(written discussion *).-This paper is particularly interesting to me, because it gives data on a much mooted question, viz., the serviceability of Le Chatelier (platinum-platinum-rhodium) thermocouples under severe industrial conditions. It has always been supposed that platinum-platinum-rhodium thermo-couples, used at high temperatures under strong reducing conditions, would not give long service and were subject to rapid volatilization. The fact, however, that the carefully kept records indicate that a little more than 3 gm. out of more than 830 gm. was lost over this considerable period, shows what kind of service can -be obtained from platinum-platinum-rhodium thermocouples,, when properly installed, and well cared for. While the writer has no actual figures on the loss of weight, etc. of platinum-platinum-rhodium thermocouples under service, he was told, by the man in charge of pyrometers at a large industrial plant in which over 400 platinum-platinum-rhodium thermocouples were installed in furnaces doing various kinds of heat-treating work, that the average maintenance cost, for materials alone, including platinum-platinum-rhodium wires and protecting tubes, was 27 c. per furnace, per month:

The accompanying Fig 1 is a graphical scheme of intermediate accuracy for expediting interconversions of mol, weight, and volume percents. This chart consists of a family of curves of mol or atomic or volume percent plotted against weight percent, each curve in the family providing for a certain ratio of molecular or atomic weights or densities. Thus, the whole range of variations is presented in a very familiar format, and the conversion is effected simply by choosing the proper curve and reading off the required values. An entire series of conversions for a given binary system can be found by following the appropriate curve. It is interesting to examine the analytical geometry of the plots. The curves, which must fit into a square and all join at the 0 and 100 pet points, may be shown to be hyperbolas with their centers on the extension of the diagonal of the square which they intersect. THE Florida hard-rock field extends from Suwanee and Columbia Counties in northwest Florida to south of Croom, Florida, in Hernando County. This area is approximately 100 miles long and varies from 2 to 30 miles in width. Florida hard-rock phosphate was discovered at Hale Springs, about one mile northwest of the town of Dunnellon, Marion County, in the year 1888, by Albertus Voight, who lived within a few hundred yards of the spring. Soon after this discovery there was a great influx of land speculators and wildcat operators into the vicinity of Dunnellon. A few years later phosphate was found in Alachua, Levy, Citrus and Hernando Counties, and a great number of small crude plants were built from Newberry, Alachua County, all the way to Croom, Hernando County. Phosphate was found in many places as "outcrops." Looking for outcrops was the first method used by the early prospectors in searching for deposits. Several years passed before any systematic method of prospecting was used. EARLY MINING The early method of mining hard-rock phosphate was with picks and shovels, wheelbarrows, mules and wagons. The pick-and-shovel method was used altogether until about 1900, when some of the larger operators began to use railroad-type steam shovels of from ½ to 1-yd. capacity. Picks and shovels, with negro labor loading the phosphate ore (called "matrix") into wooden side-dump skip-cars, was continued until about 1907. From the discovery of hard-rock phosphate until approximately 1905, overburden was removed with mules and scrapers. At some places, the overburden was loaded into side-dump skip-cars by negro laborers and the cars were then pulled up an incline with a steam hoisting engine. The maximum depth of overburden that could be economically removed by hand labor, mules and scrapers was approximately 15 feet. About 1905 one of the companies erected a producer-gas powerhouse near Dunnellon and generated its own electricity and about the same time the larger companies began using hydraulic methods for the removal of overburden. From the year 1888 through the year 1939, approximately 75 companies were operating at one time or another in the hard-rock territory, on approximately 500 locations. The hard-rock deposits are more irregular and have higher mining costs than the pebble-rock deposits, therefore they have not been competitive in the domestic market, but because of the higher grade of the hard rock it is in demand for the export trade. Discovery of phosphate outside of the United States has made it increasingly difficult in recent years for the hard-rock companies to survive, so today only three companies are operating. These

