I read Professor Gaudin&apos;s paper with great interest and pleasure because for some time I have held that the chemical aspect of comminution is a subject of considerable importance to the mineral dresser and deserves to be thoroughly investigated. It does seem appropriate, however, to emphasize the fact that "fresh" edges and corners produced by the grinding of solids display enhanced reactivity has been recognized and utilized in the development of certain mineral identification techniques. Some of these techniques are worth noting, not only because they might facilitate research in the aspect of mineral dressing under discussion, but also because they emphasize the fact that many mineral species commonly regarded as being very inert can display a surprising reactivity when in the freshly ground state. In 1951 Isakov6 published a number of tests for the components of certain mineral species which depend essentially on grinding in a mortar a mixture of the material under investigation with a solid reagent. Thus when stibnite, 4(Sb2S3), is ground with sodium or potassium hydroxide. the antimony is revealed by a momentary development of a yellow color which changes in air to orange-red. Other antimony minerals need a preliminary treatment before the test can be carried out. This consists of grinding with aluminium sulfate, ferric sulfate or potassium bisulfate, and breathing upon the resultant mixture. I have employed a similar technique to determine the approximate magnesia content of certain limestones.&apos; The method depends essentially on the fact that when a sample of limestone is ground under controlled conditions with solutions of sodium hydroxide and Titan yellow the color of the final product is, within limits, a function of the amount of magnesia present. I have also shown that the components of a wide range of minerals can be identified by applying chemicals to their streaks on portions of vitrified, unglazed floor tiles, etc. Under such circumstances the diversity of the reactions which take place in the cold (because of the reactivity of fresh corners and edges) is surprising. Thus, for example, if a garnierite, (Ni,Mg)3Si2O5(OH)1, streak is treated first with a drop of 0.880 ammonia and then with a drop of a 1 pct alcoholic dimethyl-glyoxime it immediately becomes red, indicating the presence of nickel.&apos; Stevens and Carron9 have evolved a simple field test for distinguishing minerals by "abrasion pH." A soft nonabsorbent mineral is scratched in a drop of water on a streak plate until a milky suspension is formed. A piece of pH indicator paper is dipped into the suspension, after which it is removed and the maximum deviation from neutrality noted. When a hard mineral or one which absorbs water is being tested, fragments are first ground for 1 min with a few drops of water in a mortar to make a heavy suspension. The importance of the findings of such tests to mineral dressing may be judged by the abrasion pH values, Table 11, recorded by Stevens and Carron for certain species usually regarded as comparatively inert. The combined results Of the above researches clearly indicate that comminution is capable of altering the pH of a pulp and of causing the chemical nature of the surfaces of some of the components to be profoundly changed&apos; Depending On circumstances such surface alterations may have a beneficial or an adverse effect if these products are subsequently subjected to flotation. The tests also suggest that by grinding "inert" minerals with appropriate solid or liquid reagents "reactive" surfaces may be developed which might facilitate separations by flotation. It is an interesting and instructive problem to determine the reactions that are likely to take place when dry solid substances are subjected to comminution and to the unavoidable heat liberated during the process. To do this it is theoretically necessary to know the free energy values of the reactants and possible resultants, but unfortunately there is a dearth of such data! However, the heats of formation of many substances are known, and generally speaking, if in a reaction of the type AB + CD = AD + CB the sum of the heats of formation of AB and CD is less than that of AD and CB the reaction will probably proceed to the right. Thus, according to a note I have (the author of which I cannot name) if PbS (black) is warmed with CdSO, (white), PbSO., (white) and CdS (yellow) are formed, and that the reaction does, in fact, take place is indicated by the change in color of the mixture. The reaction is expected, as the sum of the heats of formation of PbS and CdSO, is less than that of PbSO, and CdS (as shown below). PbS + CdSO4 = PbSO4 + CdS 22.2 + 218.0 < 216.2 + 33.9 Finally, certain other aspects of the chemistry of comminution, which are neither mentioned by Professor Gaudin nor referred to by me are to be found in a paper by Welsh" and in the printed discussion thereof. A. M. Gaudin (author&apos;s reply)—The observations contributed by Dr. Hosking are indeed welcome, as they add to our experimental knowledge of a topic which is believed to be of the first importance. In connection with the experiments cited it should be kept in mind that oxidation, hydration, and carbonation at various rates should always be deemed to be possibilities when grinding is done in water or in air, even in "industrially dry" air. Special precautions might lead to sufficient minimizing of these reactions and to the assertion, instead, of deliberately-created reactions. This paper claims to provide a description of diffusion processes in