This paper concern the specific adsorption of sulfate anions on nonmetallic minerals and its role in flotation. The specific surface affinity of sulfate ions in various systems has been observed in the results of electrokinetic measurements that show conditions under which sodium sulfate can reverse the sign of the zeta potential. The electrical double layer model provides a means for interpreting the results and for estimating the free energy of adsorption of sulfate ions. Because of their surface activity, sulfate ions not only can function as a depressant in the flotation of oxide minerals with physisorbed anionic collectors but also can function as an activator for flotation with physisorbed cationic collectors. Their role in depressing or enhancing the flotation of the sparingly-soluble mineral barite is also explained in terms of the double layer model.

Since the Brundtland Commission in 1987, the use of natural resources has been an issue of global concern. Minerals are among the most important Earth resources and will definitely be essential for the development of societies also in future. Increasing scientific effort is needed not only to discover new deposits, but also to promote resource management in ecologically and socially sound way. Sustainable resource management is essentially a multidisciplinary challenge of developing life-cycle analysis and recycling of non-renewable resources from local to global scale. It offers great opportunities for geological surveys not only in EU, but all over the world to contribute positively to the welfare and sustainability of societies.

This paper discusses the use of froth flotation as a means of removing metal containing species from a variety of feed streams that generally fall into the classification of waste streams. The variability in solid composition, degree of oxidation, water chemistry, and levels of organic/inorganic contaminants associated with waste streams implies that the collector chemicals used in any flotation process must be much more selective than typically required in normal mineral ore flotation systems. Several examples of such work currently underway will be illustrated showing the potential of flotation to upgrade metal-containing waste streams.

The Oglebay Norton Company has traditionally been a supplier of metallurgical grade fluorspar gravel to the American steel industry and, in the early sixties, fluorspar pellets were entered into the market. The gravel has been imported from Mexico, the pellets were produced by the Minerva Company in southern Illinois. While the acceptance of the pellets by the industry was satisfactory, overall marketing considerations caused the Minerva Company to discontinue the pelletizing operations. Thus it was that Oglebay Norton came to the decision to revive earlier plans to produce fluorspar agglomerates. A survey of the market and related factors led into two basic conclusions: 1) Because of steel plant safety considerations, flat, pillow- shaped briquets were preferable to easily rolling, marble-like pellets. 2) Briquets competitive with gravel could be produced by cutting imported, low-duty, acid grade spar to metallurgical grade by limestone and binders. A plant was built in Brownsville, Texas, and started operations in early 1970.

The Plant. The annual production of the Pyhasalmi mine is 900 000 tons of copper- zinc-pyrite ore containing approximately 0.7 % Cu, 2.5 % Zn and 30 % S. During 1976...1981 altered surface ore, 850 000 tons in all, was also treated at the concentrator. The surface ore was crushed and ground in a separate plant and was then fed into the copper or zinc flotation or was flotated in its own circuit, depending on the degree of alteration and the content of copper and zinc in the ore. The surface ore was exhausted in October 1981. Flotation comprises three consecutive flotation circuits; copper, zinc and pyrite circuit. The zinc circuit includes an open circuit roughing and scavenging. The scavenger concentrate and cleaner tailing are pumped to the middlings flotation. Rougher concentrates of the open circuit and the middlings flotation are pumped to cleaning which includes four stages. Figure 1 describes the flowsheet of the zinc circuit.

Three years ago, the New Britannia Mine started a project to improve productivity of its cyanidation plant. Results indicated that gold dissolution was strongly influenced by sulphide minerals and that the slower gold dissolution rate had a detrimental effect on overall gold recovery. The leaching strategy had to be modified to address this issue. Changes to the leaching circuit proved to be very successful. The first action was to introduce lead nitrate in the leaching circuit. The strategy of addition of lead nitrate was upgraded in three steps. An on-line free cyanide analyser was installed and the strategy of cyanide addition automated. The enhancement of the leaching kinetics have resulted: an 4% increase of gold recovery, from 87.8% in 1996 to 91.9% in 1999, which represents a reduction of 0.17 git Au in the leach residue; an average of 1330 additional extracted gold ounces per year from 1997 to 1999; a 21 % reduction in the cyanide consumption; the shut down of the cyanide destruction plant; and finally a contribution to the 27% reduction in the overall production cost per tonne of ore.($ 3 per ton). The significant increase of the throughput was instrumental in the reduction of the processing cost. In 1999, the improvement of gold recovery represented an additional gross revenue of $c""l.9 Million. The project is discussed in details in this paper.

