When the title of this paper was chosen, the contemplated magnesium production for which plants were then under construction was some 200,000 tons of metal per year or sixty times the 3350-ton production in prewar 1939. A few- days later an analysis of the President's 185,000-plane pro-gram, incendiary bomb schedules, and the additional requirements of the Army. Navy and Maritime Commission made it apparent that a much greater amount of magnesium must be provided in 1943. The new figures are huge but the censor will not per-mit their disclosure.

The object of this paper is to offer a few suggestions for improving the mining and mineral statistics presented by the governments of various nations on both sides of the Atlantic. At the present time one may fairly complain of' two evils—lack of uniformity in some cases and want of completeness in others. The consequence is that the statistics are either less plain than they might be, or are useless for comparisons, or fail to present a faithful picture of the state of the mining industries of a country. The principal subjects upon which information is desirable are: the amount and value of the mineral products raised and the number of the mining population. ALTHOUGH the mechanical and chemical characteristics of certain iron-nickel-silicon alloys have been investigated,1 the available literature shows no results of a systematic investigation of the constitution of this system. This paper describes the results of an X-ray investigation of the constitution of the iron-rich iron-nickel-silicon alloys at 600°C. Data on the constitution of the included binary systems obtained in other investigations have been correlated with the structure of the ternary alloys. Jette and Foote2 have presented a tentative constitutional diagram of the iron-nickel system following X-ray studies on quenched specimens. This diagram shows that the alloys at 600°C. containing from zero to approximately 4 atomic per cent nickel consist of a body-centered cubic (alpha) phase, the alloys containing 4 to 24 atomic per cent nickel consist of body-centered cubic (alpha) and face- centered cubic (gamma) phases, and the alloys containing from 24 to 100 atomic per cent nickel consist of a face-centered cubic (gamma) phase. These investigators recognized that it was not possible to retain the gamma phase in equilibrium by quenching alloys containing less than approximately 25 atomic per cent nickel and that high-temperature X-ray methods were desirable to determine the gamma-phase solubility limit. In a later investigation of the iron-nickel alloys, Owen and Sulley3 determined the alpha-phase solid solubility limit to be 3.5 atomic per cent nickel at 600°C. High-temperature X-ray methods showed the solid solubility limit of the gamma phase to be 14 atomic per cent nickel at 600°C. Since the high-temperature X-ray method should reveal equilibrium conditions in these alloys better than the quench method of other investigators, the results of Owen and Sulley pertaining to the gamma-phase boundary are to be preferred. As the result of an X-ray investigation of quenched iron-silicon alloys, Greiner and Jette4 have shown these materials to consist of a body-centered cubic (alpha) phase containing from o to 26.4 atomic per cent silicon at 600°C. The alloys containing from 26.4 to approximately 50 atomic per cent silicon consist of two phases at 600°C.; namely, alpha and eta. The eta phase corresponds to the stoichiometrical formula FeSi (33.4 wt. per cent Si).* The literature pertaining to the constitution of the nickel-silicon alloys has been reviewed by Ackerman,5 who found disagreements in the results of various investigators on several parts of the system. Subsequent data on the constitution of the nickel-silicon alloys were reported by Osawa and Okamoto.6

Morrow Point Dam and Power Plant are principal features of the Bureau of Reclamation's Curecanti Unit of the Colorado River Storage Project. They are under construction on the Gunnison River 20 miles east of Montrose, Colo. Johnson-MK is the prime contractor, and represents a joint venture of Al Johnson Construction Co., Minneapolis, Minn., and Morrison-Knudsen Co., Inc., Boise, Idaho. The power plant will be housed in an underground chamber in the left abutment, approximately 250 ft behind the original canyon wall. The chamber is 206 ft long and 57 ft wide. The distance from the foundation to the spring line of the roof arch varies from 51 ft in the service bay to 120 ft in the control bay. The roof arch has a rise of 16 ft. The longitudinal center line of the chamber is orientated east-west with the draft tubes discharging nearly due north. Access to the power plant chamber was possible through the cable tunnel, access tunnel, two draft tube tunnels, two penstock tunnels, exploratory tunnel, which became the ventilation tunnel, or the grouting and drainage tunnel leading to the dam. (See Fig. 1.) The shortest and fastest access was through the cable and access tunnels, and the contractor drove these two tunnels simultaneously. The cable tunnel and cable gallery excavation exposed a transverse section, at the west end of the chamber, that was 15 ft wide and extended from the crown to 5 ft below spring line. It was here that arch excavation began. The first 34 ft of advance along the arch was driven on three headings, and the muck was removed through the cable tunnel. Meanwhile, the access tunnel was completed, and a raise was driven from its crown to intersect the advancing arch excavation near the longitudinal centerline

