This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

The goal of the U.S. Department of Energy (DOE) coal preparation R&D program is to develop technology to reduce the ash and sulfur contents of United States coals to levels such that the resultant product can be formulated into a high- quality solid or slurry fuel that could replace oil or natural gas in both new and retrofit applications. The Coal Preparation program is implemented by the Pittsburgh Energy Technology Center (PETC) and is conducted both in-house and by a cross section of industrial organizations, universities, and national laboratories.

Strategic Data Planning (SDP) is an emerging technique for the analysis and design of information systems. This paper describes the use of strategic data planning in the formulation of a complete integrated set of mining technical systems for the Koolan Island iron ore mine. Applications covered include hydrogeology, geology, mine planning, surveying, quality control, laboratory and mine production recording. Koolan Island is 13 kilometres long and 5.5 kilometres wide at its widest point. Its sole industry is an open pit iron ore mine of 3 million tonnes annual capacity, owned and operated by BHP Minerals. Some of the production is used by BHP Steel International, but most is exported. The orebody is steeply dipping and is mined bench by bench. Outturn grades for run-of-mine product are iron 66.5%, silica 3.0%, alumina 1.0%. Computer systems are run on Data General equipment, currently an MV10000. Computer applications, which are shared across mine sites, are developed and maintained by BHP Information Systems in BHP's Melbourne Office.

Mineral exploration decision problems involve the economic evaluation of upgraded geological information and the costs of obtaining it. This paper presents a valuation theory of risky projects applicable to the analysis of exploration investments. The valuation model is predicated on the Capital Asset Pricing Model (CAPM) from financial economics; its parameters can be objectively measured from publicly available information. Geostatistics is used to derive simplified random cash flow models which incorporate the impact of improved deposit knowledge in terms of reduced estimation variance. The application of the theory is illustrated by means of hypothetical exploration optimization examples.

A performance study of oxygen self-rescuers of varying durations from the United States and other countries was undertaken as an assessment of present worldwide technology. The apparatus were tested on a Breathing and Metabolic Simulator in the Life Support laboratories of the Bureau's Pitts- burgh Research Center. Parameters monitored during the testing were inhaled levels of C02, 02, inhaled gas temperature, and breathing resistance. The metabolic demand placed on the apparatus represented the average demand of the 50th percentile miner performing a 60-min man-test 4, as described in 30 CFR 11H. Results presented include apparatus service life and subjective comments as well as averages and peaks of monitored parameters.

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

Interactive Dynamic Optimization Method (IDOM) will be presented in this paper. IDOM combines inventory theory, dynamic programming, computer simulation and interactive technique to formulate a production schedule for open-pit mines. This new method has been successfully used in metal mines of China for years.

In September 1985 we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. By Dec. 10, our cutoff date, we had 430 responses, representing about 1.5% of the 28,238 people who received the September issue of ME. In the data that follow the tabulation and percentages are based on the number of individuals who responded to the particular question. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded told us something positive - you look at or read the magazine. Of the 430 respondents, 428 or 99.5% indicated that they had read or looked through the July and/or August issues. Those of you who refer to the magazine once are 207 or 48.5%. Liquids containing suspended solids are encountered in most mineral processing applications. Solids levels cover a very wide range, from ppm levels in cooling water systems to slurries containing greater than 70% solids. When the aqueous phase is recycled or further processed, a solid/liquid separation process is used. Chemical additives used to carry out this process are called coagulants and flocculants. In other cases, one seeks to control or modify the properties of the suspension. Dispersants are chemicals used to aid in suspending solids in a liquid as well as to control the properties of the resulting suspension. Dispersants find a range of uses in mining and mineral processing such as scale control, filter aids, flotation aids, and slurry viscosity modification. Materials used as dispersants include inorganic salts, alkalies, organic surfactants, and polyelectrolytes. This paper discusses the use of dispersants in mineral processing, with an emphasis on control of slurry viscosity. The mechanism of dispersion and factors that affect the choice of dispersant will be discussed.

The fiber glass industry is an industry that. hopefully is still in its infancy and far from a mature business. Fiber glass, as will be discussed in this paper, deals with continuous strand glass as used in the textile laminate and reinforced plastics industries. More specifically, we are speaking of glass used for printed circuit boards, tapes, paper, cloth, pipes, tanks, boats, recreational equipment, roofing shingles, and automotive applications. Compared to the flat, container and decorative glass industries, we are very young. The early patents on fiber glass applications were issued in the 1930's. The type of glass most commonly used in the world and that discussed in this paper is designated as "E" glass. This is a boro-silicate type glass having specific chemical and electrical resistance and low thermal expansion properties.

