New York State’s Metropolitan Transportation Authority (MTA) has undertaken the largest transportation project in New York City. The East Side Access Project (ESA) will introduce MTA’s Long Island Rail Road (LIRR) service to the East Side of Manhattan, to a new terminal located beneath the existing, landmark Grand Central Terminal(GCT). Construction of the Manhattan Segment of the project will affect overlying operating facilities of two other MTA entities, Metro-North Railroad (MNR) and New York City Transit (NYCT) and major Midtown Manhattan buildings. The paper describes the evolution of the GCT concept at Manhattan from a shallow alternative proposed by a Major Investment Study (MIS), that would require extensive underpinning of multi-story buildings and have considerable impact on MNR and NYCT operations, to a deep alternative with lesser risk and potential for disruption.

The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to In Situ Leach Mining (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Casa Grande mine, transmissivity fluctuations are spatially correlated. This suggests that, at the scale of ISLM, the hydraulic process is heterogeneous, and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the Simulated Annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming and that uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be re-evaluated at intervals throughout the evolution of the leaching process.

The potential merit of the discrete element method (DEM) as a numerical tool for analyzing process engineering problems involving particulate material is discussed. In this method, the dynamic equilibrium equations for each distinct and deformable body are solved. Therefore, it readily lends itself to modeling large numbers of discrete, interacting bodies as in mineral processing operations where a charge of particulate material is processed. Here some applications of DEM are reported: motion of particles in the ball mill, mixer, and jig. Although DEM has made very little headway in mineral processing research, it is shown here that a host of other areas of industrial interest in the context of flow of particulate materials can also be made amenable to analysis by this method.

External detonation generated plasmas, highly ionized zones of reacting material ejected from the surface of detonating ex-plosive charges, are shown to be the cause of channel desensitization, i.e., the self-quenching of a detonating explosive column loaded in a borehole with an air annulus between the explosive and the borehole wall. The effects of this phenomenon on several explosive compositions and types are demonstrated and discussed. Explosives tested include aluminum sensitized and explosive sensitized slurries, ANFO, liquid explosives and dynamites. Various techniques are described that can be used to reduce or eliminate the plasma effect.

Radon in the Environment Radon, as a natural nobel gas, can be detected nearly everywhere in the environment as a decay product of ubiquitous uranium. As it is emanated from soil and rocks measurable concentrations have been found at the surface of soils and in even higher concentrations in enclosed spaces like, for example, mines and buildings. While above soil surface activities caused by radon have been found in an order of magnitude of up to 1 pCi/l (Weigel, F. 1978), concentrations in enclosed spaces and mines are higher because of the lack of atmospheric circulation. Beside air circulation the relevant figure depends on the Ra226-concentration in the surrounding rocks or building material, as well as on emanation coefficient and the diffusion coefficient. While representative Rn222concentrations in well ventilated buildings are reported to be in an order of magnitude of 1 pCi/l maximum values up to one order of magnitude higher have been found in badly ventilated brick buildings (Ettenhuber, E., Lehmann, R., Clajus, P., 1978) (Aitken, J.H., et al., 1977). Just now it was stated that the reduced air circulation due to German legal regulations on energy conservation will increase radon exposure of the public considerably (Jacobi, W., 1979). Radon in Mines Radon exposure of workers is, of course, a matter of concern in uranium ore mines where relatively high concentrations of the uranium to be mined are present. Measures to protect workers' health have been implemented, based on experience on dose-effect relationship. They serve to meet exposure standards by limiting inhalation of radioactive particles, in reducing radon concentrations or in limiting working hours. Both improved measuring devices and capacity as well as the lower discrimination threshold enable to measure radon concentrations in other mines, e.g. in coal mines. It is known that radioactivity in coal is small compared with that in other minerals and even soil, rocks. Nevertheless, radioactive elements were identified in coal and so the question was whether the concentrations of radon in coal mines might be a subject of concern. The problems encountered when measuring radon in coal mines are described below, as the measuring device has to be flame proofed which is an important additional requirement. Measured radon concentrations in British coal mines have already been published (Duggan, M.J., Howell, D.M., Soilleux, P.J., 1968 (Dungey, C.J., Hore, J., Walter, M.D., 1978). The authors found concentrations of up to 14 pCi/l in Cornish mines. In most cases the values were in the order of 2 pCi/l. These results were consistent with measurements reported from U.S.-coal mines (Lucas, H.F., Gabrush, A.F., 1966). Such concentrations of radon were not considered to represent a hazard for British miners (Ogden, T.L., 1974). In Germany, too, first measurements have been carried out in five coal mines in the Saarland in the 60's. Air samples were taken at different places in the coal mines, dried, fed to an ionisation cell and measured by a device including reference cells. Samples taken at ventilated places showed radon concentrations consistent with the lower British results. They all kept within the standards of the first German regulation on protection against radiation. Measuring the radon daughters was renounced because of the relatively low radon concentrations and the requirements for flame proofness in coal mines. Moreover, it can be ascertained that because of the effective ventilation the disequilibrium factor between the decay products and the radon concentration remains far below the value of one (Muth, H., 1978) (Keller, G.). In 1979 the committee on mine safety and health protection in coal and other mines of the EEC proposed to have measured and evaluated radon concentrations in European coal mines to find out whether they complied with international standards. Great Britain and Germany agreed to this proposal and by commissioning such measurements to scientific institutes complied with the request to harmonize the methods used. In the Federal Republic of Germany, e.g. Westfälische Berggewerkschaftskasse (WBK) and Staatliches Materialprüfungsamt; Dortmund (MPA) were requested to carry out the measurements in coal mines of the Ruhr coalfield whereas Saarberg Interplan was responsible for the Saar coalfield. The WBK measurements are reported in later paragraphs.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. The American Coal Ash Association, Inc. (ACAA) is an organization of producers and marketers of coal combustion byproducts. Since 1968, the goal of ACAA has been to gain recognition and acceptance of ccbs as an engineering material on par with competing virgin, processed and manufactured materials by advancing ccb uses that are technically sound, commercially competitive and environmentally safe. The use of ccbs is affected by local and regional factors including production rates, processing and handling costs, transportation costs, availability of competing materials, seasonal adjustments, and the experience of materials specifiers, design engineers, purchasing agents, contractors, legislators, regulators, and other professionals. An annual, survey of coal-burning electric utilities is conducted by ACAA to determine the quantities of ccbs produced and used in the USA. In 1993 approximately 88.5 million tons of ccbs were produced in the form of fly ash, bottom ash, boiler slag and byproduct from flue gas desulfurization (FGD). Approximately twenty-two percent of the combined production of these byproducts was used, while the remaining portion was deposited in disposal areas. The major markets for ccbs include cement and concrete products, structural fills, road-base layers, mineral filler in asphalt, grit for snow and ice control, blasting grit and roofing granules, grouting, coal mining applications, and waste solidification and stabilization.

