Engineers who are in charge of industrial operations, and their number is legion, sense as much as anyone the present feeling of unrest in the' country and more than anyone else realize the present inefficiency of labor. Undoubtedly the two phenomena are closely correlated and no doubt are due to a multitude of causes which it will be impossible to enumerate. From my experience in mining I estimate that the present efficiency of labor is only about two-thirds of what it was under pre-war conditions. In the mining industry, at least, we have not a large surplus of men looking for work and usually under these conditions men are rather more independent and will not work as efficiently and faithfully as if they felt there were plenty of men ready to take their places. Wages in metal mining have advanced more than the increased cost of normal and sane living. The result is that the men often work fewer days in a month and do not seem to have very much interest in their work while actually engaged in it. Then again, they have been listening to the more or less vague propaganda of the I. W. W. and the radical wing of the socialists, who are harping on the fact that the distribution of newly created wealth is unfair and that the laborer really is not working for himself or his fellow laborers but is carrying on his exertions for the benefit of a small and lim-ited class of exploiters. A continued harping on this view is bound to influence the judgment of even a conservative workman who is not a student of economics and who hears little or nothing upon the other side. I am a great believer in the common sense of the American people and in the long run I do not think that they will be carried away by unsafe doctrines. The trouble with so many of these propagandists of industrial in-equality is that they do not differentiate between production and dis-tribution. Even if we admit that distribution is unfair, unless goods are produced there will be nothing to distribute. A great many unthinking people seem to feel that wages are paid out of a pot which is inexhaustible and do not realize that eventually what comes out of the pot can never exceed what is put into it. The workman is not paid in money but is paid in goods, money as we all know being used simply as a measure of value and a medium of exchange, and that all that can be used to pay the laborer is what he produces.

THE purpose of a technical report is to record facts, usually collected by investigation, and to interpret these facts in understandable language. The audience may range from a small shareholder without technical knowledge, to a highly trained engineer or geologist. If the client is a mining company with technically trained executives, the report writer's problem is relatively simple. The writer will then be appraised not only for his conclusions, but for clarity of language and organization of the report. If the writing is bad, the construction careless, and there is a failure to clearly convey to the reader the facts and the author's conclusions, the report is a failure and the writer may have damaged his professional character. Spoken words die quickly, written words may constitute a permanent record and if they are badly composed they may rise up to damn the author. "A good measure of an author's understanding of his subject is his ability to express it clearly in plain words." Good English Teachers in the fields of mineral technology have frequently complained that even in post-graduate groups there is an appalling indifference to their appeals for good English. Some have even noted a student's belief that the use of refined English is effeminate. If those with such immature beliefs could measure the pay-check damage arising from the use of "sloppy" language, they would realize that precision and refinement in English may be quite as important as technical accuracy. When the reader audience is without technical knowledge simplicity in treatment becomes especially important. If one is engaged in consulting work, in government service, or in any field where reports have public distribution, the language employed should be technically adequate but simple enough to be understood by non-technical readers. For example, one may use the term "visual" in place of "megascopic." Technical language can be so obscure that it cannot be understood even by highly-trained students. In the March-April (Vol. 47-No. 2) issue of Economic Geology, Nicholas Vanserg ridicules these extremes and quotes various paragraphs from published material, such for example: "However, lattice orientation unaccompanied by cognate dimensional orientation can never be attributable to growth from an isotropic blastetrix." "The temperature declines because of cessation of the exothermic chemical and mechanical equilibriopetal processes." These he calls "good geologese" and they are calculated not only to baffle the reader but to impress upon him the erudite character of the author. Revision In some cases, difficulty arises from the fact that the writer is too close to the subject and unconsciously assumes that his reader is equally familiar with the background of the report. It is difficult for the writer to regard his work objectively and to determine to what extent it is likely to be understood. Every important manuscript will gain in clarity if the author will have it reviewed by an informed reader. But the writer must not be oversensitive to criticism and should not treat his composition as perfect and beyond the