In spite of an increase of 7 cents per barrel in the posted price of oil for the Panhandle field effective June 16, 1943, there was less drilling during 1943 than ir, any of the several previous years. The drilling statistics are compiled as Table 2 and show the material increase in the percentage of the total number of field wells completed as dry holes. This increase suggests that the productive area of the field is largely drilled up on the well-spacing pattern now followed and that new discoveries will be required to permit any important new activity in the area. The fact that only four wildcats were drilled in the area during the year indicates that some new prospecting technique or some ncw point of view is required to stimulate exploration. No new producing areas were discovered during 1943 and no additions to oil reserves were made through extensions or discovery 'of new pays. Accordingly, the proven reserves in the area declined by the amount of the production, or nearly 31 million barrels. These results of drilling are similar to those obtained during 1942, whcn no new oil areas were discovered as a result of wild-catting, a total of five wildcat wells in 1942 resulting in four failures and one gas-fieid discovery of undetermined merit. sion. In 1871, two furnaces at the Glendon Iron Works, which had been blown out on account of the "coal strike," were altered from the open-top plan with side flues for collecting the gas, to closed tops with cup and cone. In one furnace the suppression of the side flues permitted a considerable alteration in the profile, but in the other (No. 5) no change in this respect was made; the side flues were simply bricked up and new ones cut through the sides close to the top. This furnace was in blast over four years, and we can, therefore, form a pretty good idea of the effect of the alterations on the furnace process. The principal dimensions are; Height 72'; greatest diameter, 18'; diameter at tuyeres, 8'; diameter of top, 10'; diameter at stock line (point at which the top of the materials is kept), 11'; cubic contents, 11,900 cubic feet. The table below shows the average results for periods of twentysix weeks each. 1st, of the open-topped furnace; 2d, of the furnace with the first charger used, which was an ordinary cup and cone (diameter of cone 5' 2") 3d, with the charger used ever since, a " double " cone 7' 5" diameter outside, having a central opening 3' in diameter. The diagram (Plate 11) shows the daily variations, in the grade of the irons for the same periods.*

INTRODUCTION A direct proportionality between the observed displacement of a fault and its thickness of breccia and gouge has been proposed recently (Robertson, in press). To validate this finding, an explanation of the mechanics of continuous breccia formation is needed and is offered in this paper. A summary of evidence for the finding will show why an explanation is needed. The correlation between fault displacement [d] and accompanying breccia- plus-gouge thickness [t] seems to be linear and reasonably well established over 6 orders of magnitude, with a range in [d] from 1 mm to 1 km, on a trend of [d/t]= 100, shown in Figure 1. Most of the points are for faults observed underground in mines. The [d] – [t] relation is limited to normal and reverse faults, that have a flat to steep dip and a displacement less than 5 km. It is not applied to large strike-slip and low-angle overthrust faults, whose displacements and breccia thicknesses are widely variable and uncertain. Undisplaced jointed rock is not included in the thickness measurement. A complete description of sources and analysis of the data is given in Robertson (in press). One would intuitively expect that continued movement on a fault would grind up the previously formed breccia and gouge and not produce any more, but the evidence (Fig. 1) indicates otherwise. A physical model to explain continuous formation of gouge and breccia from the wall rocks can be obtained from laboratory experiments on friction.

JAY A. CARPENTER, Tonopah, Nev: (communication to the Secretary*).-This description of the Santa Gertrudis mill is of great interest to the operators of similar silver mills in Nevada. At the San Francisco meeting last September there were two excellent papers presented on Nevada silver mills; one by A. H. Jones on The Tonopah Plant of the Belmont Milling Co., and the other by E. E. Carpenter on Cyaniding Practice of the Churchill Milling Co., Wonder, Nev. At the same meeting, I presented a paper on-Slime Agitation and Solution Replacement Methods at the West End Mill, Tonopah, Nev., covering this .particular feature of our milling practice. A comparison of the data presented in these four papers is interesting in that, while the general design and practice is much the same in all cases, there is a wide difference in the design and practice in the various departments of 'the mills. It is to be regretted that Mr. Rose did not round out. this excellent article by following Mr. Jones's and Mr. Carpenter's' lead in giving the average gold and silver content of the ore milled and the resulting tailing, with the consumption of chemicals and the? cost of milling. The practice of the Santa Gertrudis mill in the use of ?cyanide and zinc offers an interesting comparison with that of the Nevada mills, and a discussion of this point may bring out the reasons for the differences that exist.

