The generalized rail haulage simulator described in this paper is an outgrowth of the need to expand a previously developed single level simulator to permit analysis of production problems where intermediate car storage is used. Many of the ideas of the former single level simulator, which is an integral part of an Underground Generalized Materials Handling Simulator (UGMHS), have been used in model development. In addition, experience gained in applying the earlier model to a variety of operating conditions has been heavily relied on. The generalized rail haulage simulation model can operate as an independent system and, as such, can be used to analyze rail haulage systems using production distributions as data input. In addition, this model is designed to replace the present rail haulage sub-assembly in the UGMHS model and the linking procedure has been integrated into the model. The flow of coal from production sections in UGMHS, for example, fill the mine cars and a condition of no empty cars at a loading station will shut down in by production systems.

The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.

Simulation models have been widely used to analyze the operations and characteristics of a variety of systems. Such models mimmick a projected reality by analyzing the interaction of the events, transactions, and facilities which combine to make up the system. The models are structured as a computer representation of the system components and their logical, precedence and timing relationships. The operation of the system is then simulated over some finite time interval to gather analytical and staistical data. This paper presents a method whereby bulk handling systems, either actual or proposed, may be analyzed by means of simulation models to project the enconomic consequences which may be expected from the system over some future time interval. An example is given to illustrate the construction of bulk handling simulation models, the derivation of performance data, and the analysis of the information with an eye to effective decision making.

Bureau of Mines laboratory tests show that ilmenite concentrates with titanium dioxide contents as low as 33 wt--pct can be beneficiated to produce a crystalline substitute for natural rutile suitable for direct chlorination. The synthesized product prepared by a three-step procedure was comparable with natural rutile in titanium content. Reduction smelting of ilmenite removes iron as a pig iron byproduct, and the remaining slag phase is greatly enriched in titanium. Oxidation of the slag in the presence of phosphorus¬bearing slag additive converts the titanium-bearing phases to discrete rutile crystals and a glass phase containing most of the associated impurities. Rutile is separated from the glassy impurities by attrition scrubbing ground slag in dilute phosphoric or sulfuric acid solutions. Tests made in a laboratory fluid-bed reactor show that synthetic rutile responds to chlorination at the same rate as natural rutile and that more than 95 pct of the titanium contained in the feedstock was extracted as titanium tetrachloride.

In several previous studies from this laboratory (1-4) the autophobicity concept of Zisman and co-workers (5, 6) has been extended to gas phase adsorption processes. Low molecular weight alcohols adsorb on silica or alumina to yield novel isotherms in that monolayer adsorption occurs at low relative pressures indicative of strong bonding, but subsequently multilayer adsorption is quite sparse and diminishes with molecular weight of the alcohol. Such isotherms fit no standard classification scheme, however, in the vacinity of monolayer coverage alcohol isotherms give an excellent fit to the Langmuir or B. E. T. , Type I model (7). Monolayer adsorption is relatively irreversible and it is thus possible to prepare these chemisorbed layers and perform subsequent adsorption studies thereon. All indications are that the adsorptive properties on such films is radically different from that on the underlying alumina (4, 8) and in one study finite contact angles for hydrocarbon fluids were observed. One perennial conceptual difficulty is that there is no observed upper bound to the adsorption isotherm which would be necessary for autophobic adsorption to occur. The cause for this has been studied, and it is currently believed that adsorption is complicated by reversible capillary condensation at contact points between powder particles. The evidence for this is that large particle powders give less "apparent" adsorption at high relative pressures and in one very tedious study adsorption on planar sheets, oxidized aluminum displayed similar reduced uptake at high relative pressures when compared with high specific surface area powders (3).

