A Simulation/Animation Model (SAM) with several unique features has been developed for continuous mining in room-and-pillar production systems. Initial cut data are generated by the program based on a short list of general section parameters, and is graphically displayed on the screen for checking and editing. This portion of the program includes several intelligent features. For example, a different cut sequence will be generated for uni-directional section ventilation than for bi-directional flow. Once the data are accepted, the entire simulation may be viewed in animation. Effectively, much of the data are checked visually by watching the actions of the mining equipment. Following the simulation, results are summarized as bar and pie charts, as well as printed output. In addition to the extensive use of graphics, the program contains several advances in simulation techniques as well.

Teleoperation is a technology that can provide significant health and safety improvements in mining operations by locating machine operators hundreds of meters away from the face area. The US Bureau of Mines recently developed a teleoperation system for continuous mining and haulage equipment. This system features near real-time closed-loop control. A prototype system was developed and demonstrated. This system could be used in thin-seam applications down to 36 in (914 mm). Provided are details of the teleoperation system, the results of testing and the expected applications of this technology.

The West Seattle Tunnel is part of a regional sewer conveyance system located in Seattle Washington. The tunnel was constructed for the Waste Water Treatment Division of the King County Department Of Natural Resources, from June of 1995 through the first quarter of 1997. The Geologic setting for this soft-ground tunnel consists of glacial, interglacial, glacio-lacustrine, and alluvial soils. This paper, prepared jointly by the owner and con-tractor, will describe project-related site geology, engineering considerations, construction, and dispute resolution/avoidance practices.

A model has been developed that describes the behavior of mineral particles and water in the cleaning zone of flotation columns. The possible detachment of particles from their sites of attachment at the bubble surfaces is related to the flux of bubble surface area with increasing distance from the interface between the collection and cleaning zones and the late at which floated particles are transported into the cleaning zone. The drainage velocities of floated and entrained particles are calculated from the drainage velocity of water and the properties of the particles. The effects of wash water and inhibited drainage in the froth are also explicitly accounted for.

A computationally efficient technique for generating a balanced set of density or size separation data is developed. The technique proposed utilized minimization of a modified form of error squares to generate the optimum estimates of outputs mass yields (splits) and balanced direct mass distributions of feed and outputs. The estimated separation data set satisfies mass balance conditions of the streams mass distributions around the separator. The technique proposed avoids the generation of small negative values for the estimated feed and outputs direct mass distributions. Actual data are used to demonstrate the technique proposed.

Subsidence induced innerburden shearing and stress fields, whether active or passive, frequently contribute to significant ground control failures in overlying seams. In this paper proven multi-seam technology is used on upper seams to forecast and quantify the magnitude and severity of damage and the increased mining risk due to interaction. Increased upper seam ground control problems are demonstrated using hazard mapping which provides a viable technique for utilizing damage predictions in design.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

"In this paper, the most significant environmental aspects that are identified in the Taft Copper Project (TCP) are the quality and quantity of water, pollution of the existing watercourses and post-mining land use, matters such as air and noise pollution are deemed to be of less significance. Analysis has been performed for Do Nothing Alternative, Pre-stripping Phase, Mining Phase, Closure and After-use Phases. Analysis of the environmental assessment of TCP was carried out in three stages. In the first stage, the general negative and positive aspects of the project were identified. In the second stage the intensity, magnitude and significance of the environmental impacts of the project were identified. The third stage is related to the final conclusions of the assessment team and the relevant reasoning. A modified Leopold Matrix was adopted for evaluating the significance and magnitude of the environmental impacts. For this project, the matrix was modified to allow the assessor to take account of negative and positive numbers."

