I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. Large scale surface coal mining will be required to fill future energy demand in the United States. In realization of this long-term commitment to coal resources, the U.S. Energy Re-search and Development Administration sponsored a study to determine the costs and problems of large-scale surface coal mining. As a result of this study a series of computer models were developed that can be used by government and industry to: 1) facilitate mine design and equipment selection, 2) provide detailed analyses of mining and processing costs. Two types of models were developed: detailed simulation models, which provide detailed information on mining systems and equipment to assist in mine design and equipment selection1 and broad models, which provide a first-order evaluation of deposits and new ventures for an entire mining complex. The complete model series permits examination of surface coal mining under a variety of terrain conditions. Six different mining methods were analyzed and documented during the overall project: 1) Area stripping with draglines, 2) Area stripping with draglines, extended bench, 3) Contour stripping with draglines, 4) Area stripping with shovels (loaders) and trucks, 5) Mountain top removal with shovels (loaders) and trucks, 6) Multiple dipping seam mining with shovels (loaders) and trucks. Each major operation in the coal mining pro-cess is represented in these models so that the best methods and equipment may be selected and 50 that the impact of such selection will be reflected in estimates of capital investment, operating costs, and coal price. Individual models allow the user to separately analyze overburden removal, overburden drilling and blasting, coal drilling and blasting, coal loading and hauling, coal preparation and handling, land reclamation, and premining, facilities, and administrative expenses. Because it is impossible to cover all the models in this paper, only the detailed simulation models representative of the technique "area stripping with draglines," are described. The Fort Union Strippable Coal Resource Region, one of eight test cases, is used as an example to describe the models.

This article discusses four principal areas relevant to financing direct reduction facilities: (1) Lenders' differing requirements with respect to projected cash flows; (2) The impact of leveraging on project viability; (3) The importance of appropriate debt structure; (4) The significance of accurate and complete capital cost estimates. The overall findings emphasize the inseparable connection between the project economics and its financeability, and particularly how direcly intertwined they both are in the project planning.

The lesser developed countries (LDC's) may be classified into two categories: 1) oil producers, and 2) non-oil producers. The non-oil producing LDC's, as a class, are at present in very difficult financial straits. (1) Since the quadrupling of world market crude oil prices in 1972, an ever greater share of the LDC's export earnings have gone to pay for oil imports, in-stead of national reinvestment. The LDC's inter-national debts--much of it to pay for oil--have soared to record levels, with consequent limits for future credits. (1) Again, this inhibits future national investments, and there does not seem to be an end to the future increase of Organization of Petroleum Exporting Countries (OPEC) prices. Indeed, some of the economic difficulties in some metal markets--particularly the imbalance of production vs. markets for copper, can be traced indirectly to the OPEC cartels' heavy-handed impact on copper producing LDC's which must produce copper at any price to meet their oil bills. (2) Among the major oil importing LDC's are the Philippines and South Korea. 50th nations have substantial cement industries. The South Korean industry is geared for major export markets in the Far East. Both nations have ambitious plans for economic growth in order to accommodate burgeoning populations with ever increasing expectations for high standards of living. These plans had some success, more or less, until the high OPEC oil cartel charges had to be borne. Now, in common with all oil-deficit areas, the Philippines and South Korea are seeking lower cost sources of energy. Both countries have coal deposits. In the case of the Philippines, the reserves are in scattered, relatively small deposits. Most of the coal deposits are faulted, folded and, in general present formidable production problems for limited reserves. Nonetheless production has been on the order of about 70,000 to 150,000 tons per year in the last 30 years. Prior productions (1920-1941) varied between 9,000 Co 150,000 tons per year. (13)

Synthetically produced magnesium hydroxide serves as the precursor for much of the magnesium oxide produced in the world today. Magnesium oxide, in a variety of physical and chemically reactive forms, is a very important commodity. It is used as the main component in refractories employed in steelmaking furnaces and in many base metal refining furnaces. In the chemical industry, it serves as a raw material in the production of epsom salts, rayon acetate, oxychloride and oxysulfate cements and magnesium sulfonates. It is a minor component in fertilizers and animal feeds. It serves as the starting material for producing fused magnesia, used as an electrical insulator in electric heating elements. It is employed in the magnesium sulfite process for pulp digestion in the paper industry. Additional uses are in SO2 scrubbers, as a neutralizing agent in the tanning industry and as a component in rubber compounding. Magnesium oxide is produced not only from synthetically produced magnesium hydroxide. It is produced from natural magnesites, natural brucites, and natural and synthetic hydro-magnesites. Synthetic magnesium hydroxide, as a starting material provides more control of the chemical purity and chemical reactivity of resulting magnesium oxide products because of the uniform nature, chemical and physical, of the hydroxide that can be produced. Synthetic magnesium hydroxide is produced by precipitation of Mg (OH)2 from magnesium chloride bearing seawater or natural brines through the use of a base such as Ca(OH)2 or NaOH.

