This article introduces the basic definitions and philosophy behind process hazard evaluation procedures and the determination of risk as being a function of accident probabi1ity and accident consequence. The general concepts of good engineering practice and predictive hazard evaluation are discussed. The most commonly employed methods used in the processing industries are reviewed with an eye towards briefly presenting what each method offers as far as information, time and resources required, etc. Some initial references on the actual practical use of each technique in the processing industries are also given.

INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply. Discussion by J. Parker Gentlemen; Rainy day in Upper Michigan, a good time to catch up on reading. Am doing that, and have a couple of questions concerning the K and P paper on roof problems and supports. I wonder if the authors can enlighten me. The compressive strength of the coal was reported as 4.4 MPa (633 psi) and compressive stresses measured in the coal seam were reported at around 27.6 and 48.2 MPa(4000 and 7000psi ). Can such a soft coal actually contain such a high level of stress? Can it be measured as if the material were elastic, or does the coal behave plastically? Can that stress level be confirmed with hydraulic load cells? And if the coal is so soft, and if it is plastic, why is the stress field not hydrostatic'? The intact roofrock appears to be unusually strong, with compressive strength reported at around 145 MPa (21,000 psi), and some failures were noted as soon as the rock was exposed. Were tests run to find out how that rock responded to the addition of moisture, from sprays or from humid air? Did moisture weaken the rock? Did it cause the rock to expand quickly, thus to induce internal compressive stress? How can the near-vertical cutters, as shown in the photographs, be attributed to primarily horizontal stresses? Did the cutters follow any particular pattern in the development panels, which might be related to a particular stress pattern? For example, did they always appear alongside the stiffest pillar? Or always along the northwest rib? Was there any evidence of the pillars and entries "rotating" under the influence of differential horizontal stresses? How much did the entries and pillars rotate as the longwall face approached and passed? After rooffalls, did the openings assume shapes which would indicate a preferred shape in that stressfield and geology? Did crosscuts always survive without damage, as shown in the sketch?

Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

The effect of particle size on the flotation of coarse particles is analyzed. It is concluded that turbulence and the presence of the froth layer are detrimental to the recovery of coarse particles during conventional flotation. A counter-current column cell is proposed to avoid these two factors. In this column, a net upwards flow of water is prevalent, such that no froth is allowed to form on the top. Also, the levitation of heavy bubble-particle aggregates is helped by the ascending water current. Preliminary work at laboratory level with kilogram-size samples indicated that under similar conditions recoveries in the column were much higher than in conventional cells. Flotation results obtained with coarsely sized phosphate and quartz samples are presented. One interesting feature of this type of column is very fast flotation kinetics. Thus, a short column (only 55-cm collection zone) yielded, full recovery of floatable values.

"BACKGROUND The design, development, fabrication, and test of a cryogenic supply for a refuge alternative is part of a larger effort funded by the National Institute for Occupational Safety and Health and managed through a Space Act Agreement with the National Aeronautics and Space Administration at the Kennedy Space Center, FL to create cryogenically based life support equipment responsive to the needs of miners as required by the Miner Act of 2008. This work is done by a joint contractor/NASA team. In particular, the Cryogenic Refuge Alternative Supply System (CryoRASS) serves to provide a respirable air source to miners confined for 96 hours in a mine refuge alternative. This system stores liquid air in a zero-loss cryogenic reservoir (Dewar) until an emergency requires use. The system does not require electric power when in use by miners. Because of the very cold nature of the liquid air, considerable heat stress relief and reduction of humidity is provided in addition to the required replenishment of oxygen. Moderate dilution of CO2 also occurs.INTRODUCTION The design of this new cryogenic refuge alternative supply system (CryoRASS) uses NASA/Kennedy Space Center technology as a development baseline. The design stores cryogenic (liquid) air that is warmed in an air handler box and the resulting gaseous air is introduced to the chamber that not only causes air circulation, but relies upon environmental and human heat to expand the liquid air to a gaseous state. Therefore, the primary benefits of the liquid air source, besides atmosphere maintenance (oxygen), is refuge cooling and dehumidification. This results in reduction of human heat stress and this occurs without the need for electrical power in the refuge chamber. This reduction is a major factor in ""apparent heat"" and the human perception of comfort. Another benefit with introduction of ""air"" vs only ""oxygen"" is the dilution of carbon dioxide. The volume of new air will displace existing refuge air and this air laden with humidity/CO2/low O2 passes out of the refuge relief valves. These RVs should be strategically placed to vent stagnant air preferentially. An initial system test was conducted in our Florida facility in a production 10-person hard chamber for 96 hours. Last year (2014) the system was tested with a 23 person inflatable refuge alternative in Bruceton. For this test, the CryoRASS air handler was redesigned to offer superior characteristics when installed in a Built-in-Place refuge alternative. This report describes the results of the modified system being tested in the Pittsburgh Experimental Mine while attached to a 30 person refuge for 96 (+/-) hours."