(communication to the Secretary *).-Dr. Burgess would add to the value of this important paper if he would give us the carbon content of the steel made in the several charges, or, if this cannot be done, if he would indicate whether, as might he inferred from his paper, the teeming temperature is approximately constant and independent of the carbon content of the steel, or whether as would be expected, it varies with the content and is materially higher for low- than for high-carbon steel. If he could add to Table 3 the time of the several tests, that would be welcome. His Table 3 leads one to infer that, once the bath is melted somewhat more than flat, the temperature of the roof is nearly constant and is approximately the highest compatible with reasonable longevity. That is to say, the metal is heated by means of a roof and flame at nearly constant temperature. The temperature of the observed upper surface of the slag should reflect that of the roof approximately, and in Table 3 this seems to be true, the temperature of both rising toward the middle of the record, and again falling. The slag as the medium through which the heat passes from roof to metal, should be intermediate in temperature between the two, as it is here. But the temperature of the metal ought to rise continuously, unless when cold additions are charged, and this too seems to be. true, allowing for slight observational errors, the total rise from the first to the last spoon-test being 89°. The temperature drop of from 85° to 135° from the last spoon-test to the teeming is surprisingly great, suggesting that the spoon-tests represent the metal immediately beneath the slag, and therefore appre-

INTRODUCTION Forecasting of metal and mineral prices is a complex and hazardous undertaking. In order to accurately forecast prices, the complexities of both marketing and production must be modeled for each commodity. Even with the most detailed model, the economy may change unexpectedly, invalidating the forecast. Because of these factors, this chapter will not attempt to present specific methods for price estimation. It will, however, review the fundamentals of price forecasting as applied to planning and design of the final pit shell. Recognizing that no price estimate can be exact, sensitivity analysis will be reviewed as an approach to coping with these unknown variations.

NUMEROUS investigations of the effects of the various impurities common to commercial coppers have been published, and the data have found wide use in industry. Naturally, emphasis has been placed on the oxygen-bearing coppers of the tough-pitch variety, but need is now evident for data covering the oxygen-free condition as well. Furthermore, relatively few of the important reactions between oxygen and the various impurities are well understood, and often the data at hand are not applicable to the low concentrations encountered in commercial coppers. This paper presents the changes in conductivity and softening temperature derived from individual additions of the group VIII triad, iron, cobalt and nickel, to high-purity copper, and constitutes a portion of the copper-research program being conducted at the Central Research Laboratory of the American Smelting and Refining Co. The method of preparation of high-purity copper and its alloys in either the oxygen-free or oxygen-bearing form has been described previously.1 The purity of this material, and the methods developed to produce it, provide the means for direct investigation of the very low concentration range in which the various impurities generally exist in commercial coppers. The usual necessity for extrapolation to this range using the results obtained from higher concentrations, and the interfering effects of extraneous impurities, are thus simultaneously circumvented. Since previously published data have adequately presented the effects of higher concentrations of iron, cobalt and nickel, the present investigation has been confined to the composition range 0 to 0.05 per cent. All alloys were initially prepared in the form of oxygen-free continuous cast rod, the weighed alloying additions in suitable form being charged with the pure copper to the continuous casting crucible. The best of the available high-purity alloying materials were used, and spectrographic analyses confirmed the absence of interfering elements from the alloys formed. Each series was compounded in the direction of increasing concentration, starting with pure copper in a new crucible and finishing with the 0.05 per cent alloy. Composition was closely controlled by adding the alloying element in the form of a carefully compounded and analyzed master alloy rendered uniform by continuous casting. The accuracy of this method of synthesis was proved by chemical analysis of the more concentrated alloys, and, accordingly, there is every reason to credit the stated composition of the very dilute alloys in the range where chemical analysis becomes highly uncertain. Oxygen-free samples for measurements of conductivity and softening temperature were obtained by drawing the continuous cast rod to wire of 0.081-in. diameter, employing a number of intermediate anneals to refine the grain structure. An industry/government team sponsored by the Dept. of the Interior completed a study tour of the underground coal mining industries in Great Britain and Germany to review new and emerging coal mining technology. The group found that differences in tradition, mining conditions, and industry capabilities have led to different approaches in technological developments, many of which have the potential for application in U. S. mining. Both countries are working to improve materials and procedures for roadside pack wall. The British are developing a pump-packing system in which bentonite, water, stone, and a special cement are pipelined to the pack area to form a low strength compressible pack wall. The German industry is using anhydrite or blotzdammer to form a high strength pack wall. Both countries are using full-face tunnel-boring machines. The German industry has had considerable success with shield-type longwall supports.