solids which is said to be a reformulation of Fick&apos;s Laws and therefore, presumably, is supposed to be as general as those laws. In fact, it appears to provide no more than an atomic model of a rather restricted type leading even to results in conflict with experiment. The restriction lies in the assumption, carried throughout the paper, that even in a chemical gradient the jump frequency i of an atom of species i is a function only of the composition on the plane from which it jumps, i.e., ?i = ?i(cl, c2 ...). This means that atom jumps in opposite directions from a site would occur with equal probability. There would then be no tendency for atoms to migrate preferentially in one direction along the gradient, so the model is incapable of accommodating the well established phenomenon of atom drift in a chemical gradient.10-" A more general model that does not suffer this difficulty was discussed in a paper13 I wrote in 1958, and the results therein already contain as a special case those given by Dr. DeHoff. The simplest sufficiently general assumption is to suppose that ?i is a function ?i(a1 a2,...; wl, w2, ..-) of the concentration aj and ? ?j at the site from which and to which, respectively, a jump is made. Any such function can always be expressed as a function of the sum and difference of its arguments. Thus d is the jump distance and g a geometrical constant. Obviously this is zero, i.e., no drift, if ??ri/??j = 0. X is written in this form, revealing two components of the total drift, because it can be shown that only the second component, depending on ??&apos;i/???(?j -aj), actually contributes to the net diffusion flux Ji. This component can be shown,13 by a straightforward ther-modynamic transcription, to be responsible for the so called "thermodynamic factor" in the Darken approximation for a chemical diffusion coefficient is the activity coefficient of i. Because the jump rate ?i in DeHoff&apos;s approximation has no dependence on the concentration gradient it does not seem possible to derive the Darken equation from his Eq. [6] without the further rather arbitrary assumption that ?i = const ri. It is to be noted too that the author&apos;s derivation of Eq. [12] is only valid when ?i is in fact a function only of the cj at the plane from which the atom jumps—for only then is ci?i a unique function of position and therefore of A. Author&apos;s Reply R. T. DeHoff I am indebted to Dr. LeClaire for his penetrating discussion of my paper, "A Reformulation of Fick&apos;s First Law". I concede that it does appear initially that the relationship presented in my paper could be derived from the detail atomic model of random walk and atom drift presented in Dr. LeClaire&apos;s approach. However, there are some important differences in concept and viewpoint which deserve further amplification. Dr. LeClaire&apos;s description is penetrating, detailed, and fundamental. His approach describes an extremely complex phenomenon, the displacement of atoms in a multicomponent gradient, at a sophisticated level. For precisely these reasons, his analysis has not proved to be useful for experimental studies that have practical objectives. For example, in order to obtain the information required to complete the analysis of the jump frequency distribution in a ternary system, the following series of experiments would, I believe, be required: 1) chemical (gradient) experiments, covering the composition range;

Various chapters already written in the history of development of the North Dome of Kettleman Hills are monotonoysly identical in the one underlying&apos; theme of conservation of oil and gas. Discovered on Oct. 4, 1928, by Milham Exploration Co. with its wildcat Elliot No. 1, the field has been subjected to practically every modern form of production restraint in the name of conservation. The record thus far developed shows that conservation was had for a time, at a price; and that unitiza-tion must be blessed by single ownership or 100 per cent participation to be effective. In fact, incomplete unitization places a heavy handicap upon its participants in the competitive development that follows. Shut-in Agreement of July 25, 1929 Not long after discovery at Kettleman but after the Continental Oil Co. and the Standard Oil Co. had completed several producing wells in the discovery group, came the so-called Shut-in Agreement negotiated at the instance of the Department of the Interior. This agreement became effective July 25, 1929. The fundamental purpose of the agreement was to prevent bringing on production of some 30 wells then being drilled and forestall a flood of Kettleman oil on the market. A cooperative scheme was developed whereby wells in the discovery group would continue to produce. Two of them could not be shut in. Drilling wells would be completed to a water shutoff in top of Temblor and operations suspended. Producing wells would contribute the value of 10 to 25 per cent of their production to the owners of suspended qualifying wells. The percentage rate of drainage contribution was left to a committee or umpire. Some acreage was not placed under the agreement. This same acreage later did not come into the Kettleman Unit Agreement. Several wells on this acreage did not contribute to the drainage fund. The total amount of oil produced during the 17 months of the shut-in agreement, by Milham, Continental and Standard from wells in the discovery group, was 5,297,262.22 bbl. The total amount paid out in "drainage" contributions was $2,046,048.18, representing sales value of 1,266,044.06 bbl. of oil.

