Laboratory data on the time-dependent compaction of porous rocks are presented, and various attempts to model this behavior are described. These lead to a discussion of the problems that arise in using laboratory data to estimate long-term effects. A method is suggested for combining laboratory data with information from the geologic record to estimate long term effects.

A multi-lift benching cut-and-fill mining method was adopted at Asamera Minerals (U. S.), Inc.'s Cannon Mine to balance the goals of high productivity and near 100 percent recovery with the need to minimize subsidence. High strength backfill was required to provide effective long-term overburden support and safe working conditions during the pillar recovery operations. Operational designs were evaluated using numerical modeling to predict global mine stability and backfill strength requirements. These models incorporated sequential mining of primary stopes, backfilling of primary stopes and recovery of pillars, and have been transferred to the mine operations group for use in evaluating different production sequences. The modeling has provided a better understanding of the structural response of the mine to excavation of the primary stopes and removal of the pillars. Predictions about the transfer of overburden weight to the abutments, pillars and cemented fill pillars have provided a criterion to evaluate mining plans and production sequence. Comparison of these predictions with actual mine structural performance has developed confidence in the design of the mining method and in the geomechanical design methods being employed. Primary mining of the B-North zone is nearly complete, and the stopes have been generally stable, as projected in the original design. The future is uncertain. In these circum- stances how can we rationally decide whether to commit funds to an investment that may or may not turn out to be successful? To date no certain answer to this problem has been found, nor is one likely to be found in the future. At best we can attempt to assess the possible outcome in terms of probability, taking into account all sources of information that may be available at the time the decision must be made. This subject is addressed with some trepidation and much humility. Any attempt to fore- tell the future is by its very nature controversial. The purpose of ' this .chapter is to present a proposed rationale for decision making under uncertainty which relates the probabilistic risk of the investment to the capacity of the firm to absorb possible unfavorable consequences if they should occur. It is not the intention to propose a cut-and-dried methodology but rather to examine the conceptual philosophy on which a methodology may be based.

Marbles commercially known as the Nigde- white crop out in the town of Gümü?ler, around the Çalkama Hill within the Gümü?ler Formation of the Nigde Masif of Paleozoic age. Marbles sporadically occur within the masif, however its prevalent occurrence is associated with the Gümü?ler Formation. Due mainly to its intense fractured nature, the Nigde-white marbles are used as dimension stones, crushed stones and most recently micronized calcite. Insignificant portion accounts for block use through a few quarries.

INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

The development of a design equation for, and the testing of, a constant- flow airlift pump IS described. The predictions of the new airlift model agree with the results of experiments carried out using riser diameters between 0.025 and 0.300 m, submergence depths between 5 and 10 m, suspension densities between 1000 and 1650 kg/m3, and a solids dg of 70 to 100µm. The predictions o the model also agree with data from the literature for submergence depths that reached 130 m. This airlift model was employed to simulate the pulp flow through a series of tanks, each of which was fitted with an airlift pump to transfer the suspension to the next tank. Particular attention was paid to the riser diameter, submergence of the airlift pump, and control of the air supply to the airlift pump during the simulated operation of a series of tanks. The results of the simulation highlight some design parameters that could affect the efficiency and operation of a plant that employs airlift pumps to transfer suspensions.

Several nonionic surfactants and one anionic surfactant were tested to enhance the flotation response of a low-rank coal. The nonionic surfactants included an ethoxylated octylphenol and several polypropylene-polyethylene block copolymers, and the anionic surfactant was a dioctyl sulfosuccinate. All of the surfactants improved the yield significantly, but the influence on grade was complex. To elucidate the mechanisms involved, separate studies were conducted to determine the emulsification behavior of the surfactants. For the nonionic water soluble reagents, a correlation between the emulsifying power of the surfactant and the flotation response was observed. An increase in the number of droplets produced was considered to he the main reason for increases in the yield. However, a small amount of surfactant adsorption on coal is essential to promote adhesion of oil droplets. When the surfactant was introduced into the flotation pulp prior to addition of dodecane, the benefits of the surfactant decreased significantly. The decrease was attributed to both a decrease in hydrophobicity of coal through increased surfactant adsorption and a decrease in the surfactant available for emulsification. When a surfactant dispersed in oil was used, the transfer of surfactant to the aqueous phase was minimal, and a considerable increase in yield was observed.