Autogenous grinding, broadly defined as the self-comminution of ore in a cylindrical tumbling mill without using auxiliary grinding media, was first applied in the early thirties in the so-called Hadsel mills (Figure 1) mainly used in gold mines on the U.S. West Coast. A number of these mills were built in sizes of 20 to 24 ft. in diameter and five-six feet in length but were later abandoned because of operating and maintenance problems. Further development of autogenous grinding led to the Hardinge wet grinding mill (Figure 2), the Aerofall dry grinding mill and others. A tabulation of all known autogenous and semi-autogenous installations around the world was sent recently to the authors by Hr. G. J. Kushner of the Koppers Mineral Processing Division. In the size range of 24 to 32-ft. in diameter, it lists a total of thirty mills used in the processing of copper ores. An additional 120 units are listed in the same size range for the processing of iron ores and other minerals. The largest mills in existence are 36-ft. dia X 15-ft. long mills in Minnesota, powered by 12,000 hp. motors and used in taconite beneficiation. It is indicative of the phenomenal growth of this technology that none of the above one hundred and fifty mills was in operation prior to 1964.

Coal-oil mixture (COM) combustion technology is regarded by the Department of Energy as near term, and potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers, into blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally-acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

A system of models which simulate surface coal mining operations has been developed for use in mine planning and economic evaluations. Micromodels simulate individual mine operations for equipment selection and mine planning. Macromodels simulate all operations in the complete mine for economic evaluation of reserves. A cash flow analysis model makes a complete discounted cash flow analysis to deter-mine a required coal sales price or return on investment for evaluation of any mining project.

Dutch State Mines [D.S.M] introduced the Heavy Medium Cyclone into the United States for cleaning fine coal about three decades ago. Since that time the general industry practice has been to deslime the raw coal at 28 Mesh (0. 59mm) size. The plus 28M material is fed to the Heavy Medium Cyclone for cleaning, and the 28M x 0 fraction is processed by other means (e. g. flotation or hydrocyclones). This approach recognized that 28M was the smallest size particle that could be easily rinsed on vibratory screens without excessive loss of magnetite, and without blinding of sieve bend and vibratory screen decks. Another reason for the 28M de-sliming was to avoid excessive contamination of the media with non-magnetic coal, shale, or clay fines. The most undesirable of these contaminants is the sub-micron size clay particles (2) that greatly increase the viscosity of the media and reduce the numerical maximum level that the media specific gravity can obtain due to the lower specific gravity of clay with respect to magnetite. The higher the fugitive clay content, the more severe the preceding problems become. During the last 30 years, many conventional Heavy Medium Cyclone Plants have been built throughout the world. In the United States, the initial cyclone plants were confined to the production of high quality metallurgical coal where lower gravities of separation were required than could be obtained from the conventional hydraulic or air separation processes. In recent years a large and ever-increasing number of preparation plants producing steam coal have started utilizing Heavy Medium Cyclone technology due to the environmental pressures being encountered to produce low sulphur coal. Due to the inherent characteristic of many coals of having a lower pyritic sulphur content at lower specific gravity fractions, many applications and markets are appearing for separating steam coals at much lower specific gravities than have been historically normal in the United States. Therefore. Heavy Medium Cyclones are being utilized to a much greater degree in this field, due to the flexibility of low separating gravity ability coupled with high efficiency when high percentage of near gravity material is present.

Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

The application of an open-pit Materials Handling Simulator (OPMHS) to analyze mine planning and scheduling problems in large surface mines is discussed. The mine chosen for this application employed a large stripping dragline working in tandem with a shovel-truck haulback system for removing overburden. Large bottom-dump trucks were employed behind a coal loading shovel to transport the exposed coal out of the pit. Specifically, the current operations and the recommendations for short term and long term improvements were simulated on OPMHS. The effects of changing the operating parameters of the equipment on the total system were evaluated. Several alternatives were also studied for the best use of the existing equipment if the current operating parameters could not be improved upon. The results of the application are discussed.

With ore grades continually decreasing and finer mill feed requirements, it becomes increasingly important to have the capability to handle the larger tonnages economically. With the 10 ft. Standard capable of reducing 1,633 metric tons per hour (1,800 short tons per hour) to 80 percent passing 50 MM (2 inches) and the 10 ft. Short Head following to produce a mill feed of all minus 12 MM (1/2 inch) at a rate of 608 metric tons per hour (670 short tons per hour), we feel significant savings will be realized in installation and operating costs. The largest concentration of cost in the secondary and tertiary crushing stations is the building itself that houses the process equipment. An example of the savings to be attained can be seen from an examination of a 40,820 metric ton (45,000 short ton) per day crushing plant. A total of nine 7 ft. Symons Cone crushers is used to generate 12 MM (1/2 inch) ball mill feed. The average center distance between units is 6.1 M (20 feet) and allowing a 6.1 M (20 feet) nominal distance from the centerline to the wails, the building becomes 61 M (200 feet) long. For this production rate, four 10 ft. Symons Cone crushers would be required. With the 10 ft. crushing plant requiring a center distance spacing of 7.6 M (25 feet), the building length totals approximately 38 M (125 feet). Construction costs vary depending on location, but a reduction in building length from 61 M (200 feet) to 38 M (125 feet) will result in estimated savings of between $2,500,000 and S4,000,000. While the 10 ft. Symons Cone has been involved in a number of feasibility studies for some time, the Process Machinery Division of Rexnord commenced detail design work on the 10 ft. Cone crusher in 1972. For comparison purposes, the 10 ft. and 7 ft. capacities are given in Table 1.