The Apex property, mined in the early Twentieth Century for direct shipping copper, also contains gallium and germanium in iron oxide minerals. In 1982, Musto Explorations Limited began an exploration program to define reserves. A metallurgical process was developed, and a production decision was reached in late 1983. This text describes the process development and design. The Apex mine, located near St. George in Southwestern Utah is owned by St. George Mining Corporation, a subsidiary of Musto Explorations of Vancouver, B.C. Musto acquired the property in early 1982. A pilot plant was operated by Hazen Research, Inc., Golden, CO later in 1982. In late 1983 sufficient information had been developed for St. George to proceed with the project. The final process design was prepared by G. M. Swinkels of Vancouver, consultant to Musto, and Hazen Research. Process engineering was done by Hazen Research, and St. George acted as its own contractor. Commissioning of the plant began in October 1985.

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. China was nota factor in the supply of fluorspar to the United States until the early 1980's when it shipped in its first package of Metallurgical lump, that not only was higher grade than the Mexican Metallurgical spar but was also about $30.00 a ton cheaper landed at Burnside. Representatives of the Mexican Fluorspar Institute and several producers made trips to see the Chinese operations supplying their once reserved market place. China, an enigma to most Westerners suddenly became the new contender, with prices that were disgustingly low or so thought the other exporters. Of course China has been mining, producing, consuming and exporting from 400,000 to 500,000 tons per year of various grades of fluorspar but until the first partloads came to the U.S., very little attention was paid to their exports by American-continent producers or consumers.

This paper investigates the propagation, interaction and scattering of explosively generated seismic waves with discontinuities in rock masses using numerical models which employ a finite difference method. The models consider 2-D systems and give a full solution including mode-conversion in the mid-frequency scattering region where feature dimensions are of the order of the wavelengths involved. The paper has two parts, the first of which considers wave propagation and diffraction by simulating an explosive body source in a half- space containing a step or a slot on the surface which represent a cliff and a rift valley that has dimensions of the order of the wavelengths in the source. The second part of the paper reports a hybrid technique which combines a perturbation method and the finite difference method for wave propagation again caused by an explosive body source in a 2-D half-space system but with a shallow surface obstacle, such as a smooth ridge, with elastic constants slightly different from bulk material and the slope of this surface topography are shallow. This hybrid technique is also reported being applied to a half-space with a horizontal void or insert.

The Chino open pit mine, concentrator, and smelter are located in Grant county in Southwestern New Mexico. Chino Mines Company is a partnership, two- thirds owned and operated by Kennecott Santa Fe Corp., and one third owned by MC Minerals Corp. (Mitsubishi) of Japan. The concentrator, with a design capacity of 37,000 tons of copper-molybdenite ore per day, was commissioned in July, 1982. During last year's AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I'm sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company's resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else's patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

Slurry system are the principal method for storage and transportation of solids within and between concentration operations In a mineral processing plant. A slurry 1s a mixture of solid particles In water, or a chemical solution, that behaves like a liquid. The design of slurry transportation systems is generally analagous to pumping and piping water, but with a few notable exceptions: • The interaction of particle on particle affects slurry transport. • Particles often interact with the fluid, particularly when chemicals have been added to the system. • Particles have a frustrating tendency to settle from the slurry suspension, especially into locations not considered In the design. • Solids have an affinity for wetted surf aces and tend to wear them away. Slurry transportation systems Include a number of separate components, each requiring special design considerations. A systematic evaluation of each component of a slurry transfer system will help overlooking the small details that could cause operational headaches. Most slurry transport systems include: • A receiving sump or tank that provides for mixing and/or momentary storage of slurry. • A driving force.. by a pump, atmospheric pressure or gravity. • A suitable conduit for transportation.. pipes or launders. • A delivery objective.. another sump or process vessel, or distribution system to several process points. • A control strategy and design to regulate the transfer operation. The design of the slurry transportation system normally evolves through the following steps: • Finalizing the process flowsheet and establishing the weights and volumes to be handled. • Identifying and characterizing the various process fluids and slurries. • Defining critical and minimum transport velocities of fluids. • Selecting a pipe diameter (or dimensions and gradient) and

High voltage electrical discharge in water causes instantaneous release of accumulated energy into water. The experiment described in this paper regards the utilization of the electric discharge phenomenon in rock splitting. The pressure in the shock waves created by the discharge inside a small volume of water enclosed in solid rock causes stresses which can result in breakage of rock. Holes drilled in tested samples were notched in order to weaken the tensile strength of the rock and achieve a uniformly directed split. The influence of the notches was theoretically analysed and compared with experimental data. Results of the tests have been statistically elaborated in order to correlate the newly-created surface to the energy supplied.