Costs for construction of control measures have been developed and include backfilling strip mines, sealing subsidence areas, reconstructing stream channels, and installing mine seals to prevent the entrance of water and air.

Bethlehem Steel's Research Department is developing a set of computer programs as mine-planning tools for Bethlehem's coal mines. Several of these computer programs have been completed and have been in routine use by Bethlehem Mines personnel since early 1975. The production scheduling and ventilation planning programs have been installed on an interactive time-sharing computer. The use of time sharing allows mines in remote locations to access these planning tools through standard phone lines and low-cost computer terminals. The capabilities of the interactive production scheduling and ventilation planning programs are briefly described. The advantages of implementing them using time sharing are discussed. A case study illustrates some of the benefits that planning based on the use of these programs has already provided.

The character of the Er-D system was established by determining pressure-temperature-composition relationships. A Sieuerts&apos; apparatus was employed to make measurements in the temperature range, 473" to 1223"K, the composition range of erbium to ErD3, and the pressure range of 10~s to 760 Torr. The system is characterized by three homogeneous phase regions: the nzetal-rich, the dideuteride, and the trideuteride phases. These phases and their solubility boundaries were deduced from the family of isotherms of the system zchich relate the pressure-temperature-composition variables. The equilibrium plateau decomposition relationships in the two-phase regions were determined from can&apos;t Hoff plots to be: The differential heats of reaction in these two regions are AH = - 53.0 * 0.2 and -20.0 *0.1 kcal per mole of D2, respecticely. The differential entropies of reaction are AS = - 36.3 * 0.2 and - 31.0 * 0.2 cal per mole D2. deg, respectively. Relative partial molal and intepal thermodynamic quantities were calculated from the pure metal to the dideuteride phase. The study of the Er-D system was undertaken as a logical complement to an earlier study of the Er-H system.&apos; The primary interest was to compare the characteristics of the two systems and relate the difference to the isotopic effect. Studies of rare earth-deuterium systems by other investigators have been very limited in number and scope. Furthermore, there is even less information available wherein an investigator has systematically compared a binary rare earth-hydrogen system with the corresponding rare earth-deuterium system. The available information consists primarily of dissociation pressure measurements in the plateau pressure region of a few rare earths. Warf and Korst&apos; determined dissociation pressure relationships for the La- and Ce-D systems in the plateau region and several isotherms for each system in the dideuteride region. They compared these data with those of the corresponding hydrided systems. The study of these systems as a whole was very cursory and did not give sufficient data for a thorough comparison of the effect of the hydrogen vs the deuterium in the respective rare earths. The heat capacities and related thermodynamic functions of the intermediate phases, YH, and YD2, were determined by Flotow, Osborne, and Otto,~ and the investigation was again repeated for YH3 and YD3 by Flotow, Osborne, Otto, and Abraham.4 This investigation studied only these specific phases. Jones, Southall, and Goodhead5 surveyed the hydrides and deu-terides of a series of rare earths for thermal stability including erbium. They experimentally determined isotherms of selected hydrides and plateau dissociation pressures for deuterides. These data allowed comparison of the enthalpy and entropies of formation of the dihydrides and dideuterides. To date, no one rare earth has been selected to thoroughly establish the complete pressure-temperature-composition (PTC) relationships of binary solute additions of hydrogen and deuterium, respectively. The objective in this investigation was to provide the first comparison of a complete family of isotherms of a rare earth-deuterium system with those of a rare earth-hydrogen system. This would allow one to determine what differences exist, if any, in the various phase boundaries and the thermodynamic relationships in various regions of the systems. I) EXPERIMENTAL PROCEDURE A Sieverts&apos; apparatus was employed to conduct the experimental measurements. Briefly, it consisted of a source of pure deuterium, a precision gas-measuring buret, a heated reaction chamber, a mercury manometer, and two McLeod gages (a CVC, GMl00A and a CVC, GM110). Pure deuterium was obtained by passing deuterium through a heated Pd-Ag thimble. A 100-ml precision gas buret graduated to 0.1-ml divisions was used to measure and admit deuterium to the reaction chamber. The reaction unit