The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

Publication of lists of the devices for giving respiratory protection which have been approved by the U. S. Bureau of Mines is made periodically for the purpose of aiding consumers in procuring equipment .374/ The last published list , approved to March 15 , 1935 , appeared as Information Circular 6845 with the same title as this article . The schedules of requirements and tests which the devices must meet in order to obtain approval are published 2/6/1/8/ by the Bureau of tests the devices must Mines and are available to the public . It is pertinent to mention that the preparation of a schedule of requirements for fresh-air supply devices of the types commonly known as positive -pressure respirators , airline respirators , sand- blast helmets , and hoods , has been practically completed and will soon be ready for release to the public .

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. During the 7-1/2 years (January 1945-June 1952), immediately preceding enactment of the Federal Coal Mine Safety Act, 26 major disasters3/ in the coal mines of the United States caused the deaths of 491 persons. In the next 7-1/2 years under the act (July 1952-December 1959), only 12 major disasters occurred. The total killed was 148. This improvement is commendable. However, the continuing frequency of minor fires and gas and/or dust ignitions in the Nation's coal mines, many of which could have been of major consequence, are cause for serious concern to the coal-mining industry and those affiliated agencies engaged in promoting safety in the industry. The data presented in this report have been prepared to make available to the coal-mining industry and related groups an overall perspective of the disaster potential from mine fires and gas and/or dust ignitions in coal mines after 7-1/2 years under the Federal Coal Mine Safety Act. This act, effective July 16, 1952, which amended the original Federal coal-mine investigative act of May 1941, provides under Title II certain enforcible mine-safety provisions designed to prevent major disasters caused by explosions, fires, inundations, and man-trip and man-hoist accidents in coal mines that employ 15 or more individuals underground.

As part of a general plan for control and economic utilization of the waters of the Missouri River Basin as well as development of its inherent power resources, the Corps of Engineers of the United States Army has under construction a rolled earth dam near the site of old Fort Randall in South Dakota. The dam is in Charles Mix and Gregory Counties on the Missouri River at a point about 922 miles above its mouth. It is approximately 125 air-line miles southeast of Pierre and 55 miles southwest of Mitchell, S. Dak. The storage reservoir to be formed by the dam will extend upstream for 150 miles and, at maximum operating pool level, will cover an area of some 107,000 acres. It will have a storage capacity of 6.2 million acre feat.

"Dunsmore, Sarah E., and D. Eugene Rannels. Extracellular matrix biology in the lung. Am. J. Physiol. 270 (Lung Cell. Mol. Physiol. 14): L3-L27, 1996.-The lung and other organs are comprised of both cellular and extracellular compartments. Interaction of these components modulates physiological function at the organ, cellular, and subcellular levels. Extracellular components in the gas-exchange region of the lung include both noncellular interstitium and basement membranes. Connective tissue elements of the interstitium in part determine ventilatory function by contributions to tissue compliance and to resistance of the diffusion barrier. The basement membrane underlies cells of both the alveolar epithelium and the capillary endothelium; basement membrane components exert biological effects on adjacent cells through receptormediated interactions. This review emphasizes current knowledge concerning the composition and biological activity of extracellular matrix in the alveolar region of the lung. Matrix synthesis and turnover are also considered. Directions for future research are suggested in the context of current knowledge of the lung and other model systems. EXTRACELLULAR MATRIXEXTRACELLULAR MATRIX is a general term that encompasses components of the basement membrane and interstitial connective tissue. The extracellular matrix has many functions. It provides structural support, compartmentalizes tissues by separating epithelium or endothelium from interstitium, and serves as a physical barrier. Both in vivo and in vitro studies show that extracellular matrices also affect cell shape and function. The matrix elicits a variety of cellular responses, including adhesion and spreading, changes in cytoskeletal organization and differentiation, formation of focal contacts and stress fibers, stimulation of proliferation and migration, induction of polarity and gene expression, alterations in metastatic activity, and outgrowth of cell processes (for review see Refs. 387, 462). Cellmatrix interactions play roles in embryonic development and organogenesis (for review see Refs. 1, 91), in wound healing (for review see Refs. 145, 327), iri metastasis (for review see Refs. 430, 431), and in angiogenesis (for review see Refs. 185, 186). The extracellular matrix is the subject of a large volume of literature. In 1994, over 1,000 articles contained extracellular matrix in the title or abstract. After a brief discussion of key aspects of extracellular matrix biology, this review will focus on the extracellular matrix of the lung."

