INTRODUCTION The planned 166 kilometer (103 mile) Metro rapid rail transit system in Washington, D.C. is being designed and constructed by the Washington Metropolitan Area Transit Authority. At the present time, 112.6 kilometers (70 miles) of this system is in operation and contains 21 route-kilometers (13 miles) of rock tunneling, and 14.5 route-kilometers (9 miles) of soft ground tunneling. An additional 2.4 kilometers (1.5 miles) of single track tunnels in rock are planned and 6 additional contracts will consist of some 8 kilometers (5 miles) of twin tunnel, resulting in 16 additional linear kilometers (10 miles) of single track tunnel in soft ground. The Authority plans, upon its evaluation and the recommendation of the General Engineering Consultant, to include an alternative design incorporating the convergence confinement method of construction known as the New Austrian Tunneling Method (NATM), for Sections E-5, E-6e and E-8a of the E-Route. The Metro system is constructed in a variety of geological conditions and crosses the boundary of two major geographic provinces. INTRODUCTION My first major involvement on a rock mine slope stability project was in 1966 after I had become a principal of Golder Brawner & Associates in Vancouver, Canada. I received a request from Kennecott to evaluate two serious rock slope failures adjacent to the concentrator on their British Columbia molybdenum property near Alice Arm, BC, which was under construction. A rock slope up to 200 ft* high had been excavated at a design angle of 700. The inspection indicated that several large blocks of about 1000 cu yd each had failed on steeply inclined joint surfaces. Stability was reduced by extensive seepage caused by heavy rainfall. In addition, considerable overbreak had occurred, indicating excessive blasting had been used to excavate the slope. A program was developed to rock bolt potentially unstable blocks that could slide on dipping discontinuities. Some rock was scaled back to the inclined joints, and drain holes were drilled to reduce water pressures. The project was completed successfully and within reasonable economics. As a result of this success, enquiries were received regarding other mining projects. This indicated the potential demand for rock slope engineering. As a result, I took one month off to meet and discuss rock mechanics and slope stability with various people internationally. These included D. Coates in Canada, E. Hoek in England, K. John and L. Mueller in Germany, M. Rocha in Portugal, and the US Bureau of Mines in Denver, CO. Early misconceptions Based on involvement in projects during the next few years, it was concluded that there were a considerable number of misconceptions that existed among some geologists and mining engineers dealing with surface rock mechanics. Some of these included: • Water is a lubricant. This is incorrect. Water reduces the shear strength along discontinuities due to buoyancy, which reduces frictional strength. It also reduces the cohesion of clayey-type rocks. • The optimum pit slope angle in rock is 45°. The optimum slope angle for safety and economics is variable and is influenced particularly by structural geology, water pressures, mine blasting practices, and the depth and degree of weathering. • The flattest angle for slope stability is dictated by the angle of repose of broken rock, about 370. Where clayey-type rocks or clayey infill in discontinuities exists, failure can occur at much flatter angles, requiring flatter slopes or artificial stabilization. • Uniaxial and triaxial tests provide the necessary shear strength parameters to design rock slopes. Most failures in rock slopes are controlled by directional discontinuities. Therefore, the direct shear test is the correct test to evaluate strength parameters for most problems.

The small miner and small mine have an important role to play in the finding, developing and production of our mineral resources. "Help, not hinder" must be our byword. We must push in every way we can devise to change the adversary position of government and environmental movements. We need the small mines and they must be encouraged, not hindered. Technically excellent and adequate equipment is available, and needed information is also available to the small operation. Environmental questions and problems must be fully considered regardless of the size of a mining operation.

Cordilleran metamorphic core complexes in the southwestern United States are areas where middle to late Tertiary low-angle normal faulting has uncovered rocks that were at temperatures sufficient for mylonitization during the early part of Tertiary extensional faulting. Large-displacement low-angle normal faults that separate upper-and lower-plate rocks in metamorphic core complexes are termed detachment faults. The significance of Tertiary detachment faulting in the Basin and Range Province has only become apparent in the past 6-8 years, and the association of mineral deposits with detachment faults has only been recognized in the past few years as well. Crystalline rocks below detachment faults have typically undergone chloritic alteration and brecciation over a distance of a few to a few hundred meters below the fault surface (Fig. 1). Chloritic alteration and brecciation overprinted mylonitic fabrics formed during earlier ductile shearing along the down-dip projection of detachment faults. Rocks that underwent pre-Tertiary ductile deformation and prograde metamorphism were subjected, in rapid succession, to middle to late Tertiary mylonitization, brecciation and chloritic alteration, microbrecciation immediately adjacent to the fault, and subaerial exposure. Lower-plate rocks thus experienced rapid decompression and cooling as a result of tectonic denudation and isostatic uplift (Wernicke, 1981; Davis, 1983; Davis et al., 1986).