September 1981 I&apos;m here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I&apos;m not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I&apos;m here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it&apos;s flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it&apos;s about time we drew the distinction -- and eliminated the latter. This Administration&apos;s national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it&apos;s own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President&apos;s Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it&apos;s electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won&apos;t reach this ideal of free choice overnight. But that is where we are headed. And I&apos;ll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it&apos;s highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

Improved methods of predicting the caving characteristics of ore bodies is discussed. Experiments were conducted at Climax mine, Climax, Colo., on varied rock compositions. The cavability of adjacent areas, as well as seismic energy absorption proved to be good factors in determining cavability. Seismic velocity, core recovery, and rock quality designation (RQD) were found to be not as reliable.

Two meetings for the reading and discussion of papers, etc., have been held during the year 1907-namely, the Ninety-second meeting, held April 16 to 20 in New York, N. Y., and the Ninety-third meeting, held July 23 to 30 in Toronto, Canada. The proceedings of these meetings, including descriptions of the entertainments and excursions connected therewith, have already been published and distributed to the members of the Institute; the New York meeting in Bi-Monthly Bulletin, No. 15, May, 1907, pp. 541 to 559, and the Toronto meeting in Bi-Monthly Bulletin., No. 17, September, 1907, pp. 847 to 875. In addition to these " Proceedings," there were also published in Bi-Monthly Bulletin, No. 15, May, 1907, an illustrated description of the United Engineering Society building (p1 vi. to xxvi.), and a record of the exercises attending its dedication, including the addresses of Andrew Carnegie, Arthur T. Hadley, Samuel Sheldon, Frederick R. Hutton, John Hays Hammond, and T. C. Martin (pp. xxxviii. to lxv.). At the New York meeting, 43 papers and- discussions were presented, and the names of 297 members and guests were registered at the Institute headquarters., this number, however, does not represent all who were present at the sessions and excursions. At the Toronto meeting, 23 papers and discussions were presented. The number of members and guests registered at the Toronto headquarters was 191, which doubtless does not include the names of all who were present at the sessions, or took part in the numerous excursions and visits around Cobalt.

Geochemical prospecting seeks hidden mineral deposits by sampling for variations in the chemical composition of naturally occurring materials. Usually the samples are of soils and other products of weathering and erosion—surface materials extremely susceptible to contamination by human activities. Except when a survey is conducted well away from populated areas, contamination is an ever-present hazard. The program&apos;s success is particularly endangered when the contaminants are the elements sought; if these occur erratically throughout an area, spurious anomalies completely unrelated to mineralized areas can be formed. Evenly distributed contamination can be dangerous too, if it raises the background to such a level that true anomalies can no longer be easily detected. Suppose, for example, that in an area where the lead background is 20 parts per million the soil over a lead vein contains 1000 ppm of lead. Here the contrast would be 50 to 1, which is very satisfactory for geochemical surveying. Now if 1000 ppm of lead from some source were added evenly to the soil in this area, the contrast would be reduced to about 2 to 1, and the anomaly would no longer be readily detectable because a threshold of significance twice the value of the background is the minimum generally used for interpreting geochemical data. Of the many possible sources of contamination, probably most important are smelter fumes, which may distribute large quantities of metal contaminants over many square miles of ground. For several reasons, the investigation reported here was begun in the Coeur d&apos;Alene district in northern Idaho: 1) a lead smelter has been operated in this district since 1917 and an electrolytic zinc plant since 1928, and presumably the contamination patterns are strongly developed; 2) to evaluate the usefulness of certain geochemical techniques, V. C. Kennedy and S. W. Hobbs of the USGS had already studied the distribution of copper, lead, and zinc in the soils (both in background areas and other veins) and in the water and plants, providing a criterion for measuring the magnitude and effect of soil contamination; 3) one of the economically important parts of the district lies south of the South Fork of Coeur d&apos;Alene River and within a radius of five miles of the reduction plants near Smelterville (Fig. 1). In this area, and in the entire district, conventional methods of prospecting are hindered by heavy vegetation and thick soil cover, and the possibility of contamination by smelter fumes has discouraged geochemical prospecting. Should data reveal that geochemical prospecting could be done successfully in such an area, a particularly useful tool would be available to mining companies and prospectors searching for concealed orebodies in this economically important part of the district. The field work on which this report is based was done from July 28 to 31, 1955. It should be emphasized that this was reconnaissance study only, and therefore far from exhaustive. Previous Investigations in U. S. : The first geochemical survey known to have been affected by contamination was conducted in 1940—a geobotan-ical reconnaissance made in the Michigan copper district by a private company. Geologists found striking variations in the copper content of oak and maple leaves, but unfortunately the high copper isograds of the study seemed to be related more to the Calumet and Hecla copper smelter fall-out than to mineralized ground.