Sudden, violent failures of rock around mine openings influence access, ventilation, and safety in both hard-rock and coal mines. To develop predictive tools for assessing the potential for violent failure, the authors initiated a comprehensive study using (1) multiple linear regression and numerical modeling analyses of geological and mining conditions at 25 sites to identify the most significant factors contributing to stress bumps in coal mines and (2) investigations of the geological and mining factors contributing to rock bursts in the Coeur d'Alene Mining District of northern Idaho, particularly the influence of preexisting structures on rock bursts. Twenty-five factors were initially considered in the study of coal bumps. The most important variables were identified as (1) mechanical properties of strata, (2) gate road geometry and/or gate pillar factors of safety, (3) roof beam thickness, joint spacing, and stiffness characteristics, and (4) stress gradients associated with previous mining and anomalous geologic conditions. In the Coeur d'Alene district, burst damage related to preexisting structures results primarily from (1) sudden buckling and crushing of rock layers where surfaces of development and production openings lie at low angles to bedding, faults, or other planar structures and (2) disturbance of loose ground caused by seismic fault-slip on preexisting faults or previously sheared bedding planes that intersect veins near pillar-stope margins.

It is the purpose of this paper to review theoretical model concepts in through- the -earth transmission of electromagnetic waves. While the subject is very broad in its defined scope, we will be conscious of the specific applications to mine rescue and emergency telecommunications in coal mine environments. The plan of the paper is to outline previous theoretical efforts without attempting to attach names or organizations to the specific developments. However, we include a guide to the literature as an appendix. Without pretending to be entirely impartial we include a critique of the limitations of the available analytical models. As I see it the central problem is to calculate the steady state mutual impedance of a four-terminal network that is the black box characterizing the through-the-earth path. Problems of secondary importance include the determination of the input impedances of the two pairs of terminals and the associated transient responses. [ ]

A project to evaluate the South African bagged stone dust explosion barrier was successfully completed at the National Institute for Occupational Safety and Health (MOSH), Pittsburgh Research Laboratory's (PRL), Lake Lynn Experimental Mine (LLEM) during the period November 1999 through May 2000. The tests were conducted in a three- entry section of the LLEM. Two types of explosions were used to evaluate the distributed and concentrated bagged barrier performance in a multi-entry mine section. The fuel zone of the first explosion type was only in the center B-drift. In the second explosion type, coal and stone dust mixtures were place in all three drifts. A total of six explosions, including two baseline and four barrier evaluation explosions, were conducted. Of the four barrier explosions, the distributed and concentrated barriers were each evaluated against the two explosion types. For these explosion tests, the distributed barrier extended from about 74 to 170 m and the concentrated barrier from about 74 to 104 m in B-drift. The distributed barrier successfully stopped flame propagation in both types of explosion tests. The flame extended further for the explosion tests where the dust was loaded in all three entries compared with dust loaded only in the center entry% but in both cases the flame was stopped within the barrier zone. The concentrated barrier was also successful in stopping flame propagation m both explosion tests. From the full-scale experimental mine test results, it can be concluded that both bagged barrier designs were effective in stopping coal dust explosions in the multiple entries of the LLEM.

This report describes a project conducted by the Bureau of Mines in which the accurate directional drilling of a borehole was demonstrated with the objective of intercepting a designated target. The project was conducted at Navajo Dam in northern New Mexico at the request of the Bureau of Reclamation. Borehole survey and drill logs are provided in an appendix. The trajectory of the demonstration borehole was designed to intercept a 5-ft-radius target at the final or "punchout" distance of 885 ft. The elevation of the borehole at this distance was within the target; the borehole punchout coordinates were 8.81 ft southwest of the target. As a result of the demonstrated accuracy, the Bureau of Reclamation has contracted the accurate drilling of boreholes as long as 600 ft from the inside of a short tunnel, to control water seepage in the right abut- ment. This resulted in a substantial cost savings compared to the orig- inal plan of constructing a longer tunnel and drilling 150-ft boreholes.