The Coal Mining Section of the National Safety Council has selected hand and finger injuries of coal miners as a major topic for safety policy analysis [Tinney, 19851. So that facts about hand and finger injuries can be used to guide the Committee's work and the work of policy-makers, we present in this paper detailed analyses of the following factors related to hand and finger injuries received by coal miners between 1975 and 1983: occupations of the injured miners; activities of the miners when injured; machines involved; objects, substances, exposures, or bodily motions that produced or inflicted the injuries; principal physical characteristics of injuries; and events directly resulting in the injuries. We analyze hand injuries for underground and surface mines separately because of the remarkably different production methods and hazards evident in these two operating environments. We do not, however, provide information about hand and finger injuries that occurred in surface operations at underground sites (such as yards, shops, or tipples), auger mining operations, culm banks, dredging operations, mill or preparation plants, offices, or laboratories. The most comprehensive information about the safety of coal mining in the United States is assembled by the Health and Safety Analysis Center (HSAC) of the Mine Safety and Health Administration of the United States Department of Labor. Mine operators in the United States report to HSAC all injuries as required under Part 50, Title 30, of the Code of Federal Regulations (mandated by Section 103 the Federal Mine Safety and Health Amendments Act of 1977, Public Law 95-164). These regulations stipulate that injuries must be reported within ten days of their occurrence on a United States government data collection form, Mine Accident, Illness and Injury Report (MSHA Form 7000-1). HSAC maintains these data primarily to produce federally-mandated reports. The Deep Ore Zone mine is the third lift of caving at PT Freeport Indonesia’s East Ertsberg Skarn System. An increasing trend in seismicity along the northern boundary of the DOZ cave, as well as the northern fringes of the DOZ production and infrastructure levels, was taken as indicative of an interaction between the approaching DMLZ cave and the DOZ subsidence zone. Seismicity trends and locations indicated a reducing crown pillar and an associated stress increase along these DOZ excavations, as well as the regional area along the DOZ cave boundaries. Although rockbursts were not identified as an immediate hazard, seismic shakedown was a highly probable hazard in the case of remote large (≥3.0) seismic events. An evaluation process, as described in the Canadian Rockburst Support Handbook (1996), was followed to identify and quantify the various parameters that could contribute to a shakedown evaluation. A shakedown assessment, based on the Peak Particle Velocities scaling relation, was conducted to assess the current installed ground support systems along the northern fringes and the fixed facilities of the DOZ mine. The range in ground support systems were mostly due to different geotechnical environments. The load–deformation characteristics of these support systems were evaluated to determine the support capacity and compared to the potential support demand under varying shakedown conditions. Shakedown hazard maps were compiled to indicate the installed ground support system’s vulnerability to seismic shaking. Based on this information, areas were divided into zones indicating whether they were sufficiently supported, additional support was required, access was to be restricted, and / or they were to be abandoned. Mine management utilised these hazard maps to strategize actions for the various operational zones within the DOZ, including the fixed facilities. This paper briefly describes the derivation of the PPV scaling relationship. Seismic and geological data for the DMLZ – DOZ interaction areas were evaluated to determine the likely source of large events. Subsequent larger events and their effects are shown to assess the veracity of the magnitude and PPV estimates, as well as the effectiveness and appropriateness of the ground support systems.

The goal of public policies is to connect desired ends with practical means toward their achievement. How the desired ends are determined, and whose goals and objectives they incorporate, depends upon the culture and political system of the country in question. With few exceptions, policies change over time to reflect changed perspectives and understanding of the world around us. This is true regardless of the policy area in question. Thus, how societies view and manage their mineral resources has evolved in response to public attitudes, societal needs, economic circumstance, cultural perspectives, political orientations, technological advancements, and geological knowledge. In this paper we examine how the scope of concern has changed for mineral policy. We then review the overarching issues that have in recent years been considered essential components of mineral policies. We point out how neoclassical microeconomics has influenced recent policy design. We then use a market flow diagram to illustrate how policies can be focused at specific market issues. We next discuss mineral resources in the context of sustainable development. We identify issues that become relevant when the frame of reference is enlarged beyond ensuring supply and capturing economic rent. We show that policy based solely on neoclassical economics may not be able to effectively incorporate these issues.

