There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. Dry separation was the predominant method of coal cleaning in the United States from the 1930s to 1980s. The application peak of dry separators for cleaning raw coal was in 1965, when about 23.1 Mt of cleaned bituminous coal was produced. The main advantage of dry coal cleaning is the elimination RIWKH GHZDWHULQJ VWDJHV DQG VLJQL¿FDQWO\ UHGXFHG moisture in comparison to wet processing. In addition, developed dust control systems have made dry cleaning method an environmentally friendly process. The largest air-based coal cleaning plant was built in Pennsylvania in 1968 and could clean 1,272 t/h of raw coal sized smaller than 19 mm. This was followed by a decline in dry coal cleaning to less than 3.6 Mt in 1988. The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

We demonstrate a new capability to analyze the behavior of circular shafts in jointed rock. This was made possible by the development of a new, axisymmetric, joint finite element (2). Whereas the only previously reported such element was singular (1) and inadequate at some orientations, the current element has been extensively validated (3). The need for including discontinuities in a shaft analysis comes from two sources. First, the various rock formations may have discrete jointing, bed- ding, and interface between them. Second, there is a joint at the boundary between a concrete liner and the rock, and possibly between the various segments of the concrete liner. To demonstrate the applicability of the new model, we analyze a vertical circular shaft 5.4 m in diameter, in a series of horizontally bedded sandstones and siltstones. The shaft excavation is followed through three initial steps: 6 m, 15 m and 24 m deep.

Mining of copper ore and the related industries play an important role in Iran?s economy. Copper ore production in Iran accounts for 75% of the total production in the Middle East. All activities related to copper, that is, exploration, production, refinement etc are owned and managed by state owned companies. Decisions have been made to privatize all these activities. To assess the success of this privatization process, different components of the industry must be subject to economic analysis. In this paper, the cost estimation of all operations has been carried out. The total potential and attainable revenues have also been estimated using historical data available from the industry. Risk is a major factor in all mining activities and the copper industry of Iran has been subject to risk factors arising from many internal and external variables. These variables have been recognized and their effects evaluated. The effect of risk on the economic feasibility of the operations in the industry has also been analyzed.

Only 40% of fly ash generated by the power plants in US are recycled and used for commercial applications. Of these, the high lime, Class C ash had been preferred. Systematic laboratory and field-scale studies have shown that, by including calcium chloride in the mix design of stabilization of roadbed materials, both Class C and Class F fly ashes can be effectively utilized. Test data reveal that the addition of calcium chloride to the system accelerates its curing rate, thereby increasing early strength and long term durability of the constructed road. For road construction, a preblended Class F fly ash–CaCl2 system tends to be more forgiving than the Class C fly ash–CaCl2 system. The former system produces more durable roads. The role of calcium chloride as an accelerator in these systems is discussed along with a mathematical model developed for fly ash- CaCl2 stabilized roadbed systems.

The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously. The results of leaching experiments in columns simulating 80 and 200 ft deep cores through a leach dump are discussed, By equipping the columns with can precipitation plants, actual plant conditions could be duplicated. The results produced a better understanding of the physical and chemical limitations of the leaching process.