Geology and oil-yield data are presented for a 58-square-mile area encompassing the U.S. Department of the Interior oil-shale leasing program tracts in the western Washakie Basin, Sweetwater County, Wyo. Lithology and oil yields of samples from three Bureau of Mines coreholes are evaluated and correlated with Kinney Rim surface sections measured and sampled by the U.S. Geological Survey. Minable sections of oil shale averaging up to 25 gallons of oil per ton crop out on Kinney Rim in the Laney Member of the Green River Formation. Thick oil-shale sections in the Laney Member that average 15 gallons per ton represent 155 million barrels of oil in place per square mile. In the lower part of the Green River Formation the Tipton Shale Member contains a 20-to 40-foot section averaging 15 gallons per ton. Beds of high-volatile C bituminous coal up to 6 feet thick are present in intertongued parts of the lower Green River Formation and upper Wasatch Formation.

Bureau of Mines routine crude-oil analyses of 42 samples from 37 fields in the major producing areas in Mexico are presented in this report. Table 1 includes information on the source and general characteristics of each sample. Table 2 gives a summary of analytical and computed data. Cement kiln dust (CKD) produced in the contiguous United States and Hawaii was characterized as part of the Bureau of Mines' program in minerals environmental technology. The mineralogical and chemical composition was determined for 113 CKD samples from 102 plants that normally send CKD waste to landfill. Characterization included the determination of 28 elements, 7 anion species, carbon dioxide, noncarbonate carbon, and chemically bound water. Mercury was determined in 15 samples. Interelement correlation coefficients were determined for 23 elements, 5 anions, CO2, noncarbonate carbon, and chemically bound water. To assess the hazardous waste potential of CKD, the U.S. Environmental Protection Agency Extraction Procedure (EP) toxicity test was performed on all 113 CKD samples. All but one sample were in compliance with the test; the noncomplying sample slightly exceeded the EP toxicity test criterion for lead.

The U.S. Bureau of Mines applied its mine fire diagnostic method to an abandoned anthracite mine fire site in Carbondale, Lackawanna County, PA. The technique to locate fires in abandoned coal mines and coal refuse piles includes the determination of hydrocarbon concentrations in mine gases, the imposition of an underground gas flow direction, and use of a surface mapping method, to define heated and cold zones in underground coal strata. The heated zones at Carbondale were characterized by elevated methane concentrations. The results of 25 communication tests were analyzed to define 2 large (approximately 100 by 250 ft) and 5 small, isolated heated zones. An approximate correlation existed between the location of the heated zones and areas of anomalous snow melt. The correlation between the results of the diagnostic test and subsurface temperatures was not significant.

The U.S. Bureau of Mines estimates the identified helium resources of the United States at 630 Bcf as of December 31, 1990. This includes 295 Bcf of demonstrated reserves, 87 Bcf of demonstrated marginal reserves, and 42 Bcf of demonstrated subeconomic resources. The identified resources include 161 Bcf of helium in inferred and marginal reserves and 45 Bcf in inferred subeconomic resources. The identified helium resources contained on Federal lands are approximately 170 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. In addition to the identified helium resources, undiscovered helium resources in the United States are estimated at a most likely volume of 103 Bcf, with a maximum volume of 259 Bcf and a minimum volume of 41 Bcf. Also reported are 43 Bcf of helium in nonconventional and low-helium-content natural gases. Current extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1990 was 2.5 Bef. If current trends continue, some shortfalls in helium supply may occur in about 5 to 10 years.

