Cedarvale station was constructed as part of the Eglinton Crosstown Light Rail Line, under the operational Yonge-University Line Subway box of Toronto Transit Commission (TTC). The station was constructed as an open-cut, which necessitated the underpinning of the existing TTC box to minimize the impact on the Subway and allow its unhindered operation. Six mined galleries, 4 m wide by 2.75 m high, were excavated sequentially (SEM) immediately under the existing box, to provide the required space for the installation of the main underpinning beams. This novel solution was executed successfully providing quick access for the main excavation works to commence.

Coal-cleaning operations commonly produce a fine-waste stream containing a considerable amount of coal. The recovery of this coal is normally not economical because the coal is mixed with large amounts of difficult-to remove clay slimes and is often heavily oxidized or contaminated. Conventional froth-flotation machines cannot, in a single flotation stage, produce an acceptable product from such material, and even flotation columns often have difficulty cleaning this type of feed. A new type of flotation column was designed specifically to deal with these problems, and a column of this design was installed and tested in a coal-cleaning plant in Ohio. The feed coal tested was the plant&apos;s tailings-thickener product. The coal was 80% -176 µm and had a heating value of 8401 Btu/ lb. The coal contained 39.8% ash, as fine clay, and 2.83% total sulfur. Because previous attempts at conventional flotation of this type of material had been abandoned, plant personnel believed that the coal was too heavily oxidized and contaminated for flotation to be effective. However, by using the new column it was possible to recover up to 85% of the calorific value in a product containing < 11 % ash, and it was possible to recover 60% of the calorific value in a product containing <8% ash. In addition, the bulk of the pyritic sulfur was also rejected from the coat.

Experiments were conducted to evaluate the response characteristics of commercially available gas, smoke and flame sensors to fires of common combustible mine materials. The experiments were conducted in the large-scale fire gallery located at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory in Fairchance, PA, using ponderosa pine, red oak, Douglas fir, high and low volatile coals, polyvinyl chloride (PVC) and styrene butadiene rubber (SBR) conveyor belts, No. 2 diesel fuel and diesel exhaust. All the experiments (except those using No. 2 diesel fuel and the diesel exhaust tests) were conducted in a similar manner, with combustible materials heated rapidly by electrical strip heaters, producing smoldering fires that quickly transitioned into flaming fires. The sensors included a diffusion-type carbon monoxide (CO) sensor, photoelectric- and ionization-type smoke sensors, a video smoke/flame detector and an optical flame detector. Simultaneous measurements were obtained for average gas concentrations, smoke mass concentrations and smoke optical densities in order to quantify the levels of combustion products at the alert and alarm times of the sensors. Because the required sensor alarm levels are 10 ppm and 0.044 m-1 optical density for CO and smoke sensors, respectively, the different sensor alarms are compared to the time at which the CO and smoke reached these alarm levels (Litton et al., 1991). In addition, the potential impact of using smoke sensors that have met the performance standards from accredited testing laboratories is also evaluated using the response of an Underwriters’ Laboratory (UL)-approved combination photoelectric/ionization smoke detector. The results are discussed relative to fire sensor needs that can have a positive impact on mine fire safety.

