Before discussing the application of capacitance for the measurement of moisture content in a moving stream of coal it might be well to first give a brief description of the process and then show how it can be applied to the coal industry. A capacitor may be described as a device having two conductors separated by an insulator, the conductors hereafter being designated as a test cell or test plates and the insulator as the dielectric. Capacitance, therefore, is a measure of the ability of a capacitor to store an electrical charge. Two basic factors that affect capacitance are the dimensions of the capacitor and the dielectric constant of the insulator. Capacitor dimensions which affect its capacity are the area A of the conductive surface, and the distance d between plates. Capacitance is inversely proportional to the distance between plates and directly proportional to area A, so if capacitance is indicated as C and the dielectric constant as K the equation for capacitance would be C = AK/d. The dielectric constant can be described as the ratio of the actual capacitance of any given material to that of a vacuum, which is unity. In industrial applications the area of the plates remains constant as also does the distance between them, leaving the dielectric constant as the only variable to affect the capacitance measurement. Figure 1 is a schematic diagram of an r-f excited capacitance bridge in which a test cell is part of the circuit. This bridge consists of four capacitors in two pairs connected across an a-c voltage source. In one side of the circuit the two capacitors are fixed but in the other side they are variable, one being the rebalance capacitor operated by the servo motor and the other the test plates between which the dielectric passes. Capacity of the plates is a function of the dielectric constant of the material between them and is measured at radio frequency. Within the recording instrument is an r-f oscillator and a 60 c ps modulator. The radio frequency signal is generated by the oscillator, modulated by a 60 cps wave, and sent to the bridge. Therefore the signal entering the capacitive bridge is a radio frequency carrier with a 60 cycle envelope, If the bridge is in balance as the signal enters there would be no voltage drop and so no output by the detector. As long as the dielectric constant remains the same the bridge will stay in balance. However, any change in the dielectric constant, which in this case would be a change in moisture content, would affect the bridge. Higher moisture increases the capacity of the test cell which causes less voltage to develop across it causing imbalance of the bridge. This in turn causes a radio frequency signal to appear at the detector. Output from the detector is a 60 cycle ripple which is in proportion to the imbalance of the circuit. A 60 cycle amplifier boosts the detector signal to enough power to drive the servo motor which positions the recording pen and also rotates the variable capacitor, to which it is mechanically connected, to bring the bridge back in balance. An increase in moisture causes the servo motor to rotate in one direction, but a decrease causes imbalance in the opposite direction, and thus rotates the motor in that direction. This brings the bridge back in balance and stops the motor. The bridge shown in Figure 1 has been modified so as to provide a wide range of adjustments. The nature of competition in the coal market tends to deplete the most favorable coal reserves first, and forces subsequent development of mines in more extreme ground conditions such as those associated with multiple-seam mining. In fact, 70% of the United States coal reserves are in multiple-seam situations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop mine design algorithms that will result in safer multiple seam mines. This paper presents an overview of multiple seam issues in the central Appalachian coalfields. To date, more than 50 case histories have been analyzed from 20 operating mines in Eastern KY, Western VA, and Southern WV. Each case history is classified according to the degree of multiple-seam interaction, ranging from no apparent interaction to severe interaction with direct impacts on mine safety and resource recovery. The case histories are also examined with regard to amount and geologic characteristics of interburden and overburden, and design stability factors. The sequence of mining has also been found to be critical when the lower seam is fully-extracted. This paper compares current case histories to traditional rules of thumb. In addition two situations were modeled using LaModel software. LaModel has been upgraded to import pillar grids and topographic data from AutoCAD files. The cases presented demonstrate vertical stress capabilities of LaModel.

Low carbon 11.5% chromium stainless steels are finding increasing use in industry as square or rectangular tubing material for the construction of structures by welding. During processing, resistively welded circular pipes are bent into square or rectangular shapes. During this process longitudinal cracks can sometimes develop atone of the inner corners of the section. An investigation has shown that the processing of round into square tubing with very sharp corners can cause excessive cold working at the inner corners of the squared tube. This, together with the high tensile residual stresses and a susceptible microstructure due to the presence of grain boundary carbides, can result in brittle cleavage cracking. Measures that can be used to reduce the problem are described.