This requirement has stimulated a search for ways and means of applying modern management techniques to the design and construction of mineral processing plants.This search by consulting firms has resulted in the evolution of the concept of project management and the development of planning and con trolling techniques with the result that Owners can seek and obtain better assurance that their project objectives will be fulfilled.This paper will attempt to outline how a mineral processing plant can be brought into production through the implementation of project management techniques.Definition And Objectives Of Project ManagementThe design and construction of mineral processing plants is subject to the restraints of three inter-related parameters -Quality, Cost and Time each of which influences and is influenced by the other two.Project management is a technique where the Owner delegates complete responsibility to a single organization for all phases of a project (design, procurement, construction and commissioning) for the above parameters but retains freedom for major decision making. Normally, the consultant under-takes full responsibility for all phases, but partial project management services can be provided when the Owner so desires.The objective of project management is first to devise and define and then to implement a program in which the relationship between the three parameters of Quality, Cost and Time is optimized, i.e., the desired functional and other requirements are attained (but not exceeded) at the lowest practicable overall cost in the shortest practicable time. Results of detailed analyses of four cores from the Threemile Canyon area in the P. R. Spring tar sand deposit in Utah are reported by the Bureau of Mines. The cores were obtained by the Utah Geological and Mineralogical Sur-vey as part of a l7-corehole evaluation program in the P. R. Spring, Hill Creek, and Rim Rock tar sand deposits. Average properties of the oil zone in the Threemile Canyon area as deter-mined from these cores are as follows: Oil saturation, 67.4 pet of pore volume; porosity, 29.2 pct; permeability before oil extraction, 133 millidarcies; and permeability after oil extraction, 2,855 millidarcies. Average net thickness of the oil zone is 23.8 ft and average depth to the top of the oil zone is 189 ft.

Since the early 1950's exploration in the Yukon Territory, Canada, has been confined largely to Selwyn basin where at least five large stratiform or massive sulfide Pb-Zn deposits have been discovered. The five ore bodies total nearly 100 million tons of 10-16% combined Pb-Zn with 1-3 oz./ton Ag. The only deposit currently in production is the Anvil Mine operating at 8,000 tons per day. Beginning in 1972, exploration in the Mackenzie Mountains, east of Selwyn basin and west of Mackenzie arch, resulted in finds of Mississippi Valley type Zn-Pb mineralization in a belt of Proterozoic and Lower Paleozoic carbonate rocks (Figure 1). Four districts have been located and intensive exploration by numerous Canadian and Arnerican mining companies is currently in progress over a length of 400 miles in the carbonate belt. The consensus is that a major new Zn-Pb province may be taking shape.

A generalized flow diagram is presented in Figure 1, which shows the relationship of major model functions. This chart does not necessarily represent the anatomy of the computer program, but is designed to illustrate the informational interchange between major model functions. The related flow-charts-and computer program are listed in Parts I and II, Appendix A, respectively. Mine Car Stations The mine car stations are the activity centers for the model. The locomotive logic structure is designed to provide these stations with adequate cars and to clear them of car buildup. The model is designed to simulate a three stage haulage situation which suggests the need to differentiate station levels by type numbers. These are: a) TYPE 1 stations - mine cars are loaded here; b) TYPE 2 stations - intermediate stop and storage for mine cars; c) TYPE 3 stations - all mine cars that are stored here leave mine; and d) TYPE 4 stations - mine portal. TYPES 1, 2, and 3 have all loaded cars assigned to an ascending TYPE as their next destination. In input, if single stage haulage is designated, TYPES 1 and 3 do not exist, and if two stage haulage is called for, TYPES 2 and 3 are absent. Shotcrete drift linings at the Climax Mine of the Climax Molybdenum Company have undergone four years of extensive evaluations as a replacement for thick poured-in-place concrete linings. Any drift lining at Climax must be able to withstand the rigors of undercut and secondary blasting, weight problems induced by panel caving, and the abrasion of slusher mining. Examined here are the conclusions reached so far on shotcrete drift linings which have not yet completed the approximately six-year cycle from development to ore exhaustion. Properly applied shotcrete is an adequate drift lining for all phases of the Climax panel caving system of mining. Undercut blasting will damage shotcrete unless blasts are correctly timed. Weight problems will destroy shotcrete drift linings as efficiently as it will destroy concrete or steel support systems. Abrasion and secondary blasting results are inconclusive as the shotcrete lined slusher drifts have not entered the ore production stage of the mining cycle. In addition to drift linings, Climax has found shotcrete to be invaluable for lining large underground shops, for temporary support systems, for permanent ventilation bulkheads and for the repair of abraded or weight damage concrete lined slusher and haulage drifts.