ORGANIZATION of The Federated American Engineering Societies was effected at the organizing conference of national, local, state and regional engineering and allied technical organizations at the Cosmos Club, Washington, D. C., June 3 and 4. Thus is brought into being the greatest national engineering society in the world. The object of the organization is to further the interests of the public through the use of technical knowledge and engineering experience, and to consider and act upon matters common to engineering and allied technical professions. Prominent engineers from all parts of the country, representing more than 75 engineering societies, with an aggregate membership of more than 125,000, participated in the organization. The constitution as adopted by the conference, calls for the creation of s managing body to be known as the American Engineering Council, and its executive board. The belief was expressed that the entire organization would come to be spoken of as the American Engineering Council. The council is to coordinate the activities of state councils and of local affiliations whenever these activities are of national or general importance or may affect the general interests of engineers. Representation in the council is to be according to membership of the component societies.

INTRODUCTION Where and how to spend the exploration dollar to net the greatest economic return, has always been a major problem for mining companies. Minerals are being consumed in ever increasing quantitie: throughout the world and the mining industry is being called on to meet this demand. In view of the present world-wide nationalistic trend, it is becoming more difficult to determine where exploration money can be spent most profitably. An exploration project should be evaluated continually--in the beginning, to define economic targets and later to determine, as early as possible, whether a project has a chance of developing into a venture that will make a profit acceptable to top management. At this point, a decision can be made whether or not to proceed with plans to bring in a new mine. Exploration, evaluation, and development, therefore, must be fully integrated in transforming an exploration project into a profitable mining venture. DEMAND FOR LEAD AND ZINC Lead and zinc are metals basic to our economy and the demand for them will continue to rise as the population in the world increases. If the population continues to grow at the present rate, it will about double by the year 2000. The accelerating demand for these metals is shown by statistics. Nearly half as much lead (48%) and more than half as much zinc (55%) have been mined between the two world wars as in all pre- ceding history. (1)

The purpose of this paper is to explore relations between the distribution and composition of uranium deposits on the Colorado Plateau and mineralogic, chemical, and lithologic aspects of their host rocks. The paper also appraises the host-rock sandstones as possible sources of elements in the uranium deposits. Other possible sources of elements are not discussed. Uranium deposits on the Colorado Plateau consist largely of sandstone and small amounts of mud-stone impregnated with uranium and vanadium miner- als and a suite of minor accessory minerals containing copper, lead, zinc, silver, iron, cobalt, nickel, yttrium, molybdenum, selenium, and arsenic, in addition to other elements locally. The deposits consist of clusters of closely spaced ore bodies which commonly aggregate several thousand tons, but range in size from less than one ton to several million tons. With only rare exception, the deposits show no close relation to fractures. The ore bodies are generally tabular in layers nearly parallel to the bedding in the host rocks, or they cross bedding at large angles to form roll structures. Absence of fracture control necessitates that the ore and associated elements were transported to the deposits by way of interstitial pore spaces in the sandstones. This points to the general process of lateral secretion as a possible mechanism of ore formation, and suggests the host-rock sandstones as a possible source of the metals. Roll structures in the ore

Introduction It has been observed that where veins or other types of orebodies are intersected by cross faults, the continuation of the ore deposit below the fault is often of lower grade than that portion above the dislocation.1 In some mines, the reverse of these conditions has been noted, and the richest ore is found to occur in that portion of the vein beneath the fault intersection. Such instances seem to be less frequent than those where the richest ore is above the offset. The important and widespread influence of fault and vein intersections upon the localization of ore shoots is well known 2 but the factors that govern the position of the ore shoot relative to the fault intersection seem to be less clearly understood. The richest ore may be above or below the fault,. or it may occur at-the point of intersection, or there may be no change. Recent observations made by the writer in mines in Idaho and Montana suggested a possible explanation for the changes in the richness of ore below certain types of fault intersections. These observations have been supplemented by a study of the literature containing detailed descriptions of ore deposits at a large number of mines in North America. The results of these studies are presented herewith in the hope that they may lead to further discussion of this important phase of ore deposition.