The mining engineering design professional has limited practical and reliable tools for planning successful room-and-pillar stone mines using readily-available and collectible information. Three techniques are in common use today: the hard rock CANMET method of Hedley and Grant, the hard rock method of Stacey and Page, and the oil shale method of Hardy and Agapito. Other methods have been proposed, such as the USBM method of Obert and Duvall, the CSIR/Penn State method of Bieniawski, and the soft rock confined core method of Abel, Wilson, and Ashwin. However, the latter have practical shortcomings when applied to room-and-pillar stone mines such as developed for construction aggregate production. Ideally, the use of multiple techniques resulting in the same acceptable and reliable answer is the goal. Recently, in several underground stone mines areas of undersized pillars were examined. These undersized pillars apparently resulted from non-adherence to a mine plan. These undersized pillars now exhibit strong evidence of incipient failure such as slabbing, opening of through-going fractures, and hour-glassing. This situation allows examination of pillar designs at a ?safety factor? of essentially one. This rare opportunity allowed the examination of the suitability and adjustment of the first three design methods discussed, resulting in greater overall confidence in the methodologies.

Measurements of current efficiency at an iron anode during the electrolysis of FeO-CaO-SiO2 melts contained in an iron crucible indicate that compositions of high SiO5 content conduct current almost entirely by ionic mechanisms. Hozueuer, compositions of high metal oxide content give euidence for considerable nonionic conduction that can be attributed to p-type semicon-duction. Measurements of transference numbers in a Hittorf-type cell show that both calcium and iron ions are important contributors to ionic conduction. ELECTROCHEMICAL properties such as conductance, transference numbers. and oxidation or reduction at an electrode have been studied as means of delineating the structure of simple silicate melts that are related to the more complex slags encountered ir steelmaking processes.' Measurement of these properties has strengthened the concept that molten silicates are constituted of metal ions and of silicate networks. Typically, the magnitude of electrical conductivity and the extent of agreement with Faraday's law have given evidence for ionic structures, and transference numbers have shown cations to be the exclusive carriers of electrical charge. However, melts containing oxides of iron, FeO in particular, have been found to exhibit nonionic conduction of curx,ent. The work by Inouye, Tomlinson, and chipman' demonstrated semiconduction, presumably of the p-type, in molten wüstite. Simnad, Derge, and George3 and Dukelow and Derge,4 in studying the electrolysis of FeO-SiO2 and FeO-MnO-SiO2 melts, concluded that p-type semi-conduction occurs in these systems, although ionic conduction is generally favored by increased percentages of MnO or SIO2. Ladies and Gentlemen: As we begin these three crowded days of technical and economic discussion of problems faced by mining and metallurgical engineers, it seems appropriate at this Keynote Session to consider the future of this industry from which we derive our livelihood, It is also appropriate at this international meeting to view our industry on a world-wide basis. First, let us assess the world's future needs for minerals - the needs which it is our industry's task to meet. Next, let us look at what supplies of minerals may be available to meet those needs. I will speak of this first in terms of the physical availabilities of minerals. Finally, we can consider some of the social or institutional factors which will condition the world's mining industry as it goes about its task of discovering, developing, producing, and delivering the minerals needed to meet the world's demands. Let me give you a foretaste of my conclusions. First, future world demands upon our industry will be enormous, eclipsing anything that we have known up to this point. Second, there is strong evidence that our earth's crust contains a sufficient physical quantity and variety of minerals to meet forthcoming needs for as long a period ahead as one can envisage.

Existing empirical design tools have been developed from fair-to-good quality rock masses (RMR76 >50). This paper presents a focus of ground control research presently being conducted by the Rock Mechanics Group in the UBC Mining Department in incorporating weak rock masses (RMR76 <50) into existing empirical design relationships. An emphasis is being placed upon the updated span design curve/critical span graph originally developed at UBC. The original database has been augmented with over 450 weak rock data points from mines such as the Stillwater mine (Montana), the Eskay Creek Mine (BC) and several mines in the Carlin Trend and other parts of Nevada. The original database is comprised of spans supported with ?traditional? mechanical bolting. In weak rock environments however, this type of support has been found for the most part, ineffective. This paper presents the span and weak rock RMR76 relationship for four different support categories. This work attempts to provide rock mechanic tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment.