The objective of this study is to develop a better understanding of the collection characteristics of dust measurement instruments used in mine dust control research with respect to properties of quartz and coal dust. Coal and quartz dust of narrow sues, with aerodynamic median diameters being approximately 2 µm, 4 µm and 10 µm, with quartz contents of l0%, 20%, 30%, 40% and 50%, were released in an aerosol characterization chamber using a fluidized bed aerosol generator. Dust was collected in MSA personal gravimetric samplers with l0-mm nylon cyclones, total dust samplers and Sierra 298 inertial cascade impactors. The samples were analyzed for mass and quartz content. A total of 21 experiments were performed for this study. The mass and quartz collection efficiencies of the total and respirable dust samplers and the impactor were determined. The data show that the amount of dust collected by the respirable dust sampler (respirable + oversize dust trapped in the cyclone pre-classifier) was, in general, less than the amount collected by the total dust sampler. The amount of dust collected by the impactor was higher than that collected by the total dust sampler. Quartz analyses of the airborne dust samples showed that the total dust and respirable dust samplers (including oversize dust) collect less quartz dust than at inertial impactor. The larger the median particle sire of the quartz and coal mixture, the lower the quart content of the dust collected in the samplers. For all three sires, the impactor was a better collector of quartz than the other instruments.

An erector transporter (ET) has been designed and built to lift, carry and erect heavy machinery components, in particular the components of a 7.6 m diameter tunnel boring machine (TBM), within the access tunnels of a submarine coal mine in Eastern Canada. The ET is capable of manoeuvring within a 7.6 m tunnel while precisely positioning components as large as 6 m in diameter and weighing up to 27 tonnes each. The unit can negotiate 20% grades while carrying loads of 30 tonnes. The major design features, verification tests and performance trial results are presented. The versatility of the ET is such that many other applications are possible.

With increasing cost pressure in the production costs of gold, there have been great efforts made to reduce the gold production costs as much as possible and a great deal of effort and lateral thinking is required to maintain a cost effective gold production facility. In a difficult economic environment, there is always the danger of saving in the wrong place. Just like it can be fatal to cut down on innovative research and development for long-term existence and sustainability in most industries, savings in safety and visionary planning of regulations expected in the future can become very costly on the long run, if preventative measures are not taken, observed or ignored. This paper deals with some current topics pertinent to the gold mining industry with regard to the interaction between potential risks, regulations and the costs that arise and can be saved in relation to these. Only an optimal combination of cost effective, safe and technically feasible regulations enable an operation to work economically.

Fifteen samples of chert from seven localities in Ohio were tested for potential durability and reactivity in concrete. The tests determined are porosity, pore-size distribution, relative degree crystallinity, specific surface area, and degree of dissolution according to the ASTM C289-71, Potential Reactivity of Aggregates, Chemical Methods. The results of these tests were compared with petrographic, electron optical, physical-chemical, and engineering properties of the chert samples. Based on these tests, the important properties that affect the durability and reactivity of chert in concrete were observed to be: (1) porosity, (2) pore-size distribution or pore spectra, (3) relative degree of crystallinity, (4) grain size, (5) specific surface area, (6) impurities, and (7) amount and species of quartz present-all of which are functions of original composition, time (geologic age), depth of burial, tectonics, and diagenesis. Preliminary results of this study indicated that the geologic history and physical-chemical properties of chert vary from one sample to another, and any one or combination of these parameters affect the performance of the chert in concrete. These complex interrelationships are difficult to ascertain; if the performance of the chert in concrete is to be predicted, it is necessary to study in detail this enigmatic material.