A technique is described by which metastable alloy phases can be obtained by very rapid cooling from the liquid state. The results obtained so far have lead to; 1) extension of solubility limits beyond their equilibrium values, 2) new phases not found under equilibrium conditions, and 3) amorphous alloys. MANY new nonequilibrium phases have been found in alloys rapidly cooled from the liquid state. The technique used in these investigations essentially consisted of propelling a small molten globule of an alloy against the inside surface of a rotating copper cylinder. Since these original experiments were performed, the technique has been greatly improved. The purpose of this paper is to describe in detail, for the first time, a simple and efficient apparatus for producing foils of alloys which are rapidly cooled from the melt and to summarize some of the observations made on these alloys. I) FAST COOLING APPARATUS In the original fast cooling apparatus used by Duwez, Willens, and Klement,' the alloy was melted in a graphite container having the shape shown schematically in Fig. 1. A shock tube was attached to one end of the graphite part to supply the pressure for ejecting the molten globule. The globule was received on the inside of a rotating cylinder located about 0.5 in. from the exit of the graphite container. Iron ore in the Menominee district is mined from two iron-formations of middle Precambrian age. The older formation is present in the northeastern part; is composed mainly of hematite, magnetite, quartz, and minor silicates; and contains about 34 per cent iron. The rock has been so coarsened by meta- morphism that concentration of magnetite and hematite is feasib!e, and pellets containing more than 60 per cent iron are being produced. The older formation is also present in the southeastern part where it has 1:een only slightly metamorphosed. Ore containing more than 50 per cent iron was formerly mined from local residual concentrations of iron oxides from which silica had been sufficiently leached, or replaced by iron oxide, or affected by combinations of these processes. The younger iron-formation occurs in the western part of the district and, if unaltered, is interlayered siderite and chert. The ore in this area also contains more than 50 per cent iron and formed as local residual concentrations but in two stages. The siderite was converted to iron oxides (hematite and "limonite"), and silica was contemporaneously or subsequently removed by leaching, or replacement, or combinations of these processes.

THE growing importance of metallography has caused a corresponding interest in the improvement of apparatus for preparing specimens of metals and alloys for microscopic examination. The purpose of this paper is to describe an electric heating-furnace, a grinding-and-polishing machine, and a device for mounting specimens, which are used in the metallographical work at the Massachusetts Institute of Technology. These three pieces of apparatus were designed and made in the laboratory of the Institute, and. each possesses some original features which may be of interest. ELECTRIC HEATING-FURNACE., The accurate control of heat necessary for metallographic work is best obtained by the electric-resistance furnace. Unfortunately, however, even the platinum-wound furnaces deteriorate with use and ultimately burn out, while the cheaper resistance-materials are often short-lived. Since the resistance-coil must be replaced from time to time, it is of advantage to be able to make this change with as little trouble as possible, and this is an important feature in the furnace shown in Fig. 1. THE MILLING PROGRAM on Monday required a morning and afternoon session with a special luncheon of the Milling Committee in the Engineers Club at noon. Grinding and flotation were the main subjects of the papers which drew an attendance of fifty or more at each session. Under the direction of Chairman Arthur F. Taggart in the forenoon, all papers on flotation and general milling were considered, leaving the, after- noon free for crushing and grinding, with Dr. Galen H. Clevenger in the chair. The high spot was the first public presentation of the idea of size reduction of minerals by explosive shattering.

Programs of the principal coal laboratories were more adequately financed than in previous years, but all reported shortages of technical personnel. ABOUT 2 lb. of alumina (aluminum oxide) of high purity is required to produce a pound of metallic aluminum. Projected production of metallic aluminum in the United States is now seven to ten times the peacetime rate a few years ago. In the past, all the alumina for aluminum production in the United States has been obtained from bauxite. Part of the bauxite was mined in the United States--chiefly in Arkansas-and part was imported from Surinam. All of it was chemically treated in the United States to separate the greater part of the aluminum oxide from the bauxite, alkaline solutions being used, in a method known as the Bayer process. The ingredients of the bauxite other than alumina, such as the compounds of iron titanium, and silicon, constitute the tailings from the Bayer-process operation. This product contains sufficient iron to give it a red color and hence it is called "red mud." Lime and soda used in the processing, are also present. Varying amounts of alumina remain in the red mud, depending upon the characteristics of the bauxite, the effectiveness of the treatment, and in particular upon the amount of silica originally present in the bauxite. High-silica bauxites result in high alumina loss in the red mud.

