For more than 100 years, diamond mining has been Namibia?s most important mining sector. Today, it provides the highest foreign currency income for the country?s development. Since the late 1970s, offshore mining of diamonds has gained more importance and now more than 60 percent of Namibia?s generally high-quality stones come from those offshore deposits, with a steady increase expected for the coming years. Diamonds in Namibia The mining industry is one of the three pillars of the Namibian economic development, along with tourism and fishing. Diamond mining is one of the two main mining activities in Namibia and diamond mining operations are rapidly moving from onshore to offshore deposits. This article provides a comprehensive overview of the current and future situation of the Namibian mining industry, with a special focus on the tasks and new technical developments for the successful excavation of beach and marine diamond deposits. The different deposits and the adequate applied mining technologies and methods are shown in examples.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Stoping methods at the Homestake Gold Mine through 1978 had been traditional overhand cut-and-fill, shrinkage or square set. High costs, low-productivity and safety concerns prompted the mine to search for and adopt a "bulk mining" technique as a primary stoping method. Blasthole stoping had been successful but it is very development intensive, and was not suitable for the mine's accelerated mining program. Vertical Crater Retreat stoping was selected, and today accounts for over 50% of ore production. Case histories representing both the successes and failures of VCR stoping in the mine are discussed.

To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. In recent years, coal mining safety has attained national attention due to several highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with 42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year (National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture,? and can be defined as the characteristics of the work environment (such as the norms, rules, and common understandings) that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to present the aggregated results from those five safety culture assessments conducted at underground coal mines. Additionally, some general recommendations for areas where coal mines might focus their attention as part of their attempts to improve safety culture are offered.

The Gumuskoy silver mine, owned by the Etibank, in the province of Kutahya, Turkey, has been operating since 1987 with primary, secondary and tertiary crushers, and two parallel single stage ball mill circuits. Continuing problems with crushing and feeding of the ore to the ball mills, because of the moisture retaining and sticky nature of the ore, prompted an investigation into the possibility of converting the grinding circuit to an autogenous or semiautogenous grinding circuit. This would remove the bottleneck associated with the secondary and tertiary crushing. At the same time the target feedrate is to be raised from 140 t/h to 175 t/h. This paper demonstrates the response of five ore types, and blends of ore types in an onsite pilot plant test program, and also suggests how the variations can be handled in a SAG mill/ball mill circuit incorporating just one of the present ball mills.

A test to determine the amount of gravity recoverable gold (GRG) in an ore is described. Typical GRG results are given; an error analysis is detailed; possible uses are discussed. Of the 38 samples tested, the lowest GRG content was found to be 25% (most below 25 11m, or 600 mesh), and the highest 94% (most above 300 11m, or 50 mesh). The average GRG content was 63%, with a standard deviation of 19%. Error analysis shows the test to be reproducible within 5 to 10%, depending on the size distribution and grade of GRG, and the sample extraction protocol. When using the same primary sample, reproducibility improves, 2 to 5%, depending on the amount of gold coarser than 850 11m (20 mesh) and sample weight. The test has been applied to greenfield project and retrofit applications, to determine the suitability of gravity recovery. For existing circuits, it has been coupled with a model of gravity recovery for optimization studies.

The Piedras Verdes copper mine is a new run-of-mine (ROM), heap leach, solvent-extraction/electrowinning (SX-EW) operation located 21 km (13 miles) north-northwest of the town of Alamos in the state of Sonora, Mexico. The Piedras Verdes copper mine is wholly owned by Frontera Copper Corp. (FCC), a Canadian corporation, through its 100 percent beneficial interest in Cobre del Mayo S.A. de C.V. (CDM), a Mexican registered company. The January 2008, minable reserves were estimated to be 193.6 Mt (213 million st) at a grade of 0.36 percent copper. The overall recovery of total copper was estimated to be 61.9 percent. The property has an additional 17-year life and is designed to produce 31.7 kt/a (70 million lbs/year) of cathode copper. Construction commenced in early October 2005. The first copper cathode was produced 12 months later at a total capital cost of $100 million. Elevations at the site range from 150 to 300 m (490 to 985 ft) above sea level. The area has excellent infra-structure in the form of towns, power, water, roads, rail, airfield and access to the deepwater port of Guaymas (Fig. 1). The surrounding area is also famous for its numerous polymetallic (lead, zinc, copper, silver and gold) epithermal veins. Some of these were mined for more than 200 years and provided the wealth on which the town of Alamos was built. The original village of Piedras Verdes was located in the area of the proposed openpit mine and, consequently, it was necessary to construct a new townsite 6 km (3.7 miles) to the south before project development could commence. The new town site (Fig. 2), complete with power and water supplies, roads, sewer system, schools, clinic and recreational facilities, was completed and occupied by 49 families in September 2005. CDM received its remaining permits from the Mexican environmental authorities on Sept. 20, 2005. This enabled the company to proceed with full-scale development. CDM owns or controls 27 mining concessions covering the resource. Surface rights to the Piedras Verdes project were controlled by four Ejidos (communal agrarian and/or ranching societies) and five individual landowners. CDM has acquired all surface rights necessary for its mining operations and associated facilities either through outright purchase or long term lease agreements.

