environmental engineer is the determination of what standards he should design for, which satisfy both the economic and health requirement s. Normally the basic health requirements are satisfied by the minimum standards defined in regulations and codes of practice. These are, however, based on an acceptance of a certain risk or lower production potential. A prime function of the ventilation engineer is therefore to financially justify and implement improvements to both standards and systems. The main purpose of this paper is to examine the basis and techniques of providing this financial justification. Changes in existing methods to achieve the same standards but at lower costs are also covered.

The benefits derived from the use of main fan evasees or diffusers are well known. If a well designed evasee is fitted to a fan either more air will flow through it or the same air flow rate will be discharged at a lower fan speed. This latter possibility will reduce the air power requirement of the mine, the fan input power and the overall energy costs. Despite these apparent advantages, many reports have been received from the industry of poor evasee performance. After examination, it appears that these problems are often caused by installation difficulties or inaccurate design procedures. The performance of an evasee is affected by several independent factors. Some of these factors describe the evasee geometry whilst others are concerned with the behaviour of the air as it passes through the evasee. This paper shows that the divergence angle is by no means the only ;important parameter which affects evasee performance and that the size of the inlet boundary layer has a significant influence. The performance of evasees of differing geometric shape are compared and the criterion to be used for optimum performance is discussed. It is shown that the commonly used evasee efficiency is a poor indicator of good performance. Recent work by the author and others is evaluated and a simple design. guide discussed. For more sophisticated work, details of a. computer program are provided. Finally, a brief resume of the performance of truncated diffusers is given. Since compressibility effects can be ignored for most mining applications, incompressible flow has been assumed for most of this paper.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.