The need for a better understanding of the effect of fluid pressure on the strength of intact and jointed rock has long been recognized. The behavior of pore fluid pressure was first pointed out by Terzaghi 1 who suggested the application of the effective stress concept to rock and concrete. While the effective stress concept has been used for some time in the design of mass concrete dams, it only recently has been applied to rock. Robinson 2 and Handin et al.3 evaluated the effects of pore pressure on a variety of sedimentary rocks and demonstrated the validity of the concept. Work using pore fluids other than water has been done by Boozer, et al.4 who considered strain rate and temperature as additional variables. According to the effective stress theory, the effective stress, [a], is the difference between the total stress, [a], and the pore pressure, u, and is the controlling factor influencing frictional strength of rock, other parameters remaining constant. Assuming the Mohr-Coulomb failure criteria applies, the shear strength, T, is given by the equation [r=d+ (a-u)tan ¢](1) where [~F], the angle of internal friction, and c, the cohesion intercept of "no load" shear strength, are the effective stress parameters.* Robinson,2 Handin,3 and others have demonstrated that moderately porous sand-

This study investigated the nature of formation plugging with bacteria and attempted to relate its characteristics to physical rock properties. Fifteen core samples of four specific formation types were defined and plugged using a commonly occurring, uniform sized dead bacteria, Bacillus subtilis. Two of the formation types were fairly uniform-grained sandstones and two were heterogeneous carbonates. The injection rate and concentration of solids in the brine were held constant during the test runs. The pore geometry factor G was a significant petro-physical rock characteristic for correlation with depth of plugging, but lacked importance as a parameter for rate of plugging. Although the G factor may not completely describe porous rock geometry for plugging predictions, for reservoirs with multi-pore systems, there is evidence that the pore geometry factor might form a basis for establishing injection water specification in more llornogeneous reservoirs with only primary porosity development. INTRODUCTION GENERAL PURPOSE Injecting water into oil-bearing formations to increase recovery is common practice in the petroleum industry. One of the most serious operational problems involved with water injection wells is the tendency of the porous rock immediately adjacent to the injection wellbore to plug partially. This results in increased injection pressures and/or a decrease in the rate of injection. This plugging in injection wells can result from a number of causes, including bacteria contained in the injected water.1 The purpose of this work was to investigate the nature of injection plugging with bacteria and to attempt to relate its characteristics to physical rock properties. Many variables exist in research of this type, so, to reduce them, injection rate and concentration of bacteria in brine were held constant. The bacteria used for plugging was a uniform-sized, dead bacteria, Bacillus subtilis, a micro-organism commonly found in water, air and soils. Four specific porous rock types were plugged—two consolidated sandstones and two heterogeneous carbonates. The experimental work involved two distinct phases. The first concerned determining the physical rock properties and the second was the experimental work of actually plugging the selected core samples. PORE GEOMETRY FACTOR Capillary pressure is necessary to displace a wetting fluid from a capillary opening with a nonwetting fluid. The factors which govern capillary pressure are the surface or interfacial tension of the fluids involved, the system wettability and the equivalent pore radius. Thus: P,= 2ucososrd..........(1) Thomeer used the idea that the location and shape of the capillary pressure curve reflect characteristics of the pore structure of any porous media sample.' He presented the mathematical description of capillary pressure curves and of indicated differences in pore geometry of samples. where G = pore geometry factor PC = capillary pressure Pi = displacement pressure (V,)p, = fractional bulk volume occupied by the displacing fluid at any capillary pressure (V,), = fractional bulk volume occupied by the displacing fluid at infinite pressure or total interconnected pore volumes. The shape of the curve is defined by the pore geometry factor G. The curve shape is related directly to the sorting and interconnection of the pores of the sample. The location of an infinite number of curves can be defined by the same asymptotes. However, these curves differ in shape, each curve being described by a specific value of G. Thus, the description of a curve is unique when, in addition to the position of its asymptotes, its shape is defined. These