A Helix Pressure Gauge to Indicate roof bolt loads was designed, fabricated and field tested. The gauge indicated loads between 3,000 and 15,000 pounds with a ± ten per cent error. The coat of fabrication of the gauge was estimated to be $3.39 including an assumed overhead and profit per indicator for a series production of 5,000 unite. The unit can be read on a bolt to within ± 1,000 pounds load from a distance of twenty feet.

The coal company Minerales Monclova, S.A. (MIMOSA), the owner of the Mimosa R Line, is a subsidiary company of Altos Hornos de Mexico, S.A., the largest steel plant in Mexico with an annual capacity of 2.5 million metric tons of steel ingots. The raw material's which are used in the steel plant are provided by the following companies: La Perla Minas de Fierro, S.A., iron ore; Cia. Minera de Guadalupe, S.A., Cia. Carbonera La Sauceda, S.A. Cia. Minera La Florida, S.A., and Minerales Monclova, S.A., which provide the coal used for coke, and altogether constitute the industrial group AHMSA. The coal property of Minerales Monclova, S.A. is located in the Sabinas coal area in the northwestern part of the Sabinas basin.

Test equipment that simulated frictional impacts between coal-cutter bits and mineral inclusions at a coal face during operation of a continuous coal mining machine was used by the Bureau of Mines in the laboratory to study the incendivity of impacts between various rocks, metals, and hard-metal alloys in an explosive mixture of air-7 pct natural gas. Quartzitic sandstone was found to be the most incendive of several rocks tested. Limestone concretions from a coal seam, known locally as "sulfur balls," sparked furiously but were not incendive. Among the metals tested, the type of steel used in commercial coal-cutter tools was the most incendive material tested. A l7-4PH stainless steel was less incendive and appears to be the most promising high-strength steel alloy, reasonably economical, for use in coal-cutter bits. Some hard-metal alloys, primarily titanium and zirconium diboride composites, were also evaluated as possible replacements for the conventional cobalt-bonded tungsten carbide used in the tip of coal-cutter bits. The metal-bonded diborides were generally less inc endive but more brittle than the conventional tungsten carbide. Carbonitride coatings on tool bits were also tested but found to have no advantage. The source of ignition during frictional impact between metal and rock was studied. Immediately after impact, a yellow flash was observed and a smear of metal near its melting point occurred on the rock. This hotspot on the rock, rather than the yellow flash or sparks or metal fragments, was observed to be the cause of the ignition.

Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. When Lewis and Clark first pushed their boats up the Missouri River, Meriwether Lewis reported the presence of coal in the western states by saying in 1802 that it "burnt tolerably well and afforded but little flame or smoke but produced a hot and lasting fire". Lewis would have been amazed and bewildered at the history of coal development in this region and the more recent political-socio-economic-environmental confrontations of today. Certainly without this coal the railroads would not have readily pushed into our western states, and the progress of this region would have suffered. The coal industry has passed from a period when "coal was king" to a period of depression in the industry, but its importance is being revived. A contributing and simultaneous environmental concern has emerged in the nation and in many states during the past ten years, partly caused by newly imposed standards for sulfur content of fuels. Much of the midwest and eastern coal cannot be used because of high sulfur content, shifting attention to the low sulfur coal deposits of the western states. In the western states, lands disturbed by strip mining or even underlain by strippable coal are small compared to the total acreage, and usually mining operations are on lands not under cultivation. There are some farm lands being disturbed by surface mining, but this is often over-emphasized. In states like New Mexico and Arizona the percentage is less. The value of the minerals underlying the surface certainly must be considered along with the value of the surface, and sometimes proper reclamation following mining can result in higher ultimate usage of the land.

Poor mixing of methane and air at coal mine working faces causes fluctuating methane concentrations. If these fluctuations are large enough, methane levels can periodically exceed safe limits, even though the time average methane concentration may be satisfactory. Concentration fluctuations measured underground can result both from variations in methane emission rate and poor mixing. The present paper reports on a statistical analysis of fluctuations at a constant methane emission rate, that is, on fluctuations due only to poor mixing. A full-scale model of a working face was used. Both peak heights and elapsed times between peaks were evaluated. Good mixing was indicated by normal, Poisson, and exponential distributions while poor or incomplete mixing was indicated by log-normal or gamma distributions.

