The paper gives a comprehensive review of the design considerations which determined the choice of the milling plant, a description of the plant and comment on the operating experience to date. Operating experience will include inter alia a description of the mill liners installed with subsequent changes due to wear patterns, the mill inlet sealing arrangement, steel ball addition, mill outlet sump design, cyclone feed pump liner wear patterns and comment on the efficiency of the linear screens for wood chip and tramp removal. Finally a view on future trends in South African milling practice with respect to type and size of plant.

The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, was developed by the Metropolitan Water Reclamation District of Greater Chicago as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer overflows. With only one contract left before completion of the Phase I tunnels—the 12.4 km(7.7 mi.) long Little Calumet leg—the pollution control phase of the 175.7 km(109.2 mi.) long system will be 93% complete, once the Torrence Avenue tunnel project comes to an end. This paper describes the Torrence Avenue tunnel project, currently under construction by the joint venture of Kenny (Sponsor) / Kiewit / Shea. Mining of the10.4 km (34,151 feet) long and 8.3 m (27'-4") diameter mainline tunnel was completed in a record thirty-one-weeks period and the concrete lining is nearing completion. Details on the complete muck handling system, numerous mining and concrete lining records will be given.

The Waterview Tunnel comprises twin 2.4 km long 13.1 m internal diameter three lane road tunnels in Auckland, New Zealand. The City Rail Link (CRL) is a 3.45 km long, 6.24 m internal diameter twin rail tunnel underneath Auckland’s city center. This paper presents an overview of the tunnel geometry, segmental lining congurations, geometric constraints, performance criteria and functional reuirements for the large diameter Waterview Tunnels and smaller diameter CRL tunnels. Other key aspects, which include sustainability, innovations, construction performance and practical aspects are discussed and compared. Lessons learnt from these mega tunnelling projects are also presented.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. Operators of coal preparation plants use equipment such as large-capacity dump trucks and bulldozers to haul, spread and compact refuse material to conform to federal and state regulations governing the disposal of solid waste. For example, federal regulations require that refuse be spread and compacted in layers not more than two feet thick. If the refuse layers or piles have poor load-bearing characteristics, movement of equipment over them becomes extremely difficult. The increasing cost and limited space for the construction of settling ponds extensively used for fine refuse disposal are leading to the growing practice of dewatering the fine refuse by means of vacuum disc filters and combining the resulting filter cake with coarse refuse for waste bank disposal. However, this filter cake usually contains more than 25% moisture. Therefore, when it is combined with coarse refuse, the moisture level of the total refuse may become high enough to impair the load-bearing strength of the refuse. Precisely this problem and the attendant difficulties of moving heavy equipment arose when vacuum disc filters were installed at a preparation plant in West Virginia. Combining the moist filter cake with the coarse refuse generally results in a 12% moisture level for the total refuse at this plant. At this moisture level, the refuse can still be handled with some difficulty by the equipment. However, the problem has frequently been compouned after rains.

This paper presents an innovative ground support solution developed to construct a tunnel cross-passage for the MUNI Metro Turnback (MMT) Project. A “soft center” jet grouting approach was designed to provide solid ground support while maintaining a soft center to allow for hand-mining of a 2.44 m (8 ft.) wide, 3.66 m (12 ft.) tall and 4.6 m (15 ft.) long cross-passage through soft Bay Mud. Prohibitive costs and schedule impacts associated with mining under compressed air (at the time being used for main tunnel construction) were the catalysts to search for alternative methods for cross-passage construction. Limited surface disruption, relatively low costs, ease of subsequent excavation, nominal schedule impacts and proven local success of jet grouting were key factors in selecting and designing this method of ground support.

The evolution of pit lake water quality depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock vs. oxidizable sulfide content, the alkalinity of recharging groundwater and the evapo-concentrative characteristics of the system. This paper assesses the geochemistry of 11 existing pit lakes, ranging from the acid Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits, with long-term chemistry lying on a geochemical continuum between end members that consist of influent calcium bicarbonate groundwater and naturally occurring sulfate-rich evaporite playa lakes.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

Among underground coal miners, hearing loss remains one of the most common occupational illnesses. In response, the National Institute for Occupational Safety and Health (NIOSH) conducts research to reduce the noise emission of underground coal-mining equipment, an example of which is a roof bolting machine. Field studies show that, on average, drilling noise is the loudest noise that a roof bolting machine operator would be exposed to and it contributes significantly to the operators? noise exposure. NIOSH has determined that the drill steel and chuck radiate a significant amount of noise during drilling. NIOSH and the Corry Rubber Corporation have developed a bit isolator that breaks the steel-to-steel link between the drill bit and drill steel and a chuck isolator that breaks the mechanical connection between the drill steel and the chuck. This effectively reduces the noise radiated by the drill steel and chuck and reduces the noise exposure of the roof bolter operator. The paper documents the evolution of the bit isolator and chuck isolator. Laboratory testing confirms that production bit and chuck isolators reduce the A-weighted sound level generated during drilling by 3.7 to 6.6 dB