curves can be used graphically to determine the characteristic parameters of any arbitrarily located curve. Those parameters that can be approximated from any capillary pressure curve are: (1) total interconnected pore volume, represented by (V,),- ; (2) extrapolated displacement pressure, the abscissa axis; and (3) pore geometry factor, by the curve shape. PROPERTIES OF BRINE AND BACTERIA The fluid used throughout this study was an aqueous solution of sodium chloride, 25,000 ppm by weight. The addition of salt to fresh water was intended to eliminate clay swelling in the sandstone cores and to retard leaching in the limestone cores. The Colorado School of Mines Research Foundation has developed a hydrometallurgical process for recovering nickel from oxidized ores, including both the iron-rich laterites and magnesium-rich, soft silicates. Known as the HSO-HTCP (Hydrothermal Sulfidization Oxidation-High Temperature Cementation in Pulp) Process, the system consists of feed preparation, sulfidization, oxidation, precipitation (cementation), and calcination and melting. This paper deals primarily with the sulfidization and oxidation phases of the process. Nickel sulfide ores lend themselves readily to concentration before smelting or pressure leaching, but neither of the major oxidized ore types — the iron-rich laterites and magnesium-rich, soft silicates-has been directly concentrated. Upgrading of crude ore in current practice is limited to cobbing lumps of the harder, lower grade rock (protore) from the softer, enriched silicate ore, because only a small percentage of the nickel in these ores occurs in discrete, contrasting mineral particles. There is no apparent mineralogical contrast in the superficial, iron-rich lateritic ores and, in fact, there is no firm assurance that the nickel atoms are within the lattices of the limonite minerals, or else irregularly adsorbed on the limonite. Within underlying, "rotten rock" silicates, occasional veinlets of gamierite and related nickeliferous silicates are found.' The gamierite veinlets, however, are only incidental, and the majority of the nickel atoms occur as erratic replacements of magnesium atoms in the micaceous chlorites of the ore mass. Pyrometallurgical processes account for nearly all the nickel currently being recovered from oxidized ores. Plants in New Caledonia, Oregon, Japan, Brazil and Greece smelt the ores to make ferronickels or a sulfide matte,2 and the ammoniacal leaching3 at Nicaro, Cuba, is preceded by a reducing roasL4 The only fully hydrometallurgical installation has been the politically ill-fated Freeport Nickel Co. enterprise, and this process was limited to lateritic ores.5p6 A hydrometallurgical technique which might handle both laterite and the typically richer silicate ores has been an enticing goal. The technique described here was developed at the Colorado School of Mines Research Foundation, Inc. on behalf of the Republic Steel Corp. It uses sulfur, heat, air and metallic iron to recover nickel from these ores. Inasmuch as the ores are treated as aqueous slurries, the cost of drying a plant feed that normally carried 30% or more moisture is eliminated, and there are no dust problems. Patent applications have been filed by Republic Steel Corp. on the procedures used for getting the metal into solution and on the subsequent recovery without liquids-so l ids separation of the slurry. It is referred to as the HSO-HTCP Process (Hydrothermal Sulfidization Oxidation — High Temperature Cementation in Pulp). THE PROCESS FLOWSHEET The results of various experimental studies have been combined to form the continuous flowsheet illustrated in Fig. 1. This flowsheet serves as a general pattern showing the sequence of the operations which include: (1) feed preparation; (2) sulfidization; (3) oxidation; (4) precipitation (cementation); and (5) calcination and melting. This paper deals primarily with the sulfidization and oxidation phases of the process. Feed preparation: In general, the silicate ores can be considered as earthy rather than hard, and preparation might be carried out before the addition of water in a trommel, or with water in a scrubber or log washer. This breaks up the earthy particles, allowing the hard lumps to be separated by screening. The oversize material from most ores is relatively barren and may be discarded. If there is occasion to control the iron-magnesium ratio in the plant feed, laterite, which normally breaks up readily into fine sized particles, and silicates are mixed in suitable proportions. The fine product slurry from the initial steps is mixed with elemental sulfur and fed to a conventional ball mill, although the amount of actual grinding that takes place is relatively small. The object of milling is to complete the disintegration to natural particle size and to produce an intimate mixture of the ore and elemental sulfur. This pulp, which is almost entirely -200 mesh, has a pH of about 7.0 and normally can