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties because it doesn't have the financial resources to pay for the development costs from its own funds and doesn't have the financial strength which will enable it to borrow the money needed for development. However, with a little imagination and the right set of circumstances, a financing can be arranged for the small mining company. This paper is an attempt to describe the fundamental steps on how such financing can be obtained --in other words--what is required to provide ad- equate capital at a low cost for developing and bringing a mining property into production. Innovative financing follows from this. The basic keys for building and maintaining a successful mining company are "the four M's": Management, Market, Mine, and Money. The writer believes their order of importance is as presented and each is a building block required in order to obtain the type of financing that best suits the borrower and lender. MANAGEMENT Management must be experienced, highly organized, realistic, able to take advantage of opportunities and fulfill promises. Mine financing requires a variety of skills and concentration on the part of management. Management should have a thorough understanding derived from experience in geology, construction, mining and metallurgy and environment, marketing, and financial matters. Management must realistically visualize what will be produced at what cost and truly evaluate the risks associated so the proper security can be correctly designed. Since risk cannot be eliminated, the objective of management is to identify the risk which will be present in a given venture and assess the level of that risk which will be acceptable to the firm. Generally the risk which is present is subject to little or no modification. After management identifies and measures the acceptable risk the firm will proceed in a way that it will be least exposed. Management must determine its long-term objectives and strategies within the context of a constantly changing world. This question must be addressed before examining the sorts of risk which affect the development and operation of a specific property. The compilation and interpretation of "hard data" by competent people is good to a point but the experience and instinct of seasoned individuals are the important factors in management choosing a long-term direction for the corporation. The attitude towards risk greatly affects the goals of the corporation. Major risks in a mining project can be placed in four categories: 1. Market - Price, demand, substitution. 2. Costs - Capital, operating, financial. 3. Regulation. 4. Taxation. The feasibility study for a project is the fundamental tool used in the management of risk. Management should employ an experienced team with an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of realism is built into all levels of the study and if the project is technically feasible, the company's hurdle rate is then used to discount the base-case project cash flow in order to determine its financial viability. Understanding the geological significance of the mineral deposit is critical. There should be strong interplay among the pure regional geologist, the detailed mine geologist, the mining engineer, and the metallurgical engineer. The collaboration among these different disciplines will yield a feasibility study that is more reliable. The essence of this work must be appreciated and understood by the executives planning the financing. It is vital that they thoroughly understand the risks and make the proper risk assessments to cope with our rapidly changing market environment. Projecting future revenue values is paramount and is subject to much estimation. One way to mitigate fluctuations and the risk of falling prices is by selling production for future delivery. MARKET Since mining is a worldwide industry it is mandatory that bankers be aware of what is occurring in the marketplace, both foreign and domestic. Extensive efforts are under way toward applying computer techniques to mine production scheduling problems. These efforts are concentrated in four areas: optimization, computerization of traditional methods, heuristics, and simulations. These areas complement each other rather than compete. Characteristics of each are discussed toward enabling the engineer to evaluate specific systems that may be encountered. Alternative approaches within each classification are described as well as the motivation for each.

CERN, the European Laboratory for Particle Physics, is, at present, constructing an underground tunnel and cavern network to house a Large Electron Positron (LEP) colliding beam machine. This paper describes the techniques adopted to permit the excavation and temporary support of the access shafts through a series of glacial moraines, at depths of up to 80 m, to reach the bed-rock. Owing to the presence of superficial and deep water-tables, the variable nature of the moraine deposits and, above all, the tight work schedule, a combination of diaphragm walling and ground freezing was employed.