consisted of a quartz tube surrounded by a nichrome-wound furnace. The furnace temperature was controlled by a recorder-controller to . An independent measurement of the sample temperature in the quartz tube was made by means of a chromel-alumel thermocouple situated outside, but adjacent to, the quartz tube near the specimen. Pressure in the manometer range was measured to k0.5 Torr and in the McLeod range (10~4 to 10 Torr) to *3 pct. The deuterium compositions in erbium were calculated in terms of deuterium-to-erbium atomic ratio. These compositions were estimated to be *0.01 D/Er ratio. The erbium metal was obtained from the Lunex Co. in the form of sponge. The metal was nuclear grade with a purity of 99.9+ pct. The oxygen content was reported to be 340 ppm and the nitrogen not detectable. Metallographically the structure was almost free of second phase (<i vol pct). A quantity of sponge was arc-melted for use as charge material. The solid material was compared with the sponge in the PTC relationships. They were found to be identical. Therefore, sponge material was used henceforth, so that equilibrium could be attained more rapidly. The specimen size was about 0.2 gr for each loading of the reaction chamber. SCOTT, London, England (communication to the Secretary*).-I am acquainted with the manganese-ore deposits of Russia, India and Brazil, and agree generally with the statements contained in the paper regarding those deposits. The information given by Mr. Harder regarding the Chilean deposits is very welcome. When examining the Caucasian deposits, I endeavored to determine the quantity of ore originally contained in the deposit, and by deduction, the amount remaining for extraction. These calculations were rendered possible by the great extent of the outcrop and the extensive work that had been carried on in the deposit. Permission for its publication was given by the officials of the Midwest Refining Co. and the Ohio Oil Co. The Grass Creek oil field is located in Ts. 98-99 W., R. 46 N., Hot Springs County, Wyo. The productive area includes about 2 1/2 mi. (4 km.) on the apex of a great anticlinal fold occupying more than 150 sq. mi. Fig. 1 shows the structural contours of the field. Oil was dicovered in the field in June, 1914; development proceeded rapidly and production rose to a maximum in 1918. The marketed production has been approximately as follows: Barrels Barrels 1915.................... 94,073.5 1918................... 2,946,774.27 1916................... 1,404,183.97 1919................... 2,000,584.84 1917.................... 2,780,697.51 1920................... 1,485,080.94 About 350 wells, 800 to 1500 ft. (243 to 457 m.) deep, have been drilled to reach the upper oil sands; two companies, the Ohio Oil Co. and the Midwest Refining Co., operate the entire field. The principal producing sands in the field are members of the Frontier Formation, a series of sands and shales occuring in the upper portion of the Colorado Group of the Upper Cretaceous seriee. These Frontier, or "Wall Creek" sands are also productive in the Salt Creek, Big Muddy, and Elk Basin fields and, therefore, are much the most important reservoirs of light oil in Wyoming. At Grass Creek, the sands in the Formation are more numerous than in the other fields and much less uniform in thickness and character. This paper is a companion to the one by George A. Morrison on Mining a Deep Limestone Mine in Ohio.‡ Barberton is 8 miles west of Akron, Ohio, and 23 miles south of Cleveland. The underground mining of limestone at Bar-berton constitutes the world&apos;s deepest limestone mine. The stratigraphy is as follows: 0-20 ft. Loam, clay, sand and gravel. Water bearing. 2-40 ft. Fractured sandstone. Water bearing. 40-110 ft. Sandstone with interbedded shale, slightly fractured. Water bearing. 110-314 ft. Sandstone with interbedded shale, slightly fractured. Water carrying. 314-2197 ft. Shale with occasional seams of sandstone, which varies in thickness from a few inches to 4 feet. Dry. 2197-2247 ft. Limestone. Dry. 2247-2742 ft. Dolomitic limestone. Dry. 2742-2767 ft. Salt. Dry. 2767- Dolomitic limestone. Dry. All of the strata dip to the southeast, about 0.5 per cent from the horizontal. The top 110 ft. of the crust is water-bearing. The rock strata are naturally fractured to a depth of 314 ft., sufficient to allow the passage of water. In the shaft-sinking operations, a stra- turn of oil-bearing sandstone one foot thick was encountered at a depth of 520 ft., and flows of methane gas were pierced at depths of 1350 and 1952 feet. Specifications for the mine plant called for, in part, the sinking of two vertical shafts and a hoisting plant capable of producing at the rate of 300 tons per hour. No. I shaft is 550 ft. west of No. 2 shaft. Each shaft measures 8 by 17 ft. outside of steel. General features of the design (Fig. I) are: Principal set members, 6-in. H-section; connecting angles (studdles), ? by 4 by 4-in. angle irons; spacing