A coal waste disposal dam failed on Buffalo Creek near Saunders, West Virginia, on February 26, 1972. This accident resulted in the loss of 125 lives, left over 4000 people homeless, and resulted in millions of dollars in damage to several downstream communities. As a result of this tragic event, major changes occurred in the mine waste disposal practices used by the U.S. coal industry. This paper summarizes changes in U.S. coal-waste disposal practices in the nearly 35 years since the Buffalo Creek dam failure and identifies safety issues that need to be addressed for continued improvement. While many organizations and individuals have played roles in the improvements that have occurred, this paper focuses on the role played by MSHA and its predecessor agencies.

Computer models for simulating the construction and for calculating the properties of particulate solids in two- and three-dimensional systems (coverings of circles and packings of spheres, respectively) were developed. By simulating the physical process of constructing circle coverings and sphere packings, in which the circles or spheres were randomly selected from many different distributions of sizes, physically realizable loose random assemblies were simulated whose physical and geometrical properties were predictable with the computer. Many of these properties, such as the number of contacts, are extremely-difficult to measure accurately, or considerable ingenuity is required in their determination. All of these properties were easily and accurately calculated by the computer models for many different coverings and packings constructed from equal, discrete, uniform, and log-normal distributions of particles. In addition to the loose random assemblies, dense random covering and packing constructions were simulated whose properties are ideal upper limits for those of the loose random coverings and packings. The properties of the dense random coverings and packings, heretofore only obtainable by theoretical analysis, were also simply obtained. The statistical geometry of loose random coverings and packings was studied, and several new interpretations of the area-covering or space-filling requirements in these systems were made. In two dimensions, it was found that the properties of all loose random coverings are predictable by taking suitably weighted averages of the corresponding properties of just four kinds of polygons whose edges are defined by connecting the centers of mutually tangent circles in the covering. The distributions of these polygons that permit area-covering were determined, and empirical equations for predicting the density, average coordination number, and average pore area in loose and dense random coverings were formulated. The properties of loose packings were determined by performing a simplicial division of the computer-simulated assemblies to produce a unique set of minimum volume, space-filling tetrahedra whose edges connected the sphere centers in each packing. A simple empirical equation was formulated that permits the calculation of the average number of contacts in any sphere packing, random or regular. Some of the statistical geometrical properties of the simplicial tetrahedra in the computer-simulated packings were analyzed. The tetrahedron edge length distributions in all the loose random packings were nearly identical when the edges were presented in terms of sphere diameters, regardless of the sphere population in the packing. Moreover, the gap lengths in the loose packings were to an excellent approximation representable by a uniform distribution of sizes. The distributions of spheres in tetrahedra resulting from the simplicial division of the loose random packings also existed in the tetrahedra in dense random packings. These observations were employed in developing a unique method for predicting the geometrical properties of loose random packings without simulating the assembled packing. Instead, the space-filling simplicial graph could be predicted for any given density of packing of any sphere population. The cumulative packing properties of these tetrahedra were shown to be nearly identical to those calculated by all loose random packing simulations attempted in this investigation. The simplicial tetrahedra completely describe a packing and can therefore be used to predict all properties of interest.

The surface mining operations of the Simplot Fertilizer Co. are on the Fort Hall Indian Reservation approximately 16 miles east of Fort Hall, Idaho (Fig 1). The Phosphoria formation outcrops in sec. 2, 3, 11, 14, 15, 22 and 27, T 4 S, R 37 E, Boise Meridian. The ownership of these phosphate-bearing lands is divided between individual Indians and the Bannock-Shoshone Tribe, and the royalties are paid to the respective owners on a tonnage basis, as the rock is mined. The geology and mineral resources of the Fort Hall Reservation were studied by the U. S. Geological Survey in 1913 and reported on in 1920. † However, it was not until the winter of 1945 that exploratory work was undertaken by private enterprise. McCrone Associates, Incorporated has examined 71 samples of airborne mine dusts using the techniques of x-ray diffraction, electron microprobe analysis and light microscopy. This report details the procedures which were used in this work and documents the results which were obtained.

The Bureau of Mines developed by core drilling the Cove Meadow copper property, also known as the Patterson property, from May 6, 1949, to August 6, 1949. It is in the Cove Meadow mining district, northwestern Humboldt County, Nev., 102 miles northwest of Winnemucca. The purpose of the work was to determine possible reserves in a mineralized shear zone in andesite that has been partly explored by several surface cuts and two shallow underground workings. Production from this zone to August 1, 1,949, was 98 tons of hand-sorted copper ore assaying 5.1 percent. The development work performed by the Bureau of Mines comprised a study of the geology, mapping the area, sampling the outcrops, and exploring by diamond drilling the shear zone adjacent to the fault. Seven holes were drilled for a total of 1,246 feet. Mineral reserves indicated by the project are confined to a length of 500 feet along the strike.