Physical and chemical characterization and solid/liquid separation of turbid waters from a river affected by an iron tailing rupture disaster (Gualaxo do Norte River, Brazil) were studied at bench scale. Parameters such as turbidity, pH, surface tension, electrical conductivity, total suspended solids (TSS), particle size distribution (micro- and nanoparticles), and zeta potential were analyzed from samples collected at three different river depths. The results in all samples showed the presence of micro- and nanoparticles, ranging in diameters from 100 nm to 200 μm. Best results for flocculation and settling were obtained at pH 7.5, through an innovative combination of eco-friendly reagents: (i) ferric hydroxide precipitates (10 mg L−1 Fe3+) to sweep (enmesh) the dispersed solids and (ii) gelatinized starch (5 mg L−1 ) to form large flocs. The results showed removals between 90 and 100% of total suspended solids (micro- and nanoparticles), resulting in clear water with residual turbidity < 7 NTU. It is believed that this innovative alternative has a high potential for flocculating and treating the turbid water at Gualaxo do Norte River, assisting the water treatment stations.

A wide variety of subsidence prediction methods exist. They can be classified into empirical methods and mechanistic models. The empirical methods include profile functions and influence functions (Brzuner, 1973a,b; Kratzsch, 1974; Berry, 1978; Hood et al., 1981), the two empirical approaches of most practical value, if only be- cause they are readily programmed on calculators or computers. The profile functions have the advantage that they allow for ready determination of the necessary empirical parameters from field observations. They have the disadvantage of being restricted to subsidence calculations at a very limited number of points or lines above very simple (rectangular) mine geometries. This reduces greatly their practical applicability for damage predictions, which usually require estimates of strains, slopes or curvatures at structures that have arbitrary position and orientation with respect to planned mine excavations. Influence functions can be used to calculate subsidence at any point near an excavation of any in- seam outline. The main difficulty associated with empirical influence functions is the lack of uniqueness in the relation between subsidence and its cause, the convergence distribution over a mined excavation and its immediate surroundings. A secondary practical difficulty is the need for fairly arbitrary adjustments near the excavation edges, usually in the form of compensation zones (e.g. Brsuner, 1973; Hood et al., 1981). Determination of the appropriate empirical constants in influence functions is facilitated greatly when a direct mathematical connection exists between influence and profile function (several examples are given by Brauner, 1973 and by Hood et al., 1981), so that field data can be used to determine the parameters through backfitting of the profile functions, which is considerably simpler and more direct than backfitting of influence functions.

This is an extension of the work on recovery of silver and manganese from Ag-Mn ores, and recovery of silver and gallium from flue dust from phosphate industry. Carbon adsorption was considered as the most adequate method for recovery of silver from thiourea leach solutions. For this reason it was decided to examine the characteristics of adsorption of silver on activated carbon. Coconut hard shell activated carbon was used for this study. Ag(TU)2C1 complex was dissolved into thiourea solution to give 2 gpl stock solution. Thy studied parameters were: loading isotherms at 25°C, 35°C, and 45°C, initial kinetics as a function of thiourea concentration, temperature, pH, N2, and O2. It was found that the loading capacity of carbon for silver and thiourea was 137-150 mg/g and 514 mg/g, respectively, at 25 °C.

Current over-capacity in coal production provides assured and relatively low-cost supplies to coal importers. At the same time, it is of serious concern to coal producers who invested considerable sums in the expectation that overseas demand would continue to grow rapidly. This paper assesses the reserves available for export, the export facilities, the coal supplies which can be put through them, and the market prospects for the future. It assumes, rightly or wrongly, that there will be no major and prolonged disruptions in supply from any major sources of coal. COAL RESERVES FOR EXPORT Economically recoverable reserves in the non-communist world amount to about 470 billion tonnes. These are sufficient to sustain current production levels of 2 billion tonnes a year for 235 years.

(Part one is in T&UC, June 2007, pp 39-42) Tunnel advances in 1960s and 1970s The 1960s and 1970s were active and productive times for the U.S. tunneling industry. During that time, federal programs, sponsored by the Federal Railroad Administration (FRA), the Office of High Speed Ground Transportation (OHSGT) and the Advanced Research Projects Administration (ARPA), stimulated tunnel research and development. Also, the American Society of Civil Engineers (ASCE) and SME collaborated to create the Underground Construction Research Council (UCRC) and the Rapid Excavation and Tunneling Conference (RETC) series.