of sets. 8 ft. centers; spacing of bearer sets, generally, 160 ft.; bearers, of 12-in. I-beams. Each bearing set featured a concrete ring about the periphery of the shaft, steel to rock, and 8 ft. in height; permanent guides, 6 by 10-in. long-leaf yellow pine, 85 per cent heart. The Shaft-sinking Operation The preliminary shaft-sinking work consisted of driving interlocked steel piling about the exterior of the shafts to depths of 35 and 32 ft., respectively, and of such horizontal dimensions as to ultimately permit the pouring of a concrete collar 2 ft. in horizontal thickness. Following the pouring of a shaft collar, a temporary wooden headframe for shaft-sinking purposes was erected. THE equilibrium diagram of the indium-thallium system was of interest to us in connection with a study of the superconducting properties of metallic solid solutions in progress at this Institute. For this purpose, a series of alloys was prepared covering the range from pure indium to 75 atomic pet TI, and X-ray diffraction patterns were obtained. Roughly speaking, the results indicated a region of continuous decrease in the axial ratio of the face-centered tetragonal structure from the value ca. 1.08 in pure indium to unity at about 23 atomic pct TI. From this concentration to the solubility limit, the structure was face-centered cubic, a form not reported by Hansen.1 At this point we became aware of the work of Valentiner,2 who had found the same structures at room temperature but had not investigated further the relationship between them. To study the transformation f.c.c.??f.c.t., and to clarify the phase diagram, we undertook the work reported in this paper and that which follows." Preparation of Alloys Pure indium and thallium* (both about 99.9 pct, as estimated from spectroscopic analyses) were weighed out in quantities sufficient to prepare 10 to 25 g of alloy of the desired concentration. (Occasionally indium was mixed with a previously pre- pared solution.) The metals were melted over a flame, in an open graphite crucible, stirred with a graphite rod, and poured into a graphite trough. The rough slug was hammered and swaged into a rod of 2 to 3 mm diam, and annealed in a drying oven at about 125°C for 1 to 2 days. Samples were taken from the rod for analysis, as well as for diffraction and other measurements. The thallium was determined by electrometric titration, using a modification of the method of Beale and co-workers.&apos; The precision of analysis was generally about 2 0.2 pct of the thallium content. The rods were sometimes found to vary in thallium content as much as 1.5 pct from end to end, but since analyses were also made close to the segments used in the various studies, the composition was usually known as accurately as the analyses could be made. Where one less significant figure is given, the error is estimated to be ±0.4 pct of the thallium content. X-Ray Diffraction Measurements Three different cameras were used: (1) A 7 cm Debye camera, with oscillating specimen (manufactured by the Picker X-ray Corp., Cleveland, Ohio); (2) a 9 cm diam Debye camera of the type designed by Bradley;" (3) a 10 cm diam symmetrical focusing back-reflection camera (manufactured by Geo. C. Wyland, Ramsay, N. J.). Samples were prepared from the homogenized rods, either by filing under liquid nitrogen, or more often, in the form of wires or foils made by working at room temperature or liquid nitrogen temperature. Sharp patterns were obtained from specimens annealed at room temperature, although higher annealing temperatures were also used (cf. below). The two principal attributes of a thickener pulp are its settling rate and the ultimate pulp density of the thickened mud. Testing for evaluation of thickening attributes of a pulp has usually been done batch-wise by placing the pulp in a one-liter glass graduated cylinder and noting the position of the boundary between clear liquor and mud as a function of time. Refinements in testing have included repulping a thickened mud to various dilutions and evaluating the settling rate on these various repulped muds. This is considered to make possible an estimate of the settling rate as a function of pulp density and therefore to pinpoint the slowest settling pulp which ought to be critical from the standpoint of thickener plant design. Finally, tests are sometimes made with model-size continuous thickeners of arbitrary size. In batch tests it is generally accepted that the behavior of a pulp is described by a curve such as the one shown in Fig. 1, in which the position of the boundary between clear liquor and mud (the mudline) is plotted against time. It has also been assumed that the initial settling rate (the slope of the line segment AB) is descriptive of the pulp and independent of the size and shape of the container. Where the settling rate is slower and clearly a function of time (portion CD of the settling curve), it has been assumed that the data are not of much use because of