Introduction Agrico Mining Co.&apos;s Florida mining division has three surface mines and employs nearly 700 workers. The division produces some 6.3 Mt (7 million st) of phosphate rock annually. It is a good business. And Agrico has made it better by making it safer through a new approach to mine safety. In one year, Agrico - the second largest phosphate mining company in the US - recorded a stretch of one million manhours without an accident. That same year, the direct cost of accidents dropped to $9137 from a previous five-year average of about $50,000. Together with Don Roe, division manager of safety and security, Division General Manager Don Morrow made 1981 a watershed year for safety at Agrico. Morrow called on consultants from Safety Management Services of Du Pont&apos;s Specialty Services division to strengthen a safety program that was already better than average. From the late 1970s and into 1981, lost-workday cases (LWCs) were costing Agrico an estimated average of $22,000 each. And they were occurring with alarming frequency. In 1977, the company recorded six LWCs at an incidence rate of 0.64. This was followed by a jump to nine cases in 1978. In 1979, both occurrences and the rate increased - 10 LWCs at a 1.19 rate. The number of LWCs decreased to seven in 1980, with a rate of 0.71. Agrico instituted a far-reaching safety program in 1981, which began to take full effect in 1982. LWCs dropped from five in 1981, to three in 1982. And the direct cost plummeted from $110,346 to $28,828. In 1983, the mines recorded only one LWC. Its $9137 cost represented a reduction of $101,209 since the Safety Management Services of Du Pont had been called in. Through early 1984, the LWC incidence rate at the facility&apos;s three mines, phosphate drying plant, and transportation department was down to 0.26. This is 84% lower than the 1982 mining industry average, making it the safety leader among all Agrico companies, including its chemical plants. New Approach Agrico had the basics of a safety program in place when the Du Pont consultants arrived. A multimedia tutorial illustrating the geology and mineral resources of Gulf Coast salt domes has been developed as a pilot project for a course on Texas geology and resources at the University of Texas at Austin. The principal objective of the tutorial is to educate students with limited background in geological sciences about a major local geologic feature and its geologic and economic significance. The content of the tutorial represents materials generally covered in 4 hours of lecture and laboratory instruction. These materials are presented using a flattened hierarchy of topics, each accessible from a central menu, including salt-dome history, salt tectonics, anhydrite and calcite cap rocks, mineral resources, and geophysical character. Information concerning salt-dome geology is communicated using interactive software; sound and animation are used throughout to reinforce key concepts. Visual aspects include field views, hand specimens, and photomicrographs that were digitized from slides. Illustrations were created using a graphics program or scanned from available archives. Each visual element has an accompanying explanation, which in many cases is linked to other parts of the tutorial. Navigation is accomplished using hyper-links or a set of unobtrusive buttons. The program includes a glossary of the major minerals associated with salt domes available as a pull-down menu and digitized video footage of the Gulf of Mexico sea floor to illustrate the active environment of the formation of the salt-dome cap rock. In addition, a group of interactive questions is presented to assess the level of mastery. Technical aspects were accomplished using a Power Macintosh ? 7100AV and a variety of commercial software. Actual linking of information was done with Authorware? 3.0 Educational, an icon-based, multimedia authoring program. Graphic illustration was done with Adobe Illustrator ?; image processing was accomplished using Adobe Photoshop?; video was cap¬tured, edited, and compressed using Adobe Premiere ?. The interactive nature of the project was designed with regard to future means of dissemination, especially on the World Wide Web. This tutorial serves as a template to build additional modules covering the entire course. A modular approach to the coding of the project and extensive self-documentation should ensure the viabil¬ity of the project by allowing other workers with moder¬ate computer skills to complete other lessons within the curriculum framework.