Mobile excavation equipment operators at surface mines generally have the highest exposure to airborne respirable silica dust. Operator cabs on newer equipment are usually enclosed and equipped with heating and air conditioning systems. Many newer cabs are also equipped with air filtration systems. However, some newer cabs and many older cabs have either inefficient or no air filtration systems. The U. S. surface mining industry is still populated with older equipment and many of these have cabs that provide little or no respirable silica dust protection. Collaborative field studies were conducted as part of a partnership involving NIOSH, Clean Air Filter®, Red Dot, MSHA, and several mine operators to demonstrate that effective dust protection can be provided by these cabs at a nominal cost to mine operators. This effort encompassed adding an external make-up air fan and filter system to a retrofitted roof-mounted heating and air conditioning system in three older equipment cabs, and attempting to seal the cab enclosures to achieve interior cab pressurization. Abetter than 90 percent dust reduction was measured inside two of the three enclosed equipment cabs. It was possible to achieve positive cab pressurization inside these two cabs. A less significant dust reduction was measured inside the third cab, where positive pressurization was not achieved. These field studies demonstrate the key elements needed to improve enclosed cab dust protection in a cost-effective manner.

The Norwegian contracting firm A/S Høyer-Ellefsen has for the last 2.5 years carried out substantial pregrouting in a 7600m long tunnel just outside the city of Oslo. This has been done to avoid groundwater lowering and consequent damage to surface structures. A WIRTH TBM is used in combination with a 2 boom Atlas Copco hydraulic jumbo for the drilling of groutholes in front of the machine. The detailed procedure for the drilling and grouting will be discussed, and the results obtained will be presented.

Water sprays are a common method used to reduce particulate matter (PM) emissions. Various factors such as wettability, surface area coverage, fine particle engulfment rates, interparticle adhesion forces, suppressant penetration, and suppressant longevity have all been suggested as critical factors in achieving effective PM control. However, it has not been established which of these factors are the most important. Experimental work indicated that suppressant penetration is the most critical of these factors. Suppressant effectiveness was also improved using hygroscopic reagents which retained moisture, improving longevity. Maximizing suppressant penetration and improving suppressant longevity led to an average 86% reduction in PM10 concentrations in laboratory dust tower tests.

More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health(NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

Based on systematic definitions of a generalized multiple fan ventilation system, the concepts of an augmented system, its solution curve and the operating points of the original system are introduced. The Quasi-Newton algorithm is applied in combination with the switching-parameter method to ensure a continuous search along an augmented-system solution curve and identify all the possible system operating points on it. Two example networks are analyzed to demonstrate those concepts and the application of the algorithm for identifying operating points of multiple fan ventilation systems.

After a discussion of the principles of heavy-mineral enrichment and the sedimentary history of shelf sediments, four models are described that can explain the genesis of heavy-mineral deposits in shelf areas. On the basis of these models, the heavy-mineral potential of most shelf areas is estimated to he significantly lower than the potential of their neighboring coastal plains.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. On longwall coal faces in some Japanese coal mines more than half of the air coming from the intake gate road flows into the caved goaf and the air heated by the hot waste rocks in the goaf comes out through the latter half of the face. This still constitutes a major heat problem in spite of the introduction of gate and face air coolers. Therefore, in order to establish effective measures to improve the environ- mental conditions, it is essential to obtain information pertaining to the air flow pattern on the face as affected by the goaf conditions and the air flow regulating measures taken at the intake side of the face. Experiments for this purpose were carried out using a coal face model. The model was reduced to a scale of 1110th of the real face measuring 100 m long and 2.2 m high, equipped with self-advancing supports. The model design was also conceived to accomodate eventual modifications of the space of the caved goaf as imposed by the actual conditions.

I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA's initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area. As conveyor systems continue to improve in reliability due to improved design, installation, maintenance, and operation, one of the more common modes of failure is the rubber carry cover being abraded away to the tension member. Various types of abrasion are discussed as well as current laboratory methods for measuring wear. New lab methods to mimic types of abrasion in service are presented and data from current and improved rubber covers will be presented. Actual wear performance of current and new cover compounds in multiple applications (coal, limestone, granite) will be compared to the new lab test methods and cost benefits shown.

GOLD MINES AND PRODUCTION Peru is generally known as a major world producer of silver, copper, lead and zinc; but in recent years it has also become a world class gold producer. In 1995 Peru was the 12th largest producer of gold in the world: 56,499 kg, or 18 million ounces. Much of this production comes from Yanacocha, operated by Newmont Mining Co, and owned jointly by Newmont; Buenaventura Mines, a Peruvian-listed company; and the International Finance Corp.