the intrusion of compacting phenomena. The next important datum is the height. PE, which is a measure of the so-called ultimate pulp density. This quantity is assumed to be characteristic of the pulp and independent of the container. When actual data are recorded, results are rarely exactly according to this theory and numerous deviations may be noted. For example, some pulps seem to require an appreciable delay before beginning to settle, as in line AF. This is spoken of as representing the need for an induction time for flocculation. It has seemed desirable to explore thickener data with a more sensitive charting tool than is afforded by the coordinates of Fig. 1. Instead of relating the position of the mudline to time, it has seemed desirable to relate the rate of descent of the mudline to time. This, in effect, amounts to charting the slope of the line in Fig. 1, or the derivative of its ordinates, against the same abscissas. Fig. 2 shows the new chart for the curve ABCDE of Fig. 1. When this new tool was applied to data obtained, for example, with sized clay pulps, astonishing differences appeared. Apparently the traditional tool conceals differences instead of revealing them, whereas the new method emphasizes them. It seems, also, that both charting methods have their uses. In this article attention is focused on the effects of pulp density and container height as they affect the settling behavior of flocculated suspensions of a sized kaolin. The thesis by M. C. Fuerstenau&apos; gives more details than this summary, as well as some information about the effect of other variables. Sized fractions of kaolin were used, supplied through the courtesy of S. C. Lyons of the Georgia Kaolin Co. Large batches were made by agitation in a flotation machine and in a glass jar equipped with a mixer. The settling vessels were 2, 4, and 6-in. diam glass cylinders of various heights. Pulp Dilution: The effects of pulp dilution on sedimentation behavior are shown in Figs. 3, 4, and 5. Fig. 3 shows data on pulps ranging from 2.44 to 16.7 pct solids initial pulp density, flocculated with Separan and charted in the traditional manner. J.-I think it may be of interest in respect to the information we have received in regard to the danger of machinery in mining operations, to state that in the particular type of metal miming which the New Jersey Zinc Co. is doing at Franklin, during the past year, although there have been other accidents, that method of miming was free from any accident due to machinery underground. It may give a different light as to the relative degree of the importance of machinery as varying with different types of mining. ARTHUR WILLIAMS, New York, N. Y.-Mr. Kneeland&apos;s able presentation of this paper, it seems to me, bears out the suggestion which has been so frequently made that in this country we have a new profession, that of the safety expert or safety engineer, which calling, if properly carried out, would include also questions of sanitation. While Mr. Kneeland was speaking, it occurred to me that perhaps any one, however experi-enced he might be in mining generally, would pass through these mine shafts and these operating rooms, and the things which might cause accidents, which would cause accidents if the right conditions were to occur, would pass by entirely unnoticed by him, but when the safety expert goes into these places he sees these things which he immedi-ately recognizes as being spots of danger and provides means for their elimination.

Although determining and controlling specific gravity of operating medium in a heavy-media plant manually presents no problem, there are advantages to automatic recording and control. The two installations discussed employ the usual method of measurement. Pneumatic control with band control and reset features is used to regulate dilution water and hence specific gravity. Difficulties have been mechanical in nature and associated with obtaining a proper sample and maintaining tight air connections in bubble-tube piping.

In the Kaernthner Zeitschrift, No. 2, 1881, p. 53, et seq., Prof. Ledebur details some experiments on the power of various silicates of lime and alumina, magnesia and alumina, and lime, magnesia and alumina, to remove sulphur from pig-iron, from which it appears (as has long been recognized in practice) that the more basic the silicate the greater the quantity of sulphur it will take up; but also that for the same grade of silicate, this quantity is greatest for the lime-alumina silicate and least for the magnesia-alumina silicate, the lime-magnesia-alumina silicate occupying an intermediate position, and he concluded therefrom (p. 59) that, for the production of pig-iron low in sulphur, pure limestones are to be preferred to those containing magnesia. FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,000. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,&apos; the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service.