Phelps Dodge’s Morenci copper mine has had six drills, six track-dozers, 16 shovels, two loaders, and 90 haul trucks equipped with either Caterpillar, Aquila, or Modular GPS systems for nearly three years. The Caterpillar Computer-Aided Earthmoving System is an open-architecture system, which allows for inputs to enhance orientation solutions and system functionality. This system has begun a new phase that leads to an intelligent mining system. Optimization techniques of the current system and inputs are reviewed. In addition, some practical issues of implementing new technology in a mining environment have been identified to aid in this new phase.

In this paper, one of the human factors that affect productivity in an underground gold mine in Saudi Arabia was investigated and analysed for the purpose of improving productivity. The human factor that was investigated is labour utilization and labour productivity. In the selected mine, labourer?s performances were measured carefully. It was found that in this mine, workers spend only 65% of the shift time in a productive work, and they spend 35% of the shift time in non-productive activities. As a result, recommendations were presented to enhance productivity in the selected underground gold mine by enhancing labour utilization.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser&apos;s income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. Differences in the reducibility of iron oxide materials have been recognized for a long time. Limonites are deoxidized more readily than hematites, and unaltered magnetites are the most difficult to deoxidize. Sinters are found between hematites and magnetites and vary considerably in reducibility, depending on the sintering practice followed and on the degree of fusion of the product. The increased activity in the beneficiation of taconite recently has made available a new blast-furnace raw material, namely, iron oxide pellets made from magnetic taconite concentrate. Many of the data in this paper apply to these pellets, or glomerules, as they were called when this method of agglomerating iron ores was first considered. To clarify the terms applied to iron oxide materials in this paper, the following definitions are given. Agglomeration is the general term applied to all methods of compacting or consolidating fine iron oxide materials. Sinter is the product from a Dwight-Lloyd or Greenawalt sintering machine. Pellets are formed by balling fine, moist oxide in a rotating drum at room temperature, followed by heating in a shaft furnace to a temperature below that of incipient fusion to develop a permanent bond. Nodules are formed by heating the iron oxide material to incipient fusion in a rotary kiln. Briquets are formed in a mold under pressure, with or without the addition of a binder, and burned to develop a permanent bond.

F. D. Richardson—The authors are to be congratulated on this further contribution to our knowledge of the thermodynamics of the interaction between sulphur and carbon and silicon in liquid iron. As the authors state, the influence of carbon and silicon on the activity coefficient of sulphur in liquid iron is clearly of great importance in the blast furnace, since it must cause a three to fourfold improvement in the partition of sulphur between slag and metal. The influence of increasing temperature in further increasing the activity coefficient of the sulphur in the metal in the blast furnace by increasing the carbon content is also of interest. This effect, however, is probably only part of the reason for the general observation in blast furnace practice, that the sulphur content of the metal is lowered by increasing temperature. Other contributing factors are the lowering of the oxygen potential in the presence of carbon by increasing temperature and the probable increase in the activity coefficient of the lime in the slag for the same reason. The former of these effects, which works via the (CaO) + [S] = (CaS) + [O] equilibrium, might possibly account for a 70 pct improvement in the sulphur partition and the latter might give a further 50 pct improvement. C. Sherman—I would like to compliment the authors on their very careful research. If I may, I would like to show results of calculations on the carbon-sulphur-iron system similar to the ones that were shown in our paper for the silicon-sulphur-iron system. For Fe-S-C ternary system k=PHgs/PH2 x 1/(f1°) (f2°) (%S) where fs = sulphur activity coefficient fs&apos; = fs for Fe-S system of equal pct S f3° = f2/f2 for Fe-S-C ternary system This same analysis has been used on other systems, but the results shown in fie.- 7 are for carbon and silicon. L. S. Darken—I would like to make two brief comments in addition to complimenting the authors on an apparently very precise and accurate investigation. The first is that the present work is in agreement with a calculation by Larsen and myself." Our calculation (much less precise than the present work) was based on: (1) Unpublished work on the sulphur content of molten iron (1.5 pct at 1500°C) in equilibrium with graphite and an iron sulphide slag; (2) the distribution coefficient of sulphur between slag and carbon-free liquid iron. We expressed the result in a form equivalent to log 7. = 0.18 [%C] which gives an activity coefficient (?s.) of sulphur only slightly higher than the authors find and certainly within the precision of the earlier work. My second comment concerns the correlation of the thermodynamic findings with atomistics. A rough pic- ture of the atomic arrangement in the liquid solution is rather easily conceived for this particular liquid solution containing iron, carbon, and sulphur. Carbon has a very much stronger affinity for iron than for sulphur. Hence we may conclude that a sulphur atom will but seldom be adjacent to a carbon atom—since this would be a position of high energy. From the metallic radii of iron and carbon we know that six iron atoms pack neatly around one carbon atom. Thus each carbon atom in retaining this shell of iron atoms (which latter may not be replaced by sulphur on account of the high energy requirement) decreases the available positions for each sulphur atom by six. Hence each atomic percent of carbon decreases the equilibrium sulphur content by 6 pct (of itself). Or, at low concentration each atomic percent of carbon increases the activity coefficient of sulphur by 6 pct. This is in good agreement with the observed increase (6 or 7 pct at low carbon content). It is indeed gratifying to find a case where, by such simple reasoning, quantitative agreement is found between precise data and the modern picture of the atomistics of the metallic state. J. P. Morris (authors&apos; reply)—We would like to point out that there is an error in the equation on p. 322 of the paper. The third equation should read: ½S2 (gas) + H2 (gas) = H2S (gas) The authors wish to thank everyone for the interest they have shown in the paper. In regard to the general observation in blast furnace practice, that the sulphur content of the metal is lowered by increasing the temperature, Dr. Richardson is correct in stating that the cause can be attributed only in part to the increase in activity coefficient of sulphur resulting from the rise in carbon plus silicon content of the metal with rise in temperature. However, this factor is probably an important one. The results of one experiment, performed since this report was written, indicate that at a constant temperature the addition of silicon to a melt saturated with carbon causes an increase in the activity coefficient of sulphur even though the carbon solubility is lowered. In this test, 2.5 pct silicon was added to a melt saturated with carbon and maintained at 1400°C. Although the carbon content dropped from 4.85 to 4.1 pct, the activity coefficient of sulphur was increased by about 20 pct.