Marine sedimentary deposits account for 80% and igneous deposits 17% of the total world output of phosphate rock. The phosphate mineral is well crystallized and exhibits a greater floatability in the igneous deposits than the sedimentary ores. Both silicates and carbonates contribute the major gangue associated with the sedimentary ores. Although removal of silica from sedimentary phosphates by froth flotation has been in practice for several decades, with the depletion of high-grade reserves, new attempts are being made to improve the efficiency of current silica removal technology and to develop new processes for beneficiation of phosphate ores associated with the carbonate gangue. In this paper, recent developments in processing of sedimentary phosphate ores containing carbonate and silica gangue are discussed.

A methodology of subsidence prediction using the Distinct Element code UDEC has been developed as an alternative for subsidence modelling in the Southern Coalfield, New South Wales, Australia. The models have been validated by comparison with empirical results and observed caving behaviour. At this stage, modelling capability is limited to flat lying terrain. It is planned to apply the methodology to areas of high topographical relief to investigate the mechanics of valley closure.

California was the leading state in industrial mineral production value with an estimated value of nearly $2 billion. In total value of U.S. non-fuel mineral production estimated for 1992 by the U.S; Bureau of Mines, California ranked second; 81 % of California's total production value was derived from industrial minerals. California led all other states in the production of boron minerals, portland cement, diatomite, calcined gypsum and construction sand and gravel, and ranked second in potash and soda ash production. California's five leading industrial minerals in terms of value were portland cement, construction sand and gravel, boron, crushed stone, and soda ash. California had 13 additional industrial minerals production with reported sales of over $1 million including; industrial sand and gravel, magnesium compounds, lime, salt, potash, natural sodium sulfate, clay, feldspar, crude gypsum, pumice, dimension stone, calcium chloride and perlite.

An airborne dust cloud is an ensemble of particles of varied size, density, shape and states of aggregation. An understanding and quantifying of the dispersion and deposition of the dust generated in mines is essential to the development of measures for reducing worker exposure to dust. In coal mining, the major portion of the dust is generated during the cutting of coal using a shearer or a continuous miner. The major phenomenon affecting ambient concentration is the deposition of dust. Particle deposition may take place due to the effect of gravitational, inertial, electrostatic, and thermal forces, and mechanisms such as Brownian and eddy diffusion and inertial impaction. The three major mechanisms of deposition in turbulent flow in mines are diffusion (Brownian and eddy), sedimentation and inertial impaction. The mechanisms determining particle deposition are size dependent. From a review of the literature, there appears to be a knowledge gap in the understanding of the deposition phenomena in mine airways. In order to obtain a better understanding of the deposition of dust for various particle sizes, and to develop a set of data for evaluating predictive mathematical models for dust-flow in mines, a series of dust flow experiments was performed under controlled conditions in mine airways. It appears that the deposition data generally follow the theoretical behavior of dust based on the combined effect of diffusional and gravitational deposition. In this paper, the findings of the study on the deposition of dust in mine airways and its dependence on size, velocity and concentration are discussed. A set of deposition equations that could be used to determine the approximate deposition at various points in a mine airway are presented.

This paper presents the design and installation of an underground ventilation remote monitoring and control system at the Waste Isolation Pilot Plant. This facility is designed to demonstrate safe underground disposal of U.S. defense generated transuranic nuclear waste. To improve the operability of the ventilation system, an underground remote monitoring and control system was designed and installed. The system consists of 15 air velocity sensors and 8 differential pressure sensors strategically located throughout the underground facility providing real-time data regarding the status of the ventilation system. In addition, a control system was installed on the main underground air regulators. The regulator control system gives indication of the regulator position and can be controlled either locally or remotely. The sensor output is displayed locally and at a central surface location through the site-wide Central Monitoring System (CMS). The CMS operator can review all sensor data and can remotely operate the main underground regulators. Furthermore, the Virtual Address Extension (VAX) network allows the ventilation engineer to retrieve real-time ventilation data on his personal computer located in his workstation. This paper describes the types of sensors selected, the installation of the instrumentation, and the initial operation of the remote monitoring system.

The tremendous growth in grinding mill size and horsepower during the 70s demanded advancements in gear cutting technology and equipment for the 80s. A new standard in gear cutting machines is now used to generate-cut large open gear sets to over 12.2 m (40 ft) in diameter at an AGMA quality level much higher than the accepted levels a short five years ago. The precision of the resulting gear set assures maximum tooth contact with the resultant longer gear set life.