Chemical and electrochemical studies were performed during bioleaching of cobaltite concentrate with Thiobacillus ferrooxidans. The two principal minerals present in the concentrate were pyrite and cobaltite (CoAsS). During chemical studies, the effect of pH on dissolution rates was examined under uncontrolled and pH-controlled conditions. It was found that in the pH range 1.5-3.0 there was no pH effect if the initial pH was not controlled (maintained). When the initial pH was controlled, the leaching of Co, As, and Fe depended strongly on pH. Electrochemical studies were performed by using cyclic voltammetry and constant potential techniques. A sequential reaction mechanism was proposed for dissolution of cobaltite.

In 1996, the Office of Surface Mining (OSM) and the U.S. Fish and Wildlife Service (FWS) completed an Endangered Species Act (ESA) programmatic Section 7 consultation. From the resultant Biological Opinion, it was found that coal mining operations conducted under federally approved state regulatory programs would not likely jeopardize the continuation of federally listed species nor result in the destruction or adverse modification of critical habitats. The requirements of the ESA and their integration into the SMCRA permitting process and the responsibilities of the regulatory agency, the FWS and the coal operator will be discussed. Guidance on the development of protection and enhancement plans will be provided and site-specific examples given.

The global market and manufacturing of sulfide collectors will be detailed as well as the trend towards using increasing amounts of specialty products. The use of Total Quality Concepts for laboratory and plant evaluations of new products will also be discussed. Research in the 1990's for sulfide collectors will need to focus not on the development of new chemical species but on the application of the new technologies that have already been developed.

Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. Mine waste characterization and risk assessment currently focesses on water quality and largely ignores boththe charteristics of the wastes themselves and how wastes interact with the environment. Characterization of the parameters that control contamination of pore waters and their migration can quantitatively assess risk and remediation strategies in terms of cost effectiveness and risk reduction. Since mine waste characteristics are spatial, geostatistical methods should be used for characterization and assessment. A number of geostatistical methods are reviewed in terms of their application to mine waste sampling, modeling and risk assessment and management.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the performance of automatic sprinkler systems in extinguishing wood crib fires. Experiments were conducted at airflows of 0, 0.76, 1.5, 2.5, and 4.1 m/s. Two experiments were conducted at each airflow, using 74° C fast response pendent sprinklers in one experiment and 74° C fast response horizontal sidewall sprinklers in the other experiment. In the experiments at airflows of 0 and 0.76 m/s, sprinklers were located directly above the fire and 2.4 m upstream and downstream of the fire. The sprinkler directly above the fire was the only sprinkler to operate with no discernible difference in the suppression capability of the pendent and horizontal sidewall sprinklers. In the experiments at airflows of 1.5 and 2.5 m/s, sprinklers were located directly above the fire and 2.4 and 4.8 m downstream of the fire. The sprinkler located 2.4 m downstream was the only sprinkler to operate with the horizontal sidewall sprinkler being more effective in extinguishing the wood crib fire. The average response times of the sprinklers at airflows of 0.76, 1.5, and 2.5 m/s were 3-1/2 times the average response time of the sprinklers at 0 m/s. The results of this study will help enhance the safety of the nation's miners.

Smallbore tunnels in urban environments often present more technical and managerial problems than major large diameter schemes carried out for transportion, water supply and hydro-electric facilities. The 1.8 km Bath scheme was designed for construction in tunnel using the pipe jacking system. Unforeseen ground conditions meant other techniques were needed during construction. The paper describes the problems encountered and how they were overcome.