Experience with the ASC multipoint gas lift system was obtained in Colonia zone of the West Montalvo field near Oxnard, Calif. The wells in this pool produce from depths varying from 10,500 to 12,000 ft. Oil gravity is generally 14 to 15' API with a few extremes of 12 and 20" API. Some salt water is produced which causes some very viscous emulsions. Viscosities at 150F (which is the approximate wellhead temperature) vary from 5,000 to 100,000 SSU. Most of the production is by gas lift, although a few wells are produced by rod and hydraulic pump. About half of the gas-lift wells are on continuous flow and the remainder are on intermittent lift using large, ported, pilot-operated valves for single-point transfer of gas from casing to tubing. Gas-liquid ratios vary from about 6 to 10 Mcf/bbl of gross fluid lifted. Wells are produced to a 450-psi trap system. The following remarks will be confined to intermittent lift only, since this is the type of lift which has been achieved with the ASC valve system. The maximum gross fluid which has been produced by single-point intermittent lift is about 350 B/D in 3-in. tubing and 200 B/D in 21/2-in. tubing with gas-liquid ratios of approximately 7 to 9 Mcf/bbl. Some design changes could reduce this ratio. The ASC multipoint system has provided production as high as 480 BOPD in 21/2-in. tubing with gas-liquid ratios just under 4 Mcf/bbl. To be able to apply the multipoint system, it is recommended that a detailed explanation be obtained concerning transition-point pressure and stabilizer setting—what its significance is to the string design, how it may work for or against the operation of the well, how it is related to tubing sensitivity and how it affects the unloading operation. The unloading operation may only be of academic interest in a technical paper, but to the production foreman, unloading and setting the valves in operation is a very real problem and should be understood in detail. One item touched lightly in the paper was the unloading valve. This valve controls the maximum pressure at which the well can be operated. When lifting heavy viscous fluids, it is most important to set this valve for the maximum possible realistic operating pressure at the surface. If the well lifts easily, it is simple to set the ASC valves at a lower operating pressure and the unloading valve will remain closed; but if the well happens to be heavier to lift than anticipated, it may be desirable to operate on the unloading valve itself and use all the energy obtainable at the bottom of the hole. In the Colonia pool very heavy wet-gas gradients are experienced due to the viscosity of the liquid and the dense mist which is left behind a slug of fluid. There are many combination strings of 3- and 21/2-in. tubing. This aggravates the wet-gas gradient problem and provides wet-gas gradients of about 50 to 70 psi/1,000. An advantage which multipoint lift has provided is increased slug efficiency through better maintenance of pressure under the slug and decreased fall back as the slug passes up the tubing. By using multipoint injection, wet-gas gradients have been reduced to about 30 psi/1,000. This has reduced bottom-hole operating pressure and given a production increase. The ASC valve is not a simple device. It's operation is difficult to understand, and it must be understood to be used efficiently in gas-lift design. Operating problems are difficult to diagnose—whether they be caused by the fluid lifted, valve malfunction, lift gas rate, or operating pressure. Calculations and reasoning are required to find out what is causing the problem. Inherent in the ASC valve is the inability to create large pressure differentials across a slug. Large differentials may be required to overcome the inertia of very viscous fluid as it is being accelerated in the bottom of the hole. This is tied back to the design of the unloading valve and is one reason for the importance of setting the unloading valve for the highest possible operating pressure. ~u; to the narrow spread the ASC valves provide, it is impossible to cycle slower than about 24 cycles/day on choke control. If small production of 150 BOPD and less is expected, a surface time-cycle controller will be required if the most economical operation is to be achieved. To achieve a satisfactory operation, the operator must keep a record of any changes made in the operating pressure of the ASC valves. Anything which may cause changes in casing pressure in excess of the stabilizer setting will change the valve operating pressure, and if this is not noted from daily inspection of the well casing-tubing pressure recorder charts, the operator will lose control of the well. Significant results can be achieved using ASC valves; however, considerable knowledge is required to design with them, and attention to detail is required for satisfactory field operation.

THE Western States Joint Convention opened at Denver on Sept. 20, with about 400 registered the first day. Monday was devoted to the American Mining Congress, and the afternoon session was taken up with a discussion of the public land laws of the United States. Hubert Work, Secretary of Interior, and William Spry, Commissioner of the General Land Office, presented a comprehensive review of the origin and operation of the laws and argued against any general change in the system. Charles E. Winter, Congressman from Wyoming, marshalled the arguments in favor of turning over the public lands to the states within which they lie, and George H. Dern, Governor of Utah, presented a well-reasoned argument in favor of allowing the school sections to pass to the states regardless of their mineral or non-mineral character. The debate made it clear that in the West especially, there is strong feeling against any further development of the policy of reserving and leasing the public lands. Tuesday forenoon was devoted to the Silver Producers Association, F. H. Brownell and Charles A. Thomas being the principal speakers, and in the after- noon the American Association of Petroleum Geologists met with Alex. W. McCoy presiding, and Glenn C. Clark, J. V. Howell, and J. W. Beede presenting papers.