ONLY two of the Institute's 26 Local Sections were unrepresented at the delegates' three sessions, held on Monday morning and afternoon and Thursday afternoon of the annual meeting. The Philadelphia and Wyoming Sections alone sent no delegates. In all, seven hours were spent most profitably in reviewing the work done by the Institute at headquarters and in the field, comparing ideas and practices in varied activities, and in establishing personal contacts. Cordiality and the co¬operative spirit marked the meeting and apparently no one had any serious grievances to air. Four motions were introduced and unanimously passed. The first, which was introduced by B. L. Sackett, was a recommendation by the delegates that a national committee be appointed to cooperate with Local Sections in the matter of student activities, to promote Institute welfare. It was agreed that this recommendation be made simultaneously to the Board of Directors and to the Mineral Industry Education Division. A subsequent resolution by A. M. Smith was passed asking that a part of the duties of this committee be to secure the opinions of Local Sections as to the most desirable methods of interesting students in the preparation of technical papers, by giving prizes or otherwise, and to report their findings at the Section Delegates' meeting next year.

EFFORTS at smoke abatement date back to the year 1273 in England when a law was passed prohibiting the use of "sea cole." The law was not enforced, so King Edward I, 33 years later, appointed a commission "to enquire of all such who burnt sea cole in the city or parts adjoining, and to punish them for first offense with great fines and ransomes, and for the second offense to demolish their furnaces." Many other commissions have since been named to investigate the smoke problem in England, but it still persists in many British cities. In the United States the movement to abate the smoke nuisance started in certain Middle Western cities, and has made considerable progress. Until recently, the coal-producing industry co-operated little in smoke¬abatement programs, taking the attitude that smoke elimination is the dealer's or user's responsibility; and the dealers, in turn placed the responsibility entirely on the user.

As part of a U.S. Bureau of Mines-sponsored project on the utilization of "stiff" backfill to minimize potential rock burst hazards, a finite element study was undertaken to predict stresses and displacements around a stope mined up from the 5400 level of the Sunshine mine, Kellogg, Idaho. This stope was to be backfilled using a high-modulus fill. In preparation for that configuration, certain instrumentation was installed near the 5400 level to monitor stress changes. Due to untenable economics, only 2 cuts of the stope were ever made. This paper presents the results of the instrument readings taken during the first cut and compares them with the numerical predictions, as well as presents the modeling results of closure and fill stresses in the stope if it had been mined.

Few men in the coal-mining industry have had experience in metal mining as well, as has Carroll A. Garner. He went to the Arizona copper country immediately after graduating from Penn State in mining engineering in 1910, and worked in the engineering departments of the Miami and Inspiration companies for two years. Then he came back to Penn State far a year as an instructor in mining engineering before embarking in the coal industry. He was born in Ashland, Pa., July 6, 1889, and reared there, in the heart of the anthracite district, which undoubtedly influenced his choice of a professional career. The green Pennsylvania hills were preferred to the Arizona cactus country. His first coal-mining job was with the Lehigh Valley Coal Co., of which he was division engineer at Hazleton when he joined the Institute in 1917. He gave that up to go to Ohio as head of the Fernwood Mining Co. in 1921, but even that was too far west and after two months he was back in Pennsylvania as assistant general manager of the company that has since monopolized his services the Jeddo Highland Coal Co. Since 1927 he has been vice-president in charge of operations of both the Jeddo-Highland and the Hazle Brook Coal Companies, Jeddo, Pa. Between them they normally produce about 1,500,000 tons of what Mr. Garner will readily admit is the very highest grade of anthracite, utilizing the services of some 2600 men.