possibility of improvement. The first draft of a report always requires revision, regardless of the care used or the ability of the writer. Three or four revisions are not uncommon. The first draft usually requires expansion in places, the deletion of non-essential material, and language changes to promote clarity of expression. This should be done by the author after a lapse of time, even if only overnight, in which his mind has been occupied on some other subject. Possible improvements are always more visible. The manuscript should be passed on to another reader for further suggestions. Organization of Material The engineer should study available reports and library references before going into the field. If the previous reports have been responsibly done and can be accepted as correct, then much field time can be saved. It is, of course, customary to make some on-the-ground checks to confirm earlier reports, particularly those relating to ore reserve which may have undergone changes. Report writing requires time and expense, but nevertheless, the basic reasons for conclusions should be presented even in the case of a worthless property, for it may prevent a duplication of the work. If the mine examined is obviously of no further interest, no useful purpose can be, served by preparing a report in detail. In one case an engineer travelled all the way to South America only to find that the mine had been grossly misrepresented and was valueless. His cabled report "Nonsense" is a case of over-simplification, but it served his company's purpose. The first step in report organization should be the selection of subjects. This should be done at the mine, and the data collected for each subject should be reviewed in considerable detail on the ground. Otherwise one may find that he has failed to collect some essential details not readily obtained after he has returned to headquarters. If the property to be described is undeveloped, then many of the subject titles are automatically eliminated. It is now well known that certain pig-irons give a considerably smaller percentage of sulphur when determined by evolution-methods than when determined by oxidation-methods. The most striking examplcs of such irons are those made either wholly or in large part from New Jersey magnetites containing more or less titanium. It is never safe to use an evolution-method on such iron; for it is quite common that the sulphur result by evolution is only one-half or even one-third as great as that obtained by oxidation. For this reason, evolution-methods should be discarded, except in the analysis of pig-irons known to contain the sulphur in a state of combination from which it is evolved as sulphuretted hydrogen on treatment with hydrochloric acid. A good example of an iron containing, in the residue, sulphur insoluble in hydrochloric acid having come to our attention, it was determined to try to isolate a suspected insoluble sulphide. A large piece of high-silicon gray-forge iron was accordingly selected as the most promising material to work on. This piece was dissolved slowly, through several months, in dilute hydrochloric acid, aided by the electric current, yielding a soft graphitic residue. The object of dissolving a mass of iron, instead of drillings, was to prevent the crushing, by the drill, of any insoluble crystalline compound that might be present. The first step in the preparation was to break up the graphitic material and put it through bolting-cloth of 157 meshes to the linear inch. This was done by crushing the mass under the fingers on the bolting-cloth fastened over the top of a beaker, while a stream of water from a wash-bottle washed the finer portions through the cloth. There are in this country some 20 or 30 societies for engineers and engineering scientists. Most of these organizations are autonomous, and there is little or no cooperation among them. Many do not touch the lives of our Institute members. However, during the course of the years several societies closely associated with the AIME have banded together to handle specific situations where cooperation was necessary. It is believed by many engineers that the functions of these cooperative societies should be analyzed and a plan set up to unify the engineering profession into an organization similar to the American Medical Association and the American Bar Association. The preliminary study of the AIME Committee for Inter-Engineering Society Cooperation has indicated that the following organizations bear upon the professional lives of our members. Some of these are federated groups, such as EJC and ECPD; others are individual-member participation groups, such as the Founder Societies and NSPE.

Problems encountered in beneficiating mineral raw materials become increasingly difficult as there is a shift to lower grade and more complex raw materials, and because of the economic need to strive for ever higher recoveries, higher grade products, and lower processing costs. Methods of attacking the many problems should include not only the familiar chemical and physical tests and equipment, but such techniques as X-ray analysis, infra-red analysis, differential thermal analysis, and the use of electron and X-ray microscopes. Many people in the mineral-treating field are unfamiliar with these newer methods and techniques. The differential thermal analysis method, in particular, does not seem to be very well known, even though it offers interesting possibilities in the study of many ore treatment problems.