A current trend in blasting of large volumes of rock is to use increasingly larger diameter shot holes. The use of large diameter holes meant; correspondingly large explosive charges will be loaded and detonated, and, if special efforts are not made, will result in more damage and vibration beyond the intended blast area. With the rising awareness of environmental factors, vibration control becomes increasingly important. Equally important is the preservation of intended lines and grades, and in some cases by blasting with care, slopes can be safely steepended. In the past, vibration control was established to prevent damage to man-made structures. The quarry or open pit itself can be regarded as a structure composed of rock. Far too little attention has been given to the effects of blasting on rock walls. The primary purpose of blasting is to break rock. If the integrity of the rock has been destroyed beyond intended lines and grades, the excavation will be more costly than originally anticipated. The increased cost will not only be from in¬creased excavation due to overbreak, but also increased maintenance due to blast induced wall instabilities

The paper presents results of spectrophotometric investigations concerning the adsorption of sodium oleate on silicon carbide in the presence of the cations of multivalent metals, applying the ATR IR technique with computer-aidedprocessing of the spectrum. The analysis of these spectra indicates the occurance of distinct OH and COOH bands in the pH range in which the hydroxy complexes of metals of the type MeOH+ and MeOH++ reach in the respective cases the highest concentration in the solution. The correlation of these results with those of flotation, measurements of the zeta potential confirms the proposed mechanism of activation of the flotation of silicon carbide, applying sodium oleate as a collector, the collection taking place over the adsorption of hydroxy complexes of the type MeOH+ and MeOH++

A process for the recovery of nickel from ammoniacal leach liquor through an integrated solvent extraction-electrowinning (SX-EW) flowsheet was tested on a pilot-plant scale. The objectives of the test run were to assess the reproducibility of laboratory-scale data in a large-scale continuous operation and to study the build up of impurities in the system. The pilot-plant test was conducted under operating conditions that were established from the laboratory-scale experiments. Efficiencies of nickel extraction, nickel stripping and ammonia scrubbing were comparable to the laboratory-scale values, whereas the current efficiency during nickel electrolysis was observed to be less than the laboratory-scale values. The electrodeposited nickel contained some cobalt and iron impurities.

Renewed interest in the vast reserves of anthracite coal in eastern Pennsylvania led to the use of a numerical model for simulating the hydrologic effects of constructing an open-pit anthracite mine. The proposed mine would be approximately 1800-m (5900-ft) long, 1000-m (3300-ft) wide, and 300-m (1000-ft) deep. A two-dimensional, finite-difference, ground-water flow model was used to calculate ground-water seepage rates into the proposed mine, to evaluate the effectiveness of various deep-well dewatering systems, to calculate drawdown in adjacent wells and properties, and to estimate the capacity of the water-treatment plant. Site-specific values of pertinent hydrogeologic parameters were used in the simulations.

In the southern part ?f the Occidental Carpathians an iron ore body embedded in crystalline schist was exploited. The presence of minerals such as magnetite, pyrite, pyro-chorine, allanite, monazite and xenotime, which also include within their structure substituted thorium isomorphic, was pointed out. The iron ore was processed by crushing, grinding and magnetic separation in order to obtain magnetite concentrates. The environment was affected by pollution generated by the mining activities. In 1995 due to the economic reasons, it was decided to cease mining exploitation and remediate the area. The paper presents the ecological impact caused by mining activities on a number of environmental targets and the population. The pollution sources, namely sterile dumps and mine waters are characterized (from the physical, chemical and radiometric point of view); the pollution pathways and theirs effects on potential targets, namely soil, vegetation, hydrographic network and population are identified as well. The degree of pollution due to all sources was assessed and maps of pollution sources distribution were generated. The supplementary effective doses for the population were assessed using rigorous scenarios and considering all exposure pathways. The rehabilitation plan includes solutions for dumps geometrization, covering and revegetation as well as mine waters management.