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

In laboratory tests using reconstructed soil columns, rubber latex showed good sealing efficiency when applied at a rate equivalent to 4000-5000 pounds per acre. Results of field testing, however, were inconclusive. The ideal situation in which latex would coagulate in a narrow zone two to three feet below the surface by reacting with acidic or metallic constituents of the soil was not attained. Rather, the latex was deposited progressively as it passed through the soil (most of it remained in the top foot), the rate of deposition being dependent on soil structure and composition as well as on properties of the latex such as particle size and emulsion stability. Latex stability appears to be a more critical property than latex particle size in controlling penetration. Addition of excess anionic or nonionic surfactants to latex improved its penetration into the soil. A styrene-butadiene (SBR) rubber latex of 2400 Å average particle size with high mechanical stability gave the best balance of penetrating ability and sealing capacity in laboratory tests and this was confirmed in tests on a 5 x 5 foot test plot at Lanse, Pennsylvania. This latex was subsequently applied to three one-quarter-acre plots at Lanse by sprinkler irrigation, and compared to adjacent areas that were sprinkled with water only. Soil moisture measurements did not enable us to judge the effectiveness of the seal because differences between sampling positions were greater than differences between treated and untreated sections, but permeability tests showed that water flow was much slower (90-99% reduction) within the top ten inches of soil in the latex- treated sections. This sealing effectiveness was reduced after wintering. There was no deleterious effect on the vegetation as a result of sprinkling the areas with latex. A laboratory study conducted in a 5 x 5 x 5 foot box containing uniform reconstructed soil from a New Jersey source suggests that latex penetration into the soil in the field occurs mainly through natural macro openings and not through the capillaries of the soil structure. Dilute solutions of ammonium hydroxide or sodium carbonate (with no latex present) were found to seal effectively in laboratory soil columns as well as in field applications. However, since these chemicals are water soluble, the seal is temporary. Raw material costs of latex at the application rates used in the field testing are in the order of $1000 per acre. To develop a method for predicting the stability of a fuel during long-term storage from rapid aging tests at 200° F, the Bureau of Mines determined the stabilities of three gasoline base stocks and an alkylate blending stock in both sealed storage and aerated storage at 110° F for periods extending to 32 weeks. Stabilities of samples containing gasoline-additive compounds were compared by aging, using two methods--rapid aging in a bomb at 200° F for intervals up to 16 hours and storage at 110° F. The additives used were an uninhibited tetraethyllead motor mix, N,N'-di-sec-buty1-p-phenylenediamine and 2,6-di-tert-butyl-4-methylpheno1. Results were related by graphs that enable predictions of gum and sediment formation during storage from data obtained in bomb tests. A premium-gasoline base stock and the alkylate proved to be stable, but the two regular-grade gasoline base stocks were found to be unstable. Addition of the diamine antioxidant improved the stability of both of the regular gasoline base stocks, while the phenol antioxidant improved only one of them. The presence of the tetraethyllead decreased the storage stability of all four fuels, both with respect to formation of gum and precipitation of inorganic sediment. The rapid test at 200° F appears to offer promise as a basis for a method of predicting gasoline stability in long-term 110° F storage.

Some relationships were established among crystallographic orientation , rollability , deformation texture , annealing behavior , slip planes , and ductile- brittle bend transition temperature of molybdenum single crystals . Six large molybdenum single crystals obtained from an ingot melted by electron beam were oriented by X - ray diffraction and rolled on crystallographic planes of low indices in a known direction . During room temperature rolling , cleavage occurred on 100 type planes . At 300 ° C the crystals were rolled to 95- percent reduction in thickness . The crystals ( 001 ) [ 110 ] and ( 011 ) [ 100 ] were most easily rolled . Pole figures were used to correlate the deformation textures of the rolled crystals with the initial crystallographic orientation . Several of the textures which developed could be explained as a rotation about a < 110 > axis of symmetry . The cube crystal ( 001 ) [ 100 ] retained much of its " cubic " orientation . The (001 ) [ 110 ] crystal developed the simplest texture , whereas the ( 211 ) [ 113 ] and ( 211 ) [ 120 ] crystals developed the most complex textures . The 1 - hour recrystallization temperature of the crystal ( 211 ) [ 113 ] was 700 ° C , which is about 300 ° C lower than that of commercial polycrystalline molybdenum . The poles of the slip planes ( as determined from gross slip lines at relatively low magnification ) tended to lie within 20 to 60 degrees of the pole of the rolling plane . The Knoop hardness was slightly dependent upon crystallographic orientation but more dependent upon rolling direction . The ductile- brittle bend transition temperature was dependent upon the rolling orientation and the dislocation density .