This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

INTRODUCTION Lesotho is a mountainous area of southern Africa from which water is to be exported in an extensive tunnel system, to industrial regions inland. The related tunnelling project has involved a num- ber of drives using tunnel boring machines [TBMs] to excavate about 100 km of 5 m diameter water tunnels [von Glehn and Bluhm, 1995). This paper describes the ventilation and cooling of some of the tunnel drives from both the operational and design points-of-view with a particular focus on heat generation. There were many common features in all of the drives but this paper is focused mainly on the Hlotse drive which was 18,4 km long. The drives were ventilated using forced ventilation systems to provide appropriate air flow throughout the tunnels and face zones. In addition, the Hlotse drive required refrigeration equip- ment which provided chilled water to the tunnel. While the sec- ondary ventilation systems play an important role in gas and dust handling, the paper concentrates on the primary ventilation and cooling issues. The ventilation of these tunnels was an exacting exercise be- cause: • Rock temperatures and geothermal heat flow were high. • TBMs with relatively high power ratings were used. • Diesel locomotives were used. • Drives were relatively long. • High altitude meant a low air density. An important feature was the simulation and monitoring of the ventilation and heat flow components and the project was characterised by analysis, monitoring and ongoing tactical decision-making throughout the progress. The thermodynamics of the systems were complex because there were many interactive effects and analyses were carried out using special computer pro- grams. The monitoring confirmed the accuracy of the models, and in this manner it was possible to confidently ensure healthy and safe working conditions and still minimise costs. Local ambient climate conditions range from temperatures higher than 35 "C in summer to below -10 OC in winter. Based on available statistical data and the thermal storage/damping effects in the system, design summer ambient conditions were taken as 15 OC/25 "C wet-bulb/dry-bulb. The barometric pressure was 80 kPa and due to the altitude, the ambient air density was only 0,9 kg/m3. The local Authority specified a maximum in-tunnel wet- bulb temperature [at any point] of 32,O OC and a mean wet-bulb temperature [from all locations] of 27,5 OC maximum. The maxi- mum height of ground cover above the tunnel was 1 200 m and the maximum virgin rock temperature was 41 OC; see Figure 1. Diesel dilution criteria specified by the local Authority was a minimum of 0.1 m3/s per rated kW of diesel engine. Other requirements related to gases such as CO, CO2, NOx and CH4 [and the need for intrinsically safe equipment] but these are not of direct relevance to this paper. The actual average face advance was about 30 m/d with good days achieving 60 m/d and good months achieving 1 000 m [23 working days]. The original design tunnelling rate was 50 m/d. DESCRIPTION OF HLOTSE DRIVE VENTILATION AND COOLING SYSTEM The ventilation requirements in the tunnels were dictated by heat and diesel dilution needs. The best ventilation and cooling policy is generally a balance between using increased quantities of fresh air or refrigeration [or both]. In this particular scenario it turned out that, since the diesel emission criteria required large quantities of air, the refrigeration needs were modest. The drive was ventilated using a ducted, forced ventilation system from fans located at the portal. The maximum ventilation requirement was 51 m3/s when the drive was at 18.4 km. From a heat flow point of view, the worst scenario was a heat load of 3.5 MW when the drive was at 7 km. This was cooled by the ventilation air and a supply of chilled water to the tunnel. Refrigeration and chilled water system In the design phase, a detailed comparison was carried out between two general alternatives for providing refrigeration. First, was a system in which refrigeration sets and air coolers are installed on the TBM train; the refrigeration sets are cooled by condenser water piped to and from cooling towers at the portal. Second, was a system in which refrigeration water chillers are in- stalled at the portal and chilled water is piped into the tunnel. The detailed comparison indicated that the capital and running costs of the second system were at least 60 % lower than the in-tunnel plant. There were also many obvious practical benefits for favouring the portal system. The refrigeration plant supplied 23 11s of cold water at a temperature of 10 OC. After providing the cooling effect in the drive, the water returned to the portal where it was initially cooled in open-circuit evaporative pre-cooling towers, chilled in the refrigeration plant and then returned to the tunnel. The cold water flowed into the tunnel in an insulated supply pipe and returned in an uninsulated pipe; the water was simply circulated to the end of the pipe and returned. The cooling effect in the tunnel was achieved entirely through heat transfer from the pipe [long linear heat exchanger] and no air coils or other heat exchangers were required. The cooling requirements were satisfied by the heat transfer to the returns chilled water steel pipe [200 mm]. The pipes were eventually installed to a maximum distance of 10,8 km in what was considered a very practical and cost effective solution.

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

Zaldivar is an open pit copper mine operation located in the Atacama Desert, in northern Chile. The plant produces Cu cathodes using 4 solvent extraction trains. The plant was started up May 1995. Since 1996 the plant has been using on-stream analyzers based on X-ray fluorescence and titration for process monitoring and control. Elemental analyzer alone is not able to provide the critical information for plant operation, it has to be complemented by on-stream titrators integrated to one sampling system. The analyzers are located in a prefabricated shelter. The analyzer system project, operation and performance issues are the main topic of this paper.

In April 1988, the joint venture of Morrison-Knudsen and Paschen Contractors (M-K/P) was the successful low bidder for the Metropolitan Water Reclamation District of Greater Chicago's (MWRD) Contract Number 73-164-2H. This project is yet another in the MWRD Tunnel and Reservoir Plan (TARP) devised to control and treat overflows from combined sanitary and stormwater flows. M-K/P's project, located along the Des Plaines River, consists of 21,569' of tunnel mined to a 35' diameter and two tunnels totaling 14,529' mined to a 12' diameter. All three tunnels will have 12" thick reinforced concrete lining. The path for combined sewer/storm waters to reach the tunnels begins at a connection structure, continues through an approach sewer, a sluice gate structure and down a vertical shaft which is topped by a backflow structure. The purpose of the backflow structure is to prevent water surging to the surface as the system fills rapidly. Backflow preventors represent a change in design after problems developed on earlier constructed portions of the T.A.R.P.. On this project, 14 drop shafts channel flows to the tunnel system. In addition to the drop shafts, contract specifications require an emergency or escape shaft be located not more than 4000 feet from the tunnel headings. Due to long reaches without drop shafts, four access shafts had to be constructed. Thus, the total shafts constructed under this contract will be eighteen plus one 30' finished diameter construction shaft located within Miller's Meadows. Figure 1 shows the overall Des Plaines River System and the M-K/P contract connection to previous and future MWRD projects.