The solutions used in the heap biooxidative treatment of sulfidic refractory Au ores and concentrates generally load free mineral acid and metals and, in time, become bacteria activity inhibiting due to increased acid and/or metals concentrations. The metals­acid loaded, bacteria action inhibiting, solution must then be: (a) processed, prior to re-use, to reduce its metals and/or free acid mineral acid components to bacteria activity compatible levels; or (b) neutralized prior to discharge. The most common solution processing method to adjust acid-metals contents is liming to effect the precipitation of dissolved metals and neutralization of acid sufficient for solution discharge or re-use. The lime treated solution is high in suspended, colloidal precipitates and requires clarification before reuse. Most often the "bleedstream" of biooxidation solution that is lime treated is discharged and req­uisite volumes of fresh water added to the process inventory. Depending on the level of bacterial action in a heap and the acid consumption characteristics of the ore/concentrate being biooxi­dized, the bleedstream taken from the circulating, irrigation on­off, solution, can be large (e.g., 10%-20% and sometimes as much as 50% of the daily solution flow requires treatment-dis­charge). The lime charge for bleedstream treatment is commen­surately large and represents a major operating cost of the bioox­idation process. The patented HW Process Technologies (HWPT) Engineered Membrane Separation (EMS™) method is an alternative biooxi­dation bleedstream treatment method. EMS™ processing removes the multivalent base metals ions in an acid solution to a small volume EMS™ "concentrate" (typically 25% of the feed­stream volume). The EMS™ method coincidentally makes a "clean acid" EMS™ "permeate" (typically 75% of the feed­stream volume). In general, EMSTM processing enables 75% of the bleedstream volume to be recycled; allows up to 2/3 of the bleedstream acid to be recovered as a 10% solution; and delivers dissolved metals in a highly concentrated stream suited to a. metals recovery or b. reduced cost lime neutralization for a given metals precip­itation relative to full bleedstream neutralization (typically a 30% lime use savings). Implicit in the recovery of process water for re-use and reduced reagent addition requirement for metals precipitation is a significant reduction in wastewater-sludge dis­posal facility size.

"This paper describes the innovative full-face conventional tunnel excavation technology, with its advantages in terms of savings and safety. The full-face approach has been developed throughout the experiences gained in tunnel construction. The innovative design approach is focused primarily on the deformation response of the ground acting first and foremost ahead of the face, which is analyzed, predicted and controlled by pre-confinement of the core. The advantage of this method is particularly evident in difficult grounds. This paper will present the outstanding benefits given by the adoption of the full-face approach in two projects, the “Sochi” and the “Visnove” tunnels. THEORY AND DESIGN ASPECTS OF THE FULL-FACE EXCAVATION The main challenges in tunnel and underground construction industry are gathering the design data from the ground that is being excavated and foreseeing the critical stage during construction, where the materials are in its most critical configuration. These challenges shall be addressed during excavation when the lining and the excavation disturbance have not yet reach the equilibrium. The in situ stresses in the ground are redistributed (forming an “arch-effect”) around the opening, with zones of increased stresses around the walls of the excavation (Figure 1). The distribution of the stresses can be close or far from the excavation profile, depending upon having a ground capable of withstanding the deviated stresses well or unable to withstand them, respectively. In the latter case, the ground will plasticize and deform in proportion to the volume of ground involved in the plasticization phenomenon. When the ground completely cannot withstand the stresses redistribution, it will cause the collapse of the excavation. While in the first case, the arch effect occurs naturally, in the second case, it does occur naturally only when the ground is stabilized properly. In the case of collapse, the arch-effect must be produced artificially operating on the ground prior excavation. The design should be based on the understanding of if and how the arch-effect can be mobilized during tunnel excavation and ensure that is formed by calibrating excavation and stabilization operations appropriately. The arch-effect is function of the medium that is being excavated, the action taken to excavate and the reaction expected following the excavation."

The importance and complexity of the ventilation systems in many underground coal mines necessitates the use of digital computers to model the ventilation networks. The modeling procedures used by the Mine Safety and Health Administration (MSHA) utilize the MSHA-modified Penn State computer program. The basic techniques used by MSHA have been described in detail in NESA (now MSHA) Informational Reports 1066 and 1183 (1. 2). Two basic methods are utilized for modeling underground mine ventilation systems. The first modeling method is the use of actual air-flow, pressure, and fan-performance data acquired during a full air-pressure, air-quantity ventilation survey to develop a mathematical model of the ventilation system. The second modeling method is the design of a ventilation system using data obtained from calculation, from past experience, or from technical literature. The latter method would typically be used to design a ventilation network prior to developing a new mine. Regardless of which method is used for modeling, there is a need to know, or to calculate, appropriate resistance values to be used for airways and for the various ventilation control structures. Such data is typically difficult to obtain and this report is an attempt to summarize typical resistance values which may be used in designing ventilation networks for new mines or in simulating proposed system changes in existing mines. Illustrations are presented to show where some of the resistances typically are located and how they are modeled in mine ventilation net- works.