Of all the technology available to the iron blast furnace operator, raw materials preparation is by far the most important. Superior raw materials have been basic to the success of the Japanese steel industry, and they are just as essential to the American steel industry in winning its competitive battle against foreign government subsidized steel imports. Therefore, the mine operator and the ore beneficiation engineer must strive to produce the highest quality raw materials possible to meet the precise demands of the modern blast furnace and steel plant.

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. The research steps completed during the project were: a. A review of related literature and re-search including roof bolting time studies b. Elemental sulphur occurrences are widely distributed in two geological environments: -1-Basins containing hydrocarbons and zones of Cenozoic vulcanism. However, very few of these constitute deposits large enough to be of commercial importance. Almost all of the elemental sulphur mined in the world comes from bioepigenetic deposits in petroliferous basins. These deposits occur in two general structural styles: diapiric (salt domes) and stratiform. Examples of diapiric deposits occur in the Gulf Coast basins of Texas, Louisiana, and southern Mexico. Examples of stratiform deposits occur in the Fergana and Amudarya depressions of Central Asia, the Mesopotamian Depression in Iraq, the Cis-Carpathian Trough in Poland and Russia, and the Permian Basin in Texas. Economic bioepigenetic sulphur deposits range in size from approximately 1 million tons of sulphur in the smaller salt dome deposits to more than ZOO million tons of sulphur at the Mishraq stratiform deposit in Iraq. Total world production from bioepigenetic deposits amounts to approximately 16 million tons of sulphur per year, one-half of the world's present annual consumption of elemental sulphur. Most of the balance of the annual consumption is recovered from sour gas and petroleum. All bioepigenetic sulphur deposits share remarkably similar origins and characteristics. They are formed by anaerobic bacterial replacement of gypsum or anhydrite in tilted basins where evaporite beds are underlain by petroleum. Figure 1 illustrates a generalized cross-section of a salt dome sulphur deposit. Figures Z, 3, and 4 are cross-sections of three types of stratiform sulphur deposits. In terms of sulphur genesis, the only significant difference between the salt dome and stratiform deposits is that the positioning of the anhydrites above the petroleum in the salt domes is caused by diapiric rather than sedimentary processes. In the salt domes, the residual anhydrites of the cap-rocks are accumulated by solution and removal of halite by artesian ground waters.

The agriculture industry has made great strides during the past decade to increase agriculture yields through increased use of fertilizers. Increased use of fertilizers may prevent or at least delay mass starvation due to the alarming increase in world population. Phosphate was added to soil as a plant nutrient in the forms of calcined bones at least 2 000 years ago, (1) and man has used phosphate minerals as a source of fertilizers in one form or another for at least 100 years. During 1977 the world produced about 116 million metric tons of phosphate rock, with about 86% used for fertilizers and another 4% for animal feed supplements. More than three-fourths of the total production comes from the United States, Morocco, and the Soviet Union. From a mineral beneficiation point of view, the major sources of phosphate rock and the methods of beneficiation can be classified as follows. Marine deposits not containing appreciable carbonate minerals, marine deposits requiring a francolite carbonate mineral separation, igneous deposits not containing appreciable carbonate minerals, and igneous deposits, requiring an apatite carbonate mineral separation.

The Missouri-Oklahoma tripoli district was discovered and first mined in 1869 near Seneca, Missouri. Tripoli is a microcrystalline form of high-purity silica that is porous, light- weight, and friable and is derived from a parent siliceous sedimentary rock from which soluble minerals have been leached. Tripoli deposits, 2 to 20 feet thick, occur in cherty limestones of Mississippian age beneath 2 to 10 feet of overburden. They are mined in open pits up to 9 acres in size. The color of tripoli is white, but it also commonly is light pink or red where stained by red iron oxides and clays. Ground tripoli is used commercially as an abrasive or in buffing and polishing compounds and is prized for such physical characteristics as its abrasiveness, porosity, permeability, absorption, and specific gravity.

This session has been organized to suggest to you that the development of direct reduction is important to the iron ore mining and coal mining industries. The papers presented this morning will include a discussion of the costs of making direct reduced iron (DRI), the iron ore and coal supplies needed to produce DRI, the financing of direct reduction (DR) projects and, probably most important, the impact of the DR development on the iron ore and coal industries. For starters, this opening presentation offers a brief statement about DR practice and DRI, under the title that should surprise no one: "Direct Reduction: What Is It?" There is always the chance? that a brief statement may become long and complicated. But, by mixing some slides borrowed from Hal Lownie with a larger number of photographs accumulated from other sources, I hope to avoid such pitfalls.