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

Until the suspension of conventional operations in 1996, the White Pine Mine was the second-largest active underground copper mine in the United States, underlying an area of approximately 30 km2 (13 sq. miles) in the Upper Peninsula of Michigan. The mine operator intends to initiate in-stope solution copper mining by circulating a solution (lixiviant) of mine water, sulfuric acid and ferric iron through rubblized ore. As planned, the solution would be retired in the mined-out stopes following completion of the solution-mining activities. Investigations into the fate of the retired solution indicated that the solution, through time, would change from an acidic, metal-rich solution to a near-neutral, reducing solution containing much lower concentrations of metals. Investigations included reaction-path modeling (EQ3/6) and laboratory and in-mine tests. The combination of neutralization and reduction will result in precipitation of most metals, primarily as metallic sulfates, chlorides and sulfides.

In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

That is to say, the set of tasks ensures the geological data base at the stage of the deposit exploring and also its further use and. updating at the exploration stage. The following main elements may be ear-marked in the complex: (1) geological data base (GDB), (2) the data input system, (3) GDB maintainance, (4) "Geologist" geological application package (GAP). INTRODUCTION This presentation will address changing trade patterns in lead and zinc from the mid 1980's to the early 1990's. Lead and zinc deposits are developed where they are found in many parts of the world. As many are not in major consuming areas, there is significant international trade in both lead and zinc concentrates and in refined metal. Forecasts of mine production have been analyzed, primary and secondary refining capacity and future consumption levels have been estimated, to arrive at the changes in trade patterns expected during the next half decade. This paper will first address concentrate and metal trade patterns for lead, then for zinc, and finally some remarks will be made on captive mine/smelter agreements, on regional trade agreements, and on barriers to trade. I would like to note that. there is only a small international trade in semi-fabricated products such as zinc die-cast alloy, zinc oxide, lead oxide or rolled lead and zinc. Most of the world's zinc and lead trade is in concentrates or refined metal. LEAD TRADE PATTERNS Lead Concentrates Six countries are exporters of lead concentrates. Three countries are in the Americas - Canada, Mexico and Peru, with two in Africa - Morocco and South Africa (including Namibia), and Australia. Due to the limited growth in lead consumption and consequent minimum investment in new production facilities expected, mine and metal production levels and future consumption levels are not forecast to change much between now and 1990. Accordingly, the tonnage of lead concentrates exported will remain essentially unchanged from these six countries. In total they have exports of 480,000 metric tonnes (metal content)* and by 1990 this figure is forecast to rise only slightly with the only increase taking place in Mexico. The concentrates are exported mainly to Western Europe & Japan. Apart from these six main lead concentrate exporting nations, a significant change is expected in the United States. Support characteristics of in-cycle trusses are analyzed using a photo-elastic model loaded by tightening a truss in the sequence normally used in an underground mine. Stresses in the roof at its center point and at the junction of the roof and rib are examined. Effects of zero tension and unequal tension in the inclined anchor rods are presented. Effects of simulated subsidence on stress in the roof surface and on tension in the separate truss members are examined. Conclusions are drawn relating to (1) the effects of tension in the inclined anchor rods on uplift and compressive stress parallel to the roof surface, (2) the effects of subsidence on stress in the roof surface and, (3) the effects of subsidence on tension in the truss members.

Evaluating and selecting the appropriate excavation method is a key to the success of any tunnelling project. The benefits and risks of different methods should be well understood by the designer and communicated to the project owner to enable selection of a preferred method from a technical, social and environmental impact, cost and constructability perspective. For tunnels that have an internal diameter around 3 m, depending on the tunnel purpose and ground conditions, both microtunnelling with pipe jacking and tunnel boring machine excavation with a one- or two-pass lining may be feasible construction methods. Using the Ferry Road and Riverbend Combined Sewer Relief Project located in Winnipeg, MB as a case study, this paper will discuss the benefits and drawbacks of each method, including technical design, social, environmental, cost, schedule, and risk considerations.

The Xinglongzhuang Coal preparation plant project was a joint effort by American and Chinese engineers and for the most part designed to American standards. The plant owner and operator is the Yanzhou Coal Mine Administration, a division of the Shandong Coal Corporation. These are state owned companies which ultimately fall under the Ministry of Coal in Beijing. The new 3.0 million ton per year Xinglongzhuang mine is located in southern Shandong province in east-central China about mid-way between Beijing and Shanghai. This is an agriculture area, flat terrain, relatively dry climate with temperatures similar to Western Kentucky. During Confucius time (551-479 B.C.) this area was known as the state of Lu. Confucius home town of Qufu is about 20 kilometers to the north-east of the mine site.