Rhodes Mining NL, Perth, Australia, is developing the Lahoca Gold Project which is located in Hungary, about 30 km from the town of Eger. The preliminary resource is estimated to contain approximately 1.5 million ounces of gold. The project is being evaluated for an annual process capacity of 2 million tonnes. The test samples contain just over 2 g Ault and 6% sulfur as sulfide. Copper and arsenic levels are approximately 0.2 and 0.1 %, respectively. The ore is refractory due to submicroscopic gold occurrences and structural associations with pyrite. A small amount of the gold is finely encapsulated in quartz. Approximately 30% of the gold in the crushed ore is soluble in cyanide and up to about 55% is cyanide-recoverable with ultra­fine grinding. The ore has little preg-robbing ability. Metallurgical test work done by Colorado Minerals Research Institute (CMRI) and other investigators has shown that as much as 85 to over 90% of the gold was recovered by the relatively severe conditions of pressure oxidation or roasting of the whole ore or a flotation concentrate. The Lahoca ore responds to flotation with gold recoveries of 87% into a low grade concentrate. Subsequently, with a view toward defining a process route with potentially more attractive economics, Rhodes Mining and CMRI conducted an extensive review of biooxidation technologies and concluded that, in particular, heap biooxidation methods promised lower process costs which normally are associated with heap leaching. Based on the study, which included the analysis of the closely related practices of copper dump/heap bioleaching now well established in that industry, CMRI conducted simulated heap biooxidation experiments which evaluated factors such as ultra fine ore crushing, agglomeration techniques, heap design, forced aeration oxygen supply, and whether or not the heap is irrigated. Separate flask biooxidation tests at Little Bear Laboratories showed that the finely crushed ore is biooxidized readily, with a near linear relationship between sulfide oxidation and gold cyanide solubility. Gold recoveries of as high as 66% have resulted after biooxidation of crushed ore. This paper highlights the metallurgical developments of the Lahoca project, and focuses on recent biooxidation laboratory test work aimed at enhancing the treatment of crushed ore.