A computerized cost model has been developed to simulate the technical and economic effects of strip mine blasting in the vicinity of structures. Current surface mining regulations restrict the allowable level of production blasting as a function of this distance. Blast design modifications,&apos; therefore must be employed when blasting in the vicinity of homes to ensure compliance with federal and state regulations specifying limits to the seismic effects generated from a blast. The blasting level allowed. is computed by the charge weight of explosives per delay from the following scaled distance formula: [ ] where W is the charge weight per delay, in kilograms (pounds), D is the distance factor corresponding to the regulatory limit of peak particle velocity to which a structure may be subjected to. Current regulations specify 2.54 cm (1.0 in.) per second corresponding to a SD factor of 27 (60) (Federal Register, 1977).

This paper presents preliminary results of a US Bureau of Mines (USBM) study of potential costs of compliance with possible federal regulations for copper heap and dump leaching. The regulations could arise under amendments to the Resource Conservation and Recovery Act (RCRA) and/or the General Mining Law. Estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the cost of compliance with 1992 state requirements for terrains typical of those found at existing copper leach sites in the southwestern United States. Incremental compliance costs are found to widely exceed screening criteria used by the US Environmental Protection Agency (EPA) to denote significant economic impact.

Breakage, handling and treatment techniques that result in the placement of greater quantities of coal in fixed volume haulage units such as ships, railroad cars, trucks, mine cars, shuttle cars and scoops can do much to increase productivity by improving bulk density to reduce delivered cost, surprisingly enough, only in steel industry by-product coking has this subject been investigated and applied to practice, where as much as 20% or more productivity has been achieved. Research at UK Mining using popular coal mine loading cycle simulators shows that for typical Central Appalachian mining conditions a 10 to 20 percent gain in bulk density can produce a 15 to 30 percent increase in the loading cycle time of fixed volume shuttle-car/scoop based mining systems.

Recent experiences within certain sectors of the international mining industry suggest an underestimation of the environmental risks associated with the design of mine waste-management facilities. These experiences show that the technical and managerial challenges of responsible mine waste management is not always fully appreciated. Unfortunately, the image of the mining industry&apos;s environmental performance is negatively impacted by a relatively few number of failures. This negative view overrides the many positive contributions made by the majority of mining companies. The fact that these failures continue to occur in developed and developing countries is indeed re¬markable and indicates a degree of risk-taking approaching unacceptable levels. The design requirements for tailings storage facilities are, in many cases, more demanding than those of conventional water dams because seepage of fluids that contain dissolved metals may pose a greater threat than the mere loss of water.

To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

The information system of monitoring of mine receive layouts is being created In the "ROSUGOL" Company for the prompt analysis of the state-of-the-art of mining operations at under- ground and open cast mines of the Company, rapid and effective decision-making and elaboration of recommendations on the basic directions of enterprise development. The data bank storing the digital mapping and attributive information describing the actual background of mining operations at the enterprises of the Company is the core of the system. The Oracle database management system and the ARC1 INFO geographic information system have been chosen as basic software packages for the Project realisation. The updating of the information will be performed on a regular basis via the transmission of actual digital data on under- ground and open cast mine layouts In ARCIINFO conversion to the central office of the "ROSUGOL" in Moscow. Centralised storage of digital mapping and attributive data, database administration and navigation is effected with the Oracle software package. Access to the data in the operation mode with an interactive display map will be effected with the use of the local computer net of the "ROSUGOL."

Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 30 m/min (100 fpm). This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the U.S. National Institute for Occupational Safety and Health (NIOSH) is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research (OMSHR) Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities — 152, 213 and 274 m/min (500, 700 and 900 fpm)— and at water pressures of 689, 1,034 and 1,379 kPa (100, 150 and 200 psi). Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Average reduction efficiencies of at least 90 percent were seen at the three sampling locations closest to the shearer for all three manifold systems at nozzle spray pressures greater than 689 kPa (100 psi). Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer, a spray manifold was fabricated and evaluated at an underground operation.