THE Aldrich Mining Co. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the East half of Township 12, Range 12 `V., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal ; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the Fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be cancelled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset-namely, that of a first-rate coal for domestic and general uses. The Bureau of Mines measured heat capacities of alpha and beta spodumene (LiAlSi2O5) and of beta eucryptite (LiAlSiO4) over the temperature range 51° to 298° K. The entropies at 298° K were found to be 30.9 ± 0.2 cal/deg mole for alpha spodumene, 36.9 ± 0.3 cal/deg mole for beta spodumene, and 24.8±0.2 cal/deg mole for beta eucryptite. High-temperature heat content measurements above 298° K were conducted for the same compounds. Measurements were made to 1,150° K for alpha spodumene, 1,600° K for beta spodumene, and 1,470° K for beta eucryptite. Tables of heats and free energies of formation are given from the elements and from the constituent oxides.

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. From the medley of ancient procedure and custom, a concession system of mining in^its simplest form lias evolved. Of the earlier conditions. Van Wagenen says

THESE days of great industrial and social problems in America produce many suggested solutions and great changes. The practical engineer and employer of labor views these problems differently from the labor leader or the social reformer, but as never before he is sincerely interested in solving them in a way that will be just to all. The inevitable tendency of the day is toward "industrial betterment," "safety," "industrial education," "efficiency," and the many other things&apos; which have become so familiar to progressive employers. There is no longer any question that these things are worth while from both the hu¬man and economic standpoints. They "pay" in dollars and cents. The very center of final success in improving conditions and increasing the efficiency of workingmen must be the spirit of fairness and a knowledge on the part of the employer of how to deal sympathetically and intelligently with his employees. Every progressive employer knows how greatly he desires foremen, superintendents, managers and others who possess these qualities. On the other hand, we are all familiar with serious mistakes made by young graduates of engineering schools who have had no opportunity to develop these qualities, and who have no real appreciation of the worth of the workers. Indeed, one wonders whether much ill-feeling, labor difficulties, and many strikes could not be avoided if such men had the right attitude. Is there any way of remedying this condition? If this particular difficulty can be solved, if these young engineers, many of whom are our coming leaders of industry, can be given the right perspective and the right understanding of these other problems in addition to fair, sympathetic methods of handling men, many of our other problems will be solved-not at once, but gradually and permanently, as these men make good and become influential in paths of industrial righteousness and industrial peace. Many progressive employers of to-day have enlarged their own perspective and realize the great importance of enlarging the perspective of those who shall follow them.