The various copper-cobalt ores mined by Gecamines, together with typical plant applications and results, are briefly described. Intensive laboratory investigations have been undertaken in recent years to improve the metallurgical performances of the various concentrators. As a result of these tests, it was shown that the flotation of the siliceous oxide ores could be improved by increasing the efficiency of the palm oil collector (energetic conditioning, chemical emulsifier, petroleum sulfonate addition) and by varying the froth depth in the cells. A new flowsheet incorporating these modifications and a regrinding stage has been approved for the rehabilitation of the Kolwezi concentrator. For what affects dolomitic oxide ores, hydroxamates were tested as secondary collectors and, based on successful laboratory results, plant trials were run but failed due to excessive frothing. In other plant tests, xanthates were replaced by a xanthate- fatty acid mixture; plant trials over more than one year proved successful for copper, but not for cobalt. Mercaptans were tested as secondary collectors for the sulfides flotation from sulfide or mixed oxide-sulfide ores; laboratory results proved successful but, to date, no plant test has been run.

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

A numerical procedure to model flow networks using a node-based approach is discussed, and the analysis encompasses both steady-state and transient solutions. A family of computer codes has been developed using the node-based approach. This technique is illustrated by applying two of the computer codes to mine ventilation networks.

Ore reserves are based on sampling developed by drilling programs. Correct choices concerning the type of drill to be used, depth of drilling, hole orientation and sample spacing are not only critical to the accuracy of the ore reserve but to the cost in time and money of the project. Appropriate interpretation and use of geologic information can significantly enhance the ability to make these decisions effectively. Geologic characteristics of mineralized rock that affect drilling and sample quality include: rock quality, openness, water content, mode of gold occurrence, internal gold distribution and grain of mineralization. Each of these characteristics and sources of data about them are revuewed, then related to the various drill program options. Finally, some procedures for checking the validity and appropriateness of the selected options are reviewed.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Table 1, Cement Production Summary-World, gives a global picture of production, export and import tonnages in recent years. Figure 1 is a graph showing CEMENT PRODUCTION SUMMARY WORLD WIDE.

A detailed experimental study of the variations in grinding rate with particle size, particle load, ball diameter, ball load, mill diameter, and mill speed was carried out for a soft cement clinker and a hard cement clinker. The effects of the ball diameter, ball load and particle load were observed to be material (hardness) independent, and those of the particle size, mill diameter and mill speed to be material dependent. A sharp change in the grinding behavior was observed for both the clinkers at about 150 µm size. Below this critical size: (i) the hardness difference between the two clinkers became insignificant, (ii) variation in the grinding rate with particle size became markedly more pronounced, and (iii) mill speed had little or no effect on grinding rate. The importance of these results in the context of process optimization and control is discussed.

Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato's program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1 987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modem versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Mining applications of GPSS have been given by Sturgul and Yi (1987), Sturgul and Harrison (1987), Sturgul (1987), and Sturgul and Singhal (1988). INTRODUCTION In each given set of operational criteria for tunnel design, ground conditions dictate the selection of the most appropriate construction method and tunnel lining. The designer has the responsibility to choose or restrict the choice of the tunnel lining to insure that the final solution provides a cost-effective permanent construction which will require the minimum of maintenance and endure to the benefit of future generations. This Paper deals with some of the aspects of precast concrete tunnel linings, their history and development through the years. It does not purport to be a comprehensive review of all that has ever been tried or developed but, hopefully, a starting point to encourage discussion and development for the future. BOLTED LINERS As a result of anticipating a shortage of cast iron tunnel lining in 1936 when work was proceeding on London Transport's Central Line Metro, a design for the precast reinforced concrete bolted lining was born. The design took the form of the traditional cast-iron lining but with substantial concrete stiffeners to take the shield ram forces. This new lining was used to construct some 14,000 feet of running tunnel using a ring width of 1'8" which was the standard cast-iron width of the time. (Groves, G.L., 1943)

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are. the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread- sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin.

Valley-fill heap leaches built in steep terrain over low-friction angle liner system may be unstable even though analyses indicate stable ore slopes. This paper demonstrates the potential for massive heap failure using stability analyses which consider both heap slope and heap mass failure considerations. The computations presented also reveal the sensitivity of mass heap stability to liner friction angles.

When using perlite as an insulation, it is important to determine the requirements for different applications as this influences the processing of the perlite. In cryogenic application, perlite properties of low density and fine particle size are desirable, while loose fill insulation applications require similar properties and water repellency. However, in perlite insulating concrete applications, a coarser particle, of higher density, is required to provide improved compression strength. The essential properties of perlite including particle size, density, and surface treatment are discussed in relation to the various insulation applications. Also, typical mineral processing and manufacturing techniques are reviewed.