"With regard to the EU funded project ‘Real-Time Mining’ a sensor-based acquisition, collection and transmission of data for the resource extraction process will be developed. The key concept promotes the change in paradigm from a discontinuous to a continuous process monitoring. Especially concerning material characterization, machine performance and underground positioning ‘Real-Time Mining’ will provide sensor solutions as well as the interfaces for integration, management and visualization of the collected data for a permanent updating process of the resource model with the aim of near real-time optimization of decisions. On the basis of ‘Real-Time Mining’-Output a permanent monitoring of costs can be performed as well in both, the installation and the production process of a mine. Due to the collected data in terms of machine performance connected with the underground positioning information added with personnel tracking and mine surveys a comprehensive overview of process performance is available. By evaluating those information in a specific manner costs per unit will arise for monitoring and possibly controlling actions. INTRODUCTION By having a look into the future of mineral extraction projects, a new challenge for the Ore Mining Industry will arise in the short and medium term. Due to the depletion of currently mined mineral reserves in addition to the persistently high demand of mineral raw materials, the extraction of complex reserves will be necessary. By characterizing such deposits as not constantly graded and geometrically varying, the extraction process, especially concerning the requirement of a minimized zero-value material handling, will become economically ineffective by utilizing the traditional mineral resource management methods. Regarding the state-of-the-art mineral resource management process along the mining value chain, an intermitted, discontinuous sequence of actions is applied (Figure 1). Recently data will be collected from drill hole cores. These rock samples are analyzed in a laboratory. Based on those analyses a resource model is created whereby unknown data between drill holes is interpolated. This resource model is the basis for all mine planning actions including the selection of the mining method, extraction sequencing and the prediction of the expected performance. With the start of the production, real conditions (concentrations of elements, hardness, stability, etc.) can be observed and measured. As the production process is running accordingly to the above described mine plan, the verification of the initial assumptions happens at the earliest after processing of the extracted material. Even if deviations between the predicted and the actual performance are now recognized, the execution of corrective actions is not possible anymore."

"Sustainability is a concept that involves several aspects like social, economy and environment. For the concept of sustainable mining is an action that involves to do more in social acceptance, distribution of welfare, an stable economy and the environment. Understanding the mining operation that creates a new state that is necessary to prepare and conduct searching for the best results in sustainability. The results of sustainable mining could be directed to achieve less net environmental impacts, more economic development through the transformation of the natural capital and the social acceptance as the result of good negotiations with the communities in the surroundings. To do that, one option is to create frameworks to planning the regional mining developments that allows the stakeholders to decide and develop different strategies to addresses the sustainability in a mining environment. Strategies based on the understanding of the whole mining business, the environment in which it operates, composed for a natural resources network that interact in a complex system, social system composed by different groups, communities and economies that could be subject to big transformations. INTRODUCTION The mining sector represents one of the most significant challenges for sustainable development, given the magnitude of the impacts that it has on the social and natural systems and the potential to generate welfare associated with its exploitation. Some of the main challenges of mining to contribute to sustainable development are the reduction of the environmental and social impacts of mining operations, to advance in the distribution of benefits in the community and the investing in the development of substitutes. To help in this direction it is necessary to integrate more actors than those who have been considered traditionally in the development of the mining business, and consider the natural environment, communities and the several dynamics generated by the interaction of these elements that contribute to sustainable development. This work provides some useful considerations for sustainable development of mining operations in regions with mining vocation, through the convergence of objectives and the finding of synergies between the existing conditions in the territories and the potential conditions that are generated by new mining developments. A DEFINITION FOR SUSTAINABILITY IN MINING The definition of the Brundtland Commission in 1987 established that sustainable development is ""the ability to ensure that it meets the needs of the present generations without compromising the ability of future generations to meet their own needs""."

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM&apos;s Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure.