Construction of the AA Pad reclamation was completed in the fall of 2000. Seeding of the ET cover began in the late fall of 2000 and continued through May of 2001. On Saturday afternoon, June 1, 2002, a large, very localized thunderstorm struck the reclaimed AA Pad site. Eyewitnesses present at the time described a dark storm cloud parked above the site for less than half an hour. Average rainfall intensity was measured to be 122 mm (4.8 inches) per hour and peak rainfall intensity was estimated to be 213 mm (8.4 inches) to 259 mm(10.2 inches) per hour. At the time of the storm, the construction was less than two (2) years old and the vegetation had only a single season of growth. The entire period from the end of construction until the date of the storm was a drought period with below normal precipitation. Other than a few small snowmelt events, there was no precipitation event large enough to produce any significant flow in the channel network. Therefore, the very first significant runoff event was the extreme event of June 1, 2002. The storm essentially represents a large-scale field test of the design concepts used at the AA Pad site. Shortly after the storm, data was collected and analyzed with the intent of learning as much as possible about the performance of the cover system design with the expectation that the newly acquired knowledge might be utilized in future designs to further improve the performance of similar cover systems during extreme events.

Production at Freeport Indonesia's Ertsberg open pit copper-gold mine started in 1972 at a rate of 7.5 kt/d (8270 stpd). Mill throughput remained at that rate for several years until the discovery of the Ertsberg East (GBT) ore body. This discovery prompted three succes¬sive expansion stages from 1981 to 1988 that boosted production to 20 kt/d (22,000 stpd). In 1988, the discovery of the huge Grasberg porphyry copper deposit launched an era of much larger expansions. The first of these was the installation of a fourth primary mill in 1989 that increased throughput to 32 kt/d (35,270 stpd). That was followed by an expansion of the crushing and screening plant and in 1991 the addition of a new south concentrator to bring production to 57 kt/d (62,830 stpd). The addition of a primary ball mill and the changeout of the original Denver flotation cells in 1993 brought production to its current level of 66 kt/d (72,750 stpd).

INTRODUCTION Most metallic minerals and some industrial minerals have a relatively high specific gravity and most have at one time or another been concentrated by gravity methods. The principles of gravity concentration are straightforward, well documented and easy to understand, but in practice there are many pitfalls that await the engineer in the development of an integrated flowsheet. Gravity concentration equipment has a long history of use and there is a great diversity available. The equipment is capable of treating material over a broad size range, only falling off in efficiency in the very fine sizes. Gravity concentration is also inexpensive, generally free of environmental problems, and commercial equipment can process large tonnages of ore with a minimum of capital cost. As might be expected of an efficient and low cost process, the bulk of the tonnage quickly and inexpensively. Another obvious application is treating mineral deposits such as hematite and manganese ores that are sufficiently liberated after a minimum of crushing to allow production of a coarse concentrate that will meet market specifications. Except for hand picking and mechanical sorting, there is no competing process on coarse size material. Conversely, it is sometimes obvious that gravity concentration does not warrant consideration. Examples are ores that require very fine grinding to attain liberation, for ores where the minerals of interest have a gravity similar to the gangue, and ores that are strongly magnetic. Three types of flotation columns were developed with a column dia of 8.0 cm and a length of 160 cm. The first type consists of an ordinary column fitted with a porous plate at the bottom. The second type consists of two electrodes at the bottom to obtain very fine and uniform bubbles generated electrolytically and the third is a combination of first and second types, i.e. to get both electrolytic bubbles and air from the compressor through porous plate. Three different ores were tested-gold tailings for recovery of scheelite, copper tailings (chalcopyrite) and oxide copper ore. In the case of scheelite and copper oxides, good results were obtained with the first type of column itself, whereas the third type column was found fairly effective in the recovery of chalcopyrite. The variables like the effect of reagent concentration, column height above the feed point, feed flow rate, current density, air flow rate, particle size etc. were examined.

Geochemical exploration guidelines were developed from a study of 460 rock chip samples collected at nine disseminated gold deposits in Nevada. Obtaining high grade Au samples is difficult because gold content is extremely variable, even over 8 m (25 ft) distances. For reconnaissance sampling, pathfinder elements are reliable indicators with threshold values of 100 ppm As, 1 ppm Hg, and 50 ppm Sb. Arsenic is the most reliable of the three elements, being significantly enriched in all deposits. If the pathfinder threshold levels are reached with low Au content, more samples should be collected. Successful disseminated gold exploration requires large numbers of samples.

The research laboratory of B.U.S Engitec has identified and patented a new process for electrolytic production of lead from lead sulphide concentrates with simultaneous production of elementary sulphur. The process occurs in an aqueous solution, at atmospheric pressure, utilizing a solution of ferric fluoroborate in fluoroboric acid as the oxidizing and solubilizing medium for lead sulphide. After the filtration and separation of a residue composed of elementary sulphur and the gangue which accompanied the concentrate, the solution containing lead as fluoroborate and iron reduced to a ferrous state is sent to a diaphragm electrolytic cell where, in the cathode compartment, the lead is deposited in a compact form on the stainless steel permanent blank. The exhaust solution stripped of lead is sent to the anode compartment where the oxidation of ferrous fluoroborate into ferric fluoroboratetakes place, reproducing the oxidizing solution for new leaching. Depending on operating conditions, it is possible to selectively solubilize the lead from the other metal values present in the concentrate. The sulphur produced from the reaction may be separated from the gangue by extraction with solvent or by flotation.