&apos; The leaves of one oak tree near the smelter contained 0.4 pct Cu. Similar contamination was reported by Clarke (Ref. 2, p. 41), who conducted experimental geochemical soil and botanical surveys at Ray, Ariz. He found that the leaves of oak trees growing in unmineralized ground near Superior, Ariz., contained more copper than the leaves of oak trees growing on the capping of the Ray orebody and attributed this fact to contamination from the fumes of the Magma smelter at Superior. According to H. E. Hawkes,3 soils and stream sediments in the Superior area are also severely contaminated. Hawkes&apos; work there has shown a copper content averaging 0.5 pct in the surface horizons of soils within one mile of the smelter stack. Samples taken only a few inches below the anomalous surface samples showed only background copper values. In 1950 L. C. Huff&apos; of the USGS made a geochemical survey in an area near Jerome, Ariz., and found considerable zinc and copper in the soils over unmineralized basalt close to Clarkedale, Ariz., and over limestone close to Jerome. As the amounts were notably greater than could reasonably be expected to be derived from the underlying rocks, Huff suspected airborne contamination from the smelter at Clarkedale. Description of Area: The area sampled in detail (Fig. 1) for the study presented here is one of strong relief. The dominant watercourse is the westward-flowing South Fork of the Coeur d&apos;Alene River. East of Kellogg the South Fork flows in a rather narrow canyon, but its valley floor widens considerably to the west where much of the flood plain is covered by an extensive veneer of mining, milling, and smelting debris. INTRODUCTION Leasing has become a major industry in many countries because of the advantages it affords. Whilst the accounting, legal and tax treatment of leasing varies from country to country, there is far more similarity than difference. The general approach to the subject is largely the same. This paper looks to the basic financial considerations in the decision to lease or buy. TYPES OF LEASES Before embarking upon the subject, it would seem appropriate to define a "lease". A lease may be defined as: "an agreement granting one party the right to use, for a specified period of time, property owned by another party in return for a series of payments of rental by the user to the owner&apos;&apos;. Ownership, of course, generally entitles the owner to unrestricted use of the asset over its useful life in contrast to a lease which gives the lessee use over a limited period. The distinction between the status of owner and a lessee often is fairly small. In this case we are dealing with what is generally termed a "finance lease". A finance lease is one which substantially transfers the risks and benefits of ownership from the legal owner to the lessee. For example, a finance lease would exist where the lessee enters into a lease of an asset for most of its useful life and has an option to buy the asset at the end of the lease for a price which takes cognisance of the rentals already paid. Where a lease does not substantially transfer the benefits and risks of ownership to the lessee, i.e. those benefits and risks remain with the owner and lessor, the lease is termed an "operating lease" and is an agreement for the renting and usage by the lessee of an asset owned by the lessor for a limited period. An example of an operating lease might be where a tenant leases a building for a defined period say 6 years with the rent and occupancy subject to renegotiation at the end of the lease term. The economic consequences of the distinction between a finance and an operating lease is very important. With a finance lease, the lessee has a de facto economic interest in the asset and the alternative to a finance lease is some form of purchase; with an operating lease, the lessee does not have a basic economic interest in the asset and consequently a comparison with a purchase option involves far more than simply a funding comparison. Some of the principal differences between finance and operating leases can be summarised as follows: (a) finance leases: -the risks and benefits of ownership are substantially transferred to the lessee; -the lessor normally recovers his investment during the term of the lease; -the lessor in entering into the transaction is relying more on the creditworthiness of the lessee than the underlying value of the asset; - the lease is either non-cancellable or a large penalty will apply for unilateral cancellation by the lessee; (b) operating leases -the risks and benefits of ownership remain essentially with the lessor; -the lease rental income would not normally cover the recovery of the lessor&apos;s investment; -the lessor evaluates his risk in terms of the underlying value of the assets;