Nothing in Turkey is simple. Its his¬tory is long and convoluted, its culture fascinating, its metallogeny diverse, and its geology very complex. This article will focus on the geology of western Anatolia and the precious metals poten¬tial of this third of Turkey. Any gold produced by mines in Tur¬key since the early 1900s has been a by-product of the mining for other met¬als, such as copper from the massive sulfide deposits of the Pontics. Archaeological records, however, prove that gold was mined from the Pactolus (present day Gediz) River and refined by Croesus at Sardis in about 550 BC. Other records and legends make it possible that gold was mined before 1200 BC for the Homeric City of Troy (Priams treasure?) about 25 km (15 miles) east of Canakkale at Mad¬endag and Kartaldag. A final legend of antiquity suggesting gold in what is now Turkey relates to King Midas. And, indeed, the city-state belonging to a king of that name has been recognized near the city of Eskise¬hir. More recently, precious metals have been mined at Madendag-Kartaldag in the late 1800s. Arapdag, near Izmir, remains the only "authenticated" epith¬ermal precious metal deposit in Turkey (Mosier et al., 1985). With this spotty record, why the sud¬den interest shown by at least five Euro¬pean-based, three or four US-based, and several other international mining firms and their Turkish subsidiaries? Like other aspects of Turkey, the complete answer is not simple but, reduced to its basics, has three parts. Turkey, relative to many developing nations, has a stable, democratic form of government (although it also has a for¬midable bureaucracy) whose currency exchange rate is premised on the US dollar. New laws promulgated since 1983 have opened the country and welcomed foreign investment. Some have even provided investment incentives. The Mining Law of August 1985 made sweeping reforms of the old land tenure system. This law made it possible for a foreign-based company to have a wholly-owned Turkish subsidiary en¬gaged in mining. Equally important is the belated recognition that western Anatolia, while geologically compli¬cated, is today basically a province Neogene extensional tectonics having many of the geologic attributes of the leading gold producing province of the US - the Basin and the Range. Geologic rationale for precious metals exploration Tectonic/lithologic framework: Alle¬gorically and simplistically, Anatolia during early Neogene (middle Miocene) can be likened to a tube of toothpaste with the cap off. It is squeezed in the vise formed by the Arabian plate mi¬grating north toward the southwest end of a stable Asian platform. The "tube" was compressed. It could not expand to the east because it was sealed by what is now southern Russia and Iran. The filling of the tube escaped to the west, in the direction in which the cap was miss¬ing (Fig. 1). So developed during the middle to late Miocene the western-most struc¬tural province of Anatolia. This was done by a process aptly termed tectonic "escape" by Sengor et al (1985). This province is dominated by exten¬sional tectonics much like the Basin and Range of the western US and has an estimated extension of between 30% and 50%. The most striking manifesta¬tion of this extension is the 10 to 11 major east-west trending grabens (Ge¬diz, Buyuk Mendares, Kocuk Mendares, etc.) and intervening horsts, although a much greater number of smaller, gener¬ally northeast-striking grabens and half

The valuation of known mineral re-serves entails the economic evaluation of the mining enterprise and the valuation of other assets employed, including mining and processing plant and intangible assets. A case study approach analyzes two reserve situations: ownership of reserves (phosphate rock), and leasing of reserve lands (kaolin). The appraisal of the physical property is outlined, along with the economic analysis of the operation. The discounted net cash flow approach is used to value the enterprise, leading to value of the reserves after correlation with other assets employed.

An approximate analytic- model is developed for minerals liberation when comminution processes are applied to multi-component ores, i.e., ores that include grains of multiple mineral species. The model employs a one-dimensional representation of ore texture similar to that employed by King (1979) and Klimpel and Austin (1983). The spatial texture representation is viewed as being generated by a stationary semi-Markov process. Associated semi-regenerative processes are defined that can be used to establish, approximately, the joint distribution of particle size and composition, where composition refers to the identities and relative proportions of mineral species included within the particle. Numerical predictions made by the model are compared to size and composition distributions observed in previous experimental studies.

Dimethylglyoxime reacts with nickel in a buffered ammonical-citrate solution containing the detergent ?Aquet? and hyroxylamine-hydrochloride. The resulting nickelous dimethylglyoxime is extracted with xylene. Visual comparison with standards permits the estimation of from 50 to 10,000 ppm of nickel. Soil, rock, or sediment may be decomposed by digestion with (1-3) nitric acid, allowing about 70 determinations per man-day to be carried out. With minor modifications to the above procedure, sediment and soil may be semi-quantitatively analyzed for nickel at the sample site. The chemical equipment is easily portable and the analysis extremely rapid because the buffer, dime thylglyoxime and xylene are added simultaneously to the sample and no heating is required. The sensitivity varies with the "availability" of the nickel ions; under favorable conditions, one may obtain a positive test for as little as 10 micrograms in soils and sediments. This procedure is similar to one, for the field determination of heavy metals described elsewhere by the author.

The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors&apos; experiences.