In a long term toxicology study SPF, F-344 rats were exposed 6 hours/day, 5 days/week for up to 24-months to a special test toner at 0, 1 (low), 4 (medium), and 16 (high) mg/m3, or Ti02 at 5 mg/m3, or Si02 at 1 mg/m3 by the inhalation route. The test toner was composed of about 90% random, high molecular weight acrylic copolymer and 10% high purity, medium color, furnace type, carbon black. It was enriched in fine particles such that the respirable aerosol concentrations (ACGIH) were to 0, 0.35, 1.4 and 5.6 mg/m3. There were no effects of exposure on survival, causes of death, body weight, food consumption or clinical chemistry and hematology parameters. There was no evidence for systemic or upper respiratory system toxicity as all of the changes were restricted to the lungs and associated lymph nodes. The lung tumor frequencies in the control (air and Ti02) and toner exposed groups were comparable. There were no changes at the low exposure level, which is the most relevant in regard to potential human exposures. The lung changes at the high exposure level consisted of decreased alveolar clearance, increased toner retention, increased lung weight, chronic inflammation, decreased pulmonary function and a moderate degree of focal fibrosis in all animals. The changes in the middle exposure level were smaller in magnitude than at the high level, and a very slight degree of fibrosis was found in 20% of the animals. In a follow-up investigation, female F-344 rats were exposed to one of three toner concentrations; control, low (10 mg/m3) or high (40 mg/m3) for 13 weeks followed by five, 13 week observation intervals. At the low exposure level, slight clearance retardation and modest inflammatory changes were observed at the end of exposure. They returned to normal values within six months post-exposure. In contrast, at the high exposure level, increased lung weight, decreased alveolar clearance and a disproportionate increase in toner retention, as well as an inflammatory response, were noted, which persisted throughout the post-exposure interval. While no significant histopathological changes were noted at the end of exposure, a very slight degree of fibrosis was observed in all of the animals in the high exposure group, after 65 weeks of observation. All of the above alterations are ascribable to "lung overloading", a generic response to excessive amounts of any dust retained in the lungs for a prolonged time interval. Published accounts in the toxicology literature document that long-term inhalation of large quantities of even innocuous particles such as Ti02, carbon black, petroleum coke, toner, and other polymeric and insoluble materials has resulted in a spectrum of generically similar pulmonary changes. Scaling of the rat-data, using 1 mg dust/g of lung as a threshold for "lung overloading", normal ventilatory parameters and 300-500 day human retention halftimes project "lung overloading" upon long-term exposure to insoluble respirable dust above 0.2-0.33 mg/m3. Other types of information are consistent with an exposure limit in the range of 0.4-1.0 mg/m3 for respirable dust. The absence of definitive toxicology data in support of the current OSHA respirable nuisance dust limit, coupled with the lack of sound epidemiology data, indicate the need to reexamine the validity of the current nuisance dust health standard.

Generally, production planning is concerned with the best use of fixed resources to determine a production schedule for one or more production units supplying one or more markets. Production scheduling determines when each production unit will be used and its production level. However, the production scheduling problems are intimately associated with the location of existing or new production units and processing facilities. Normally, mine location allows only a limited choice; processing plant types and locations are considerably more flexible. This paper presents a generalized multiperiod MIP model as an aid in determining the mine production schedule and the processing plant types and location to satisfy multiple markets. A brief description of MIP and how it has been applied in the mineral and other industries is discussed. A complete description of the model with an application to a coal preparation plant system is presented.

The paper concerns the calculation of stresses and displacements in working area of room-and-pillar mining system of cooper ore mines. A three-dimensional rock mass model based on the finite element method has been developed. The complete strain-stress characteristic for pillars has been applied, but for the purpose of modeling the curve has been approximated by three segments of lines: - the first represents a behavior of pillar before a failure, -the second corresponds to a progressive pillar failure phase, - the third represents the part of the curve, where the increase of strains do not cause the stress changes, and it is called the residual strength. The criterion of model stability has been derived, which can be useful for predicting rockmass stability. The programs have been built, which allow to calculate stresses in bar elements, displacements in plate nodes, and estimate the stability of the model, which consists of plate elements and one-dimensional elements with a segment strain-stress characteristic. The programs were used to consider two different problems, which are connected with mining design and the exploitation systems.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

12.1 INTRODUCTION This chapter deals with the tools required to design leach operations to minimize spillage from leach pads and ponds and erosion damage during flood events or prolonged wet periods. It outlines methods used to design for prolonged dry periods when water shortage can be a problem. Seasonal operational aspects such as winter shutdown and coping with spring snowmelt periods are also discussed. General criteria useful when designing pregnant and barren solution ponds are also outlined. The aim of these notes is to provide designers and operators with a simp1ified approach to developing design parameters which make effective surface water management easy to achieve without resorting to extensive or elaborate analyses. Section 12.2 briefly outlines the types of problems associated with wet climates and floods, as well as dry periods. Determination of flood design parameters is discussed in Section 12.3. Circuit water balance and pond sizing are outlined in Section 12.4. Pond design considerations are included in Section 12.5. Worked examples are included in Section 12.6. 12.2 RAINFALL/RUNOFF PROCESSES There are two types of rainfall-runoff processes that are important when designing heap leach facilities. The first of- these is the short-term, intense rainfall or snowmelt events that occur over a period of a few minutes or hours, causing flooding that can lead to erosion damage and overtopping of ponds and containment dikes. Specific problems that can manifest themselves during these events include: • Washout of access roads; • Damage to containment dikes; • Flood water contamination of circuit water; • Damage to process water ponds by perimeter erosion or overtopping and erosion; • Loss of process circuit fluid due to breaks in containment dikes or process water ponds; and • Erosion of leach pile and consequent sediment contamination of process fluid. Other types of rainfall -runoff processes that could cause problems are the long-term-(generally months-long) wet or dry periods. Extended wet periods