Cylindrical plastic scintillators were investigated for efficiency in detecting neutron-induced prompt gamma rays. Scintillator performance was compared on the basis of half-resolution and peak-to-trough ratios for gamma spectra obtained from Co-60 (1.17 and 1.33 MeV), Th-228 (2.62 MeV), and PuBe (4.43 MeV). Various sizes of Pilot Chemical scintillators (types B, F, M, and Y) were tested. The best half-resolution, 7.7 percent for PuBe, was achieved with a 5-by 5-inch Pilot Y?scintillator and dual photomultipliers. Comparison with sodium iodide (NaI) scintillators and the use of plastic scintillators for on-stream analysis of sulfur in coal is discussed. Plastics were found to be unsuitable for on-stream analysis of materials having complex prompt gamma ray spectra; however, they could conceivably be used for those yielding Simpler spectra.

"The Manibridge Mill is unique in its treatment of relatively high grade nickel-copper ore because in the mill design are included one 10' diam. x 10' Maxwell cell, and three 12' diam. x 12' tank cells. These large cells are used as rougher-scavenger cells. Three 8' diam. x 8' tank cells as well are used for cleaning and recleaning of the tank cell concentrate.Flexibility of flow is the main criterion in the tank cell circuit. Targets from these cells are a high grade nickel-copper product with a minimum of talcose gangue.The operation of the tank cells has been encouraging and they have performed well with both low and high grade heads, yielding a high grade concentrate product.Manibridge Tank CellsDescription:The tank cells at Manibridge consist of one 10' x 10' Maxwell cell, three 12' x 12' tank cells, and three 8' x 8' tank cells. The four large cells are currently being used as rougher scavenger cells. The three small cells are used as cleaner cells.Both sets of tank cells consist of Denver steel tank and Super Agitator Mechanisms with steel beam super-structures. The agitator mechanism has a totally enclosed ball bearing spindle housing with a cold rolled steel shaft, and a stanclard standpipe with adjustable collar.The air rings for the tanks were fabricated by Nelson Machinery. Both large and small cells have injection rings with equally spaced air holes in the bottom centre line of the ring.Air is supplied to the tank cells by a Dresser Clark low pressure air blower.The following is a table of pertinent data on the tank cells:"

The thrust of this Bureau of Mines report is to relate the size of automobiles to the price of gasoline, and the use of minerals in automobile manufacture to the size of automobiles. Only one of the many plausible scenarios of public reaction to higher gasoline prices, a switch to economy size automobiles, is developed. No account is taken of other potential impacts such as improvements in public transportation or increased occupancy per vehicle. Furthermore, a gasoline price increase is the only incentive to the greater utilization of economy cars that is considered. A gasoline price increase to $0.60 per gallon would reduce the amount of minerals required to produce the automobiles sold in the United States by an estimated 15 percent. Gasoline prices of $0.80 and $1 per gallon would cause declines in mineral requirements for U.S. automobile sales estimated at 26 percent and 35 percent, respectively.

Creation of needed new resources will be accomplished mainly by imaginative and diligent geologic exploration because geologic availability is the key determinant of future mineral supply. Adequate resources of most commodities can be made available for the rest of this century and beyond if they are discovered. Thus conversion of hypothetical and speculative resources into available reserves will provide the principal challenge to earth scientists. Additional problems now compete for our attention. First is a challenge to discover more resources than have been found to date for domestic needs as world-wide demands increase exponentially and as easily found high-grade deposits are rapidly being depleted. New ways to find new types of deposits are required. Second, the United States, a resource importer, increasingly is challenged for access to foreign supplies through stiffening competition and economic or expropriation sanctions. Balancing needs for mineral supply and environmental protection is a third challenge. Geologic explorers must consider statutory as well as economic and technologic requirements, controlled access to public and private lands, competition with urban sprawl or wilderness, limitations on discovery, appraisal and mining methods, and restoration of mined areas. Finally, is the challenge to temper public and private attitudes and assure that decisions bearing on resource problems are based on comprehensive credible facts. While striving to maintain and improve the standard of living, many Americans appear to disdain and mistrust those organizations that provide their material where-withal. Meeting these challenges effectively, and in time, will require careful appraisal of the resource system and the joint efforts of industry, university, and government earth science research.