Over the past several years, Newmont Gold Company (previously Santa Fe Pacific Gold Corporation) developed a new technology for the flotation of refractory auriferous sulfide minerals which is referred to as the N2TEC flotation process. Starting in April 1997, the first commercial flotation plant utilizing N2TEC technology was successfully commissioned at the Lone Tree Mine near Valmy, Nevada. The Lone Tree flotation plant was designed to process 4,085 mt/d of ore producing 494 mt/d of sulfide concentrate. A flotation tails leach CIP circuit was added to recover cyanide-soluble gold from the flotation tails. A portion of the flotation concentrate is blended with whole ore feed to the Lone Tree autoclave, up to the limit imposed by the current oxygen plant capacity. The remainder of the concentrate is shipped to either the Twin Creeks autoclaves or the Carlin roaster for subsequent oxidation and gold extraction. This paper discusses the results achieved in the commercial flotation plant compared to pilot plant testing and engineering design flotation modeling. Capital and operating cost information are also presented.

The selective depression of pyrite from the Kentucky No. 9 coal seam was systematically examined using various kinds of inorganic and organic chemicals. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates was explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta-potential measurements. It was shown that pyrophosphate reacts strongly with the iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

The Global Mining Standards and Guidelines Group (GMSG) is building an international, multi-stakeholder community to advance the availability and use of standards and industry guidelines for the global mining community. Standards and guidelines are key strategic tools for operational excellence, enabling companies to move forward with efficient, innovative operations with reduced risk. Launched in May 2012, the GMSG is the first international center to bring together information, resources and collaborative projects for mining standards and guidelines, in an open, knowledge-sharing forum. The GMSG is supported by five partner organizations providing outreach and helping to guide GMSG activities: the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy and Exploration (SME), the Australasian Institute of Mining and Metallurgy (AusIMM), the Southern African Institute of Mining and Metallurgy (SAIMM) and the Surface Mining Association for Research and Technology (SMART). GMSG was formed under the CIM Surface Mining Society, though its mandate extends to include underground mining as well. ?SME is supporting the GMSG as a key international activity to advance the implementation of standards and guidelines in our industry, and to provide a forum for our members to access, and contribute to, projects and information to assist their operations,? said SME Executive Director David Kanagy. ?We see the GMSG as a good example of ways the major mining associations can work together for the benefit of all our members.? The GMSG charter encompasses all standards and guidelines that apply to mining; however, a number of subject areas are now being spearheaded by six working groups, namely: ? Access and usage of data from mobile mining equipment onboard systems. ? Operational safety. ? Situational awareness (namely, a unified equipment operator interface). ? Underground operations. ? Asset management and operations data definitions and KPIs. ? Energy in communition.

The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and AC impedance spectroscopy techniques. Analysis of the impedance spectra using equivalent circuit models has made it possible to suggest layerwise growth of surface films. From the value of equivalent circuit parameters, properties of the surface layers are inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution and give rise to changes In contact angle and flotation response. In agreement with prior investigations, the present study shows that flotation recoveries alone cannot be used to determine the effect of collector on flotation of chalcopyrite. The rate of flotation is a more sensitive parameter to determine the role of collector on floatability of chalcopyrite.

This paper describes the development of a Windows-based interactive mine ventilation simulation software program at the Waste Isolation Pilot Plant (WIPP). To enhance the operation of the underground ventilation system, Westinghouse Electric Corp. developed a program called WIPPVENT. While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC from Mine Ven- tilation Services Inc. and uses the same subroutine to calculate airflow distributions, the user interface was completely rewritten as a Windows application with screen grap-hics. WIPPVENT is designed to interact with WIPP ventilation-monitoring systems through the sitewide central monitoring system. Data (e.g., air quantity and differential pressure) can be continuously collected from the underground ventilation remote-monitoring and control system and from the mine's weather stations (psychrometric data). Furthermore, WIPPVENT incorporates regulator characteristic curves specific to the site. The program utilizes this data to create and continuously update a real-time ventilation model. This paper discusses the design, the key features and the interactive capabilities of WIPPVENT.

The power generation industry may be required to reduce CO, emissions if regulations related to global climate change are enacted. Coal-fired generation, which emits 82% of the power sector CO2, would be a likely target for CO2 reduction. Compliance with the Kyoto protocol will require a 30% reduction from the projected year 2012 emission level even with moderate load growth. This paper describes an analysis of power industry CO2 reduction options and their costs to assess how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered.