not weaken. I saw him shortly before he was killed; his conduct under fire was splendid and an inspiration to his men. His loss is felt deeply by all ranks. Thanks to him and to others, who like him, paid the full measure of devotion to their country, our line was held until the critical situation in that vicinity was at an end. He died the true death of a soldier, with his face to the enemy. As we now look back, it is easy to believe that this holding of the line of defense intact by General Carey and his men was a determining factor in the outcome of the war. To have played so important and noble a part in this vital effort as that taken by Perry is assuredly the privilege of few. Our lives, it seems, are like capital entrusted to us to be expended as wisely and effectively as we may. With them we purchase whatever of accomplishment the stuff that is in us permits. It is impossible to escape profound regret that a career so full of the highest promise, and a personality so overflowing with all that is fine and lovable, should have been cut short at the age of thirty-one. Yet who can doubt that in a few months Perry bought with his life the fullest achievement of a life-time—a glorious part in the salvation of Liberty and Justice and Decency, indeed of Civilization itself! The Republic mine, situated forty miles from Marcus, a station on the Spokane Falls and Northern Railroad, in the northeastern part of the State of Washington, was located in 1896, but no development-work was dolie until the spring of 1897. While much of the ore mined since then has been rich enough for shipment to smelters, a method of locally treating the lower-grade ores soon became a matter of prime importance, because only about 40 per cent. of the values could be recovered by plain amalgamation, even with ores assaying 4 to 5 ounces of gold per ton. Experiments with cyanidation, in various ways, led to the adoption of the Pelatan-Clerici process and the erection on this system of a 10-ton experimental plant, which was later increased to a capacity of 35 tons per day. The most important event in the history of mining in the United States was the discovery of gold in California, which led to the rapid development, not only of a new industry, but of a new empire. The settlement of the Pacific slope was making but slow progress under the inducements of a scanty commerce in furs and hides. The liberal grants offered by the government to agricultural pioneers in Oregon had attracted to the Willamette valley and other favored points in that territory a limited population; hot the government of the Mexicans in California was positively unfavorable to enterprise. It is true that gold was known to exist in the country. Rumors of it were current among the trappers, and placers had actually been worked in what is now Los Angeles County; but the padres of the neighboring mission of San Fernando had discouraged the business as demoralizing to their flocks; and the existence of the precious metal was not widely known; still less was its distribution northward suspected. The discovery of gold, January 19th) 1848, at Sutter's saw-mill, on the south fork of the American River, afterward famous as Coloma, in Eldorado County, was the beginning of the new epoch. This discovery was made by James Wilson Marshall, a partner in the mill, who observed in the debris washed down by the tail-race a glittering fragment of a mineral unknown to him. In the author's experience and contact with engineering students the old form of recitations had grown into the lecture system in which the student was a passive receiver of digested material. Later, the tutorial system was developed because it was felt that the lecture system was breaking down. The student was too passive and was simply trying to absorb what was given him. The seminary method was then introduced and for the particular field the author believes that there is no better method, but that for 20 years he has been trying to change the attitude of the student in certain courses from a passive, almost noncommittal, to an active participation, to change him from a receiver to a doer. The student cannot look over the whole field. That must be presented by the instructor in charge. A topic such as structure or glaciation is taken up and from that standpoint are argued all the geologic problems that might confront the engineer. Problems relating to dams and foundations, and structures, tunnels and excavations, are particularly adaptable to the method. Usually, however, the problem comes to the engineer in more complicated form. By virtue of the character of the material the same topic cannot be assigned to the entire class. Different phases of the topic must be assigned. The greatest difficulty in after life comes in that the student cannot analyze the problem and has not the ability to see that there is a problem. He has had little or no training in the gathering of material and very little training in the arrangement of a report. Consequently, selecting different problems, putting them before small groups, and then starting the student on the way to make the knowledge of his particular topic an integral part of his own mentality, is something that will fix that part of the work firmly in his mind. Professor Brown has insisted on an introductory step in a great many classes, in that without the student knowning very much more than the general outline of the topic or problem, he is made in inductive fashion to take up the entire problem, look it over, and prepare an outline as far as he can; in other words, to expose the problem to his own mind. The extraction of gold and silver from ores with alkaline cyanide solutions is well known. Cyanide solutions are also good solvents for many base metal minerals, particularly most of the copper minerals. Leaver and Woolf, who determined the solubilities of copper minerals in 0.10 pct sodium cyanide solution, showed that malachite, cuprite, chalcocite, and bornite are readily soluble in cyanide; least soluble are chalcopyrite and chrysocolla. The Mining Chemicals Laboratory of American Cyanamid Co. has studied the possibilities of using cyanide solutions for leaching base metals. In this article the authors present the results of their experiments with cyanide leaching to reduce the copper content of a zinc concentrate from 0.050 pct to the desired specification of less than 0.02 pct.