INTRODUCTION This paper presents the basic principles which must be followed to create a truly inherently safe mining system. The need to relate the support mechanism to be employed to the ground reaction curve and basic rock mechanics principles will be pointed out. The support system must function in concert with the deformations that are inherent in the selected mining system. Following the support selection, the mechanics for installing support must be developed. This is best done through a cooperative effort between mine engineers, mine operators, safety personnel, equipment sup- pliers, and government inspectors both state and federal. Accident statistics, near miss statistics, review of equipment used by others, geologic features, etc. will necessarily have to be studied. The goal of equipment development and selection should be to develop inherent safety by removing the miner from the hazard area or by providing absolute protection for the miner if he must work in close proximity to the potential fall of ground. THE other day, I fell into conversation with two gentlemen who desired to improve the condition of the people; so that the talk was semi-political. They seemed to agree that I was inclined to be "con-servative," "reactionary," perhaps an "evolutionist," looking upon "reform" with suspicion. Finally I rejoined somewhat in this manner: "You attach to me phrases that I have heard all my life but which convey no meaning to me. It is quite true that I do not make a fetish of terms like reform, liberty, democracy and so forth; neither do I worship the idea that `things are good enough as they are,&apos; `leave well enough. alone&apos; and so forth. There is more satisfaction in building something up than in tearing something down, or in just maintaining something that is already built. Progress is a popular word; but what is progress? In my opinion it is comprised, so far as public welfare is concerned, of two elements: Improvements in production of goods and knowledge; improvements in keeping order." This substitute for politics, economics, reform, pro-gress, conservatism, radicalism, democracy, socialism, monarchism and all the phrases of public welfare may seem over-simple; perhaps it is, but at least it defines something. It seems to me to be at least worth attention.

SINCE 1917, the bituminous coal industry has surged, violently at times, across the nation&apos;s social, industrial and economic foreground. To-day a silent, yet more active, force is working within the industry, and the movement now taking place, if allowed to continue, will cause serious consequences when coal is again wanted at the rate of 550,000,000 tons annually instead of at the rate of 400,000,000 tons, the apparent requirement for 1921. I refer to the shift of tonnage from the highly unionized fields of Pennsylvania, Ohio, Indiana and Illinois to the non-union fields of Pennsylvania, West Virginia, Alabama and certain western states, and to the so-called union fields in Kentucky and Colorado, on which the union saddle rests lightly. This movement, in the absence of the usual winter transportation shortage, is taking place rapidly and will be accentuated if, as is probable, work is suspended in the union mines on March 31 next. This drift of tonnage has been made possible by the unit wage reductions in the non-union fields and by the modification of the so-called conditions that have been saddled on all mines wherever the United Mine Workers have gained a foothold; these changes permitted the first reduction in mine cost, which made possible the securance of contracts; better running time assisted in making further reductions, and the transfer of ton-nage served to increase the unit cost in the field from which it was transferred. This situation not only opposes the highly unionized operation but brings about a transfer of traffic from the roads serving such mines to those that serve in a primary or secondary manner the more favored localities. The net result is evidenced in (a) the migration of union labor to the non-union mines; (b) the deteriora-tion and decadence of union properties; (c) the neces-sary curtailment in the purchase of new equipment and in the maintenance of existing equipment and track facilities on the part of the carriers serving the union fields. This, in turn, when business is restored to normal or to the point above normal that invariably follows an adverse swing of-the business pendulum, will cause (d) a shortage of coal and coal transportation facilities; (e) an era of coal speculative debauchery with exorbitant prices and serious deflection in the matter of quality; (f) a period of labor unrest followed by de-mands for increased wage rates supplemented by a marked loss in individual efficiency, with, resultant strikes, business unrest, and the pressure of new eco-nomic theories. In 1918, the labor status with respect to relative tonnage produced was approximately as follows: pro-duced in highly organized fields, 62 per cent.; produced in partly organized fields, 21 per cent.; produced in unorganized fields, 17 per cent. During the strike of November and December, 1919, the mines that remained at work attained 35 per cento of the nominal production of soft coal, a situation made possible by the migration of union labor to non-union mines and the concentration of the nation&apos;s coal trans-portation facilities on the rails of the carriers serving the non-union fields. The history of the efforts made by the carriers to untangle the car scrambling which took place during this period and which sent the self clearing battleship type of car into western territory where it could not be readily unloaded, and the western gondola type of car to New England and the seaboard, is yet painfully recalled. -This confusion proved a serious factor in the coal car shortage that continued throughout the following year. We are drifting toward a similar situation now, propelled by economic forces rather than by a sudden strike.