As the mining industry moves further into developing countries in search of new resources, its role in international development is coming under increasing scrutiny. This is a trend that is likely to accelerate, along with the potential for headaches among managers in the industry. Public interest in development and environmental issues is rising as faith in “big business” falls. This has strengthened nongovernmental organizations (NGOs) campaigning for sustainable development. And it has put more pressure on banks, governments and development agencies to curb corporate misdemeanors. Developing world governments are also becoming emboldened to reject previously agreed terms they do not consider equitable. The mining industry has begun to formulate a response to these pressures but must go much further. Societal and environmental issues must move from public relations to core strategic thinking. Abiding by rules or codes is not a relevant response. Instead, genuine support for sustainable development is required. This will involve delegating the responsibility for engaging with local communities to on-the-ground staff and developing a dialogue with local stakeholders rather than conducting an initial assessment and disengaging.

Ventilation and refrigeration strategies for the 3000/3500 orebodies, Mount Isa Mines, Australia were reviewed. The orebodies lie between 1,200 and 1,800 m below surface and are characterised by steep geothermal gradients, intensively mechanised stoping methods and high ambient air temperatures in summer. Providing acceptable working conditions under these situations is difficult and costly. The ventilation air quantity required in the 3000/3500 orebodies exceeds 550 m3/s when the production rate is greater than 2.5 million tonnes per year. The maximum quantity that can be supplied and exhausted using the existing intake and return ventilation system is estimated at about 630 m3/s. For production rates greater than 3 million tonnes per year, either new intake and return airways will need to be developed or innovative approaches such as controlled partial recirculation used. A description is given of technical and economic investigations conducted at Mount Isa into controlled partial recirculation. During these investigations, a major field trial of a controlled partial recirculation system was undertaken with results indicating that an acceptable working environment can be achieved practically and economically utilising this approach. The cost involved in controlled partial recirculation for supplying the required ventilation quantity when the production of 3000/3500 orebodies exceeds 3 million tonnes per year is examined. A cost comparison between recirculation and other conventional alternatives such as new surface shaft or underground booster fans is included. The results indicate that the option of a new surface shaft will incur a high initial capital cost and moderate annual operating costs. The alternative of underground booster fans will necessitate a moderate capital cost and very high operating costs. Controlled partial recirculation, in this case, offers both the lowest capital and operating costs of the three options evaluated.

GERMANY'S recent collapse and the occupation by the Allies of the coal fields of the Ruhr, the Saar, Silesia, Poland, and Czechoslovakia have focused attention on the postwar coal problems of Europe. American coal operators are interested deeply in what is happening in Britain, particularly in the discussion of plans to rehabilitate and reorganize the entire British coal mining industry, as such reorganization will probably determine the place Britain will occupy in the European coal markets for the next few decades. The continuing decline of British out-ut per man-shift, particularly during wartime, has resulted in a most serious effort to determine whether this unfortunate trend is due to the physical condition of the coal seams, poor management, poor engineering and planning, inadequate use of power and machinery, or failure of labor to co-operate with management.

Blasting activities on the surface or underground necessarily involve the most sensitive aspect of environment remediation, human response or annoyance. Such effects are unavoidably characteristic of those activities. For this reason, blasting activities are governed by law and official regulations under surveillance of authorities, where companies and explosives engineers have to proceed within proper limits. Subject of the paper is a practical way of handling some necessary vibration standards being focused on blasting activities. By integrating field observations, OSHA data analysis, systems mapping, and a hierarchical occupational health pyramid, this framework identifies site-specific hazards while addressing broader socio-cultural dynamics. The approach improves upon existing safety programs by suggesting actionable, locally sensitive solutions that prioritize higher-order controls such as hazard engineering interventions and administrative controls. This study contributes to enhanced worker safety, efficient environmental restoration, and engagement in marginalized communities with abandoned mine lands.

At some mines, no attempt is made to alter the coal from its as-mined condition, but at most mines grading into various size ranges and hand-cleaning of lump sizes is undertaken.Over-all, Canada Jags behind most of the other major world coal producers in the proportion of its coals being processed in wash plants. To some extent, this is due to the fact that a high proportion of the coal production satisfies market demands without such treatment. On the other hand, a few of the coal mines in Canada, which produce about 25 per cent of the nation's total coal output, have in operation some of the most modern coal beneficiating equipment available, including jigs, flotation cells, water cyclones, centrifuges, disc filters and thermal dryers."