DIFFUSION coefficients of RaD (PD) and RaE (Bi) in a Bi-0.255 atomic pct Pb alloy have been measured by the methods outlined in a previous paper.' The following changes were made in the experimental procedures: the bath was made up of about 400 to 500 g Bi; and no correction was made for the volume change of bismuth on melting. The data are presented in Table I and Fig. 1. A least-squares analysis of the data yielded D = (0.120 t 0.09) exp ( -9680 + 1070/RT) D- (0.0465 0.001) exp (-8100 + 466/RT). Statistical analysis of the data indicated that the activation energies are significantly different at the 50 pct level, but not at the 75 pct level, while the D values are significantly different at the 97.5 pct level, but not at the 99 pct level. The differences are thus not as clear-cut as they were for lead. However, bismuth diffuses faster than lead in high bismuth alloys as well as in lead. The high activation energies, more than twice the value calculated from viscosities, are in good agreement with the results of Grace and Derge.' No data were obtained at higher temperatures because of gas bubble formation in the capillary. REPORTS have been made at different times on the progress of water encroachment in the Frontier sands in the Salt. Creek oil field, Natrona county, Wyoming. All previous reports have, -however, been largely based on the position of water in the sands as determined by various physical tests. Subsequent information has been secured through a preliminary investigation of the porosity, grain size and degree of saturation of the Frontier sands. Also, a closer differentiation has been made between the waters encountered incident to the production of oil by means of chemical analysis. In view of the more recent developments there has been a need of a water encroachment map of the first Wall Creek based on a field survey and additional information acquired since the water encroachment map of the sand of 1926, by J. S. Ross and E. W. Henderson, petroleum engineers of the U. S. Geological Survey. The present report is confined to a study of the first Wall Creek sand and was written in connection with the preparation of the map, showing water encroachment in this sand. The first Wall Creek sand was the discovery sand in the field, the first well having been drilled in 1908. Its thickness averages 120 ft. and, varies between 90 and 160 ft. The sand is in the Colorado group of the Upper Cretaceous series and is further considered as a part of the Frontier formation found in other parts of Wyoming.

SAFETY practice or the elimination of accidents in our coal mines is specifically a problem of management. It cannot be delegated to any governmental agency except that the various coal-producing states do and should have some minimum safety standard laws. However, the legislative method of attempting to control mine accidents is ineffective because of the delay between the necessity and the action. It will always be impossible to keep our various state mining laws up to date; and when the law says you must do a certain thin there is a tendency to do this and no more. Except in the old Catalan forge, or its modifications, attempts to make iron and steel directly from ore in a practical and economical manner have failed so frequently and completely that such schemes are looked upon with justifiable distrust. Without exception, all have failed from one cause or another, although in some instances every indication of a practical success was manifest in the beginning. It is, therefore, necessary to carefully examine and consider every detail affecting the process, or more properly, furnace, under consideration. This I have done to the best of my ability during a long visit to Russia last summer, and after satisfactorily observing the practical success of the furnace in the iron works of Count Stroganoff at Dobriansky in the Government of Perm, I decided to investigate as completely as possible the history of similar furnaces in Finland and Russia. These data, sifted and verified with the greatest possible care, form the substance of the present paper.* An illustration on page 321 of Percy's Iron and Steel shows the old type of Osmundssmide or harkugnar, which has been in use in Northern Europe since pagan times. Fig. 1 shows a furnace of this kind. It should, perhaps, more properly be called a high-bloomary furnace or forge, the Swedish word hark meaning bloom or loupe. It was with this type of furnace that Mr. Husgafvel began his experiments at Porsaskoski in 1875. Attempts to obtain better results with larger furnaces of this type were failures, as every bloom or loupe obtained necessitated blowing out the furnace with a consequent large waste of fuel. A larger furnace of course increased this waste with no corresponding advantage. A movable hearth of threeeighth inch iron, lined with a mixture of clay, quartz and lime, was next tried, but in consequence of the frequent repairs of this lining,

A Discussion of the Paper by Mr. H. A. Guess, read at the Atlantic City meeting, February, 1904. MR. JOSEPH P. GAZZAM, Germiston, Transvaal, So. Africa (communication to the Secretary*) :-About fourteen years ago, in southeastern Missouri, I used a method for the wet determination of lead which closely resembles the modified sulphate-chromate method described by Mr. Guess. The principal difference, however, is, that after dissolving the lead chromate in hydrochloric acid, the chromic acid is determined by means of a standard solution of ferrous sulphate. The method, which I believe is still in use in southeastern Missouri, was found to be convenient and accurate for the determination of lead in the ores and various products of the mills and furnaces in that district, but it was never used for complex ores. A number of determinations of lead in mill-tailings were made in the year 1891; a few of these results are given in Table I.

WHEN geophysical methods were first employed in the search for ore deposits and oil accumulations, it was hoped that they would provide a direct means of locating such concentrations. Magnetized needles were used long ago in prospecting for magnetic iron ore, and soon after the discovery of galvanism in about 1790 attempts were made to find concentrations of valuable minerals electrically. Evidence indicating that the early geophyeical instruments were regarded merely as improved divining or dowsing rods is to be seen in the names "mineral finders," "ore finders," etc., that were applied to them. Today, appellations of this kind raise serious doubts in informed minds as to the intelligence and integrity of individuals advocating the use of such euphemistically named methods or instruments, for experience and research have shown that, geophysical, it is never a question of directly locating a given mineral but merely of delimiting its possible occurrence.