The ordinary well log is subjected to a great deal of criticism, much of which is well founded. Sometimes, though, the difficulty in interpreting the log is due to the fact that the geologist or engineer using the logs does not know the limitations of the drilling method used. The rotary drill, especially, has inherent limitations that make it difficult to secure definite information at all times. The identification of well-defined key beds is about all that can be expected from the rotary log. The formation in a drilled hole, as reported by the driller, has a direct relation to the speed with which the drill makes the hole or to the reaction of the various strata on the bit, called the "feel of the bit." When this is not thoroughly understood by the geologist or engineer endeavoring to interpret the log, the result is an erroneous correlation with other wells or a discarding of the log as worthless. General Terms Hard and Soft.—Hard and soft are relative terms. In the case of well logs, they are very misleading as they are used in connection with both resistance to abrasion and resistance to percussion. In technical rock classification, hardness is relative resistance to abrasion. The term brittleness is used in connection with resistance to blows. These terms are misleading to the geologist or engineer who is not familiar with both the cable-tool, or standard tool, method of drilling and the rotary method. In the case of the standard tools, the driller's report of the hardness of the formation is in terms of its resistance to blows. For instance, a cable-tool driller might be able to make from 30 to 50 ft. a tour in a brittle limestone, which he would call soft and at the same time he might call a relatively soft (from a purely mineralogical standpoint) gypsum hard, because it is somewhat elastic and is not readily broken by blows. The rotary driller would reverse the terms. The limestone is hard in that it resists the abrasive action of the bit, while the gypsum might be soft in that it is readily cut by the rotary bit. It is rare that wells drilled by the standard tools are correlated with those drilled by the rotary, but the technologist who has worked with well logs from one system might be misled when working with the other.

LITTLE new oil was found in West Virginia, during 1923, but there were important discoveries of gas. Most of the large oil producers have contented themselves with pumping old wells or in drilling only enough new wells in defined territory to maintain a fairly constant production, the attitude being that no, profit is made in producing high-grade oil at a low price and that an eventual loss is sustained by draining the reserves of a limited commodity that, at some more favorable time, will be of much value. The representative of one large company said: "We have done nothing but pump old wells during 1923 and we have made no plans for 1924." Careful attention to producing wells has been the rule, there having been few abandonments; the belief is prevalent that small wells will eventually become profitable under more favorable marketing conditions. In natural gas, the opposite point of view prevails. Because of the vast capabilities of the state for producing gas, its output being ahead of all others, great systems of transportation and distribution into the markets of four adjoining states have been built and a demand has been created that no present, or apparently potential, production can satisfy. This demand has become so great that large distributing companies not only discourage new applications for service but advise old customers to install coal furnaces for auxiliary fuel; some have requested public-service commissions to grant higher 'rates against large industrial consumers than those allowed for domestic heating. The response to this known market has been a rapid increase in price, both at the well mouth and at the door of the ultimate consumer, and the industry has become so stable that the only uncertainty, or hazard, appears to be the question of the presence of gas in fair quantity in a given territory under consideration. Several oil companies have now forsaken their policy of selling gas, wells outright when drilled and ;have organized gas departments to drill for gas and to dispose of the daily output by meter to distributing corporations. With such companies and with other producers whose interest is chiefly gas, the year has been busy and profitable. Some new territory of apparently large value has been proved and deeper producing sands in old fields have been tapped.