THE ladle is a small hearth made on a cage of iron bars like a bird-cage, and has a handle so that it can easily be taken from the forge and carried wherever desired. It is a common device and is much used among masters for small castings, but with a large weight you would have difficulty in lifting it by hand even though you were aided by levers and winches. If you should indeed do it, it would be just as if you had lifted the aforesaid hearth by force, and this would be unwise if you could do anything less difficult. A forge is likewise made for this, with a good pair of large bellows that are well covered with cloth. When the small hearth has been made with good clay, baked, and well covered with ashes, it is placed in front of the mouth [of the bellows] and a crown of two or three brick ends is built around it on top of the rim so that the charcoal may be held better and in greater quantity. The Taconites Are Ready, the editorial appearing on P. 933 of the September issue, has provoked comment from several informed engineers to the effect that the indicated profit margin was considerably exaggerated. The cost figures in the editorial, taken from the Congressional Record, were characterized as inaccurate by some correspondents. The theme of the story was, however, substantiated in the announcement (P. 1023, October) that Republic and Armco had joined forces in a $160 million project for taconite development. Chief among the dissenters was E. W. Davis, , Director of the Mines Experiment Station at the University of Minnesota. Mr. Davis has worked up the following set of cost figures:

THE obligation of an employer to the State requires certain things of him as matters of good citizenship: for instance, that his workmen shall have a living wage, that child labor shall not be employed, that injuries from accidents shall not- make workmen a charge upon the State, and that the laborer&apos;s children shall have opportunity for education and to become good and useful citizens. Affairs of this kind are not taken up as philanthropy, for the officials of a corporation or a large manufacturing concern may not feel at liberty to spend the funds of their company as prompted simply by motives of kindliness; but they may spend company money on such matters because it is good business. For years, the poisonous effects of lead, phosphorus and dust have been emphasized in books on industrial hygiene and their elimination has been urged; but the more important and everyday physiology of the workman himself has been neglected. Part of my object in writing this paper is to show how our knowledge of physiology may be applied to working conditions in everyday life. In the interest of industrial laborers, accident compensation laws have been enacted in 33 States. This has been carried forward rapidly, because it has been shown that it pays both employer and employee. A further step is the recognition of sickness and disablement independent of accidents, not only because of their immediate cost to the worker and to the employer, but because continued efficiency in work and business depends largely upon health. Some measure of the importance of health in industry can be gained by the knowledge that records kept by some companies which now make this the subject of careful inquiry show that the time lost by employees, through illness; is several times as much as that lost as the result of industrial accidents. It is true that accidents frequently result in permanent disability or death, but it is equally true that illness is also a cause of permanent disablement or death. Thus the chief difference is that the loss to the employee through accidents occurring in the course of his employment is now generally recognized as a cost

INTRODUCTION THIS paper describes the application of ore-dressing methods to the reclamation of milled frit from over-spray, or waste, porcelain enamel. Frit is the name given by enamelers to a granulated glass produced by the smelting and subsequent water quenching of various ingredients capable of forming a glass, usually including a compound to produce opacity. It is the major component of porcelain enamel, and normally commands a price ranging from 7 to 12 cents a pound. In the preparation of a white enamel slip, usually 6 or 7 parts of clay, 2 parts of opacifier, small amounts of electrolytes, in some cases inorganic color stabilizers and organic dyes, and 35 parts of water are added to loo parts of frit; the mixture then is milled to a fineness of the order of 92 to 95 pct through a 200-mesh sieve. The frit forms the base of the enamel; the opacifier imparts opacity or reflectance; the clay suspends the frit while in slip form and serves as a binder&apos; in bisque form (dry and unfired); and the electrolytes control the workability. Spraying is used commercially, in many cases, to apply the finish coat of enamel to the ware, prior to drying and firing. In the