A computational fluid dynamics (CFD) program was applied to fire spread along combustibles in a ventilated mine entry. The rate of flame spread was evaluated for the ribs and roof of a coal mine entry; timber sets; and a conveyor belt. The CFD program models char forming materials with temperature dependent thermal properties. The program solves three dimensional time dependent flow equations with a mixture fraction model for the gas phase reactions. Radiant heat exchange is evaluated for non-scattering gas. The CFD program predicted a flame spread rate of 0.0145 m / s for an actual coal mine fire in which the estimated flame spread rate was 0.0086 m / s. This overestimated flame spread rate was a possible consequence of the presence of inert materials in the mine entry’s roof and ribs. CFD fire spread rate predictions of 0.043 m / s and 0.73 m / s bounded the measured value of 0.27 m / s for fire spread along Douglas Fir timber sets in a tunnel.

American Electric Power Company (AEP operates 31 coal mines in three states, and some 26 electric generating stations (19 coal-fired) located in the Ohio River Basin. Normally the system burns over 36,071,600 tonnes (40,000,000 tons) of coal and generates in excess of 3.6 X 1018 J (100 billion kwh) of electricity per year. In 1975, AEP, in response to the progressively more stringent air quality requirements of the clean air act, acquired large low-sulfur reserves in Carbon County, Utah (Figure 1. Location Map). Price River Coal Company (PRCC) is the operator OF this multi-seam complex, which is part of the Book Cliffs coalfield at an elevation exceeding 1,829 m (6,000 ft.). The topography is mountainous and divided by numerous canyons. Flat areas are at a premium (Figure 2. Castle Gate Area). Modern high production longwall mining takes in some top and bottom waste, and in this particular operation, it amounts to about 14% of the ROM tonnage.

The Norwegian contracting firm A/S Høyer-Ellefsen has for the last 2.5 years carried out substantial pregrouting in a 7600m long tunnel just outside the city of Oslo. This has been done to avoid groundwater lowering and consequent damage to surface structures. A WIRTH TBM is used in combination with a 2 boom Atlas Copco hydraulic jumbo for the drilling of groutholes in front of the machine. The detailed procedure for the drilling and grouting will be discussed, and the results obtained will be presented.

"It is safe to say that the coal industry, in the United States and globally, is currently suffering through one of the hardest times in its history.A perfect storm of competition, changing energy demands, politics and public perceptions have collided, inflicting significant harm to the industry that many say is irreparable. This, in turn, has led to massive job losses in some regions, heavy cuts in production and even bankruptcy filings from two of the largest coal mining companies in the nation.Cheaper natural gas can certainly take a large share of the blame for the struggle of coal, as utility companies switch from coal to natural gas for power generation. According to the U.S. Energy Information Administration (EIA) the amount of coal used for electricity generation in the United States is at a 45-year low.November 2015 marked the fifth consecutive month that natural gas was the leading source of power generation in the United States. EIA said generators produced 101,866 thousand megawatt hours (MWh) of electricity with gas in November versus just 87,789 thousand MWh with coal, the lowest monthly level since May 1980 when monthly coal use was 84,884 thousand MWh.According to Robert Godby, director of the Center for Energy Economics and Public Policy at the University of Wyoming, there are a number of factors playing a role in the decline of coal, but he points to the advances in fracking as the tipping point.“A lot of people will argue that regulation is the cause of the decline, and it has played a part, for sure, but the story of the recent past is more about what competition has done to the energy market,” Godby told Mining Engineering. “The war on coal was originally declared by natural gas in 2008.”The price of natural gas, which was at $13 per million Btu before the gas fracking boom, has fallen to as low as $1.68 in December 2015. Likewise, Godby said the cost of wind generation is now lower than the cost of generation from coal and the cost of solar generation is coming down as well. In addition to that, the demand for energy has changed in the past five years with more efficiencies in everything from building design to lightbulbs."

Introduction Industrial minerals are key ingredients in a large majority of domestic and industrial products that are used in our daily lives. In the 7th edition of Industrial Minerals and Rocks, fifty three industrial mineral commodities are described. A precise definition of industrial minerals and rocks is difficult. Bates (1975) proposed a definition which is widely used and is as follows: "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the non-metallics". They can be igneous, metamorphic, or sedimentary and range in price from a few dollars per ton to a very high price of hundreds of dollars per ton. The growth in their production and use is closely allied with population growth particularly in countries that maintain a high standard of living. The United States just passed 300 million in population and it is predicted that by 2040 the population will be 400 million. This will result in large increases in the need for Industrial minerals. Other factors that relate to increased use of industrial minerals are increased research and development by the producing companies and better quality control. Many industrial minerals such as kaolin, barite, nepheline syenite, fluorspar, lithium carbonate, phosphate rock, potash, talc, and several others are exported from the producing countries to many users around the world which has significantly increased their use. Also, government agencies, State Geological Surveys, and Universities have contributed to their growth by their research and development activities.