The mining district of Sao Fidelis, in the northern part of the State of Rio de Janeiro, is situated on the Paraiba River, where it crosses the Serra do Mar (Mountain of the Sea), in the center of a mountainous country having numerous graphitic outcrops. For a long time, these outcrops were irregularly explored by local people, who had little means and no technical advice. A few years ago, the Cia. Brasileira de Minerasgo de Grafite took over the control of some of the more important outcrops and entrusted to me the task of studying the ores and establishing a flowsheet for a pilot plant to be situated in São Fidelis—the ore to be concentrated being mostly of a very high grade. Mineralization and Ores The rocks of the district are mostly gneiss and crystalline schists, with occasional interstratification of dolomitic limestone belonging to the Archean Brazilian Fundamental Complex. The general direction of the beds is roughly between 60" and 80°E., with variable dip, generally nearly vertical. Mostly, direction and dip of the graphitic outcrops is concordant with the embanking gneisses or schists. These outcrops seem to be aligned in two or three parallel zones (Pádua, São Fidelis, Mac- abu), the Sao Fidelis zone being the best known and the most important to date. Two outcrops of the São Fidelis zone, Saudade and Sao Benedito, are now being exploited. Mining has been carried out, so far, on a small scale. The mineralization consists of a vein of nearly massive graphite in a very compact, partially granitized gneiss, with vertical dip. The vein is most irregular, with nests and lenses irregularly distributed along the fracture plane. The ore consists chiefly (particularly in Sao Benedito) of massive graphite appearing and disappearing along the main direction of the vein, forming a succession of irregular lenses in a sort of rosary design. The average width is more or less one foot, with variations from zero to 6 feet. The lode minerals are quartz, a little feldspar and garnet (the latter having its origin perhaps in the embedding gneisses), with rare ferruginous clays on the outcrops. In Saudade a little pyrite, pyrrhotite and chalcopyrite is found occasionally, as well as a carbonaceous mineral, very light, black and shiny, with conchoidal fracture, looking like a sort of jet. The composition of this mineral has not yet been established, but it seems to be very complex. The mineralization seems to be hydro-thermal at a rather low temperature, perhaps mesothermal. The paragenesis, according to samples from Saudade, seems to be as follows, the earlier minerals being listed first: pyrrhotite, pyrite, chalcopyrite, with quartz concomitant to the three and graphite formed later. Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935. ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

A first step towards using advanced control and optimization techniques at Kaiser Aluminum's Baton Rouge Plant has been the decision to utilize digital process control equipment exclusively throughout the plant. This paper describes the philosophy and strategy which has been used to successfully implement this program for both existing plant facilities and plant expansions. Some of the problems that have been encountered include system selection, vendor support, soft- ware development, system security and system reliability. How these problems arose, were overcome and how they can be prevented in future projects is discussed. A key element of the success has been the organization of the technical, engineering and maintenance efforts and also training has been found to be extremely important. Finally, the effect of these experiences upon present thinking is discussed.

The hydrostatic steel mine shaft liner (HSL) Provides a permanent wall lining for drilled shafts. It is watertight and suitable for bad ground conditions. After a shaft has been drilled to its full depth, the HSL is lowered into it and secured in place with cement grout. The liner consists of a cylindrical steel shell usually reinforced with exterior stiffening rings. The shell is basically designed for compressive strength and the rings are provided to give the shell added resistance to buckling. There are no published standards for the correct procedures to design an HSL. This paper gives a method that appears logical. A design solution can be complex with increased opportunity for error. This paper presents simple formulas to produce sufficient accuracy for construction design. Two new concepts are presented, referred to as transition pressure and critical pressure. An example demonstrates use of the formulas and concepts presented. The southern gold-fields offer some of the most complex and trying problems encountered in mining; and their successful solution often means the success or failure of the particular enterprise involved. In vein-mining, where the values are scattered over large areas, making it necessary to handle a large tonnage of very low average grade, the successful solution has been found in some instances by a combined hydraulicking and milling; water under pressure being used as the mining agent, and also for transporting the broken material to the mills, and effecting in its passage a partial concentration of the product by washing out the lighter and looser dirt of the ore-mass. The placer-deposits of the South, which were the original localities from which gold was mined, have been extensively worked, and to any one now undertaking their development offer many difficulties. The antiquity of the industry in this field, which was the cradle (in fact, literally the rocker), in which the California '49-er was born, gives assurance that all the deposits available to water and natural drainage have been more or less extensively worked already, so that, as a rule, any placer-deposits yet remaining undeveloped may be considered to offer some difficulty beyond the ability of the " old-timer " to overcome.