spraying operation, only about 50 pct, by dry weight, of the enamel slip adheres to the surface of the ware, the remainder forms the over-spray. From 1/2 to 2/3 of the overspray goes up the flue where it is lost or recovered, depending on whether the plant is equipped with a dust-collecting installation; the coarser portion of the overspray is collected in the spray booth. The former product is termed flue reclaim enamel, and the latter booth reclaim enamel. Although the spraying operation is done in specially constructed booths, which are partially or completely enclosed, it is extremely difficult to keep out contaminating dirt, which joins the reclaim. Some present-day large enameling plants use 20 tons of frit a day, of which 10 tons go into reclaim with a potential value of $1400 to $2400. When two-coat finish enamels were common, the reclaim was used satisfactorily for the undercoat, but the relatively recent advent of one-coat finish enamels prevented use of the reclaim because, even when blended with first-run enamels, it gave dirty finishes with poor gloss. It was thought that the pitting and specking encountered with reclaimed enamels were caused by the contaminating dirt, and that the poor gloss was caused, primarily, by the high clay content; more clay usually was added to give proper suspension properties to the slip when the reclaim was used. A clay content in excess of about 10 pct usually imparted refractoriness to porcelain enamels. Studies were undertaken to investigate the effects of manganese content on the machinability and other Properties of a free machining martensitic stainless steel (AISI Type 416). Machinability was found to be significantly improved in steels of high manganese content, and a direct relationship was obtained between machinability and steel Mn:S ratio. As the manganese content of the steel increases, the sulfide Phase present changes from CrS to (FeMn)Cr2S4 to (MnFeCr)S, and finally to MnS. The average sulfide inclusion hardness decreases through the same range of increasing manganese content. The mechanism for machinability improvement is discussed in terms of a soft ductile sulfide affecting deformation in the secondary shear zone. Type 416 containing relatively high manganese for improved machinability shows good general properties. The effects of increasing manganese content on mechanical properties, cold formability, and corrosion resistance are described. THE addition of sulfur is commonly used to improve the machinability of stainless steels. However, little attention has been paid in the past to the composition and characteristics of the sulfur-containing phase or phases present in these resulfurized steels. Recent information on the properties of sulfide phases, and their role in metal cutting, suggests that variations in these phases could have critical effects on machin-ability, as well as important effects on formability and other properties such as corrosion resistance. Manganese, chromium, and iron are strong sulfide forming elements present in stainless steels! of these, manganese has the greatest sulfide forming tendency and iron the least.1"1 The manganese content of resul-furized 13 pct Cr steels, often about 0.5 pct, can be insufficient or only barely sufficient to combine with the sulfur that is present; thus, the precise level of manganese can strongly influence the nature of the sulfide phase. Sulfide phases which may be present in stainless steels have been reported to include CrS, a spinel-type sulfide, chromium-rich manganese sul-fide, and manganese Sulfide.5,6 Detailed phase relationships for the Fel3Cr-Mn-S system have been reported by the present investigators,7 and a portion of this work will be referred to subsequently in this paper. Recent work by Kiessling6 and Chao et a1.8 has shown that sulfide phases can display wide variations in hardness, and may undergo considerable plastic deformation under isostatic loading.9-12 Early theories of metal cutting attributed the influence of sulfur to a lubricating effect. It is now apparent that the influence of the nonmetallic inclusions and their properties on crack initiation, deformation in the shear zones, and boundary films must also be considered in relation to the machining process. This paper presents the results of studies conducted to relate machinability to the various sulfide phases which occur in stainless steels. This work has led to the development of alloys with improved machinability, and has generated information on the effects of inclusions on metal cutting processes. Effects of sulfide inclusions and steel composition on other important metallurgical properties are also discussed. MATERIALS For drill machinability and inclusion studies, 10 lb laboratory heats were melted in an air induction furnace. These heats were made with sulfur contents be tween 0.10 and 0.50 pct and manganese contents be tween 0.05 and 3.0 pct. Residual elements were