The Eyre Peninsula (EP) has been known for its iron ore for more than a century. Edward John Eyre noted the ironstone outcrop at what is now Iron Knob in the 19th century. Sir Douglas Mawson visited and reported on the geology of the lower EP in 1906, noting the widespread presence of iron stone and the likelihood of copper being associated with the iron stone. Despite this knowledge there has been only one successful iron ore mining region developed on the EP and that is Iron Knob and the Middleback Ranges which have been mined continuously since 1899. The Middleback Ranges can justly lay claim to be birth place of the Australian iron ore and steel industries.The discovery of large scale haematite resources in Western Australia meant that there was no need to seek out iron ore that needed benefi ciation. The low price of iron ore precluded further development of the EP and many other areas in Australia and overseas. This situation changed rapidly in the mid-2000s with the emergence of China as the world’s industrial power house and the soaring demand and price for many resources including iron ore. This triggered a flurry of activity across Australia and led to the rapid exploration and drives to develop the EP iron ore. A brief examination of the magnetic maps of the EP shows the wide spread presence of magnetite and associated smaller haematite deposits. A closer look reveals the magnetite deposits to vary in formation style and host rock lithology as well as being significantly altered by regional metamorphism. *This is an abstract only. One of the foremost problems in reclaiming prime farmland is compaction of the subsoil which is caused by the reclamation equipment. Wheel tractor-scrapers are most commonly used to replace subsoil and have been blamed for the majority of the compaction problems. Two methods of alleviating this problem that are presently being considered are mechanical subsoil loosening machines and truck- shovel combinations for subsoil handling. A field study was conducted in which dry bulk density measurements were taken in an effort to determine the effectiveness of truck-shovel combinations and subsoil loosening equipment in reducing bulk density in comparison to typical scraper replacement.

A multidisciplinary team of scientists and engineers at Wont has been working to understand heavy metal contamination of DuPont process waste streams and technologies for abatement of these metals. As part of this effort, an extensive study was made of a specific waste stream of importance in DuPont's environmental commitment. This 200 gpm stream contains 5-5000 ppm of nickel plus a variety of inorganic and organic constituents. The chemical complexity of the waste rendered conventional. alkaline precipitation ineffective, and only through the simultaneous application of analytical characterization, fundamental chemical understanding, and process engineering did effective technical approaches emerge. In this instance, ion exchange, sulfide precipitation, and caustic digestion ultimately proved successful in reducing the nickel to below the 1 ppm target. The results of this study will be presented, along with key learnings about the process of solving heavy metal contamination problems.