Geotechnical conditions exposed by the phased exploration programs have had a major impact on the selection of excavation and support methods, dewatering requirements, size of openings, vertical alignment, and estimated cost of construction for the Beacon Hill Tunnel and Station section of the “Link” Light Rail. Beacon Hill is comprised of a very complex glacial geology, including numerous slickensided fractures, injected sand dikes, and multiple perched groundwater levels as revealed by a phased boring program and exposed in a test shaft. The Geotechnical Baseline Report (GBR) presents this complex geology along with a “tool box” of alternative additional support systems to accommodate the varying ground conditions during construction of the station excavation. Additional explorations will also be accomplished during construction to further refine the geotechnical interpretations and provide an opportunity to use pro-active ground improvement techniques to optimize the station excavation and support requirements.

The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. "In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."

Metropolitan Washington Airport Authority is currently undertaking the first Phase of Metro?s Extension to Northern Virginia. A wide range of tunnel options was considered for the Tysons Corner segment that involves about 20,000 feet of track and four stations. After consideration of many options that involved EPBM single track tunnels, NATM tunnels and large bore tunnel concepts for the entire Tysons alignment, the design now being progressed into construction involves two 520 meter (1,700 feet) long soft ground NATM tunnels with several hundred feet of cut-and-cover construction. The paper discusses the process that led to selection of the short NATM tunnels as the most feasible of the options considered for Tysons.

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

The Government or Jamaica has just completed agreements with four of the five bauxite/alumina companies operating in Jamaica. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

India’s steel vision of 2030 requires a huge amount of quality iron ore. The utilization of low-grade iron ores such as banded iron ores will play an important role to achieve the same production. The absence of alumina impurities in the banded hematite jasper (BHJ) ore provides it an edge over other low-grade iron ores. The conventional beneficiation techniques such as magnetic separation and washing were found to be ineffective to produce suitable feed (Fe ~ 60%) for the blast furnace. It was found that microwave exposure provides significant enrichment to the low-grade iron ore and can be used as a pretreatment step in the beneficiation of similar low-grade iron ores. The above study reveals that hematite phase is susceptible to microwave exposure which enhances the separation of iron values from impurities. Under optimum conditions, an iron-enriched concentrate with 61% Fe, 85% Fe recovery at 50% yield can be achieved from BHJ feed ~ 38% Fe. The pretreatment process for BHJ beneficiation includes only microwave exposure without any chemical additive and may prove economical and industrially feasible.

INTRODUCTION Bratislava is located at the intersection of important traffic routes, including motor-ways, roads, railways, air traffic, trading, and inland waterway with an important harbour. The construction of the D2 Motorway Bratislava, Lamacska cesta Stare grunty was the last missing section of D2 Motorway and its completion linked the Czech Republic through Bratislava to the Hungarian Republic. Traffic was obliged until its completion to use the Lamacska Road and Mlynska Dolina, which were the most heavily trafficked roads in the city. The section of D2 Motorway to be completed in 2006 was 3,300m in length, of which the SITINA Tunnel was approximately half the length. After putting into operation the transit traffic(motorway) and urban traffic was separated. Transit traffic by passing the town was eased. The junctions D2 with Lamacska Road (Harmincova) and Mlynska Dolina also allowed better use of the motorway for the urban traffic The tunnel construction was specified by the features with the highly weathered and thermally altered granitic rock formation with the overburden of Quaternary sediment of 2?4 m thick, very thin overburden, severely controlled deformation limit and environmental protection. The tunnel had to be excavated beneath and nearby the academic complex area and the zoo, where sensitive facilities exist and animals live in. The tunnel consisted of two tunnels (Tunnel A and B) with the length of 1,415 and 1,440 m, respectively. The overburden thickness was in the range from 10?30 m. The standard cross-section and the one with invert arch were 79.5?81.5 m2 and 92.1?93.3 m2. The excavation took 21 months from September 2003 to May 2005. The construction was based on the concept of NATM. The SITINA Tunnel was the third application of NATM in Slovakia, following the BRANKISKO Tunnel (commenced in July 2003) as the first and the HORELICA Tunnel (in October 2004) as the second NATM practice. To protect the surrounding structures and citizens from tunneling operations, seismic monitoring was performed in association with blasting. The allowable limit of blasting vibration was fixed to be under the particle velocity of 15 mm/sec. The tunnel excavation cleared this limit as expected before construction. In driving through the difficult geological situation the excavation work hit 49 faults, and some of them occasionally caused serious face instability. In principle, the rock formation has been affected by the high hydrothermal effect and the resultant clay filing along faults and joints. The auxiliary reinforcement with the 4?8 m long pipe roofing was needed to protect the vicinity of mining face area. This operation extraordinarily required additional works and time which had not been expected before construction.