added to the heats in amounts typical for commercial steels. The typical compositional range covered by the heats is shown below: C Mn P S Si Ni Cr Mo Cu N 0.10 0.05 0.007 (M0 0.40 0.40 13.0 0.20 0.10 0.03 3.0 0750 The laboratory ingots were forged in the temperature range of 1800" to 2100°F to 3/4-in. sq bars, and all bars tempered to a hardness aim of 200 Bhn prior to testing. Because of differences in composition and tempering response, the tempered bars showed some variation in hardness (175 to 275 Bhn) as well as variations in delta ferrite content (0 to 50 pct). Composition, hardness, and delta ferrite content were considered in the analysis of the machinability data. Additional tests involving tool-life evaluation and determination of other properties were conducted on materials from commercially melted and processed 15-ton electric furnace heats. TESTS AND PROCEDURES Machinability of the laboratory heats was evaluated in a drill test. In this test, 1/4-in. diam holes, 0.4 in. deep, were drilled alternately in a test bar and in a standard bar for a total of four holes in each. This sequence was repeated three times using a freshly sharpened drill each time. The average time required to drill a hole in the test bar was compared to that for the standard bar. The total crude fluorspar reserves in Western Europe, including the USSR and the Soviet sphere, Thetotalare estimated to exceed 17 million metric tons. The total fluorspar production in 1951 in Western Europe, excluding the USSR and Soviet sphere, amounted to 371,109 metric tons. The chief fluorspar-producing countries in Europe, excluding Russia and the Soviet sphere, are France, Western Germany, Italy, Spain, and the United Kingdom. TOTAL crude fluorspar reserves in western Europe, containing more than 35 pct CaF2, are estimated at 12 million metric tons, while reserves in the USSR and Soviet sphere may exceed 5 million metric tons. The bulk of these reserves are concentrated in the USSR, Spain, United Kingdom, Western Germany, and Italy. Since published estimates of the tonnages of individual mines and explored deposits are not available for most countries in Europe, the estimates given in Table I for individual countries are necessarily approximate, as they have been compiled from various sources and modified and combined according to the author&apos;s judgment. The majority of fluorspar deposits in Europe belong to the late Paleozoic metallogenetic epochs and have been found within or along the borders of the Hercynian massifs. Deposits in the Central and Esterel massifs of France, those of Western and Eastern Germany, Sardinia, the Catalonian coastal range and the Sierra de los Santos in Spain, and those of Devonshire and Cornwall belong to the Hercynian metallogenetic epochs. The deposits in southern Norway and Sweden belong to the middle Paleozoic or later, those of northern England to the late Paleozoic or later, those of northern Spain and Greece to the late Mesozoic, and those of northern and probably central Italy and Switzerland to the early Tertiary. Fluorspar occurs typically in veins, lenses, and stringers, but also in bedded replacement deposits and pockets, and may be colorless to white, yellow, green, pink, brown, blue, or purple to almost black. Except for the colorless variety, the only kind which can be used for the optical industry, the color of the fluorspar does not affect its ultimate use. Crystalline cubic or octahedral fluorite of CaF2 composition, with 48.9 pct fluorine and 51.1 pct calcium, has a specific gravity of 3.18. The ore in place, however, usually averages 3.0 metric tons per cubic meter owing to the quantity of other minerals asso- ciated with the fluorspar in the veins and the physical state of the fluorspar, which may vary from sugary to massive crystalline or microscopic inter-growths with barite or quartz. Barite of 4.5 sp gr, quartz of 2.66 sp gr, and chert and calcite are commonly associated with fluorspar. Other minerals usually present in lesser amounts are celestite, wad, silver, lead, zinc, copper, iron, and uranium minerals. In some cavity fillings the rhythmic deposition of the fluorspar, barite, and quartz into successive crusts may make it possible to handpick the crude ore on belts or to separate the fluorspar from other minerals while the actual mining is carried on. Where metallurgical grade lump spar is required for foundries, separation of quartz and barite may be made also by jigs and heavy media, and in some mines the lead and zinc sulphides may be separated and recovered by vibrating tables. However, except in the case of unusually high grade deposits, acid grade fluorspar is obtained by flotation. By this process fluorspar deposits grading down to 35 pct CaF2 in the crude ore can be worked at a profit when fluorspar, lead, zinc, and silver prices are high, as the sulphides of these ores can be separated from the fluorspar by flotation and concentrated.