Stimulated emission from Nd+3 in yttrium uanadate fYVOJ is reported. Single crystals of YVO4:Nd, obtained from Linde Col-p., have improved substantially in the last several months. Pulsed thresholds of YVO, laser rods are now approximately 2 to 3 5, cowparable to tliose for YAG:Nd. Yttrium uanadate crystalli~es irz a space group similar to zircon. All rare-earth vanadates have this structure. Rare-earth ions sucll as Nd+3 which substitutes for Y+3, aye situated irz a strong tetragonal crystal field which lacks inversion symmetry. This condition increases the p'robability of the parity-forbidden f — f transitions. Yttrium anadate has strong absorption bands beyond -1000A. These are clue to Y-O, V-O charge transfer and molecular transitions. Under 2537 and 3660A irradiation pure YVO, fluroresces u bright yel-LOLO. This fli&orescence is corrzpletely quenched in YV04:Ncl crystals. This and other evidence of energy trut~sjer from the lattice is repovted. Optzcul atz 1user pvope 1-ties o! YI'U4:E[t are brieJy described. THIS paper describes some of the optical and laser properties of Nd+3- and Eu+3-doped yttrium orthovana-date (YVO4). It reports laser action for the first time in this low-symmetry host. For some time we have pursued a research program concerning laser hosts' wherein the rare-earth (RE) ion is situated at a site of low crystal symmetry so as to increase the probability of radiative transitions. Single crystals of doped and undoped YV04 are grown from iridium crucibles in an oxyhydrogen gas-fired furnace by a modified Czochralski technique.' This material crystallizes in a D4li tetragonal space group of the zircon (ZrSiO,) type.3 All RE vanadates have the same structure and form solid solutions with YVO4. Therefore, it will be possible to investigate a variety of cross-pumped laser systems, as in the case of yttrium aluminum garnet (YAG).4 At present, ~d'~-doped YAG is one of the most efficient solid-state lasers.5 Accordingly, most of the material to follow will compare the properties of YV04 to those of YAG. Fig. 1 shows the relative transmission of YAG and two types of YVO4. "Pure" YVO4 has a normal absorption edge and is colorless. A second type has a broad absorption peaking near 4200A and is yellow. Rubin and Van uitert6 suggest the yellow material is slightly reduced. Samples of each type are being investigated by electron spin resonance,7 but these studies are so far inconclusive. The pulsed laser threshold is much lower in the yellow material than in the colorless. Therefore, the absorption at 3500 to 5000.4 transfers energy to the Ndi3 ions. Photons of wave length between 2000 and 4500A cause undoped YVO4 to fluoresce at 4800, 5250, 5460, 5540, and 5750A. This emission, previously reported by Brixner and Abramsom,8 is partially quenched by EU'~ and completely quenched by Ndt3 at room temperature due to energy transfer from the lattice to the RE ions. At low temperatures, some lattice fluorescence is present. This implies that the energy-transfer process is in part phonon-assisted. Although the YVO, single crystals used in this work were prepared from Y2O3 containing less than 0.01 pct rare-earth impurities, there is aopossibility that emission lines between 4800 and 5750A are due to dysprosium, terbium, and so forth. However, these lines are not observed in other compounds, prepared from Y2O3, such as YP04, Y2MoO6, and so forth. Furthermore, extensive absorption measurements on our "pure" YV04 single crystals between 0.4 and 5.0 failed to reveal any characteristic rare-earth lines. Fig. 2 compares the absorption spectra of Ndt3-doped YAG and YVO4from 0.6 to 1.0 . The Ndt3 absorptions are labeled according to free ion, R-S coupling. These term designationsQ are appropriate for YAG:Nd. They appear to be inappropriate for YV04:Nd. In YVO, neodymium must substitute for yttrium. The yttrium site is situated In a strong tetragonal field, where point symmetry is (42m) or possibly lower.1° However, the reduced splitting of the Stark components of the YV0,:Nd spectrum implies that the NdT3 ion is in a cubic site. The only plausible explanation for this discrepancy is that the Ndt3 ion is in a low-symmetry site, lacking inversion symmetry, so that a substantial admixture of 4f and 5d wave functions occurs. Mining and processing of raw materials is one of the earliest activities of man for survival and development. The products are used for making jewelleries, metal tools, and for exchange of goods and services. However, despite the benefits of mine recoveries, it’s negative and long term effects on the environment and lives remain the point of discussion throughout the world. This study summarizes findings of researches in active/abandoned lead–zinc mines in Enyigba and Ishiagu mining districts including social surveys in the localities surrounding the mines in order to ascertain the effects on the inhabitants. Lead–zinc mining in Enyigba and Ishiagu, southeastern Nigeria has lasted for decades and has affected the socio-economic well-being of the host communities. There are evidences of soil, water, and plants contamination by Pb, Zn, Cd, and Mn in these mining communities. The mining activities also affect the overall social development of the host communities. These effects include retardation in educational development, health care provision, unemployment, and access to potable water supply. Others are rise in poverty level, social amenities, sanitary/hygiene level, high cost of living, and fertility rate. Possible mitigation strategies such as to liaising with relevant government agencies in collaboration with mine owner, mine workers, and host communities can ameliorate these negative effects and promote environmental sustainability.

A GEOLOGIST --one versed in geology, the science which treats of the history of the earth and its life, especially as recorded in the rocks; that is Webster's definition. William Embry Wrather-one of the country's foremost geologists who heads the U. S. Geological Survey; this is the 1948 President of the Institute. He has studied the geology of areas on the face of the earth as far-flung as Texas and the Balkans, and now heads the world's largest staff of geologists. Vital statistics on Dr. Wrather would show his place of birth as Brandenburg, Ky., the year 1883. He will celebrate his threescore and five years of full living the twentieth of this month. As is usual in biographical sketches of this nature, the formative years of youth, and in many ways the most important years of one's life (since professional tendencies as well as many important personal decisions are evidenced before the teens are left behind) are passed over with the mere fact noted that a degree was earned at such and such educational institution. And so we note that Dr. Wrather received his Ph.B. degree at the University of Chicago in 1907, and followed up that degree with two years of graduate study.
